A. NTRODUCTON The City of Bayonne is located in Hudson County in northeastern, New Jersey. The City is unique as it is bordered on three sides by various bodies of water. The Upper Bay is along the easterly boundary line; the Kill Van Kull along the southerly limits and Newark Bay to the west. The purpose of this report is to provide an inventory of the existing recreational sites within the City of Bayonne and to address any future parkland areas being considered by the City. The City of Bayonne does have a significant amount of recreational sites and playgrounds throughout the City to be utilized by their community. Future considerations are towards providing more "passive" recreational sites to be utilized for the pleasure of local residents. ncluded within this report is a plan, entitled, "Recreation and Open Space nventory Map- Parcel Mapping Project- Land Owned by the City of Bayonne- NJDEP Grant dentifier ES98-023", prepared by Schoor DePalma dated November 22, 1999 which identifies existing recreational sites, proposed parkland areas and designated Brownfields sites within the City of Bayonne. This project was funded under a grant agreement with the New Jersey Department of Environmental Protection, Environmental Services Program, Grant dentifier ES98-023. B. EXSTNG RECREATONAL STES The following is a description of the existing recreational sites within the City of Bayonne. The numbering system refers to the property identification number shown on the "Recreation and Open Space nventory Map." 1. 11th Street Oval This site is known as Block 273, Lots 9 to 20 and is a 0.68 acre play area comprised primarily of a baseball field with a slide and various play equipment along the southerly side of the site. 2. 28th Street Playground This site is known as Block 423, Lots 8-11 and 15 and is located along the westerly side of Avenue F, between 28th and 29th Streets. The playground is approximately 0.31 acres and has 2 bituminous basketball courts.

Sitting benches and various swings, slides and climbing equipment are also situated on this property. 3. 40th Street Playground This site is known as Block 405, Lot 32 and is located at the southeasterly corner of 40th Street and Avenue E. This site has approximately 0.20 acres and consists of modular climbing/sliding equipment along with several swing sets and a few sitting benches. 4. 52"d Street Playground This site is known as Block 40, Lot 1 is a 0.23 acre playground located at the northeasterly corner of 52nd Street and Avenue C. This site includes several pump and climbing structures with slides, scattered sitting benches and covered picnic tables. 5. G. Thomas D. Domenico/City Park This site is known as Block 21, Lot 13, Block 255, Lot 7 and Block 243, Lot 21 and is a 32.30 acre waterfront park situated along the Newark Bay. This park is primarily comprised of four lighted baseball fields, four lighted tennis courts along with numerous benches, paved walk/bike paths and a large play area made of concrete pavers. Along the entrance drive on 16th Street, there is a concrete basketball court, two handball courts, swings, slides and other interlocking play equipment for both tots and older children. The easterly edge has a grassed play area with scattered trees and a paved walking path. 6. Cottage Street Park This site is known as Block 321, Lots 15-21 and a 0.41 acre playground located at the northwesterly intersection of Cottage Street and Hobart Avenue. The park is made up of a bituminous basketball court, swings, slides, play equipment, benches and tables. 7. E. 23rd Street Playground {"Sr. M. Theresa Park") This site is known as Block 199, Lot 11 and is a 0.96 acre playground located along the easterly side of Gregg Lane, between 23rd and 24th Street. The park is essentially comprised of grassed play areas with bituminous walkways and scattered sitting areas with benches and tables. 2

8. ath Street/9th Street Park ("Edward F. Clark Park") This site is known as Block 282, Lots 17 and 18 and is located on the westerly side of Avenue C between 8th and 9th Streets. This is a 0.46 acre tree lined park with grassed play areas, sitting benches, picnic/play tables and two bituminous basketball courts. 9. Fitzpatrick Park This site is known as Block 178, Lot 1 and is situated between 26th and 27th Streets on the easterly side of Avenue C. The equipment on this site contains sitting benches, slides and other various climbing structures along with a restroom facility and scattered trees. 10. Dr. Morris Park This site is known as Block 77, Lot 25 and is located at the southwest corner of 4th Street & Broadway next to the fire museum. The playground consists of 0.17 acres and contains scattered sitting benches and tables. A large concrete power play area and small grassed areas with tree lines the perimeter of the site. 11. A Slootsky Park This site is known as Block 345, Lot 1 and is located between 3rd and 4th Streets under the Bayonne Bridge approach. The 0.92 acre park contains a bituminous basketball court), a tot play area with a slide/climbing structure and an older child play area with a climbing structure, swing and slides. Several sitting benches and picnic tables are scattered throughout the area. 12. Dennis P. Collins Park A waterfront park situated along the Kill Van Kull from the Bayonne Bridge to Lexington Avenue The westerly section of the Park is comprised primarily of recreation facilities which include four baseball fields and two tennis courts. The center of the park has a Vietnam Vets War Memorial, a Korean Ware Veterans Memorial, restrooms, grass areas and various play areas with scattered deciduous and non deciduous trees. Two bituminous basketball courts, two tennis courts and are also located within the center of the park. 3

Picnic areas, slides, swings and other various playground equipment are scattered within the easterly section of the park along with a World War Memorial. Two bocci ball courts and a fishing pier and boat dock are located at the most easterly end of the park. This park consists of approximately 34.3 acres and includes the following blocks and lots: Block Lots 392 1-10and15 383 1-8 384 1-2 385 1-6 386 1-4 387 1-2 388 1-2 13. 5th Street Oval This park is known as Block 474.02, Lot 1 and is located on the westbound side of 5th Street, to the east of the railroad tracks. This 0.85 acre property contains one baseball field. 14. North Street Park This property is known as Block 295, Lot 21 and is located at the intersection of North Street and North Lane. This 0.23 acre park contains sitting benches, swings, slides and other various play equipment along with a small grassed play area. 15. Russell Golding Park This property is known as Block 393, Lot 17 and is located on the easterly side of Avenue E across from 49th Street. The parcel consists of 0.85 acres and contains scattered tot and older children play structures and climbing equipment with slides and swings. The site also includes various sitting areas, covered picnic tables and four varying size bituminous basketball courts along with small grassed play areas. 16. Terry Collins Park This property is known as Block 324, Lots 11-14 and Block 474.01, Lot 1 and is located on 5th Street, to the west of the railroad tracks, 4

near the ngram Avenue intersection. The site consists of 0.80 acres and the play area contains modular play/climbing structures with swings and large grassed play areas and sitting benches. 17. Veterans Park This site is known as Block 21, Lot 2 and is primarily a 10.90 acre sports park located along the Newark Bay containing a lighted baseball field, a lighted football field with benches, batting cages, grassed practice fields and a small play area with several climbing structures and tot equipment. 18. West 24th Street Playground This site is known as Block 193, Lot 9 and is a small 0.14 acre park located at the southwesterly corner of JFK Boulevard and 24th Street and contains several play structures and tot equipment. 19. 19th Street and Avenue "C" Playground This property is known as Block 225, Lots 45 and 46 and is situated along the easterly side of Avenue "C" on a small parcel located midblock between 18th and 19th Streets. This small 0.12 acre lot contains several tot structures, swings and slides, several sitting areas and a grassed play area. C. COUNTY OPERATED PARKS Numbering system refers to the property identification number shown on the "Recreation and Open Space nventory Map" 20. Steven Gregg Park (Hudson County Park) This site consisting of approximately 97.7 acres is a waterfront park that contains five baseball fields and a large grassed area used for multi sport fields, bituminous walks, a tot and older child play area with water features and climbing structures all located within the Northern Section of the park. The southerly section contains a lighted field with two baseball fields and large grassed area for multi sport uses. This area also has a rubberized running track along with an area used for various track and field activities and two bocci ball pits. The entire west side is bound by the Newark Bay and has a bituminous walkway around the water area. A portion of the site is a wide wooded area with paved walks and scattered sitting benches. 5

The property includes the following blocks and lots: Block Lot 74 1 95 1 99 1 100 1 103 1 21. Mercer Park This property is known as Block 9, Lot 1, consists of 5.45 acres and is located along the Jersey City boarder. The site contains six bituminous basketball courts and a lighted football/baseball field. A child climbing play structure and scattered trees and paved walkways with sitting benches are also located on this site. D. PROPOSED PARKLAND AREAS The City of Bayonne is in the process of obtaining lands from the New Jersey Department of Transportation and the New Jersey Department of Environmental Protection to be utilized for passive parkland recreation. The property to be obtained from the New Jersey Department of Transportation is known as Block 22, Lot 1, consisting of 15.00 acres and Block 19, Lot 1 consisting of 4.20 acres. These properties are located adjacent to Newark Bay and are at the westerly end of the City between West 49th Street and West 55th Street. Some of this land will be utilized as wetland enhancement areas. This land is designated on the "Recreation and Open Space nventory Map" as Area P1. The property to be obtained from the New Jersey Department of Environmental Protection is known as Block 439, Lot 1 and Block 452.01, Lot 12.01. This property is located at the easterly end of Packard Street and New Street. This area is designated as P2 on the "Recreation and Open Space nventory Map". E. BROWNFELDS Brownfields are sites that are environmentally constrained because of contamination and may require remedial work to restore the site to a costeffective property generating revenues or the public use. 6
