OPS AND ADMIN UPDATE: Received presentations from three (3) firms (Alfred Benesch, Jviation and Mead & Hunt); a five-year contract for Airport Engineering and Consulting Services was awarded to M&H, effective 1 Nov 18. Jeremy Lee is again YVRA s project manager for M&H. Jviation also remains under contract through completion of current AIP-44 project closeout. A320 Service on JetBlue Inaugural Flights 15 Dec 18 Schedule 1 Terminal Expansion Concept; Holdrooms (3 added), Bag Bets JetBlue contract with YVRA for 2018-2019 ski season completed 1 Dec 18. JetBlue team completed ticketing and gate area work to include two ticketing kiosks. Inaugural flight celebrations at origin cities (Ft. Lauderdale, Boston and Long Beach) and at YVRA are on Sat 15 Dec. Ceremony at YVRA starts at 10:45 AM in ticketing; includes food, drink and prizes. Alaska Airlines ticketing and gate change work is complete. On 30 Oct 18 YVRA submitted a request to the FAA for $6.5M in supplemental funding for the planned terminal expansion in 2019-2020. FAA decision on supplemental grants is expected in Feb or Mar 2019. YVRA also coordinated with FAA to include Schedule 1 of the terminal expansion ($2.2M) in our 2019 CIP. Other 2019 CIP funds will used to complete airside asphalt seal coating ($575K) and SRE purchase ($375K; front end loader). YVRA submitted PFC #10 application to FAA for final review & approval on 6 Dec 18. PFCs remain $4.50 per pax; PFC #10 aligns $7M in PFC to eligible commitments through Sep 2039. YVRA and M&H conducted a successful pre-design and CIP review meeting with FAA and CDOT on 6 Dec; strong support from both for planned/scheduled terminal expansion for 2019-2020. Parking Lot License Plate Recognition Cameras Hiring was more challenging for 2018-219 flight season then previous seasons; restaurant positions (line/prep cook positions remain unfilled); fully staffed in maintenance and operations. Signed catering agreements with NetJets and Air Culinaire; expect significant increase in catering through FBO clientele. Met with Hayden Town Manager and Public Works Director on removal of two airport terminal fire suppression water tanks on commercial apron; agreed in concept to transfer tanks to Hayden and relocate tanks to Seneca Hill Tank area as back-up water source for Seneca Hill Tank if it is taken out of service for R&M. T2 Parking Systems: one license plate recognition camera ($7K) damaged by seal coat contractor; replacement installed 12 Dec; project closeout settlement proposal submitted to T2 on 5 Dec; response pending to $9.5K reduction; system is fully operational. Redesigned Lead-in and Push-Back Lines to Optimize Safety and De-Ice CFC-funded projects for rental car refueling station and car wash; refueling station quote received and will require RFP; proposed 2019 project for both car wash and refueling facility. Signed contract with Hive 180 for branding and website update. 2

Steamboat Springs Airport/ Bob Adams Field Manager s Report December 10, 2018
Flight operations recorded 563 operations in October 2018. This compares to 571 operations in October, 2017. 2,782 gals of 100LL were pumped and 4,017 gals of Jet A were pumped for a total of 6,799 gallons of fuel sold in October 2018. This compares to 4,258 gals of 100LL and 5,663 of Jet A for a total of 9,921 gals of fuel sold in October 2017. Flight operations recorded 619 operations in November 2018. This compares to 552 operations in November 2017. 2,654 gals of 100LL were pumped and 2,388 gals of Jet A were pumped for a total of 5,869 gallons of fuel sold in November 2018. This compares to 2,388 gals of 100LL and 3,735 of Jet A for a total of 6,123 gals of fuel sold in November, 2017. The Airport Manager and Senior Maintenance Technician contracted for pavement repairs for the runway, taxiway and ramp. They closed the runway and taxiway A on October 18th for repairs. The Airport Manager applied for a crack fill rebate with CDOT for materials purchased for the repairs and the Airport received $1,972.70 in rebates. The fire season in CO finally ended with the last helicopter leaving the Airport on October 18 th (see video clip below for Chinook departure). The Airport hosted a total of 11 different helicopters during the fire season from June 12 th - October 18 th. The total amount of revenue realized by the Airport from firefighting activity this summer was $ 69,532.43. This included FBO services provided, land use agreement, and excise fuel tax refunds for fuel purchased from the Airport. A new dog owner received a rescue Golden Retriever that was flown in from Salt Lake City this week. IMG_0003.MOV Events The Airport Manager attended the Budget Retreat on Oct 2nd. The budget presented was accepted by City Council. The Airport Manager answered several questions from the council. The Chamber budget was approved, but did not include sponsoring the WWAF for 2019. The Airport hosted the Yampa Valley Airport Commission (YVAC) meeting in October. The Yampa Valley Regional Airport (HDN) and Steamboat Springs Airport (SBS) Airport Managers reviewed their 2019 budgets and Capital Improvement Projects for the commission. The Airport Manager attended the Chamber Board Retreat in October.
The Grant Writer and Public Works Coordinator attended the FAA/CDOT CIP kickoff meeting at Front Range Airport on October 24 th. The Airport Manager hosted a Tenant and User Meeting in October. The Public Works Department provided refresher training on the City MS4 permit. The Airport Manager kicked off the Airport Master Plan. The City Manager and Chamber Director of Economic Development provided comments and answered tenant questions. DOWL held an Airport Master Plan Kickoff meeting at the Airport on November 1 st. 12 people attended including those representing the City, City Council, and Yampa Valley Airport Commission. The Airport Manager attended the November Chamber Board Meeting and met with Chamber Director of Economic Development. City Council passed the first reading of the Resolution for the CDOT grant for the Airport Master Plan. Airport Manager and City Grant Writer provided annual update to FAA and CDOT CIP. The City continues to look for a new tenant for the Airport Office Building that will be vacated by Smartwool this summer (approximately July) when they move their headquarters to Denver. Per FAA regulations, the building must be offered to aeronautical users first. Any non-aeronautical lease must be approved the FAA Area District Officer (ADO). The Airport Manager continues to meet with the developers for the Airpark. They continue to refine the plan that will be submitted to the City Planning Committee. The Airport Manager worked with DOWL consultants to create Airport Master Plan Advisory Committee. The Committee will have its first meeting on January 31st at 2:30-4pm. The meeting will be followed by the first Airport Master Plan Public Open House at 5-7pm. Both meetings will be held at the FBO. Advertising for the Public Open House will begin soon. Training Airport Manager continued to conduct Staff Meetings once a month. Lessons learned for Fire Fighting operations were reviewed. Winter safety topics were discussed. The Airport staff attended the annual safety training conducted by the Director of General Services. Airport Manager attended Mindfulness Training provided by the City and Dr. Rice.
Airport Manager Initiatives Large hangars for transient aircraft continues to be an issue and the FBO staff is doing the best to accommodate large transient aircraft. The Airport Manager is working with the Facilities Department for a remodel of the City owned B Hangars and a private party for a P3 proposal for the building of a transient hangar. Airport Manager and the PW Coordinator are leading a project team for the purchase of a FBO software package. Total Aviation software has become certified and the FBO will implement the new software in April. The Grant Writer submitted a grant request for additional FAA Airport Improvement Program (AIP) funding for a new snow blower for the Airport. The Airport Manager and Public Works Coordinator began inspections of privately owned hangars to ensure compliance with Ground Lease Agreements. They also coordinated servicing of required fire extinguishers. The Airport Manager is continuing to work with UBER to complete their contract. The Steamboat Flying Club has implemented new software to control check-in, check-out and payment and will not establish a contract with the FBO for these services. The Airport Manager is working with DOWL and will evaluate the renewal of hangar ground leases as part of the Airport Master Plan. Airport Manager continues to work on revising the Airport Standards Manual and Standard Operating Procedures (SOP), to include the Airport Emergency Plan. T Approval will be sought from the City Manager, once completed. City Council once all documents are completed. General Information The Airport Manager attended the Women s Thrive Summit sponsored by the Chamber and City of Steamboat Springs.
