DATE: February 1, 2007 TO: FROM: SUBJECT: NW PA Regional Operations Forum (ROF) Edwards and Kelcey Inventory of Existing and Planned Regional Operations Projects (DRAFT) The Regional Operations Forum (ROF) Meeting held on December 12 th, 2006 collected the transportation and planning members of the region together to review the plans for the NW PA Region. The meeting helped to identify additional operation projects planned for the region. It was noted that Long Range Transportation Plans are being updated by the planning partners and these plans can be used to identify specific ITS/Operation Projects in order to get TIP money for the project. Each LRTP will be reviewed upon completion for ITS/Operations that can be addressed in the ROP. ITS devices are not completely new to the District 1-0 region. There are limited ITS systems that have been implemented and are functioning throughout the region, and there are several more projects in the planning and design stage. An inventory and understanding of these existing systems is critical to the needs analysis development of an ITS Deployment Plan. The existing conditions were used as the basis for identification of the transportation issues and problems in the region that might be addressed with ITS solutions. The documents reviewed for the existing/planned projects include: ITS for the I-79 Corridor (April 1997) NW Regional ITS Architecture (January 2005) Clarion County Projects on 2005/2008 TIP ITS Strategic Plan (February 2006) (October 2006) Existing ITS/Operations Projects: The ITS Deployment Plan for the I-79 Corridor was done in April 1997 and reviewed for the ROP purposes. The projects planned in the study are existing ITS/Operations in the NW PA Region. There are ten (10) existing DMS devices in the Northwest PA Region. PAGE 2 OF 12 Erie is the only metropolitan area in the Northwest PA Region. A large portion of the Region s population lives in or near this metropolitan area. Northwest PA Region is primarily a rural area with unique transportation challenges. The district faces harsh winter weather and it is important to emphasize winter-time activities. The deployment of RWIS stations and Anti-icing Bridge systems is important to the region. The table below identifies the County and Location for the Existing ITS/Operations. Planned projects are future ITS projects that are programmed or formally documented by the MPO, DOT, transit agency, police, or other transportation stakeholder. Five (5) DMS are in construction phase for Interstate 90 in. The expected benefits of DMS are improved safety for drivers, maintenance, improved traveler information, and reduction in vehicle delay. The Erie Bayfront Traffic and outlined the plans for deployment of cameras in the City of Erie. This study was completed in October 2006. The ROP will help to coordinate this effort in the City of Erie with the surrounding NW PA Region. The projects identified in The do not have TIP money available. EMTA EMTA confirmed the deployment of Automatic Vehicle Locator (AVL) systems in the Spring 2007 that is funded by the TIP. The deployment of the AVL will take the form of a Pilot Phase characterized by a limited deployment of a system, with limited functionality. The Pilot Phase system will provide Automated Information Traveler Systems (AITS) and AVL. This will be offered to a limited number of vehicles and serve as a test to implementing the system on the entire EMTA fleet. Transit kiosks will be deployed in the downtown business locations including, the Convention Center, Library, Hamot Hospital and Erie Insurance building. A new EMTA facility that is connected with the Paratransit Services is planned and also has dedicated funding on the TIP. After the Pilot Phase has ended, a Full Fleet Phase will emphasize outfitting the remaining portion of the EMTA fleet with AVL systems. This phase is not guaranteed funding and may require reduced deployment if sufficient funding is not available. Clarion County 2005/2008 TIP Clarion County is part of the Northwest PA Region and the NW Commission: Regional Planning & Development Commission includes Clarion County and the projects on the TIP are represented by this organization. PennDOT District 10-0 (Clarion County) is currently deploying DMS on I-80. DMS are inconstruction along the I-80 corridor in Clarion County. HAR transmitters are being located at the interchanges. All of these devices will run on dial-up connections. No other ITS is planned for Clarion County at this time. The DMS will be controlled by D-10 and D-11 in the off-hours.
PAGE 12 OF 12 Mercer County Long Range Transportation Plan The Long Range Transportation Plan (LRTP) for Mercer County has recently been updated. The Mercer County LRTP addressed the need for better operations to provide traveler information for I-79. I-79 lacks ITS devices in Mercer County. I-79 provides motorists with connections to the following major highways: I-80, PA 358, PA 965 and PA 208. Variable Message Signs (VMS) deployed on I-79 is desired on the corridor to alert travelers of traffic accidents, weather conditions and other emergencies. The LRTP project matrix has $5 million planned for the Long Range Plan 2018-2030 to be used for ITS boards and District Operations Center.
