On 4 February 2003, the name of the State of the Federal Republic of Yugoslavia was changed to Serbia and Following the Declaration of Independence adopted by the National Assembly of Montenegro on 3 June 2006, Serbia advised ICAO by a note dated 7 June 2006 that the membership of the state union of Serbia and Montenegro in ICAO is continued by the Republic of Serbia. Serbia subsequently advised ICAO by a note dated 13 July 2006 that the Republic of Serbia continues to exercise its rights and honour its commitments deriving from international treaties concluded by Serbia and Montenegro and requests that the Republic of Serbia be considered a party to all international agreements in force, instead of Serbia and Montenegro. NOTES 1 2 Acceptance of this Protocol is deemed by virtue of adherence to that Convention, as provided by Article V of the Protocol. Ratification of this Protocol of amendment to the Chicago Convention is deemed by virtue of adherence to that Convention, in accordance with Article 40, paragraph 5 of the Vienna Convention on the Law of Treaties, concluded at Vienna on 23 May 1969.

- 5-3 4 5 6 7 8 9 The former Socialist Federal Republic of Yugoslavia signed the Warsaw Convention on 12 October 1929 and ratified it on 27 May 1931; it signed The Hague Protocol on 3 December 1958 and ratified it on 16 April 1959; and it signed Additional Protocols Nos. 1, 2 and Montreal Protocol No. 4 on 25 September 1975 and ratified them on 11 March 1977. By a note dated 17 July 2001, deposited on 18 July 2001, the Government of the Federal Republic above-mentioned treaties, with effect from 27 April 1992, the date of State succession. On 4 February 2003, the name of the State of the Federal Republic of Yugoslavia was changed to Serbia and Montenegro. Following the Declaration of Independence adopted by the National Assembly of Montenegro on 3 June 2006, Serbia advised Poland by a note dated 7 June 2006, deposited on 8 June 2006, that the Republic of Serbia continues to exercise the state and legal identity of the state union of Serbia and Montenegro. By a letter dated 17 July 2001, deposited on 23 July 2001 with the Government of the United Kingdom, the Government of the Federal Republic of Yugoslavia declared itself bound, as a successor State to the Socialist Federal Republic of Yugoslavia, by the provisions of, inter alia, the Hague Convention (1970) and the Montreal Convention (1971) (The former Socialist Federal Republic of Yugoslavia had signed the Hague Convention on 16 December 1970 and ratified it on 2 October 1972; it had signed the Montreal Convention on 23 September 1971 and ratified it on 2 October 1972.) By a Note dated 17 July 2001, deposited on 6 September 2001 with ICAO, the Government of the Federal Republic provisions of, inter alia, this Convention (Protocol/Agreement), with effect from 27 April 1992, the date of State succession. (The former Socialist Federal Republic of Yugoslavia (1) had adhered to the Geneva Convention on 16 October 1991; (2) had signed the Tokyo Convention on 14 September 1963 and ratified it on 12 February 1971; (3) had signed the Montreal Supplementary Protocol on 24 February 1988 and ratified it on 21 December 1989; (4) had signed the Paris Tariffs Agreement on 16 June 1987 and ratified it on 6 April 1988; and (5) had acceded to the Paris Capacity Agreement on 8 January 1990.) By a Note dated 17 July 2001, deposited with the Government of Mexico, the Government of the Federal Republic provisions of this Convention with effect from 27 April 1992, the date of State succession. (The former Socialist Federal Republic of Yugoslavia had adhered to the Guadalajara Convention on 24 March 1977.) Notification of succession of the Federal Republic of Yugoslavia was deposited on 10 July 2002 with the Government of the United States with effect from 13 January 2001. (The former Socialist Federal Republic of Yugoslavia had accepted the Transit Agreement on 17 May 1976.) Declaration at the time of deposit, pursuant to Article XIII, paragraph 2 of the Convention, that Serbia and Montenegro is not a producer State of plastic explosives. This declaration is now applicable in respect of Serbia only (see Historical Note above). The letter of Notification of Association of Serbia with the COSPAS-SARSAT Programme as a User State was deposited with ICAO.
