Road safety issues Waiting restrictions around the Manor School The new waiting restrictions have been enforceable since March. After our local beat manager passed on concerns that had been raised with him about parking problems around the Manor School, I asked the parking enforcement team if they could visit. They are making a number of visits. Waiting restrictions by Sainsbury s As you know from previous reports I have been chasing up the revised plans for several months. Last week an officer wrote to a third party, ccing me, saying that the plans were with me. This came as something of a surprise as they weren t but I do now have the plans, which are for a mixture of no waiting and no loading restrictions. The Parish Council should receive them in due course. Speed tables in Westerleigh village Last week I was sent the draft decision report for my comments. There will be a further mini-consultation on moving the table between the over-rail bridge and the Broad Lane junction further west. I ve had conflicting reports about the location of the fatal accident in the early hours of Sunday morning and have drawn it to the attention of the engineer responsible for this scheme. 82 bus service The new timetable for the 82 bus has now been in place for over a month. Although the route has been extended to Chipping Sodbury, we ve heard that from time to time late-running buses have turned round at Yate and left out the Sodbury part of the route. I am keen to hear from anyone affected by this, also any feedback on how well the buses are keeping to time, how people are finding the reduced Sunday service and how well the new services are serving people who work at Southmead Hospital and Cribbs Causeway. Advice to help people stay in their homes for longer I recently visited Celestine Home Adaptations Centre in Yate, a place where trained staff can demonstrate a whole range of aids and adaptations to help you live safely for longer at home. They include a wash and dry toilet, a through the floor lift, modular bathroom aids and a height adjustable hob, as well as many smaller items. They are keen for the general public to be aware of their service, which is also used for occupational therapist assessments and training for carers. Have your say on gas services Wales and West Utilities, the company that looks after the gas pipes in our area, has asked councillors to make the public aware of a survey they are running to find out the public s views on their services. You can complete their survey at www.pipeuponline.co.uk and could win a 100 Amazon voucher. They provide the national gas emergency service, which also helps anyone who uses LPG/Calor gas, so even if you re in an off-gas area this may be of interest to you. Council to consider any planning applications that have been posted on SGC planning list including: PK18/1949/F Ashwick Westerleigh Road, Westerleigh BS37 8QU Erection of 1no. dwelling and associated works. WPC has no objections to this application. PK18/2925/F Bridge View Mobile Home Westerleigh Road Westerleigh South Gloucestershire BS37 8QG Erection of 1no day room and siting of 1no mobile home and associated works. After consideration WPC had no overall position to object to this application. PT18/2876/F Victor House 190 Badminton Road Coalpit Heath Bristol South Gloucestershire BS36 2SX Demolition of existing dwelling and erection of 3no attached dwellings and associated works. Resubmission of PT17/5621/F. This is a resubmission of PT17/5621/F and WPC object again for the same reasons as before: Westerleigh Parish Council objects to this application on the grounds of overdevelopment out of character and keeping with neighbouring properties; and in support of other objections additionally the Parish Council support the concerns about storage of bins and recycling, cycles etc as others have commented. SGC refused the original application and WPC feel that SGC s original refusal decision is still relevant to the new application: The proposed development would constitute poor design and would appear incongruous in the street scene. By virtue of the scale and massing, given the proposed number of units, small footprints and high ridges the development fails to achieve the highest possible standards of design and site planning causing demonstrable harm to the visual amenity and character of the area. The proposal is representative of trying to squeeze too much development on this site and not respecting the existing grain of the area. The proposal is therefore considered to be contrary to Policies CS1 and CS4A of the South Gloucestershire Local Plan: Core Strategy (Adopted) 2013; Policy PSP1 of the South Gloucestershire Local Policy Sites and Places Plan (Adopted) 2017); and the guidance contained in the NPPF (2012). PK18/3001/F 164 Badminton Road Coalpit Heath Bristol South Gloucestershire BS36 2SZ Demolition of existing garage. Alteration to overhang of south east elevation of existing dwelling. Erection of attached side garage and conservatory. Formation of new vehicular access to no. 164. Erection of 1no detached two bedroom dwelling with new access and associated works. (re-submission of PK17/5769/F). WPC object to this application. The addition of a second house on this site constitutes overdevelopment of the site, which would impact on the neighbouring single storey property. There are concerns over vehicle access and parking very close to a dangerous corner. Page 2 of 5

2387. Council to consider options regarding drainage work at Westerleigh Playing Field The Council now has two proposals one from idrains at a cost of 13000 and one from MJ Abbott at a cost of 14527.66; The Council would like to progress further with clarification of the MJ Abbott proposal (including in regard to the end point of the scheme to the ditch) so the Clerk will arrange a further site meeting. Funding options are being investigated and the Clerk will report to the F & GP Committee at the meeting in two weeks on 23 rd July. 2388. Council to receive information and consider options regarding bins The Clerk reported that a new bin is now in situ next to the new picnic tables at Newman Field and that it has been added to the emptying round schedule funded by WPC. Further issues will be reviewed in an ongoing manner. It was not deemed practical or financially viable to have a second emptying round each week. Clerk to look at bin at top of Ram Hill. 2389. Grant Applications Above & Beyond a Charity raising funds for equipment at Bristol Childrens Hospital. The funds Philanthropy Manager attended to support the application for 2000 explaining that each of the 6 hoists being fundraised for costs 2462. Cllr Butler proposed granting 2462 for one hoist rather than just 2000 and this was seconded by Cllr King and all were in favour. Coalpit Heath Village - Hall The request was for a total of 8078 which broke down as 5478 for rendering works, and 2600 for floor works. Cllr Taylor proposed paying the grant for the floor works, Cllr Butler seconded this and the PC agreed unanimously to award 2600 for the floor works to be carried out asap. Both of these grant awards will be made from the 2018/19 S137 budget. 2390. Council to receive information from Clerk regarding ongoing matters and approval where relevant Update on wet pour surface planned date Due to the hot weather GB Sport & Leisure have been unable to undertake some black rubber wet pour jobs so our job has slipped from the expected mid-july date. Clerk to notify GB that the work should now be done after the school holidays, in September. Update on Fishing Rights payment May 1 st payment still not received. Clerk to contact and ask to attend F & GP committee on July 23 rd if required. One option to be considered is monthly payments rather than May1st and Nov 1 st payments. Ideas for Newsletter the Clerk outlined ideas and Cllr McCullough offered to help with design and photography. Clerk to present ideas and costings in September.
