Roberts Clerk to the Council 53/15 DECLARATION OF INTEREST. None were declared in respect of the business of the Council. 54/15 MINUTES. That the minutes of the meeting held 8 th September, 2015 were approved. 1.
55/15 STREETSCENE SERVICES AREA. The Chairman welcomed Mr. Ian Williams, Area Supervisor for Streetscene Services. Ian reported that the re-surfacing works at Hafod-Y-Bryn were nearing completion. The pavement repairs and installation of a drop kerb had been completed by the Wendy House, Brynford Road. Members reported that the lay-by by Dolphin was still closed for access by the general public and had been for a considerable time. The road surface and adjacent boundaries had been damaged by the contractors using the lay-by. Ian advised that he would look into the matter and would be undertaking a general clean up of the area, the trees on the roadside verge would also be crown lifted. Recycling collection containers were still being left in households entrance driveways causing access problems. The road surface by The Glan-Yr-Afon, Milwr was in need of repairs and tree branches were obstructing the lighting columns at Pen-Y-Pyllau Hill. A street light to the rear of 39 Hafod-Y-Bryn was not working. The Chairman thanked Ian for his attendance. 56/15 MATCH FUNDING CHILDREN S PLAY AREA, BRYNFORD. Mr. I. Bancroft, Chief Officer Organisational Change, Flintshire County Council had written to the Council confirming that match funding of 5,000.00 had been approved. A plan showing the proposed new item of play equipment had also been provided for members consideration. That the match funding of up to 5,000.00 and the item of play equipment was approved. ` 2.
57/15 B5121 BRYNFORD HILL SPEED LIMITS. Further to the Council s letter dated 19 th July, 2015 sent to Flintshire County Council regarding the above matter a response had been received from Mr. S. Jones, Chief Officer Streetscene and Transportation advising:- Following a speed limit review of A & B classification roads within the County the B5121 was assessed, a proposal to implement a 40mph limit was deemed appropriate and was supported by Cabinet. It is anticipated that the new reduction in speed limit will be implemented during November, 2015. With regard to Mr. Cox s request for 30mph speed limit, the Authority will continue t to monitor the B5121 after the implementation of the 40mph with a view to make a further amendment to the speed limit, should it be deemed necessary. Members reported that they were pleased to learn that the new speed limit would be implemented in November and requested that a copy letter be sent to Mr. Cox. 58/15 PROPOSED PROVISION OF INTERPRETATION SIGN BRYNFORD VILLAGE GREEN. The Clerk reported that Mrs. Lorna Jenna had accepted the commission to design the above sign. Councillors A. Davies, J. Davies, L. O Hare and D. Jones agreed to meet with Lorna on the 29 th October, 2015 for 3.00pm to discuss draft design proposals. 59/15 SCHOOL MODERNISATION PROGRAMME BRYNFORD C.P. SCHOOL. Further to the Council s letter dated 19 th July, 2015 a response had been received from Mr. I. Budd, Chief Officer for Education, Flintshire County Council. Members requested that a copy of the letter be sent to the Chairman of Governors, Brynford C.P. School. 60/15 BRYNFORD COMMON BRYN HYFRYD, PWLLCLAI, BRYNFORD. Further to minute No. 43/15 Mr. Tom Birtles, Rural Property Manager, Grosvenor Estate had written to the Council confirming that the Estate had confirmed the property boundary and the owner was advised to seek his own advice regarding common land and completing works on SSSI. 3.
61/15 EXTERNAL AUDIT ARRANGEMENTS ANNUAL RETURNS 2015/16-2018/19 Ms. L. Davies Head of Business Services Wales Audit Office had written to the Council advising that for 2015/16 to 2018/19 BDO LLP will be the appointed auditor on behalf of the Auditor General. The Auditor General s September 2013 report, Improving Financial Management and Governance: Issues from the Audit of Community Council Accounts 2011-12, set at changes to the audit arrangements for Town and Community Councils for 2015-16 audit. The new arrangements will have a greater focus on governance with an extended Annual Governance Statement having a new section highlighting thematic areas for review at all Councils. These themes will vary year on year and will address concerns arising from audit findings. RESOLVED; That the above information be received. 62/15 BUDGET MONITORING REPORT OCTOBER 2015. The Clerk reported that the above report set out the Council s agreed budget for the year ending 31 st March, 2016. Actual expenditure for each budget heading and the probable expenditure up to the 31 st March, 2016. Members considered the contents of the report and instructed the Clerk to make two adjustments to the budget allocations to ensure that the Council remains within the budget allocation for the year. 63/15 STREET NAMING AND NUMBERING DEVELOPMENT OF 4 NEW DWELLINGS LAND AT PEN-Y-PYLLE RESIDENTIAL, MILWR, HOLYWELL. The Chief Officer Planning Services, Flintshire County Council had written to the Council advising the developer had requested that the above new road forming this development be named Old Hall Road/Ffordd-Y-Hen Blas. That the Council has no objections. 4.
64/15 COMMUNITY POLICING. The Chairman welcomed to the meeting PCSO Carol Richards. Carol provided an update on a number of incidents that had been reported within the Brynford area over the past few weeks. Councillor O Hare enquired if the Police had any community engagement activities for the coming months. Carol advised that there would be a refocus of bikers riding on the common next year. The next drop in Police Surgery would take place at Brynford Village Stores on the 5 th November, 2015. The Chairman thanked Carol for her attendance. 65/15 CORRESPONDENCE RECEIVED. Leeswood Community Council Invitation to Chairman s Civic Sunday Services - received. Holywell Town Council Invitation to Holywell Town Council Civic Services. That Councillor L. O Hare would attend. 66/15 PLANNING APPLICATIONS. A) ADW/054253 Erection of replacement entrance hall. Pen-Y-Garreg Cottage, Milwr, Holywell, CH8 8HE. B) BMK/054197 Change of use to touring caravan site for 10 pitches (8 months p/a) Glasdir View, The Nant, Pentre Halkyn, CH8 8BD. C) BMK/054323 Demolition of existing single storey dwelling, garage and outbuildings and erection of a new single storey dwelling with garage. Roseleigh, Brynford, CH8 8AD.
