October - 2018 Monthly Summary On the following pages we highlight a few of the more notable cases along with statistical information. We also will highlight various ways we are connecting with the community and how volunteers play a role in policing. 1. PATROL INCIDENT SUMMARIES Recovered Stolen Vehicle Date: 10-02-2018 Time: 0944 Location: 1900 Block of Co Rd B2 CN: 18032365 Officer Swanson responded to a call of a male who appeared to be asleep in the driver s seat of a U- Haul truck. Upon arrival, he spoke with the complainant who said the man had been there for a while but he appeared to be breathing. Officer Swanson approached the vehicle and observed a man wearing a safety vest and no clothing from the waist down. It appeared the man either was having a medical emergency or had overdosed. He knocked loudly on the window of the truck and the man immediately woke up. Officer Swanson opened the door to the truck and asked the man what was happening. The man denied sleeping or being passed out. The man appeared extremely nervous, his hands were shaking and he was continually looking back and forth as if he did not know where he was and his body was twitching. He told Officer Swanson that he had parked the vehicle to change clothes. Officer Swanson believed the man was under the influence of narcotics. He ran the plate and learned the truck had been reported stolen out of St. Paul. He then observed the male was reaching around in the front seat area. He called for backup and ordered the male to exit the vehicle. The male refused to exit because he did not have any clothes on. Eventually the man exited the vehicle and slowly followed commands. The man then suddenly ran from Officer Swanson. Officer Swanson chased him on foot as the man swore at him and continued to run. Officer Swanson attempted to tase him as they were running but the probes did not make contact. Officer Swanson was able to take the man to the ground and the man continued to fight with him. Officer Lopez arrived on scene and the two officers were eventually able to gain control of the suspect. Officers learned the suspect had a felony warrant for his arrest. Officer Martin located drug paraphernalia in the vehicle. One adult male from St. Paul was arrested for Felony Possession of Stolen Property, a Felony warrant and pending charges of False Info to Police, Flee on Foot and Obstructing. Narcotics Date: 10-10-2018 Time: 0150 Location: Norwood Inn, 2401 Cleveland Ave. CN: 18033181 Officer Christensen was on routine patrol in the parking lot of the Norwood Inn. He observed a vehicle parked in the lot which moved after he passed by it. The vehicle then went to the driveway in the wrong lane, stopped for a long time, turned on a signal to go one way and then changed to the other direction. He followed the vehicle as it drove around making several illegal stops and turns. He ran the plate and learned the registered owner had multiple prior convictions for narcotics. He performed a traffic stop of the vehicle. The driver was not the registered owner but stated his good friend had insurance on the vehicle and handed him an insurance card. The female passenger located the driver s MN DL in her purse and handed it to Officer Christensen. Officer Christensen observed a small butane torch in the cup holder (these are often used for illegal narcotics). Officer Weber arrived to assist and ID d the passenger. The driver was discovered to have multiple prior arrests for no insurance. The passenger was released from the scene along with a dog from inside the vehicle. As she got out of the car, Officer Weber observed a large knife in a sheath that she had been sitting on. She crossed the street and stood nearby waiting for a ride. Officers learned the insurance card was not valid. Officers took the driver into custody. Officer Weber began a search of the vehicle. On the front passenger floor was the female s purse. Officer Weber located a used meth pipe with residue and burn marks on it and multiple plastic baggies filled with a white substance believed to be methamphetamine. Officers then approached the female and told her she was under arrest for possession of narcotics. Officers continued to search and located a bag of heroin, a scale and numerous empty baggies along with large sums of cash. It was evident the suspects were dealing narcotics. Officer Christensen asked the male if anyone Page 1
could pick up his dog. He said yes but the number was in his phone, he then said no he didn t want officers in his phone. Officer Reski placed the dog at the animal shelter. Neither suspect would speak to officers. A more thorough search of the vehicle was done and officers located a laptop, a roll of food saver bags (commonly used for packaging large quantities of narcotics), a fully loaded 9mm handgun, three knives, several rings, two butane torches, and paperwork in the male suspects name applying for government assistance. The total amount of the cash was $3,436. It was determined the laptop had been stolen during a burglary in Minneapolis. The heroin/fentanyl mixture weighed 19.3 grams and the total amount of meth located weighed 131.3 grams. One adult male and one adult female were arrested for Felony 1 st Degree Violation of Controlled Substance Law. Recovered Gun Date: 10-12-2018 Time: 2240 Location: Mount Ridge Road & Iona Lane CN: 18033518 Officer Eckert was in the area conducting article search training with his K9 Partner Ragnar. He placed a leather item in the shrubbery and then removed Ragnar from his vehicle to search. Shortly into the training exercise, Ragnar indicated on an item underneath a bush (not where the practice item was placed). Officer Eckert went to the location he indicated and observed a black handgun between Ragnar s paws. The pistol was determined to be a replica airsoft gun with no safety markings. (See photo on front cover). Suspicious Male / Assault of a Police Officer Date: 10-29-2018 Time: 1111 Location: 1900 block of Tatum Street CN: 18035212 Officers were dispatched to a suspicious male standing at the end of a driveway staring at a house. The complainant stated the male had been there for quite some time, had a weird look on his face and did not move when a car drove down the street. The complainant felt the male might be looking to burglarize a home. Officer Swanson was first to arrive and observed the suspect walking away from the home, he approached the suspect and attempted to engage him in conversation by asking him What s up? The male responded that he was doing good and continued to walk. Officer Swanson asked him to remove his hands from his pockets for safety and the man replied with something inaudible. Officer Swanson ordered the man to stop walking which he did, and to remove his hands from his pockets. The suspect told Officer Swanson to have a good day and kept his hands in his pockets and refused to sit on the curb. Sgt. Steinberg and Officer Toran arrived and the male turned and began walking away again ignoring all commands from officers. Officers attempted to control the male by grabbing his arms and a Page 2
physical struggle ensued. Eventfully the suspect was tased, which had very little effect on him, and he began to run. Additional officers arrived in the area to assist. During this struggle, the suspect lunged towards Officers and bit one. Eventually the suspect was taken into custody. The officer who was bit went to the hospital for treatment. Lt. Williams obtained a search warrant to obtain a blood sample from the suspect to determine if he had any communicable diseases. The suspect was completely noncompliant at the jail and they were unable to obtain a sample at that time. The next day Lt. Williams was informed the suspect was more cooperative and he would be transported to the hospital. At the hospital the suspect asked why he was there, when he was told he bit an officer the day prior he became argumentative and refused to admit he had done so and would not consent to the blood draw. Eventually a nurse was able to obtain the blood draw under his verbal protest. Lt. Scheider made contact with Ramsey County Crisis to see what services may be available to help the suspect as he was clearly in a mental health crisis. One adult male from St. Paul was arrested for GM Obstructing with Force, Flee on Foot, Fail to Obey Lawful Order. Narcotics Date: 10-30-2018 Time: 1911 Location: 2200 block of Victoria Street CN: 18035359 Officers Vang and Dickens were performing surveillance due to multiple complaints of drug sales occurring in the parking lot. Officers had suspect information on a male and a female who reside in the apartments and two vehicles they frequently use to conduct the sales. Officers observed the male and female enter one of their vehicles and exit the parking lot, they informed marked squads. Officer Anderson performed a traffic stop and requested back up due to the smell of burnt marijuana. Officers Dattilo and Hicke arrived and told the front seat passenger to step out of the vehicle as he was being detained due to the smell of marijuana coming from the vehicle. The male suspect s mother arrived at the traffic stop scene demanding to know why her son was being detained. While searching this male suspect Officers located marijuana, a grinder, baggies and a glass pipe. The female driver was also removed from the vehicle and searched with negative results. Officers searched the vehicle and located a large quantity of baggies, rubber bands, a glass jar containing 2.4 grams of marijuana, an unlabeled prescription bottle containing suspected mushrooms and a baggie of gel caps containing white powder and a black sock with a replica black airsoft handgun inside. The male suspect initially denied the marijuana in his pocket was his but eventually admitted to the possession. He denied selling drugs and stated the drugs belonged to other people who leave stuff in the vehicle. He eventually admitted to owning the marijuana, the Xanax and the grinder. He initially stated the backpack containing the handgun was not his and that many people are in and out of the vehicle. He then said the gun was in his bag because his cousin left it in the vehicle. He stated he had wrapped the gun up and placed it inside his backpack a few days ago. One adult female from Roseville was released. One adult male from Roseville was arrested for Felony Violation of Controlled Substance Law. Page 3
2. INVESTIGATIONS CN 18034291 Possession of Stolen Property: On 10/21/18, IMPACT officers were made aware of stolen items being located in Roseville. Officer Dickens learned that a victim of theft in Inver Grove Heights located his stolen property and items from other businesses on Facebook Marketplace. The victim set up a buy with the seller of his stolen items and was able to confirm his property was at a home on the 500 block of Ryan Ave. Detectives authored a search warrant for the home and located truckloads of stolen property. Several items were confirmed stolen and returned to their rightful owners. This case is ongoing and still under investigation. CN 18032179 Criminal Sexual Conduct UPDATE: On 9/30/18 officers responded to Central Park on a complaint of an indecent exposure. An 11-year-old female was running on the trails when an adult male exposed himself to her and shook his penis while looking directly at her. The victim ran to find her parents who found the suspect hiding in the bushes and called police. The suspect tried to run but was caught by police. He was arrested with his zipper down and penis exposed. He told officers he did not expose himself, rather he had an itch. On 11/29/18, Jacob Moyer was charged with 5th Degree Criminal Sexual Conduct. Search Warrants: 18034291 On 10/21/18 Detectives and patrol officers executed a search warrant on the 500 block of Ryan Ave reference a possession of stolen property case. Two truck loads of stolen items were confiscated from the residence. 18032179 Det. Baker authored and executed a search warrant on a cell phone reference an indecent exposure case. 18032246 Det. Kim authored a search warrant for a Facebook account reference a fraud case. 18030346 Det. Kim executed a search warrant for records from Verizon Wireless reference a fraud case. 18031844 Det. Kim authored and executed search warrants on a phone and vehicle reference a burglary case. Page 4

4. COMMUNITY INVOLVEMENT October 4 th was National Coffee with a Cop Day. Roseville Officers hosted two Coffee with a Cop events at Target Starbucks and Grateful Table. Coffee with a Cop is a great opportunity to get to know the officers who work hard to keep Roseville safe. CRC Yunke attended the Minnesota Crime Prevention Annual Conference Human Trafficking Detail in early October. We received 44 Responses to our fake ad on a Tuesday morning. Officers Lopez, Jones and Marston along with Sergeant Engh were on scene for Pinktober at Roseville Area High School Football game with Vikings Cheerleaders and Viktor the Vikings Mascot. Our Online Reporting went live. Residents can now report some crimes on line at: https://www.cityofroseville.com/3218/file-a-police-report Police Reserves helped with the Crosswalk and Parking for Parks and Recreation s Spooktacular Event at the Nature Center. 5. VOLUNTEERS Roseville Police Department utilizes the assistance of volunteers in our everyday course of work. The Reserve Unit are uniformed civilians who drive a marked squad and assist officers by directing traffic when needed, transporting prisoners, etc. The Roseville Police Citizen Park Patrol enlists the help of several residents to patrol our parks daily helping to deter crime and pass out information to park visitors. We also have a steady stream of student interns who are helping us out by running errands for investigations, assisting with paperwork for administration, analyzing statistical data and so much more. Park Patrol will be on winter hiatus now that the weather has turned. Look for them to return to the parks in April. 2016 value of volunteer time in MN is $26.40 per hour. That is a value of $3,854 this month. Reserves and Park Patrol are actual hours. Interns is an estimate of hours. Page 6
