Minutes of the meeting of Riccall Parish Council on 15 th September 2014 from 7.30 p.m. at the Regen Centre Attending: Cllr Keen (Chairman), Cllrs Adamson, Dawson, Kilmartin, Nuttall, Owens, Rookes, Sharp, Somers-Joce and Wilkinson. District Councillor - Ian Reynolds Mrs Lindsey Ryan - Clerk and Responsible Finance Officer Mrs Sandra Botham - Administrative Assistant 1 Apologies and declarations of interest Apologies were received and accepted for Cllr Duggan. There were no declarations of interest in items on the agenda. 2 Minutes of the meeting of Riccall Parish Council held on 21 st July 2014 (circulated) The minutes were accepted as a true record and adopted. 3 Report on progress and updates since the last meeting District Cllr Reynolds gave an update with regard to the present situation with Selby DC allocated development limits. He had no further updates regarding the installation of a footpath at the York Road bus stop but hoped that Cllr Casling may have more information. The North Yorkshire Police update had been circulated prior to the meeting. The Clerk noted that there had been reports of some anti-social behaviour at Riccall Park, which is currently being dealt with. The Clerk gave an update on action taken and developments since the last meeting: The ROW officer has repaired the footbridge on the PROW across Northfield A resident has cleared overgrowth on Church Street at the Council s request A residents letter regarding issues on the Olaf s Way footpath has been passed to the ROW officer to investigate A sign has been erected to deter dog fouling on the footpath between Ash Grove and Landing Lane Hedges on Selby Road which were reported as overgrown have now been trimmed after two landowners were contacted Highways have agreed to clear a footpath section parallel with the A19 near to the entrance into Riccall as the verge has encroached, making the footpath narrower

A resident of Selby Road has reported that the pumping station area is overgrown and a bridle way inaccessible - the ROW officer has been informed The road closure notice has been applied for during the Dickensian Fair Sally Rawlings of SDC will be at the October meeting to discuss any updates with a possible small affordable housing development off Landing Lane The resident interested in providing a mobile food business at the park has now pulled out of the project The position for Youth Advisors will be advertised in the forthcoming Beacon Adverts have been prepared for the Grass Cutting Tenders for 2015/16/17 with recent additional areas added to the contract. The tender deadline is set at 13 Nov 2014 and can be discussed at the full meeting in November. Adverts are displayed on noticeboards locally, in the Riccall Beacon and on the website. The Clerk is to meet with Riccall Utd to discuss the fact that the club needs a large mower and wants to talk to the Council about partnership working. Cllr Owens is to organise the annual launch of Riccall Snow Patrol, in conjunction with the Clerk. The Community Engagement Forum Big Chat event will take place W/C 29 th September. The Clerk has put an article in the Beacon for residents. A resident of York Road has reported cyclists using the footpath on exiting the Sustrans route-this has been reported previously and Sustrans were to improve signage-the Clerk will follow this up. 4 Matters from Public Participation A resident has reported that a streetlight on Chapel Lane has the light splay obscured by overgrown trees. The Clerk will follow this up Street light 37 on Silver Street is out. The Clerk will report this. A resident has asked for disabled access to the park. The Clerk previously offered to meet the resident to discuss any options but the offer was not taken up. A number of residents of Saunters Way have complained about inconsiderate parking obstructing access and drives by parents during school dropping off and picking up times. PC Davies has been invited to the Traffic Group Meeting to advise what action can be taken on this and other traffic issues throughout the village. 5 Correspondence 5a) General correspondence - requiring decisions: Selby Dial request for funding- it was agreed that no funding is currently available. Yorkshire Energy Doctor possibility of working in partnership with the Council - Cllrs agreed to invite her to a meeting. The Clerk noted that an article is to be included in the Beacon.

5b) General correspondence - for information: A letter from a resident about traffic issues had been received - several issues have now been resolved and the Clerk has responded to the letter. 5c) Late correspondence to note only. SDC Polling Places Review was completed during the meeting with the response stating that the current venue is still the most suitable venue. 6 Accounts for August and September 2014 August 2014 Total Expenditure of 3,769.50 All August accounts were agreed for payment. September 2014 Total Expenditure of 5,350.71 All September accounts were agreed for payment and the Clerk gave an update on the budget position and bank reconciliation. The external auditor has now signed off the accounts from the financial year 2013/14. A short break was taken at 8.10 pm to sign the cheques. 7 Planning 7a) Selby DC has granted planning permission for the following applications: Permission has been granted for the felling of T3 (Norway Maple) covered by TPO 5/1980 in former garden of Garden House, Manor Garth, Riccall Permission has been granted for construction of a garage / store building principally for the purposes of storing lorries at Cropwise Ltd, Riccall Airfield, Market Weighton Rd Permission has been granted for a ground floor front extension to create study/studio area also first floor rear extension to enlarge existing bedroom at 7A York Rd, Riccall Permission has been granted for demolition of existing conservatory and replacement with a two storey extension at 19 Selby Rd, Riccall

Permission has been granted for the installation of Bio-Fueled (STOR) Power Plant at Riccall Business Park, Selby Rd, Riccall Permission has been granted for an outline application with some matters reserved to include access, layout and scale for the development of 5no detached houses at 12 and 14 Main Street. Permission has been granted for a part two storey, part single storey extension for Station House, Station Rd, Riccall 7b) The following planning applications will be considered: Prior notification of proposed development by telecommunications code system operator for the proposed upgrade to existing base station installation at CTIL_112671_TEF_01635 on land at Green Lane farm, Selby Rd, Riccall (Cllr Keith Rookes) No objections. Erection of a ground mounted Photo Voltaic array along the field boundary, adjacent to the farmyard at Dunelm Farm, Main Street, Riccall (Cllr Mark Nuttall) It was noted that the address of the site was incorrect on the application and the site is off King Rudding Lane. No objections. Listed building consent for the reinstatement of fire damaged fabric to include repairs and replacement of structural floor timbers and coverings, staircase timbers, window repairs, replace damaged ceiling, re-plastering, electrical re-wiring and re-installation of damaged switchgear, lighting and heating appliances at the Spice Mill Restaurant, Landing Lane, Riccall (Cllr Rupert Somers Joce) No objections. The following planning applications were considered under delegated authority: Part two storey, part single storey rear extension Station House, Station Rd, Riccall No objections New residential dwelling at Garden House, Manor Garth, Riccall No objections

Certificate of lawful development for the existing use as residential at The Laurels, 80 Main St, Riccall Confirmed residential use Proposed erection of 3 No new dwellings and barn conversion York End, 15 York Rd, Riccall The Council continues to object to this application on the following grounds: York Road is particularly narrow at the point that this development will access the road, so widening the footpath to improve visibility would be the less safe option between that and refusal of the application. Also NYCC are improving the footpath on the opposite side of York Rd, following an accident with a pedestrian near to the bus stop. This work may already narrow the road slightly at this point. There is still loss of habitat for bats and some bird species. Overcrowding on the rear section of the garden and potentially 15 cars using the access Two and a half storey properties (against Riccall VDS) 7c) Other planning matters District Cllr Reynolds noted that the application 2014/0378/COU Retrospective application for the change of use of garage to showroom for wedding flowers, Old School House, 54 Main Street, Riccall, has been approved. 8 Reports and Consultation Cllr Keen reported back from the CEF Big Chat, noting that it had been decided to develop a new Community Development Plan and ideas have been requested from the public with 100 prizes for the best ideas. Cllr Dawson added that this is a good opportunity for Riccall residents as we have previously been well represented in the Eastern CEF. 9 Recreational / H&S update The Clerk reported on matters relating to play equipment or sports field maintenance: New bark chippings have been ordered for underneath the aerial slide. Tarmacking work at the skate park is on hold whilst funding is released by SDC but should go ahead shortly. The outdoor gym is having missing parts fixed today. Caps and bolts are been replaced on the see saw and sports wall. The net has been re-hung behind the sportswall. Worn chains have been replaced on the basket swing. The siting of the goal posts for the Jubilee sports field has been agreed with Riccall Utd.

Matthew at Streetscape has suggested that the best option for the cricket wicket surface is Astro-turf which the original contractor has agreed to come back and install. Costs to replace a decaying seat at the park were discussed. Cllrs decided that it was best to remove the seat and discuss options at the Budget meeting for a replacement. Prices to resurface or repair the Kompan safety surface were discussed. Cllr Nuttall agreed to remove the safety surface on behalf of the Council. 10 WW1 Centenary The Clerk gave an update on progress with projects surrounding the Centenary, noting that the faculty has not yet come through for the work on the war memorial, although all the documents have been submitted and the public notice displayed. Cllr Keen is co-ordinating development of a memorial garden on the Village Green with Riccall Gardening Club but progress is on hold until the surrounding fence area is agreed with the developer of the new property next to the area. 11 Traffic and Highways matters Cllrs considered the impact of the VAS trial and completed the feedback on the trial during the meeting on behalf of NYCC. It was agreed that the preference would be to fund a permanent sign for Riccall, although costs are as yet not confirmed. The Clerk reported back from a meeting with two local residents, NYCC Highways and NY Police regarding noise issues from A19 traffic, impacting on residents of Chapel Walk in particular and other residential areas near to the A19. Police advised that the effect of slowing traffic would increase the noise and that there was no justification to lower the speed limit on this stretch of the road. It was agreed at the meeting that an environmental barrier would possibly be the best solution to the issue, though funding for this could not be provided by either NY Highways or Riccall PC and would have to be sourced externally. The two residents agreed to set up a residents group to try and look for solutions and will approach the Parish Council again to discuss these later in the year. Cllrs considered an email from a residents group about the footpath in front of the Dunelm Farm Estate and were in favour of extending the paved footpath area. The Clerk reported that NYCC Highways are treating a proposal for double yellow lines on Main Street, opposite Riccall Park as a priority in their consultation program. Progress with the proposed double yellow lines opposite the Post Office was raised and the Clerk reported that these and the ones requested on Church Street would be considered by NY Highways for their annual works program. She also reported to members a near miss accident with a child running out between parked cars at Riccall Park into oncoming traffic. The driver had managed to swerve but had been shocked and upset. The incident is being reported to NY Highways and the Police.

12 Land management Due to recent changes of management of the Riccall Lands Charity, it was decided to delay discussions until after their own meetings have taken place. Chairman, Keith Humphries has offered to attend any future meeting as necessary, to discuss land management issues. 13 Defibrillator Cllr Keen discussed the possibility of a defibrillator for Riccall, noting that while some funding is already in place, he is currently looking into options for a suitable piece of equipment. 14 Riccall Round Walk Launch Cllr Adamson reported that the launch is to be held at the Regen Centre on Sunday 12 th October between 9am and 3pm, with invitations being sent to local walking groups and to residents via the Riccall Beacon. Cllr Sharp and the Clerk have offered to do a guided walk for anyone wishing to join a group walk. Cllrs agreed to fund refreshments of soup and rolls, teas, coffees and biscuits for walkers. Cllrs were asked whether they can help on the day with serving refreshments. Some concern was raised about the presence of cattle on part of the route but it was noted that they seem to have been taken off the river bank recently. 15 Minor items and items for the next agenda None 16 Staff matters None The Chairman thanked those present and closed the meeting at 9.20 p.m.
