GUEST - PLANNING & BUILT ENVIRONMENT Key Decision: Yes 1.0 Purpose of Report 1.1 To seek the Cabinet s agreement on the recommendations of the new South Hayling Island Beach Management Plan. 2.0 Recommendations 2.1 That: 1) Cabinet agree with the findings and recommendations from the South Hayling Island Beach Management Plan to implement a 5 year programme of sustainable beach management activities that manage coastal flood and erosion risk to the South Hayling Island beach frontage for the period 2012/13 to 2016/17, subject to securing the funding from the Environment Agency. 2) Cabinet agree to submit a business case to the Environment Agency for funding approval to use capital grant in aid to fund the 5 year South Hayling Island Beach Management Plan programme. 3.0 Summary 3.1 In 1985 the first Hayling Island Beach Replenishment Scheme was implemented to protect the Eastoke residents from coastal flood and erosion risk. A total of 1,743 properties are currently at risk of coastal flooding and erosion on the Eastoke Peninsula. The Eastoke Point Sectoral Strategy Study (2006) recommends Beach Management as the preferred option for delivering coastal flood and erosion risk management to a 1 in 200 year return period safe standard of protection. 3.2 The South Hayling Beach Management Plan (SHBMP) has now been prepared to identify a clear strategy and programme to delivering a robust and sustainable

beach management approach along the Hayling open coast (Black Point to The Ferryboat Inn) over the next five years (2012/13 2016/17). 4.0 Subject of Report SHBMP Aims 4.1 The key technical objectives of the South Hayling BMP are as follows: To reduce the risk of coastal erosion by providing protection against breaching of the defences. To reduce the risk of coastal flooding from wave overtopping and extreme surges. To provide clearly defined defences with good access for maintenance. To limit the impact of the scheme on people and property To provide a scheme which is adaptable to sea level rise and climate change. To maintain the amenity benefit of the beach over the whole frontage for both the local population and the holidaymakers who visit the area The BMP aims to identify how to deliver the above objectives in the most cost effective and environmentally friendly manner with the minimum of disruption to the public. Key Recommendations 4.2 The key high level recommendations of the BMP are identified below in bold italic text with a brief summary of the technical basis for the decision. 4.3 The preferred option for maintaining the Eastoke nourished frontage is Annual Beach Recycling + Annual Land-based Beach Recharge. By combining the recharge and recycling works mobilisation and demobilisation costs are minimised. Running a combined land-based operation each March also minimises the impact on public access to the beach, reducing the need to close the beach in the summer months when dredging operations would need to be undertaken. There is also less risk associated with a land-based recharge operation as the supply of material is much less weather dependent than delivery by 'rainbowing' straight onto the beach. 4.4 The overall cost of the BMP operations is 1.7 million over 5 years. This figure includes the full cost of the beach recharge & recycling operations and the associated monitoring, analysis & reporting. It is anticipated that the full cost of the beach management operations, including staff costs, will be funded by Flood Defence Grant in Aid. 4.5 The combined beach recycling and recharge operations are programmed for March each year, with monitoring ongoing throughout the year as required. Evidence from previous beach management activities along this frontage has shown this is the optimum timing for an operation, allowing material to sort gradually through the natural coastal processes of wave and tide action over the summer months before being exposed to the worst winter conditions.

Ongoing monitoring of beach levels is carried out throughout the year to inform the ongoing beach management activities. 4.6 Appropriate trigger levels for emergency works are identified in the BMP. A rapid and sustained reduction in beach levels due to extreme conditions will require emergency works to re-establish an acceptable standard of protection. Any additional costs incurred due to emergency works being carried out will be reclaimed through FDGiA funding, and as such will have no net impact on the cost incurred by HBC. Project Overview 4.7 The proposed beach management operations and associated monitoring are a continuation of existing operations delivered by the Eastern Solent Coastal Partnership. The ongoing works are designed to protect the original capital investment made as part of the 1985 Hayling Island Beach Replenishment Scheme. HBC have previously approved the ongoing beach recycling operations and beach recharge as separate schemes which have been carried out using FDGiA funding. The South Hayling BMP combines all of the operations together under a single programme of works and will be used as the basis for a submission to the EA Project Appraisal Board for Flood Defence Grant in Aid funding for a 5 year period. 4.8 Because the combined total cost of the BMP works programme is 1.7 million over 5 years and the implementation of the works will have a significant impact on the residents of Eastoke Peninsula, Cabinet approval is required. The recommendations of the BMP presented above were approved by Joint Executive Board on 11 September 2012.The BMP is in accordance with the Cabinet approved Eastoke Sectoral Strategy (17 June 2004) which identified beach recycling and recharge as the preferred option for delivering a Hold the Line policy to a 1 in 200 year standard on the Eastoke Southern frontage. 4.9 The Eastoke Point Scheme has been developed to improve the standard of coastal flood and erosion protection around the south-east corner of the Eastoke Peninsula. The scheme will include the construction of a rock revetment and groynes, extending from Groyne 11 on the Eastoke southern frontage round to the existing rock defences at Eastoke Point. Once the scheme is implemented the BMP will incorporate any ongoing requirements for beach management along this section of the frontage. 5.0 Implications 5.1 Resources: The schemes recommended by the BMP are a continuation of current annual operations which have previously attracted 100% Flood Defence Grant in Aid capital grant funding from the Environment Agency. The proposed scheme compares favourably against other national projects competing for the limited national grant funding available from the Environment Agency and officers believe that the likelihood of securing future grant funding is high. All staff costs will be covered by this capital grant so there will be no net increase in revenue expenditure. Capital grant for this BMP is allocated on the Environment Agency s Medium Term capital Programme (MTP) which will allow, subject to the

availability of capital grant, the ESCP to claim for all grant eligible costs upon approval of the BMP business case. 5.2 Legal: There are no known legal implications of adopting the South Hayling Beach Management Plan. The BMP replaces a previous version produced in 1992, and recommends a continuation of the existing programme of works. Any works are carried out under the Land Drainage Act 1991, where HBC have permissive powers to act in the public interest; doing so only when there is: a clear economic benefit; an appropriate engineering solution can be achieved; and, no contravention of environmental legislation. 5.3 Strategy: The proposed scheme is being undertaken as part of the Planning & Built Environment Business Plan, in accordance with the overall Corporate Strategy, in particular the priority theme of Financial Sustainability. 5.4 Risks: There are no adverse impacts anticipated to customer access. The works proposed as part of the Beach Management Plan are a continuation of existing practices and were considered as part of a Customer and Equality Impact Assessment (Sept 2009) carried out on the service delivered by the Coastal Partnership. The proposed works will comply with the latest CDM regulations, with a HBC Construction Health and Safety Team officer appointed to take on the role of CDM Coordinator. This will address any potential health and safety implications for the general public as well as for those people directly involved in the works. 5.5 Communications: A communications plan, including strategies for managing communications / public relations, has been produced for the South Hayling BMP, and this will be a live document that will be maintained over the five year period covered by the BMP. Marketing & Customer Relations have been consulted and involved in the production of the plan. 5.6 For the Community: The project will deliver direct benefits to the community on Eastoke Peninsula, protecting properties from flooding and coastal erosion. 6.0 Consultation 6.1 Key statutory consultees, such as Natural England and the Marine Management Organisation, as well as other interested parties have been consulted during preparation of the BMP. The BMP Communications Plan identifies all of the consultation carried out during the preparation of the BMP report and also proposed for each element of the ongoing operations.
