Backgroud These are the Terms of Referece (ToR) for the fial evaluatio of the Empowerig Local ad Natioal Humaitaria Actors (ELNHA) project implemeted by Oxfam Novib ad Oxfam Great Britai. ELNHA is a threeyear iitiative edig i December 2018, fuded by the Ikea Foudatio for a total amout of 7,343,603. The ELNHA project aims at a better sharig of power ad resources i the humaitaria sector betwee iteratioal humaitaria actors ad local ad atioal oes. The uderlyig assumptio is that havig local ad atioal humaitaria actors (LNHA) i the drivig seat for emergecy preparedess ad respose shall allow vulerable people i disaster proe areas to beefit from better humaitaria respose. To achieve the evisioed systemic chage i the humaitaria sector, the ELNHA project is pursuig three mai strategies i parallel. First of all, the capacity of LNHA is stregtheed so that they ca lead humaitaria actio (STRENGTH). Secodly, LNHA are give the voice to create a strog domestic humaitaria ageda i their coutries (VOICE). Thirdly, iteratioal NGOs ad doors are iflueced, based o solid evidece, so that they provide more space ad meas to LNHA to lead humaitaria actio (SPACE). ELNHA focuses o two coutries, Bagladesh ad Ugada, which are both acutely at risk from humaitaria crises. I both coutries, activities are udertake at atioal level ad i selected districts (6 i Ugada ad 9 i Bagladesh). The ELNHA project started with a aalysis of the domestic humaitaria capacity i Bagladesh ad Ugada, usig the HUCOCA (Humaitaria Coutry Capacity Aalysis) methodology. This was followed by the joit prioritizatio by LNHA of their capacity developmet eeds ad the drawig of joit actio plas. Oe mechaism used for buildig stregth is ELNHA s Humaitaria Capacity Developmet Fud (HCDF), to which local actors ca submit oce per year proposals to fud capacity developmet activities. Voice is promoted both at the collective ad orgaizatioal levels: coordiatio ad collaboratio amogst LNHA are stregtheed as a way of fosterig collective ifluece; at the same time, the Humaitaria Respose Grat Facility (HRGF) set up by ELNHA provides the opportuity for idividual LNHA to demostrate their ability to desig ad implemet quality humaitaria projects, hece ehacig their idividual voices. ELNHA s ifluecig ad egagemet activities at global level aim at havig iteratioal doors ad INGOs adaptig their policies, strategies ad systems to give more space to LNHA. This has bee doe for istace through ivestig i relatioships ad collaboratig with various etworks, UN agecies, ad door govermets who also support this systemic chage, e.g. through beig a active member of iteratioal workgroups, collaboratig o a coordiated research ageda o local humaitaria leadership ad co-orgaizig cofereces. ELNHA also strives at actig as a role model, by actively supportig the participatio of LNHA represetatives to global debate spaces wheever a opportuity arises. The complete project theory of chage is show i Appedix to this ToR. 1

Direct beeficiaries of ELNHA are LNHA who get capacity ad support to play a leadig role i humaitaria resposes ow ad i the future. Idirect beeficiaries are the vulerable me, wome ad childre who beefit from more effective ad appropriate humaitaria resposes. The rage of direct beeficiaries i both coutry, at atioal ad sub-atioal levels, is fairly broad ad icludes govermet istitutios (at atioal ad decetralized level), local ad atioal NGOs (LNNGOs), etworks, private sector, media bodies cotributig to preparedess ad respose. Withi these sub-groups of LNHA, some variability i terms of philosophy ad approach are also observed; for istace, some LNNGOs act as civil society orgaizatios (icludig wome s orgaizatios) while others have a stroger busiess orietatio. The ELNHA project is implemeted by dedicated project teams i Bagladesh, Ugada ad at Global level, made of Oxfam staff. Supportig parters were selected amog LNHA i both coutries, to co-implemet the project; there are 6 supportig parters i Bagladesh ad 3 i Ugada. I additio, some local actors (called lead actors i Bagladesh) have stepped forward to take the lead o selected capacity developmet activities facilitated by ELNHA. 2. Ratioale ad purpose of the evaluatio The ELNHA project is edig o 31 December 2018. At the time of this fial evaluatio, the two ELNHA coutries will be wrappig up the implemetatio of activities for the third year. The mai aim of the evaluatio is to systematically aalyze the actual outcomes of the project ad its uderlyig workig mechaisms agaist the Theory of Chage. I view of the duratio of the project (3 years), its focus o capacity developmet ad sector chage, the impact of ELNHA o the quality of humaitaria assistace received by crisis-affected people i Bagladesh ad Ugada is expected to be still modest. The mai focus of this fial evaluatio shall hece be o the outcomes ad processes rather tha the impact level. Where available, impact level data from the project MEAL system (icludig Real Time Review reports, feedback from beeficiaries of HRGF-fuded resposes) should iform the evaluatio, but it is ot expected that additioal data will be collected at this level. The purpose of this fial evaluatio is threefold: Buildig istitutioal kowledge: The fial evaluatio will idetify lessos leared ad geerate kowledge that shall iform the developmet of curret ad future projects supportig local leadership i the humaitaria sector, both i terms of activities ad i terms of approach. Ehacig sustaiability: Based o the gathered iformatio ad kowledge, the fial evaluatio will recommed actios by cocered humaitaria actors so that the achieved chages (i capacity, relatioships, policy chages, etc.) ca be sustaied, as part of ELNHA exit strategy. Accoutability: The fial evaluatio with allow the ELNHA project to provide accoutability to its various stakeholders, i particular to the project parters, other LNHA i Bagladesh ad Ugada (icludig local ad atioal govermets), INGOs ad doors i coutries ad at global level, ad ELNHA s door, the Ikea Foudatio. Primary users of the evaluatio results are the followig: Oxfam ELNHA staff (global + i-coutry) ad parters implemetig the ELNHA project Other Oxfam staff (global + i-coutry) who are supportig ELNHA The Ikea Foudatio Secodary users of the evaluatio results will be the followig: Other agecies / iitiatives that are already supportig or iterested i supportig local humaitaria leadership LNHA i Bagladesh ad Ugada which are ivolved i the ELNHA project 3. Specific object ad objectives of the evaluatio The object of the evaluatio is the ELNHA project, as described i the approved ELNHA proposal ad with the chages brought to the approach as described i the aual reports to the door. 2

The specific objectives of the evaluatio are: To assess the extet to which the ELNHA project has cotributed to local humaitaria capacity ad leadership, lookig at its relevace, effectiveess, efficiecy, sustaiability ad impact. The evaluatio shall i particular focus o the approach (system approach, process-orieted, cosultative, stimulatig parterships buildig, cotext specific...), the structure ad set-up of the project (from district to global) ad its results uder outcome areas. To stimulate reflectios ad learig amog ELNHA teams, supportig parters, Oxfam coutry offices ad LNHA, icludig learig from failures ad challeges. To idetify, formulate ad share good practices, lessos ad strategic, actioable recommedatios o both programmatic ad project maagemet aspects, which ca iform the developmet of curret ad future projects supportig local leadership i the humaitaria sector. Suggestios o what ELNHA could have doe differetly shall also be provided. 4. Key questios of the evaluatio The mai questios to be aswered by the evaluatio are the followig: Relevace ad appropriateess of the project activities ad approach to the local eeds ad cotext. What made the capacity ivestmets appropriate or ot appropriate? - Did the ELNHA approach ad activities i Bagladesh ad Ugada suit the priorities ad eeds of the diverse groups of LNHA? Did the project build o the eablers of capacities ad empowermet of LNHA i these coutries? Did ELNHA address some of the blockers of capacities ad empowermet of LNHA? What were the reasos for some LNHA to ot egage i the ELNHA process? - How did LNHA perceive ad uderstad the project ad what was their level of owership to promote its objectives? What has bee the level of stakeholders participatio through the differet phases of the project, icludig feedback mechaisms ad icorporatio of LNHA observatios? Efficiecy measurig the outputs (qualitative ad quatitative) i relatio to the iputs, icludig a fiacial aalysis of relevat expeditures. Evaluatio questios could iclude: - Were the capacities ad resources required for achievig the iteded project objectives i place (both i coutries ad at global level, amog ELNHA team, supportig parters ad lead actors)? - Was the project structure / set-up efficiet? - To which extet were the various project activities (i capacity developmet, promotio of a collaborative approach betwee LNHA, ifluecig, CTP ) efficiet? What could / should have bee doe to ehace efficiecy of these activities? - Were ELNHA s activities cost-effective ad if ot, what could have bee doe to ehace costeffectiveess? Sustaiability assessig whether the chages achieved durig the ELNHA project are likely to be sustaied after the ed of the project. Evaluatio questios could iclude: - Did the capacity developmet activities result i sustaiable capacity withi LNHA? To which extet are the chages brought by the project likely to be sustaied beyod 2018? - To which extet has LNHA capacity ad voice bee supported ad developed towards more autoomous humaitaria leadership? - Which parterships have bee created (both at atioal ad decetralized levels) ad how are the ewly created relatioships betwee the various humaitaria actors ad their respective roles likely to be sustaied beyod the project? - Which ELNHA activities could be take over by other humaitaria actors ad how? Impact: The expected impact of ELNHA is that vulerable wome, me ad childre i Bagladesh ad Ugada shall beefit from quality humaitaria respose ad preparedess. I view of the duratio ad scope of the project, evaluatio questios could iclude: - What is the quality of humaitaria resposes fuded through the HRGF? - To what exted are LNHA better prepared to set humaitaria actio i motio? - To which extet are LNHA better set up to play a leadig role i humaitaria work i Bagladesh ad Ugada? - How are approaches tested by ELNHA beig take up or recommeded i other spaces? The evaluators shall pay a special attetio to the differeces ad cotext specificities ad comparability (geographical, cultural, social ad political cotext) betwee Bagladesh ad Ugada. The evaluatio shall also be sesitive to the differeces betwee the various types of LNHA (govermet, LNNGOs from CSOs to more commercial NGOs, etworks, private sector, media ). Note that evaluatio questios will be further fie-tued throughout the process to esure they respod to the specific iformatio eeds of the ELNHA team ad other key stakeholders. The ELNHA learig strategy (icluded i the ELNHA Moitorig Evaluatio Accoutability ad Learig Framework) cotais project learig questios from which the evaluators may select some additioal evaluatio questios. 4

Scope of the evaluatio ad proposed approach ad methods Proposed approach for the evaluatio The evaluatio shall cosist of a desk review of available project documets (listed below) followed by iterviews with the project teams ad supportig parters; lead actors; selected LNHA (icludig atioal ad local govermets, LNHA who were ot part of the project ); selected INGOs, UN agecies ad doors, Oxfam coutry office staff, etc. Iterviews with stakeholders from Bagladesh ad Ugada shall be coducted icoutry, while iterviews with the global ELNHA team ad relevat iteratioal NGOs (icludig other Oxfam affiliates / coutry offices who adopted some elemets of ELNHA), doors ad etworks at iteratioal level shall be coducted remotely (for example via Skype) uless opportuities arise for some face-to-face iterviews. A umber of exteral reviews ad evaluatios have already take place durig the course of the project, ad a body of moitorig data has bee collected; the evaluators shall hece aalyze the available data ad reports, while iterviews ad i-coutry visits shall help to collect iformatio o evaluatio areas / questios which are ot yet (fully) covered by the available materials. Evaluators shall use as much as possible participatory methods for data collectio. The list of orgaizatios / agecies ad persos to be met / iterviewed will be fialized with the evaluators after submissio of the detailed methodology. The followig priciples are expected to guide the further developmet of the methodology: Participatio: Allow for the meaigful participatio of ELNHA / Oxfam staff, supportig parters, lead actors ad other LNHA i the evaluatio process. I this regard, ELNHA direct beeficiaries shall be ivolved i the refiig of the focus of the evaluatio ad key evaluatio questios. Coflict sesitivity: The evaluatio should be coducted i adherece to coflict-sesitivity priciples, while also ot raisig expectatios from direct / idirect beeficiaries. Geder equality: The proposed approach should as far as possible collect views from both male ad female staff of sector stakeholders who have bee ivolved i ELNHA. Data triagulatio: The evaluators will try as far as possible to gather iformatio through differet complemetary sources, icludig actors who are ot bee egaged i the ELNHA process. At the ed of each i-coutry visit, the evaluators will preset the prelimiary fidigs from the documet review ad iterviews to the ELNHA team, supportig parters, selected LNHA ad Oxfam coutry office staff. Scope of the evaluatio The evaluatio will ecompass the ELNHA project from 1 st of Jauary 2016 util the momet of the coutry visits. The ELNHA Global Ifluecig Officer will support the evaluators i gettig i cotact with relevat INGOs, doors ad etworks from global level. 9. Dissemiatio pla ad resposibilities for sharig ad usig the fidigs. Before the ed of the coutry visits, the evaluators will share ad discuss the prelimiary evaluatio results ad iitial recommedatios with ELNHA staff, supportig parters, selected LNHA ad relevat Oxfam coutry office staff. 8

Process of the selectio of the evaluators ad expectatios for evaluatio proposal The proposal submitted by the evaluators will set out ad describe how the evaluators will operatioalize ad carry out the evaluatio, brigig refiemets, specificity ad elaboratio to the ToR. The evaluatio of the cosultats offers will focus o the value for moey criterio, with particular attetio for the techical quality of the proposal ad the experiece of the proposed team (CV s). The selectio of the evaluators will follow Oxfam policy ad procedures. Oxfam withholds the right to coduct iterviews with oe or more potetial suppliers to seek further clarificatio o the submitted quotatios, proposal ad previous experieces of the potetial evaluators.
