PUBLIC INFORMATION WORKSHOP #4 / PUBLIC HEARING November 8 / 9, 2006 A Noise Compatibility Study, prepared under Part 150 of the Federal Aviation Regulations (FAR), is a voluntary program aimed at balancing an airport s operational needs and its impact on the surrounding communities. The FAR Part 150 process is the tool airports use to analyze and develop noise abatement operational strategies and land use management techniques. The Kenton County Airport Board (KCAB) initiated the update of their FAR Part 150 Study for the Cincinnati/Northern Kentucky International Airport (CVG) in 2004 to assess noise abatement procedures and land use management measures for current (2006) and future (2011) conditions. The draft noise abatement operational alternatives and land use management alternatives, which are being recommended for inclusion in the airport s updated Noise Compatibility Program (NCP), are being presented at this evening s workshop. PRELIMINARY FINDINGS TO DATE The following scenarios were modeled using the Integrated Noise Model to create noise exposure contours for the 65, 70, and 75 DNL contour bands: Existing (2006) Baseline noise contours which represent the average yearly day/night sound levels (DNL) for actual aircraft activity in 2006 utilizing previously approved noise abatement operational procedures Future (2011) Baseline noise contours utilizing previously approved noise abatement operational procedures while incorporating the growth in aircraft operations and the airport s proposed development plans Future (2011) Noise Compatibility Program (NCP) noise contours utilizing the recommended noise abatement operational alternatives while incorporating the growth in operations and the airport s proposed development plans The Existing (2006) Baseline noise contour is smaller in size than recent, previous noise contours, reflective of the decrease in the number of operations due to the reductions by Delta AirLines and DHL closing its hub at CVG. The Future (2011) Baseline and Future (2011) NCP noise contours are larger in size than the Existing (2006) Baseline noise contours due to a projected return to operating levels more consistent with pre-2006 conditions. The Future (2011) NCP noise contours represent the effects of the implementation of the new NCP measures. The Future (2011) NCP noise contours are similar in size and shape compared to the Future (2011) Baseline noise contours. Notable differences include an increase in the 65 DNL of the Future (2011) NCP to the northwest and to the south of Runway 18L/36R due to an increase in nighttime arrivals and departures on this runway as well as the Ohio River turn to the northwest of Runway 36R for nighttime departures (recommended in Measure OP-19). The 65 DNL of the Future (2011) NCP noise contour is smaller than the 65 DNL of the Future (2011) Baseline noise contour to the north and south of Runway 18C/36C due to a decrease in nighttime operations on this runway.
The Planning Advisory Committee (PAC), which is comprised of local residents and school, public, and community planning officials, suggested over 36 noise abatement operational alternatives for review and analysis during the initial phases of the FAR Part 150 Study Update analysis. Through a series of meetings and in-depth analysis by the airport s consultant, these 36 operational alternatives have been narrowed to 13 preferred operational alternatives (nine previously approved and four newly recommended), which are being recommended for inclusion in the airport s 2006 FAR Part 150 Study Update Noise Compatibility Program. The noise abatement operational alternatives are defined in Section I of this handout. To determine the extent of the noise impacts around an airport, the FAR Part 150 process requires continuous contours to be developed for yearly average day/night sound levels (DNL) of 65, 70, and 75 db. In those areas where the yearly DNL values are 65 db or greater, the land uses are identified to determine compatibility. For the purpose of compliance with FAR Part 150, all land uses are considered to be compatible with noise levels less than 65 DNL. No new land use measures are being recommended in the airport s updated Noise Compatibility Program. However the currently approved land use measures are being continued. The land use management measures are defined in Section II of this handout. Approximately 148 homes are located within the 65 DNL noise contour of the Future (2011) NCP. Of those 148 homes, 110 have previously been mitigated, while 28 were offered and refused mitigation and ten homes are ineligible for mitigation because they are either mobile homes or have been constructed within the 65 DNL noise contour after December 5, 2000. SECTION I: Draft Noise Abatement Measures recommended to be included in the 2006 FAR Part 150 Noise Compatibility Program Update The current noise abatement measures included in the 2006 FAR Part 150 Noise Compatibility Program Update are listed in this section. There are 13 measures recommended for inclusion in this 2006 NCP, 9 measures were previously approved in the airport s 1992 and 1999 Part 150 studies and are being continued or modified in this update. Four measures are new Measures OP-17 through OP-20. Measures that have either been completed or withdrawn are not listed here but can be reviewed in Chapter Four of the Cincinnati/Northern Kentucky International Airport Draft FAR Part 15 Noise Compatibility Study, dated October 2006.

Measure is being continued Turbojet aircraft (over 70,000 pounds) departing Runway 36C (formerly 36L) overfly the Ohio River by turning left after reaching 0.5 miles beyond the localizer (ICVG) to a 330-degree heading; or fly an Advanced Navigation (ANAV) departure procedure directing aircraft over the Ohio River for four nautical miles (n.m.) from the runway end. Measure is being continued with modification Continue, to the extent practicable, the use of Runway 27 for daytime departures. OP-17 Modify nighttime runway use program to include Runway 18L/36R. There are 11 recommended land use management actions that will continue to mitigate noise impacts on all of the eligible incompatible land uses remaining within the 2011 NCP 65 DNL noise contour. Those measures that have either been completed or withdrawn are not listed. Land Use Mitigation and Management Measures LU-1 Offer the option of a voluntary acquisition program for remaining houses in a 1,700 by 8,000-foot box off the arrival end of Runways 18L, 18C, 18R, 36L, 36C, 36R, and 27. Measure is being continued with modifications to include Runway 18R/36L LU-4 Offer voluntary acquisition to the two remaining houses in the Ethan s Glen subdivision and scattered houses west of the airport within the 2011 NCP 70-75 Day/Night Average Sound Level (DNL) noise contour. Measure is being continued LU-5 Offer voluntary acquisition for the remaining houses and undeveloped lots in the Rolling Green Acres subdivision and the remaining houses in the vicinity of O Hara Road and Turfway Road. There are three recommended implementation measures, two previously approved and one new measure. These measures are designed to provide administrative and management actions to enhance the KCAB s ability to respond to public concerns about aircraft noise and overflights. These recommended measures include updating the airport s annual noise contours, continuing the 24-hour public comment system, and the continued operation of an automated aircraft tracking system to monitor aircraft operations and arrival and departure flight paths. Those measures that have either been completed or withdrawn are not listed. Implementation Measures IM-3 Update annual noise contours. Measure is being continued IM-4 Continue the use of a 24-hour public comment system indefinitely. Measure is being continued IM-7 Develop a community outreach website. New Measure
PLANNING SCHEDULE Before the Noise Compatibility Program measures recommended in the 2006 FAR Part 150 Update can be implemented, the Federal Aviation Administration (FAA) must review the program and issue a Record of Approval (ROA). It is expected that the FAA could issue the ROA in mid-2007. Upon receipt of the ROA, the KCAB can initiate the steps necessary to secure funding and proceed with the implementation of the land use management measures approved in the ROA. The new noise abatement operational measures approved in the ROA can be implemented once a review satisfying the National Environmental Policy Act (NEPA) is completed. Previously approved measures that are being continued can be implemented without further FAA approval. The KCAB would then finalize coordination with the Air Traffic Control Tower and FAA Flight Standards to implement the approved measures.
