- 1 INTRODUCTION Local Action Plan of the Port of Novi Sad is developed within the DaHar project as an extension of the Integrated Strategy for the functional specialization of the small and medium sized Danube ports (in the further text Strategy). It is based on the analysis of the EU and national projects, State of the Art Study of the Port and the Master Plans which are defined in the DaHar project. 1.1 Port of Novi Sad The Port of Novi Sad is situated at 45 20 N and 19 51 E, in the central part of the autonomous province of Vojvodina in northern Serbia. The port is located at km 1254 at the left bank of the Danube, in the Novi Sad Savino selo Canal (part of the Danube Tisa Danube - DTD Canal network) at its km 0.4-1.2. It covers an area of 24 ha. Port of Novi Sad Port is situated at the intersection of the two Pan-European transport corridors (naval corridor VII and road and rail corridor X) and it is an important transport and cargo handling centre of Central Europe. This clearly indicates a good geographical position of the port and determines the direction of development in order to meet the needs of the local economic environment and international flows of goods, with particular attention to the development of multimodal transport. The law changed many of the previous regulations. The limits of application of this Law and deadlines for the adoption of numerous by-laws under the provisions of the new Law have been determined. The regime of navigation on inland waterways in the Republic of Serbia is regulated by international and bilateral conventions and agreements. 2 LOCAL ACTION PLAN 2.1 Logistical infrastructure of ports, port operation models 2.1.1 Objectives a) Legal status of the port b) Transformation of the port into the Logistic center Novi Sad Figure 2. City of Novi Sad, logistics areas in the city basis for the development of a logistics center (source: URBAN CENTRE Novi Sad) a) Legal status is the main issue for the Port of Novi Sad because the transitional transformation has not been finished yet. The definition of the legal status would create prerequisites for the public private partnership. Development directions, based on port s investments and public - private partnership are directed towards the completion of technological and transport subsystems, as well as to the functional multimodal transportation systems, such as: Container terminal and Ro-Ro terminal for mobile machines, System for grain storage and handling, capacity of 20 000 tons, Modernization and construction of storage systems, Subsystem of logistic support and additional logistics services, Transport infrastructure. b) Transformation of the Port in the Logistic center Novi Sad considers development of the state owned company that should coordinate the development of logistic services on the level of the municipality of Novi Sad. The services should be of importance for the entire AP Vojvodina. Besides the existing port, this should include: railway shunting station Novi Sad, development of the Novi Sad Asia Logistic Center on the location foreseen for the new port, development of the car (truck terminal), as well as all locations in the city dedicated to logistics activities. Logistic center Novi Sad until 2030, including 3 logistic areas (New Port Europe-Asia logistic area of 100ha- source: URBAN CENTRE Novi Sad) 2.1.2 Proposed actions a) Legal and regulatory status of the port. b) Legal regulations and founding acts for the Logistic Center Novi Sad. 2.1.3 Potential impact a) Legal status represents the basis for making the development plans and partnership with investors from private sector. b) The legal basis for the parent organization that manages the development of logistics activities and coordinates with partners - investors from private sector. 2.1.4 Estimated terms (start and final) a) These activities are already in progress. Completions of the activities are expected in 2014. b) At the Provincial level (AP Vojvodina) the preparatory activities for the construction of the logistic center are in progress. Start of the concrete actions related to the establishment of the logistic center could be in 2015 and end in 2017. 2.1.5 Potential/requested partners/support providers a) Port of Novi Sad, Municipality of Novi Sad, Government of the Autonomous Province of Vojvodina, Government of the Republic of Serbia. b) Executive Council of the Autonomous Province of Vojvodina, Municipality of Novi Sad, Port of Novi Sad. 2.1.6 Fiscal/regulatory/other needed measures Legal acts and documents proclaimed by the Government of the Republic of Serbia, Executive Council of the Autonomous Province of Vojvodina and Municipality of Novi Sad. 2.2 Hinterland connections development Figure 4. Railway network in the Port of Novi Sad, length 3130 2.2.2 Proposed actions a) Modernization of the railway infrastructure between the port and the Novi Sad shunting station (650 m). Work in progress. The Port, in 2013, invested 400 000 Euros in the reconstruction of the railway infrastructure. b) Construction of the local road link between the new port location and the highway Belgrade-Budapest. c) Construction of the local railway link with the Refinery in Novi Sad. 2.2.3 Potential impact a) Faster handling of goods on wagons. b) Construction of the road infrastructure to the new port location represents the most important prerequisite for the investment projects in the Novi Sad - Asia Logistic Center. c) Construction of the railway infrastructure represents a prerequisite for the capital works at the Novi Sad - Asia Logistic Center. 2.2.4 Estimated terms (start and final) a) Work in progress. Finish expected in 2014. b) An urban background is existing. Projects could be completed within 2014 and construction works up to 2017. c) An urban background is existing. Projects could be completed within 2014 and construction works up to 2017. 2.2.5 Potential/requested partners/support providers a) Port of Novi Sad, Serbian Railways. b) Executive Council of the Autonomous Province of Vojvodina, Municipality of Novi Sad, Port of Novi Sad. c) Executive Council of the Autonomous Province of Vojvodina, Municipality of Novi Sad, Port of Novi Sad, Serbian Railways. 2.2.6 Fiscal/regulatory/other needed measures a) Decisions made by the Port of Novi Sad and Serbian Railways. b) Projects and decisions made by the Municipality of Novi Sad, Port of Novi Sad and Serbian Railways. c) Projects and decisions made by the Executive Council of the Autonomous Province of Vojvodina, Municipality of Novi Sad, Port of Novi Sad and Serbian Railways. 2.3 Introduction and development of container and Ro-Ro services on the Danube 2.3.1 Objectives a) Construction of a vertical quay in the port areas where there is still a sloping quay. During the autumn of 2013, an additional piece of the quay was built, with a length of 50 m. The price of the construction work with a sloping funnel for loading bulk ships was 850000 Euros. b) Construction of a container terminal c) Construction of a Ro-Ro terminal for cars and mobile machines d) Container terminal and new port location 2.3.2 Proposed actions a) The construction works in the most important area are finished. Similar works should be done in other port areas. b) At the existing location, the preliminary design, detailed design and preparatory work for the modular container terminal (100 x 200 m) should be done. According to the estimated growth of the number of containers in the Port, the decision about building the participation of companies that are interested in this job should be made. Price of a such modular terminal would be about 10 million Euros. Figure 8. Container terminal - Module 200 x 100 m, capacity of about 1.500 TEU c) In cooperation with partners - investors, renewed analysis of 15 years old research about the need for Ro-Ro terminal for mobile machines and cars on the site should be done followed with the necessary projects. Based on a feasibility study the start of the terminal construction should be determined. d) The new location Novi Sad - Asia Logistic Center requires the development of projects for the location defined in the City Zoning documents in conjunction with potential investors. Model of the Novi Sad - Asia Logistic center 2.3.3 Potential impact a) Increase of the transshipment capacities. b) Increase in the number of containers in the port and the expansion of logistics services, current technology transfer (coaches) will become a problem. The construction of the container terminal should attract the containerized flows to the Danube and / or to the railway, if coming from the Adriatic ports, what would lead to the opening of new jobs, particularly in the area of additional logistics services. c) Ro-Ro terminal should unite present and new users of the port s services, such as car dealers (new and used), agricultural and construction mechanization, if necessary, and to serve for Ro-Ro transport oversized cargo. d) Transfer of activities that are problematic in terms of environmental protection to a new location, opening new opportunities for port activities and the expansion of existing. Investments are possible investors in logistics operations and create new jobs. 2.3.4 Estimated terms (start and final) a) In 2013, finished construction works. b) These activities are related to the opening of the Logistic center. The end of the activities could be expected in 2017. c) For the container terminal, whose construction on the existing site would take 1-1.5 years, could start in 2016 (depending on the increase in the number of containers). d) Auto Terminal (Ro -Ro) can be built after compiling the required documentation (projects and feasibility studies) and finding partners - investors. Construction can last for 1 year, and the deadline for that construction is 2016. These activities are related to the opening of the logistics center in 2017 and the book. 2.3.5 Potential/requested partners/support providers Potential partners are: Municipality of Novi Sad, Port of Novi Sad, private stakeholders DaHar This project is co-funded by the European Union page 14 of 20

2.3.6 Fiscal/regulatory/other needed measures Specific, except specified fiscal documents and regulations, are not needed. Required documents are status documents of the Port of Novi Sad. Besides that project investors are needed. 2.4 RIS related cargo transport management 2.4.1 Objectives a) Application of RIS b) DaHar TLS (Transport and Logistics Services) Figure 10. RIS in use (source: Plovput) 2.4.2 Proposed actions a) In accordance with previous EU projects, the Danube Strategy and in particular the decisions of the Steering Group (Linz, 2013). Implementation of all actions related to the application of RIS on the Danube in Serbia. b) Implementation of the DaHar TLS among all partners who usually participate in the SC (supply chain) through the Port of Novi Sad. 2.4.3 Potential impact a) Application of RIS technology will enable control of navigation on the Danube, as basis for monitoring and planning. b) TLS as a software (which uses RIS data) for monitoring of business information in SC, in which ports represent the major nodes, raise IT service at the highest level, and thus the quality of operations. 2.4.4 Estimated terms (start and final) a) Implementation and application of RIS in Serbia are ongoing processes that could be finished in 2015. b) The DaHar TLS is in the testing phase. Based on the first experiences, eventual improvements could be carried out until the end of 2016. It could be in massive application in the case of cloud computing. 2.4.5 Potential/requested partners/support providers a) Ministry of Transport of the Republic of Serbia. b) University of Novi Sad, EU projects via donau, Port of Novi Sad, EU through the Danube strategy. 2.4.6 Fiscal/regulatory/other needed measures a) EU Directives b) EU Directives 2.5 Navigability and environmental protection on the Danube 2.5.1 Objective Raising the level of navigability on the Danube to the next level under the frame of the Danube strategy. 2.5.2 Proposed actions Elimination of critical areas on the Danube which hinder navigation.
