FINANCE You may remember that before Christmas we discussed the opportunity of grouping together with other Parish s 1

to share the procurement of flashing speed awareness signs. The cost of these signs vary between 1000-2200. Clerk has a network meeting with other local Clerks in February so will explore this further. Clerk met with a tree surgeon to discuss the removal of a section of trees on the left hand bank of the jinny trail. Also met with Mr Baker of the Station Heritage Group to discuss the work involved. It was decided that in order not to remove all trees, a clearing be made so a view from the platform over Station Road in the direction which the train would have gone would be appropriate for the planting of bulbs once the ground is cleared. The quote is less that 500. Information passed to Cllrs involved in this project. Two males entered side entrance to garden through a bolted gate then knocked on the door asking for money. Police attended and moved them on. b. Memorial bench to be placed on slabs by the Orchard. c. Training day for new auditing company offered for free 27 th March for Clerk. d. SCC have opened consultation on the future of library provision. Consultation closes 1 st April to find the best way to provide a library provision within the budget available. SCC ideas do not represent sweeping changes to the library service, but they are suggestions that enable libraries to remain sustainable and relevant to people's lives into the future. Ideas include using technology to extend opening hours with an automated service, working with communities to increase the number of community managed libraries and reviewing how the mobile and travelling library service is used. e. Concerns raised by resident of Forest School Street of the amount dog mess left by the children s play area at the top of the road. Notices placed on Facebook and resident agreed to contact ESBC to request a clean-up of the area. f. Response received from SCC to our rights of way concerns: Depending upon the scheme, the cost of materials can either come from the Council s rights of way budget (which is limited) or its Community Paths Initiative Scheme (CPI). The CPI funds projects to improve the local rights of way network. Projects that deliver the maximum benefit to local communities and/or which resolve issues that place a significant demand on the Council s maintenance teams, tend to be favoured in advance of those that don t. The Council also encourages parish councils to bid to the CPI to buy tools to maintain vegetation (e.g. strimmer s, scythes, etc.). Maintaining vegetation in the warmer months places a huge demand on the Council s maintenance teams and every year they struggle to keep pace with it; Any help from volunteers in maintaining vegetation would be very welcome. If Rolleston Parish Council successfully bid for tools to maintain vegetation, the Council will, if requested and appropriate, provide training to volunteers in their safe use. Volunteers will also be provided with guidance notes and risk assessments. From April, the Rights of Way service will have fewer resources and whilst every path is important, it has to change the way that it operates so that the limited budget that is available is spent in a way that supports most people. A route hierarchy system provides a practical and pragmatic approach given the circumstances. Please be assured that, should these proposals be approved, any issues that pose immediate risk to the public will be responded to as a matter of priority regardless of the route. It is the Council s intention is to resolve any problems on C routes when the maintenance team is carrying out works on nearby A or B routes, or where issues on C routes can be clustered together. The Council wants to encourage those passionate about rights of way (i.e. landowners, user groups and parish councils) to help where they can to help keep local paths open and accessible. 3

The consultation was targeted at parish councils and stakeholder groups. The Council does not hold a list of all landowners in Staffordshire so information was sent to all parish councils, county councillors, district councils, and landowner organisations such as the NFU and CLA. It was also highlighted on the Council s consultation website and in local media. The Council is under no obligation to adhere to the British Standard. Stiles and gates are only installed to enable landowners to control their stock effectively. The stiles the Council has installed in recent years have, for the vast majority, been two step stiles, which have generally followed British Standard design. However, the Council is aware that there are a number of stiles installed on the path network which do not meet these standards. The Council s resources are limited and do not allow for the replacement of all these stiles. However, as and when stiles require repair or replacement, the Council tries to ensure that they meet BS5709. We are hoping to implement the new website within the next 6 months and will inform stakeholders when it is available. g. Request from TREATS to use the Croft and Elizabeth Avenue for Transport Festival on 28 th May 2018. Decision required. h. Concern raised with licensed taxis speeding through Rolleston and Stretton. Request made to the ESBC Licencing Board to take action. i. The drain outside 30 Church Road has still not been repaired by Severn Trent. Cllr Philip White has escalated the issue. Latest on this is that Severn Trent have located the source of the problem and will update us on repair time. j. Western Power vegetation management contractor has been in touch to gain permission to cut back a branch on the Ash tree to the right of the sub-station at the Jubilee Orchard and the removal of small Elder and Field Maple as they are growing through power cables. k. Complaint received by SCC Rights of Way Team about the bollards being too close together on the jitty between the Spread Eagle pub and the Church yard. Investigations have shown they were installed in the 1920 s. SCC would like at least one be removed to allow easier access. Cllrs are generally against this as access can be gained to the same area of land no further than 50 meters away, and that it would mean the removal of a historical feature. l. Clerk has checked out the Environment Agency website regarding flood risk from reservoirs as raised by a member of the public at the January meeting. Having checked out the notes on the maps, they are worst case scenario, but in many cases the area indicated may not receive any water, or only a centimetre or two. The maps give no information on the likelihood of a reservoir failure, or how long it may take water to reach certain areas. m. Chapel Lane resident complaint and request for assistance from Cllr P White, to stop the parking of cars across the road from their house as it makes it impossible to get their car in or out of their driveway. n. Blue Cross Animal Centre on Dovecliffe Road will be looking into the possibility of doing some work on the ditches to allow them to store more water in times of heavy rainfall in order to stop it draining across the road. Gullies are blocked on the side of the Dovecliffe Hotel, so Clerk has requested them be unblocked to aid the situation. o. Resident of Mosely Mews requested assistance to get a repair done to their driveway following damage caused by the bin lorry. Clerk forwarded details to ESBC to see what they can do. ESBC have advised they go their home insurance and direct the claim to ESBC. p. Historic sign stolen from the Jinny Trail. Reported to the Police, the local PCSO, and shared on Facebook around 100 4

times. The crime has also had local media coverage thanks to the Burton Mail. Local auction houses and antique shops have been informed and a search of ebay has been conducted. 5
