The public session included: The following queries from local residents: o Broken fencing on the green on Cattawade Street has still not been fixed. The Clerk agreed to chase this again with BDC. ACTION: Clerk to chase with BDC o Who do the trees opposite the Lower Playing Field belong to as they need to be cut back. ACTION: Clerk to investigate o Concerns raised that the verge on Bergholt Road is obstructing the path even further. PR confirmed that the Clerk had been informed this would be dealt with in January. The Clerk read an email report received from the Police. A report from TW (District Councillor) including information on recent planning meetings and the proposed merger of offices of BDC and MSDC. PC 01.15.06 FINANCE COMMITTEE REPORT LD stated that no meeting had been held due to the Christmas break. The next meeting would consider an update on the briefing received from PS following her insurance training and consideration of risk assessment processes. PC 01.15.07 REPORT FROM BML REPRESENTATIVE No meeting held in December. PC 01.15.08 RECREATION SUB COMMITTEE REPORT PK updated that the bark had been installed at Merriam Close Play area at a cost of 227. He confirmed that a number of other minor jobs needed to be done which the Clerk was arranging. PC 01.15.09 PUBLIC TRANSPORT OFFICER REPORT AM reported that information had been received from SALC about a consultation about the Ipswich to Peterborough rail link. PC 01.15.10 SALC REPRESENTATIVE REPORT Nothing to report. PC 01.15.11 SAFER NEIGHBOURHOOD TEAM REPORT ID updated that there had been no priorities set at the recent meeting, crime levels are currently low in the local area. Speeding and parking at the School had been raised as issues in Brantham. RECOMMENDED APPROVAL The then considered and agreed recommendations for the following planning applications: B/14/01367/FHA Brantham Place, Church Lane, Brantham Erection of detached double garage and store (existing garage to be demolished) PC RECOMMENDED APPROVAL B/14/00949/FUL Victoria Villa, Brantham Hill, Brantham Reinstatement of Victoria Villa back into two separate dwellings PC RECOMMENDED APPROVAL TN stated that the following planning results had been received in December 2014: B/14/00651/FUL Land North of Koziville, Cattawade Street, Brantham APPROVED (PC RECOMMENDED APPROVAL) B/14/01383/FUL Brantham Institute, Rectory Lane APPROVED (PC RECOMMENDED APPROVAL) PC 01.15.13 VILLAGE HALL MANAGEMENT COMMITTEE REPORT JH confirmed that there had been good attendance at the December film night, and the VH had made a small profit. The VHMC are considering purchasing projection and sound equipment for film nights and have received a quote for this. Financial support will be sought. JH stated that forthcoming events will include the next film night on 21 January 2015, showing Boyhood and a quiz night on 14 March 2015. CP stated that the VH film nights are clashing with Dedham s film club which is well advertised and may therefore be affecting numbers. JH confirmed that unfortunately there were no other free nights in the VH to hold these events. Page 4 of 7
PC 01.15.14 CORRESPONDENCE TO NOTE/ACTION The Clerk reviewed the correspondence that had been received in November 2014 (copies had been circulated to Councillors prior to the meeting): An email from MMiller re: the disabled parking space in Blenheim Close which was no longer needed. ACTION: Clerk to discuss removing this space with SCC Highways department An email from Brantham HOGS requesting the use of the radio interviews given by the Clerk and Yvonne Amoss on their website. The Clerk confirmed that BBC Radio Suffolk had confirmed that they would not allow this. PC 01.15.15 MISCELLANEOUS CORRESPONDENCE All miscellaneous correspondence by email had been forwarded to Councillors during the month and the Council reviewed the circulated list. AM highlighted the following item: Item 16 AM suggested that his comments for the SALC AGM should be submitted as a response to this consultation about Automatic Precept Referendums. ACTION: Clerk to submit response on behalf of Brantham. PC 01.15.16 REQUESTS FOR CONSIDERATION TN stated that the Contributions Sub Committee had received two requests for contributions: Brantham Leisure Centre Pantomime: TN proposed that this request was supported with 100, this was seconded by TW. 7 members of the Council voted in favour, 4 members of the Council abstained from the vote. The proposal was therefore carried. Headway Suffolk: TN proposed that this request was declined, this was seconded by AM and unanimously agreed by the Council. ACTION: Clerk to arrange contribution for Brantham Leisure Centre PC 01.15.17 INDUSTRIAL SITE DEVELOPMENT PR gave an update on the recent exhibition held by St Francis Group at Brantham Leisure Centre and reviewed the correspondence received on this issue in December 2014. TN summarised the results of the exit survey undertaken by Brantham at the event. TN stated that the traffic-focussed place shaping meeting agreed to be held by BDC had not yet been arranged. TN proposed that the Clerk contacted SDawes at BDC requesting the organisation of this meeting. This was seconded by AM and unanimously agreed by the Council. PC 01.15.20 LEASE NEGOTIATIONS WITH HIGHCLIFF VETERINARY PRACTICE PR informed those present that the next agenda item was due to exclude the public from the meeting because the proposed heads of terms for a new lease are subject to contract and publicity would prejudice the ongoing lease negotiations of the Council. AM proposed that the public were excluded from this part of the meeting. This was seconded by TN and unanimously agreed by the Council.
