A. Frequent breakdown in CARR messages exchange in export shed In the previous meeting the representative of BCBA submitted that frequent breakdown in CARR messages exchange in export shed is delaying the clearance for exports. Earlier the chairman directed the DC(EDI) to look into the matter and resolve the problem. In the instant meeting the DC EDI informed that the earlier installed media converters have been replaced with the new SFPs for better connectivity. Now it is expected to prevent the frequent breakdown in CARR message exchange. The Chairman accepted the contention of the DC EDI and closed the point. B. Proper exhaust System required in MIAL warehouse to provide safe working condition for representatives of Customs CB etc. in the shed. In the previous meeting the representative of BCBA submitted that Proper exhaust System required in MIAL warehouse to provide safe working condition for representatives of Customs CB etc. in the shed. In the instant meeting the representative of MIAL informed the house that the required exhaust system has been installed in MIAL warehouse accordingly the chairman has closed the point. C. Difficulties faced by trade with Air India [Action: Point Dropped] In the previous meeting the representative of BCBA submitted that they are facing tremendous difficulties with Air India Shed due to non-availability of fork lifts lack of loaders to handle the packages etc. In the instant meeting the representative of BCBA reiterated that no single forklift working in Airport Import Shed. In turn the representative of Air India has informed that repair of forklift is not upto the mark because Forklift are busy so unable to take workshop for repair maintenance etc. The Representative of Airport requested the Chairman to raise the issue before higher authority with DO letter. The Chairman accepted the request of writing DO letter. D. Tremendous delay in release of online DO [Action: ADC(I)] In the previous meeting the representative of BCBA submitted that they are facing tremendous delay in release of online DO in terms of PN No. 09/2015-16 dated17.07.2015 thus leading to bunching of consignment in the evening peak period. The representative of MIAL informed the house that the delay in release of online DO is due to reason that before issuing DO segregation of Cargo is required. However the Commissioner(APSC) has assured the house that he will co-ordinate with AIR INDIA/MIAL on the issue and will try to reduce the time for issuance of online DO. E. CCTV surveillance in all the shed areas. In the previous meeting the representative of BCBA requested to install proper CCTV surveillance in all the Shed Area as this is very essential for overall safety and security. The representative of MIAL has informed that they have already installed CCTV in their Shed Areas. The representative of Air India has informed the house that the CCTV has been installed in the main Area of their Shed. The Chairman directed the representative of Air India to install CCTV in all the Shed area within one month. F. Monsoon preparedness [Action: Air India] In the previous meeting the representative of BCBA requested the authorities/custodians to ensure that proper steps are taken well in advance before onset of monsoon to ensure that all the import and export consignments are in safe and sound condition. Further they are requesting to MIAL to ensure that all the Nallas (drainage system) in and around ACC are desilted and cleaned properly to avoid water logging in Air Cargo Complex during monsoon. The representative of Air India has informed the house that they have completed the required work in certain area. Remaining work will be completed shortly as the proposal has already gone to General Manager Air India for sanction. G. Integration of RBI-BRC module [Action: MIAL/Air India] In the previous meeting the representative of ACCAI requested to refer PN 24/2016 dated 15.07.2016 regarding integration of RBI-BRC module. The notification states that after 01.04.2014 exporters need not submit negative statements. They stated that the integration between banks and RBI is not taking place. Till this integration is confirmed they requested to accept the negative statements from the exporters and ensure that they are not served with SCN or their IEC should not be blocked. The ADC(X) has informed the house that the issue has already been taken with DG(System). Presently they are unable to update in system by their level until RBI changed the Bank module. Accordingly point is closed. H. Refund of Drawback without involving any lengthy procedures. In the previous meeting the representative of ACCAI submitted that when the exporter is voluntarily coming forward to pay back the drawback a lengthy time consuming procedure is followed for accepting such payment. They suggested that procedure for accept of said payment be simplified. The Chairman assured the trade that in order to simplify the procedure standing order will be issued. I. Issues with Traffic Police In the previous meeting the representative of ACCAI submitted that there are many outstation trucks coming into Mumbai with export cargo. All the entry points into Mumbai are closed from 7.00 AM to 11.00 AM and from 5.00 PM to 9.00 PM for outstation trucks. Due to morning closure all trucks arrive at the ACC by 12.30 PM and cause heavy congestion and delay in offloading. Earlier the Chairman directed the representative of MIAL to draft the joint representation to be submitted to the Traffic Police authority by the Customs Authority and MIAL. In the instant meeting the representative of MIAL informed that they are ascertaining the No. of vehicle to be permitted by traffic authority during restrictive period. Thereafter they will prepare draft for joint representation. The Chairman agreed the contention of the representative of MIAL. 2. New point taken for discussion in the meeting A. RMS registration should be permitted 24*7 (Page 4 of 5) [Action: MIAL] In the instant meeting the representative of BCBA submitted that the registration of RMS Bills of Entry are being allowed only up to 6:30PM causing difficulty for clearance and requested that RMS registration should be permitted 24*7. In response the DC(EDI) informed that though the staff stops the receipt of fresh RMS Bill of Entry after 6.30PM they register the Bills of Entry till 8.30PM. He also informed that duty payment are also not accepted after 8.30PM. ADC(Import) informed that the position will be reviewed if need be there further necessary action will be taken. Chairman directed to close the point for time being. B. Issues relating to NOC from Animal Quarantine(AQ) [Action: Point closed] In the instant meeting the representative of BCBA submitted that Shipments requiring Animal Quarantine(AQ) NOC are required to be forwarded to their Navi Mumbai office due to absence of any official at Air Cargo Mumbai. Moreover practice of giving NOC to out of scope items against import documents submitted by e-mail has been withdrawn and the CB s are required to visit the AQ office at Navi Mumbai with hard copy of documents. They requested that to reduce dwell time and for ease of doing business the following may be implemented: a) Official from AQ should be deputed at their ACC office for granting NOC. b) Import document submission via e-mail should be permitted for out of scope items. c) AQ office should notify the list of products which are out of scope and for which NOC is not required(similar to what FSSAI has done) The Chairman assured the trade that they will look after the issue and necessary action will be taken. C. Acute shortage of Forklifts in Air India Shed [Action: PQA-AQ/ADC] In the instant meeting the representative of BCBA submitted that the situation at AIR INDIA warehouse is a cause for concern and continues to be alarming. The acute shortage of Forklifts has caused serious delays and affected deliveries. The staff on duty is helpless and escalation at senior level they have only received assurances but
there is no change at ground level. They requested the house that since no solution is forthcoming. MIAL should take over this activity in larger interest of the Exim trade. The Chairman observed that the issue raised by the trade has already been discussed earlier(refer point 1(c)). Hence no separate point is required for discussion. Hence point is dropped. D. Charges of Photocopying should be fixed [Action: Point Dropped] In the instant meeting the representative of BCBA submitted that the photocopying vendor appointed by MIAL should display the charges as there are complaints from members that the vendor is charging higher rates than the normal charged for photocopying the documents. The representative of MIAL informed the house that the rate of photocopying charges are already displayed. However they suggested to bring cases to their notice if the higher amounts are being charged.
