- A3 - SECOND NORTH AMERICAN, CENTRAL AMERICAN AND CARIBBEAN WORKING GROUP MEETING (NACC/WG/2) (Ocho Rios, Jamaica, 19-23 May 2008) DRAFT AGENDA EXPLANATORY NOTES General Matters A status report on valid CNS and ATM conclusions and decisions within the previous C/CAR WG/1, C/CAR DCA, E/CAR WG, E/CAR DCA and CAP/DCA meetings will be provided under this Agenda Item. Air navigation deficiencies in the CAR Region will be reviewed and information will be provided on the revised deficiency classification. The Meeting will also analyze ICAO and GREPECAS global, inter and intra-regional air navigation activities. ATM DevelopmentS The Meeting will review the activities related to ATM performance objectives approved by GREPECAS. The Meeting will analyze and recommend new strategies for implementation of a seamless regional ATM system. The ATM Rapporteurs of the C/CAR and E/CAR Working Groups are expected to inform the Meeting on the results of ATM work done by the Caribbean and neighbouring States/Territories. The Meeting will review regional implementation relating to airspace organization and management (AOM). The Meeting is expected to adopt initiatives to improve AOM, ATS routes, RNAV and RNP in the CAR Region. The Meeting will focus on upper and lower airspace issues including planned ATM improvements in the Gulf of Mexico. The Meeting will review activities related to Air Traffic Flow Management (ATFM) implementation in the CAR Region and will formulate actions to improve demand and capacity balancing of air operations among the Caribbean and neighbouring States/Territories. The Meeting will analyze programmes related to the implementation of Air Traffic Services (ATS) safety management programmes. The Meeting is expected to adopt initiatives to improve civil aviation safety in the CAR Region. The Meeting will review and update ATS contingency plans in accordance with GREPECAS guidelines. The Meeting will review progress made with SAR Plans in the Caribbean. The Meeting is also expected to review the status of bilateral and/or multilateral CAR SAR cooperation agreements.

- A4 - CNS Developments Up-to-date information on the performance and operation of the MEVA II network and on the actions and progress of the E/CAR AFS digital network improvement plans will be provided. Consequently, the Meeting will recommend actions to develop the networks and the interconnection/integration between them and with other regional networks, as well as the future use of these networks (radar data sharing, trial data transmission, etc.). The Meeting will discuss developments in air-ground communication, including improvements to VHF and HF coverage for planning data links in the CAR Region. The Meeting will review and update information from FASID Tables CNS 1BB and CNS2A and the AMHS National Implementation Plan. Follow-up on the Action Plan for the Implementation of Ground-Ground and Air- Ground Voice and Data Communications will be carried out. Under this Agenda Item, the Meeting will also discuss ATN implementation progress and any other communication related issues. Follow-up on GNSS implementation in the Region and other related matters will be discussed. The Meeting will update the FASID Table CNS3 and will consolidate an NDB de-activation plan with the input provided by States/Territories/International Organizations. The Meeting will review the Regional Surveillance Systems Plan (FASID Table CNS 4A), including ADS-C and/or ADS-B implementation initiatives/plan in the CAR FIRs. Follow-up on the Action Plan for Surveillance Systems Implementation will be carried out. On radar data sharing, the Meeting will be informed of experiences and considerations by other Regions on this activity, as well as a detailed overview of the aspects involved in surveillance data sharing. It also is expected that the Rapporteurs of the C/CAR and E/CAR Radar Data Sharing Task Forces will inform the Meeting on the results of work related to the implementation of radar data sharing among neighbouring ATS units. Information will be provided on the results of the ITU WRC-2007 with regard to the ICAO position and the support by States to the event. The Meeting may review any other CNS issues under this Agenda Item. Establishment of Interfaces for ATM Automated Systems between Adjacent ATS Units Based on GREPECAS Conclusions 14/43 Agreements for ATM Automated Systems Interface and 14/44 Establishment of an Action Plan for the interface of ATM Automated Systems, as well as on the results of the other related agenda items of this Meeting, it is expected that the Meeting will discuss and recommend further actions in order to establish interfaces for ATM automated systems between adjacent ATS units, taking into consideration the guidelines, strategy and progress with corresponding action plan formulation.

- A5 - Agenda Item 5 AIS (AIM) Developments and Follow-up The Meeting will review the activities related to Conclusions approved by GREPECAS/14. The Meeting is expected to analyse and recommend strategies for the AIS/MAP transition towards the new AIM concept. It is expected that the AIS Rapporteurs of the Task Forces and the States/Territories/International Organizations will provide updated information on the development status of the actions and progress of AIS/MAP implementation projects and pending activities, such as follow-up to the AIM Action Plan and pending tasks. The Meeting will review the need for developing a regional action plan for the implementation of the requirements of Annex 15, Chap. 10, e-tod and the use of the GIS tool. Agenda Item 6 AGA Developments and Follow-up The Meeting will review the activities related with the approved GREPECAS/14 Conclusions. The Meeting will analyse and recommend States to implement their Emergency Plans and Emergency Operations Centres as well as the submission of pending information to the ICAO NACC Regional Office. The Meeting will analyse and recommend States to implement Airport Certification and Safety Management Systems (SMS) as well as the submission of pending information to the ICAO NACC Regional Office. The Meeting will analyse and recommend States to send their updated information on the analysis of runway end safety areas and runway strip deficiencies to the ICAO NACC Regional Office for its further analysis by the GREPECAS AGA/AOP/SG and to have the RESA/Runway Strip Task Force to study alternate ways to comply with the corresponding ICAO Standards. Agenda Item 7 Other Air Navigation Matters The Meeting will discuss other air navigation issues related to CAR States/Territories/International Organizations. - - - - - - - - - -
