SITREP NO-95/2008 1700 hours 32-20/2008-NDM-I Ministry of Home Affairs (Disaster Management Division) Dated, 3 rd September, 2008 Subject: SOUTHWEST MONSOON-2008: DAILY FLOOD SITUATION REPORT SUMMARY OF IMPORTANT EVENTS AS ON 03.09.2008 RAINFALL SITUATION IN THE COUNTRY BIHAR Light to moderate with isolated heavy falls has been reported in some parts of the State. In all, about 34,28,000 people from 1914 villages in 16 districts have been affected due to flood in the State. 03 human deaths have been reported by the State during last 24 hours. The total human death toll of the State is 66. 2,99,732 houses have been damaged due to flood so far. 2673 boats pressed into service for rescue and relief operations. 6,79,196 persons have been evacuated from the affected areas so far. In 285 relief camps about 2,56,560 people accommodated. In 100 cattle camps about 11,071 animals accommodated. 177 medical teams deployed and 249 Health Centre opened in the flood affected areas. UTTAR PRADESH No significant rainfall has been reported in the State. 03 human deaths have been reported by the State during last 24 hours. In all, 23,65,352 people from 4,587 villages in 21 districts have been affected severely. About 1,42,340 houses have been damaged so far. About 39,180 people from the affected areas have been evacuated. 3288 cattle/livestock are reported to have been perished. 4,024 lakh ha areas have been damaged. In 478 relief camps about 36,161 people have been accommodated. 4,343 boats and 183 mobile teams of doctors along with medicines continued to be deployed in the flood affected areas. ASSAM Light to moderate rainfall with isolated heavy falls has been reported in some parts of the State. No human death has been reported by the State during last 24 hours. About 11.72 lakh people have been affected in the State. 20350 people continued to be accommodated in 184 relief camps. 85 boats continued to be deployed in the State. 33,700 People have been evacuated from the affected areas. 1

WEST BENGAL Light to moderate with isolated heavy falls has been reported in some parts of the State. 01 human death has been reported by the State during last 24 hours. About 37.91 lakh people have been affected in the State. In 26 relief camps about 6780 people have been accommodated 154 Medical teams and 33 boats continued to be deployed. 119858 ha cropped areas has been damaged. 3920 cattle livestock have been perished so far. 406084 houses have been damaged due to flood so far. Human deaths As per provisional information received from the affected States/UTs, 07 human deaths (Bihar & Uttar Pradesh-03 each and West Bengal- 01) were reported, raising the total death toll to 1785 from 1778. INDIA METEOROLOGICAL DEPARTMENT The axis of monsoon trough continues to run close to foothills of the Himalayas. Fairly widespread rainfall activity with isolated heavy to very heavy rainfall is likely over northeastern States, Sub- Himalayan West Bengal and Sikkim during next 3 days. Subsequently, eastern end of the monsoon trough is likely to shift southwards. An east-west shear zone in lower levels with embedded cyclonic circulations over north Tamil Nadu and another over Kerala persists. Under its influence, scattered to fairly widespread rain/thundershower activity is likely along the west coast and over parts of south Peninsula during next 2-3 days. CENTRAL WATER COMMISSION There are 23 Moderates and 25 Low flood situation sites. INDIA METEOROLOGICAL DEPARTMENT Chief features The axis of monsoon trough continues to run close to foothills of the Himalayas. Numerical weather prediction models indicate a mid-latitude westerly trough, which is likely to affect northwest India during 5-7 th September. Outlook for next two days Scattered to fairly widespread rainfall activity is likely over parts of northwest India. 2

Scattered rainfall activity is likely over south peninsular and adjoining central India. CENTRAL WATER COMMISSION According to the Central Water Commission (CWC) report dated 3 rd September, 2008, there are 23 Moderates and 25 Low flood situation sites. The details of moderate flood sites are as under:- Assam River Brahamputra at Dibrugarh is flowing at 105.68m against the danger level of 104.24m with a steady trend. River Brahamputra at Neamatighat is flowing at 85.83m against the danger level of 85.04m with a falling trend. River Brahamputra at Tezpur is flowing at 65.56m against the danger level of 65.23m with a rising trend. River Brahamputra at Guwahati is flowing at 49.72m against the danger level of 49.68m with a rising trend. River Brahamputra at Dhubri is flowing at 29.39m against the danger level of 28.62m with a steady trend. River Subansiri at Badatighat is flowing at 82.69m against the danger level of 82.53m with a rising trend. River Jiabharali at Jiabharali (NTX) is flowing at 77.20m against the danger level of 77.00m with a rising trend. River Puthimari at Puthimari (NHX) is flowing at 52.25m against the danger level of 51.81m with a rising trend. River Kushiyara at Karimganj is flowing at 15.42m against the danger level of 14.94m with a falling trend. Bihar River Ganga at Patna is flowing at 48.75m against the danger level of 48.68m with a steady trend. River Ganga at Hathidah is flowing at 42.00m against the danger level of 41.76m with a falling trend. River Ganga at Colgong is flowing at 31.36m against the danger level of 31.09m with a steady trend. River Ghaghra at Gangpur Siswan is flowing at 57.11m against the danger level of 57.04m with a falling trend. River Burhi Gandak at Rosera is flowing at 42.76m against the danger level of 42.63m with a rising trend. River Burhi Gandak at Khagaria is flowing at 37.33m against the danger level of 36.58m with a falling trend. River Bagmati at Benibad is flowing at 49.30m against the danger level of 48.68m with a steady trend. River Adhwara at Kamtaul is flowing at 50.41m against the danger level of 50.00m with a rising trend. River Kosi at Kursela is flowing at 30.95m against the danger level of 30.00m with a falling trend. River Mahananda at Dhengraghat is flowing at 36.03m against the danger level of 35.65m with a steady trend. 3

River Mahananda at Jhawa is flowing at 31.62m against the danger level of 31.40m with a steady trend. Uttar Pradesh River Ghaghra at Turtipar is flowing at 64.10m against the danger level of 64.01m with a falling trend. Jharkhand River Ganga at Sahibganj is flowing at 28.33m against the danger level of 27.25m with a steady trend. West Bengal River Ganga at Farakka is flowing at 23.62m against the danger level of 22.25m with a rising trend. Detailed situation BIHAR Light to moderate with isolated heavy falls has been reported in some parts of the State during last 24 hours. On 18.08.2008, a long embankment was swept away at Kushaha in Nepal, about 7 km away from the Kosi Barrage at Birpur in Supaul. Due to above breach, river Kosi has reportedly changed its course and shifted over 120 km eastwards. As a result, the large areas of Supaul, Madhepura, Katihar, Saharsa and Araria are reported to have been inundated and affected severely. More areas in these districts are getting inundated and numerous other embankments are under threat of being breached. In Supaul District, about 8,93,790 people in 243 villages and 73 Panchayats (68 fully & 5 partially) have been badly affected. Basantpur, Chhattapur, Pratapganj and Triveniganj blocks are the worst affected blocks in the district. Electricity, Water supply and traffic movement in these blocks have totally been cut off. Link road from Bhimnagar to Birpur has been washed away at four places. Several people in Bela, Bodh, Banaili, Bishnapur and Birwa villages have still marooned. 38 relief camps are opened in the district in which about 65,000 people have been accommodated. 456 local boats, 01 government boat and 28 motor boats have been pressed into service for relief and rescue operations. About 2,25,000 people have been evacuated from the affected areas so far. 22,367 Kachha, 2233 pacca houses and 1,98,846 juggis have been damaged so far. 13550 cattle have been affected so far. 20 cattle camps established in which about 11,071 cattle accommodated. About 1.14 lakh ha area has been damaged in the State so far. In Madhepura District, about 10.22 lakh people in 378 villages have been badly affected. 126 Panchayats have been affected severely.. 4

About 11 blocks in the district have been partly submerged. The worst affected areas are Alamnagar, Uda Kishanganj, Kumarkhand, Gwalpada, Bihariganj, Purani, Chawsha, Shanker, Sindgheshwar, Gamaria, Bhellur and Murliganj. About 1-2 feet water continued to be reported in the affected areas. 321 local boats and 25 motor boats have been pressed into service for relief and rescue operations. 45 Relief Camps have been opened in the affected areas of the State in which about 53,000 people have taken shelter. More than 95,000 people have been evacuated so far from the affected areas. 28 cattle camps opened in which about 437 cattle have been accommodated and 6450 cattle were given treatment. 34 medical camps have also been established in the affected areas. Chura-381 Q, Gur-80 Q, Sattu-50 Q and Polythene Sheets-60584 have been distributed in the affected areas so far. mwater pouches have also been distributed in the affected areas. Railway track at Dinapatti between Saharsa Purnea has been submerged under water. As a result, the rail movement on this section has been suspended. Vehicular movement on National Highway between Kumarghat- Murlighat has also been suspended due to submergence of water. In Araria District, about 2.50 lakh people in 04 blocks and in 30 villages have been badly affected. The worst affected areas in the district are Farbishganj, Raniganj, Bhairgama and Narpatganj. 60 Relief camps have been opened in the State in which about 60,000 people have been accommodated. 89 boats and 58 motor boats are pressed into service for relief and rescue operations. 15,000 people have been evacuated from the affected areas so far. 60 cattle camps and 60 medical camps have also been established in the affected areas. Water has started receding from the affected areas. Since yesterday, it was reported that about 4 feet water was decreased. In Saharsa District, about 2.50 lakh people in 07 Panchayats and in 35 villages have been badly affected. The worst affected Panchayats are Patanghal, Saurbazar and Sonbarsa. 41 relief camps opened in the district in which several people have been accommodated. 171 local boats have been pressed into service for relief and rescue operations. About 86,700 people have been evacuated from the affected areas so far. 06 cattle camps are opened in the affected areas. 5

14 mobile medical teams deployed in the affected areas with snake bite kits and other medicines. In Katihar District, about 62,015 people in 13 Blocks, 26 villages and in 63 villages have been badly affected. Out of 63 villages, 20 villages have been marooned. Several Pucca and Kachcha houses have been damaged. 314 private boats have been pressed into service for rescue and relief operations. 14 medical camps have also been opened in which about 5,887 people have been given treatment so far. 125 local boats have been pressed into service for relief and rescue operations. About 38,034 halogen tablets and polythene sheets to 499 families have been distributed. 32 cattle camps established in the affected areas in which about 37,081 cattle have been given treatment. About 10 temporary laboratories and 08 hand-pumps have been erected/constructed in the affected areas. In Purnia District, about 1,50,000 people in 20 Panchayats have been badly affected. 06 relief camps are running in the district in which several people have been accommodated. In all, about 34,28,000 people from 1914 villages in 16 districts (Muzaffarpur, Supaul, Patna, Katihar, Nalanda, Araria, West Champaran, Shekhpura, Saharsa, Purnea, Saran, Begusarai, Bhagalpur, Madhepura, Vaishall and Khagaria) have been affected due to flood in the State. 03 human deaths have been reported by the State during last 24 hours. o Ready Food distributed by DM Araria/Supaul/Madhepura/Saharsa: 139485 packets Food packets airdropped by the State: o 69192 (Chura-2078.82 Q, Sattu-689.46 Q, Gur-346.06, Salt-346.06 Q, Hallogen Tablet-438680) Cash distributed by the State 48.37 lakh has been distributed so far. Position of rivers River Ganga, Ghaghra, Burhi Gandhak, Bagmati, Adhwara, Kosi and Mahananda continued to be flowing above their danger levels at various places in the State. The Kosi River in the state is in receding trend and it has been reported that more than one foot water has been reduced so far. Measures taken to prevent outbreak of epidemics Health department in the State is reportedly undertaking massive vaccination drive against the contagious viral disease in the districts of Supaul, Madhepura, Katihar, Araria, Purnea, Bhagalpur and Saharsa which have been badly affected. A few diarrhea cases have also been reported in the affected districts. However, anti-diarrhoeal tablets are being distributed in such area. Apart from this, bleaching powder and chlorine tablets are also being distributed. Relief assistance provided by Government of India NDRF 18 teams of NDRF (about 733 personnel) alongwith 149 motorized boats (from NDRF-94, BSF-24, SSB-23 and CRPF-08) deployed in Supaul, Madhepura, Araria and Purnia districts for flood and relief duties. They have rescued over 50,000 marooned people to the safer place and distributed medicines/food packets. Army 36 Army columns with ETFs continued to be deployed for rescue and relief operations in the State. One additional column has moved by air on 2 nd September, 2008 from Amritsar. Following assistance has been rendered by these columns so far o 86,550 persons evacuated. o 26, 132 patients treated o 18 water points established Navy Three relief teams consisting of 04 officers, 131 Ors and 45 Geminies with OBMs continue to operate in Madhepura and Purnea districts. 22 additional Geminies alongwith divers and OBMs are being airlifted to Purnea from Vishakhapatnam and Mumbai on 3 rd September, 2008. The relief teams deployed in Madhepura district are being moved to Supaul district due to recession of water in Kumarkhand/Banmankhi areas. 573 stranded personnel from 06 villages have been evacuated. 7

Air Force Six MI-17 helicopters lifted 16 passengers and dropped 68.25 tons of relief material in 23 sorties in the affected areas. Four MI-8 helicopters lifted 15 passengers and dropped 7.8 tons of relief material in 07 sorties in the affected areas. Three IL-76 in 09 sorties moved 337 passengers and 53.96 ton load of Army columns and relief equipment from Bhatinda and Delhi to Purnea on 02 nd September, 2008. Four AN-32 aircraft were utilized for movement of rescue teams and other relief equipment. A total of 22.8 ton load and 228 passengers were lifted in 40 sorties. A total of 154.33 tons of relief equipment/material and 599 passengers were airlifted in 99 sorties on 2 nd September, 2008. UTTAR PRADESH No significant rainfall has been reported in the State during last 24 hours. 03 human deaths have been reported by the State during last 24 hours. In all, 23,65,352 people from 4,587 villages in 21 districts have been affected severely and 732 villages marooned in the State so far due to flood. About 1,42,340 houses (3746 fully and 138594 partially) have been damaged so far. About 39,180 people from the affected areas have been evacuated so far. 3288 cattle/livestock are reported to have been perished. 4,024 lakh ha areas have been damaged. 478 relief camps have been opened in the flood affected areas in which 36,161 people have been accommodated. 4,343 boats have been pressed into service for rescue and relief operations in the affected areas. 183 mobile teams of doctors along with medicines have been deployed in the flood affected areas for providing medical care. 17 companies of PAC have been deployed with 184 motorized boats and 88 wooden boats in the affected areas for relief and rescue operations. Deployment of Army/NDRF Three Army Columns with BOUTS and six OBMs were deployed for rescue and relief operation in Kampur district. However, due to receding water levels, all columns have been derequisitioned at 1800 hours on 01 st September, 2008. 05 teams of NDRF (about 190 personnel) deployed at Hailakandi, Kendukona, Dakuakhana, Golakganj and Simon Chapori along with 07 motorized boats (Inflatable -03 and BAUT -04) for flood rescue operation. WEST BENGAL Light to moderate with isolated heavy falls has been reported in some parts of the State during last 24 hours. 01 human death has been reported by the State during last 24 hours. About 37.91 lakh people, in all, are reported to have been affected in the State due to flood so far. 26 relief camps opened in the State in which about 6780 people have been accommodated 154 Medical teams and 33 boats continued to be deployed in the affected areas of the State. 119858 ha cropped areas has been damaged. 3920 cattle livestock have been perished so far. 406084 houses (240312 fully and 165772 partially) are reported to have been damaged due to flood so far. Position of river River Ganga continued to be flowing above its danger level at Farakka. 9

DEPLOYMENT OF NATIONAL DISASTER RESPONSE FORCE (NDRF) ON 3 rd SEPTEMBER,2008 Bihar 18 teams (about 733 personnel) alongwith 149 motorized boats (from NDRF-94, BSF-24, SSB-23 and CRPF-08) deployed in Supaul, Madhepura, Araria and Purnia districts for flood and relief duties. They have rescued over 50,000 marooned people to the safer place and distributed medicines/food packets. Assam 05 teams (about 190 personnel) deployed at Hailakandi, Kendukona, Dakuakhana, Golakganj and Simon Chapori along with 07 motorized boats (Inflatable -03 and BAUT -04) for flood rescue operation. Uttaranchal 01 team consisting of 45 personnel continued to be deployed for Kailash Mansarovar Yatra route at Pithoragarh district. LOGISTIC SUPPORT PROVIDED BY THE MINISTRY OF DEFENCE ON 3 rd SEPTEMBER, 2008 State of Bihar Army 36 Army columns with ETFs continued to be deployed for rescue and relief operations in the State. One additional column has moved by air on 2 nd September, 2008 from Amritsar. Following assistance has been rendered by these columns so far o 86,550 persons evacuated. o 26, 132 patients treated o 18 water points established Navy Three relief teams consisting of 04 officers, 131 Ors and 45 Geminies with OBMs continue to operate in Madhepura and Purnea districts. 22 additional Geminies alongwith divers and OBMs are being airlifted to Purnea from Vishakhapatnam and Mumbai on 3 rd September, 2008. The relief teams deployed in Madhepura district are being moved to Supaul district due to recession of water in Kumarkhand/Banmankhi areas. 573 stranded personnel from 06 villages have been evacuated. Air Force Six MI-17 helicopters lifted 16 passengers and dropped 68.25 tons of relief material in 23 sorties in the affected areas. Four MI-8 helicopters lifted 15 passengers and dropped 7.8 tons of relief material in 07 sorties in the affected areas. Three IL-76 in 09 sorties moved 337 passengers and 53.96 ton load of Army columns and relief equipment from Bhatinda and Delhi to Purnea on 02 nd September, 2008. 10

Four AN-32 aircraft were utilized for movement of rescue teams and other relief equipment. A total of 22.8 ton load and 228 passengers were lifted in 40 sorties. A total of 154.33 tons of relief equipment/material and 599 passengers were airlifted in 99 sorties on 2 nd September, 2008. RAINFALL SITUATION IN THE COUNTRY DURING LAST 24 HOURS Light to moderate with isolated heavy falls has been reported in some parts of Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Jharkhand, Karnataka, Kerala, Maharashtra, Orissa, Puducherry, Sikkim, Tamil Nadu and West Bengal during last 24 hours.
