Resolution of the Government of the Republic of Kazakhstan No.1587 of 24 October, 2000 On the Schedule of Non-Privatisable State Property (amended as of 18 December, 2003) The Government of the Republic of Kazakhstan, Taking particular account of the Decree of the President of the Republic of Kazakhstan No. 422 of 28 June 2000 On the Schedule of Non-Privatisable State Property, hereby decrees that: 1. the following forms of state property be exempted from privatization or its preliminary stages: 1) Land (excluding land that may be privately owned under conditions and within limits set by the legislation of the Republic of Kazakhstan), subsurface and water resources, flora and fauna. 2) Natural zones under special protection. 3) Military organizations and sites, including property thereof, required to ensure the national security of the Republic of Kazakhstan. 4) Main railroads, Republican highways, forming a part of the network of international routes; and those designed for defense purposes, including accompanying engineering structures; navigable waterways, lighthouses, navigation devices and seamarks, regulating navigation and ensuring its safety; 5) Main oil and gas pipelines, and interregional electric networks of 220, 500 and 1,150 kw. 6) Water reservoirs and hydraulic works, water control pivots, dams and barrages on water sources. 7) First-aid medical organizations operating in rural areas, specialized medical ers (blood banks, maternity welfare ers, ers of radiological medicine, oncology ers; tuberculosis, HIV and AIDS ers; STD ers; mental hospitals), as well as other organizations and ers, where they act as the only source of medical services in a specific area. 8) Social protection services, children s homes, orphanages, nursing homes, rest homes, hospitals and health resorts for the disabled, veterans of the World War II and individuals of the same status, children, and the aged. 9) Organizations of secondary education, implementing the constitutional rights of every citizen of the Republic of Kazakhstan to education. 10) Historic and cultural sites protected by the State. 1-1. the Republican national enterprises of the Ministry of Industry and Trade of the Republic of Kazakhstan: National Center of the Republic of Kazakhstan

National scientific and technical organizations operating under programs of the Ministry of Defense of the Republic of Kazakhstan, the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the Agency of the Republic of Kazakhstan for Emergency Situations, the Ministry of Industry and Trade of the Republic of Kazakhstan, the Agency of the Republic of Kazakhstan for the Protection of State Secrets, and under fundamental programs of the Ministry of Education and Science of the Republic of Kazakhstan. 2. Real estate constituting national and mobilization reserves, capacities for the production of dual-purpose products. 3. Property transferred by commissariats or local executive bodies to military units and organizations mobilized for the purposes of civil defense. 4. Public organizations and sites used for military purposes, incl. maintenance, launching, and tracking of space crafts, R&D in the same

fields and in anti-aircraft, anti-missile defense, and radio- and electronic suppression. 5. Air navigation components of air traffic management systems, telecommunication networks, and air safety networks. 6. Supervisory etc. public bodies and agencies. 7. Mapping, surveying, and hydrometeorological public agencies, observatories, weather and seismic stations. 8. R&D agricultural bodies of the Ministry of Education and Science of the Republic of Kazakhstan; public bodies for grain and seed expertise, phytosanitary monitoring, variety test ers, quarantine stations and laboratories. 9. Main Republican and regional channels. 10. Public veterinary organizations involved in diagnostics of zoonoses, epizootic monitoring of wild animals, pre-registration testing and control of veterinary drugs, maintenance of the Republican reserve of veterinary drugs, diagnostics of dangerous contagious animal diseases listed in the schedule approved by the Government of the Republic of Kazakhstan, and liquidation of focuses of infection. 11. National organizations for patent management. 12. Public bodies, sites and equipment for recycling and disposal of solid and liquid radioactive waste; graveyards of cattle. 13. Crematoriums and cemeteries. 14. Property of the national secure mail service. 15. Public organizations involved in reproduction of animals and fish farming (acclimatization stations, fish farms, spawning ers). 16. Property and observation points of the national networks for monitoring of subsoil, subsurface waters, and dangerous geological processes. 17. Public organizations for the protection and reproduction of fauna and forestry. 18. Public organizations of preschool education and secondary vocational education.

19. Major cultural sites supervised by the Cultural Committee of the Ministry of Culture, Information, and Public Accord of the Republic of Kazakhstan, as well as museums, theaters, movie houses, libraries, and concert halls in public property. 20. Collection and depositories of dangerous pathogens and industrial microorganisms. 21. Republican bank of biologically active compounds. 22. Republican bank of samples of drug substances and foreign matters.
