Preamble: The following items should be considered as amendments to the March 31, 2009 report titled Update to the Seral Stage and Patch Size Distribution Analyses for the North Coast Timber Supply Area. These amendments, which are shown as highlighted in yellow, were necessary to reflect the March 27, 2009 amendment to the Central and North Coast Order (CNCO), and include updates to the wording in the March 31, 2009 document, as well as replacement of several maps and tables. Section numbers reflect the March 31, 2009 document. 3.1.1 Consolidated seral stage information The tables in Appendix C provide data for three seral stage groupings (early, mature plus old, and old) by biogeoclimatic (BGC) variant within a Landscape Unit. A variance is calculated between the targeted seral stage limit, and the actual seral stage distribution. A red flag is identified where the variance is within 100 ha of the target or the BGC variant and type within a Landscape Unit. When the target threshold has been exceeded (early) or is in deficit (mature + old, old), negative numbers are denoted (in red with parentheses). A blank cel means that there is no red flag for this BEC variant. This data is presented at two stages (end of 2007, and end of 2012). To determine if the trend is in the right direction, specific red flag variants can be compared between 2007 and 2012. When comparing the 2007 with the 2012 data, there will be a few instances when a BEC variant is in one table and not the other. This is due to there being no area in that variant at that time. For example, if there were no early forests in an area in 2007, but there was logging projected for the period 2007-2012, then the variant will show up in the 2012 table. The CNCO was amended in March 2009. In this amendment, old seral stage targets were revised in two ways: first, targets for old representation were updated based on range of natural variation (RONV); second, targets for modal, rare, and very rare site series were updated, using the concept of site series surrogates (SSS). These two changes have been incorporated into this analysis, and tables have been prepared showing the old seral representation by the default RONV targets, and also for site series surrogates that represent modal, rare, and very rare site series within Landscape Units. It is important to note that both tables will need to be reviewed, as an analysis unit may appear in both tables. It is suggested that where an analysis unit appears in both tables, the most constraining information be used to guide management decisions. 3.2.1 Important Fisheries Watersheds The CNCO describes an objective that limits the amount of equivalent clearcut area (ECA) that may exist in areas identified as important fisheries watersheds. The data set that has been prepared for this project can also be used to determine consistency with this target. Ref: Nov 2009 Patch Seral - CNCO Update - North Coast TSA.doc 2

Calculation of equivalent clearcut area is based on a defined process, 1 in which ECA is determined by evaluating the amount of hydrologically effective green-up (HEG). This project does not attempt to carry out the full ECA calculation; instead, a coarse filter approach is used to determine if a fisheries sensitive watershed is approaching the threshold where a full and detailed ECA calculation would be necessary. As a coarse filter we use a conservative surrogate definition for when hydrologically effective greenup is achieved: forests that are in the old, mature, mid-seral, and young age classes (i.e. forests that are >25 years old). See Appendix Ffor information related to how surogate hydrologically effective green-up (SHEG) is calculated. Within important fisheries watersheds, if the area of forest that meets the SHEG definition is greater than 80% of the total forested area in that fisheries watershed, then it can be stated that the watershed is consistent with the target in the CNCO. Areas that are below 80% are red-flagged as needing further evaluation to determine their true ECA. In March 2009 the CNCO was amended to increase the number of important fisheries watersheds. Prior to this amendment, further analysis was indicated for one of 31 IFWs. A subsequent analysis has been done on the newly amended IFWs. The Table in Appendix D shows that for harvesting projected to the end of 2012, of 166 Important Fisheries Watersheds within the North Coast TSA, four are identified as requiring further analysis about the state of hydrologically effective green-up. Another important factor of note was that there were significant issues with the publicly available dataset that provided the boundaries for the IFWs. The dataset resulted in multiple overlaps and is not consistent with the Hydrological Watershed Units (HWUs) that are used elsewhere for the implementation of the CNCO. In consultation with representatives of MoFR 2 and ILMB 3, a cleaner dataset was prepared that was consistent with Schedule 3 to the CNCO. Due to the constraints of the budget for this project, this dataset is not fully cleaned or consistent with the HWUs, but is much better than the original dataset. The cleaned dataset is not a product under this FIA project; however, it has been forwarded to the appropriate staff at ILMB for final cleaning and hopefully for inclusion in the public base data supporting Schedule 3 to the CNCO. It is suggested that the dataset provided in support to Schedule 3 of the CNCO be cleaned and uploaded to the ILMB website. 1 Watershed Assessment Guidebook, 1999 2 A. 3.2.3 Kermode Stewardship Areas The March 2009 amendment to the CNCO included the designationof Kermode Stewardship Areas (KSA). These areas have specific targets for early and mid seral stage representation in order to ensure that there continues to be a balance of seral stages.this balance should in turn maintain reasonable forage potential for black bears in the KSAs. The Table in Appendix D shows that the early and mid seral representation within the Kermode Steawardship Areas are well below the target thresholds. 4 Conclusions The results of this report will be of interest for several reasons. MoFR staff will be most interested in the Landscape Unit results, as a way of evaluating the conformance with activities with the Land Use Objectives identified in the Central and North Coast Order and the Growth Order. Licencees will be particularly interested in the FDU-level results to allow them to review and ensure that proportionality is met across the landscape, and to confirm that they are not contributing to a cumulative impact on the landbase. Government agencies, non-governmental organizations, licencees and First Nations will be interested in the Ecosystem-Based Management outcomes. All parties will be encouraged with the coarse filter results that show: Only four of 166 Important Fisheries Watershed require further analysis regarding its hydrologically effective green-up status, Only five of 527 watersheds require further analysis regarding the hydrologically effective green-up status of upland forests, and Early and mid seral representation in the Kermode Stewardship Areas is well within the threshold limits.
