As the only form of voluntary government, Florida s municipalities are the embodiment of this right. A city is created by its citizens to provide additional functions and services for the particular benefit of the community. Local citizens develop a charter to specify the form, functions and power of their city government. The incorporation and city charter are approved by voters in a local referendum. Home Rule authorizes all governmental, corporate and propriety powers necessary to conduct municipal government, perform municipal functions, and render municipal services. Home Rule is why not two cities are alike. City residents take pride in this diversity and responsibility. Strong Home Rule powers ensure that government stays close to the people it serves. Intrusion on Home Rule from the state or federal government undermines the constitutional right of citizens to govern themselves. Not much for today. Bills are coming into the House and Senate committees and subcommittees. There has been only one alert issued this week from the Florida League of Cities regarding Community Development Agencies (CRAs) HB 9 and since we do not have a CRA it does not affect St. Pete Beach as much as other cities. Make no mistake this pace is sure to change quickly as bills are numbered and filed. We will certainly need your help at that point. The Florida League of Cities has issued a help guide for residents to follow when contacting their legislators. I will be printing that next week to help you get involved with Home Rule and how to communicate with legislators and how to help you let them know We Live Local, We Decide Local! The St. Pete Beach Fire Rescue would like to remind you that daylight savings time is Sunday March10, 2019. When you change your clocks for daylight savings time, it is the perfect opportunity to change the batteries in your smoke alarms. Make sure you know how old all the smoke alarms are in your home. Smoke alarms should be replaced every 10 years. To find out how old a smoke alarm is, look at the date of manufacture on the back of the alarm; the alarm should be replaced 10 years from that date. When smoke alarms fail, it is usually because batteries are missing, disconnected or dead. Smoke alarms that are properly installed and MAINTAINED play a vital role in reducing fire deaths and injuries. As most fatal fires occur at night, by taking the time to replace the batteries in your smoke alarms, you can sleep better knowing that you've provided one of the best ways to alert those in your household should a fire occur. Remember, almost every day a smoke alarm saves someone's life. Smoke Alarm Tips: Test smoke alarms once a month Replace batteries in all smoke alarms twice a year (when you change your clocks for daylight savings time) Never remove the batteries from smoke alarms, not even temporarily Regularly vacuum or dust smoke alarms to keep them working properly Replace smoke alarms every 10 years Don't paint over smoke alarms Practice family fire drills so everyone knows what to do if the smoke alarm goes off If you have any questions regarding the installation and maintenance of smoke alarms, or if you have any other questions about how to protect yourself and your household in the event of a fire, please feel free to contact the Bureau of Fire Prevention at 363-9206.
