BACKGROUND I 1997, Dumbarto Quarry Associates (DQA) was issued a Reclamatio Pla ad Coditioal Use Permit from the City of Fremot. The origial plas proposed turig the 300+ foot quarry hole ito a recreatioal lake ad icluded a RV campgroud, day-use areas, ad evet ceter. After it was determied that the lake was ot feasible, the pla was revised ad a fial agreemet betwee DQA ad the District was fialized i 2012. This revised developmet pla proposed that improvemets be costructed i two phases with the majority of costs bore by DQA. Phase 1 improvemets iclude 64 full-service recreatioal vehicle camp sites, showers, camp store, amphitheater, playgroud, day-use facilities icludig turf areas ad restrooms, a park service yard ad future evet ceter. The 2012 agreemet also icluded Phase 2 improvemets that would expad campig to iclude 20-car campig sites, 17 tet campig sites, ad the coversio of the quarry pit ito a large ope meadow. I 2016, DQA approached the District to propose a modificatio of the Phase 2 improvemets which would expad facilities to iclude coveiece campig ad group campig. District staff are curretly egotiatig with DQA o costs ad timelies related to these proposed revisios. As of this date, DQA has applied for ad/or is i the process of seekig the ecessary permits for costructio of the sewer, water, ad electrical utilities. Costructio bega i 2016 ad will resume after the site dries out i the comig weeks (maybe moths). To accomplish this, the Plaig Departmet coveed a group comprised of staff represetig the Plaig, Desig, Creative Desig, Operatios ad Iterpretive Services departmets. Staff researched potetial ames for campgroud facilities focusig o the area s atural ad cultural history to help iterpret ad preserve past ad curret uses of the area ad give ew meaig to the park ladscape. The locatio ad ame of proposed Phase 1 facilities ad features at the ew campgroud are icluded i the attached figure (see Attachmet A) ad reflect the diversity of the area s history ad resources. Geeral themes for proposed ames iclude local historical places, tows ad family ames for the reservable campgroud, store ad picic sites; ad geological ad ecosystem ames for a playgroud, viewpoit ad trails. Note that all facilities show may ot be formally amed, but ames are icluded to leave the optio ope. RECOMMENDATION Uder the Park District s Namig Policy, staff seeks a recommedatio from the Board Executive Committee to approve the Dumbarto Campgroud Phase 1 Developmet Namig Program, as show i Attachmet A, ad recommed favorable cosideratio to the Board of Directors. The Park Advisory Committee is scheduled to cosider the amig program at its April 24, 2017 meetig, ad the full Board of Directors will cosider it the followig moth. BACKGROUND Plaig staff are curretly workig o the Robert Sibley Volcaic Regioal Preserve Lad Use Pla Amedmet (LUPA). The study area for the pla will cosider three sub-areas; 1) Robert Sibley Volcaic Regioal Preserve (approximately 679 acres); 2) Wester Hills Ope Space Coservatio Easemet (approximately 389 acres); ad 3) McCosker Parcel (approximately 250 acres). The primary purpose of this LUPA is two-fold: 1) to icorporate the Wester Hills Ope Space ad McCosker parcel ope space ad developed local trails ito Robert Sibley Volcaic Regioal Preserve [EBRPD Resolutio No. 2006-12-280]; ad 2) to preserve the rich heritage of atural ad cultural resources ad provide ope space, trails, ad safe ad healthful recreatio ad evirometal educatio [District 2013 Master Pla]. Withi this cotext, project goals iclude: 1) augmetig existig public recreatio ad iterpretive opportuities at Robert Sibley Volcaic Regioal Preserve, icludig but ot limited to, providig campig, trail use, stagig areas, ad outdoor educatio focused o atural ecology ad cultural pre-history ad history; ad 2) ehacig the atural ecology of the Preserve through coservatio easemets, ad the restoratio of a tributary of Upper Sa Leadro Creek, icludig, potetially providig upstream migratio access for ative raibow trout (Ocorhychus mykiss). The commuity ivolvemet process for this LUPA has icluded: Three commuity meetigs: April 6, 2016, November 16, 2016, ad Jauary 18, 2017. Two o-site tours of the McCosker site: July 2, 2016 ad December 4, 2016. Two youth-egagemet meetigs: August 11, 2016 ad November 7, 2016. Meetig otificatios have icluded mailigs, email otificatios, website postigs, press releases, ad social media outreach. Recommedatios resultig from these commuity meetigs take ito cosideratio the District Master Pla desigatio for Sibley Preserve as a Regioal Preserve. Regioal Preserves are defied as areas with outstadig atural or cultural features protected for their itrisic value as well as for public ejoymet ad educatio. The Recreatio/Stagig Uit(s) providig for public access ad services
are limited to o more tha five percet of the area. Prelimiary recommedatios by sub-area are provided below. These recommedatios will be preseted i a Notice of Preparatio (NOP) that will be circulated to agecies ad the public advisig the District s itetio to prepare a Draft Evirometal Impact Report (EIR) that will aalyze the potetial evirometal effects of the Project icludig all three sub-areas, Preserve, Wester Hill Ope Space ad McCosker. (CEQA Guidelies Sectio 15082). Agecies ad the public have a maximum of 30 caledar days from receipt of a NOP to commet o the proposed project (CEQA Guidelies Sectio 15103). The Preserve Chages i uses of the existig trail system to ehace coectivity to the Wester Hills Ope Space Coservatio Easemet, the McCosker Parcel, ad other District lads. The 1985 LUPD also icludes expasio of the 34-car parkig area to 60 spaces. Operatios would be iterested i implemetig this 1985 recommedatio. The proposed recreatio developmet areas for the McCosker site equal about two percet of the McCosker parcel ad about oe-half percet of the Project Area. Developmet withi the Wester Hills Ope Space will be limited to trails. The stagig areas associated with the Wester Hills Ope Space will be located outside of the Wester Hills Ope Space Coservatio Easemet limits ad have previously bee authorized ad permitted. I keepig with commuity cocers regardig overdevelopmet of the Preserve, the total combied miles of trails withi the Preserve will be calculated ad icorporated ito the overall impact area for the Preserve, alog with the existig trails ad developed areas withi Sibley to esure that the total impact area will ot exceed five percet of the Preserve. To date, the District has received $3,400,000 for desig ad costructio of the creek restoratio ad public access improvemets at the McCosker site. These fuds should cover, at a miimum, the desig ad costructio of 1,000 liear feet of creek restoratio work. I additio, the District is cotiuig to seek additioal grat fuds to cover the remaider of the creek ad public access compoets of the project. These proposed project improvemets will be aalyzed i the draft EIR, alog with other project compoets. Staff is also workig with the City of Orida ad Orida Gateway, LLC, the developer for the Wester Hills Ope Space, o the preparatio of the lad trasfer documets ad overseeig the ifrastructure ad mitigatio requiremets the developer must implemet before the lad trasfer ca be completed. The plaig process will iclude additioal commuity meetigs ad presetatios to the Board of Directors ad Park Advisory Committee to solicit public iput ad iform agecies, stakeholders, ad other iterested parties of the Pla s progress, potetial evirometal resources ad effects, ad mitigatio measures that would be udertake to address potetial adverse evirometal impacts that could occur as a result of implemetig the Pla. The tetative schedule cosists of a commuity meetig to preset LUPA recommedatios; a commuity meetig durig the public review period for the draft LUPA ad draft EIR; ad public forums whe the, Park Advisory Committee, ad Board of Directors cosider decisios o the LUPA ad draft EIR. The projected start of the creek ad public access compoets of the project is the summer of 2018, pedig adoptio of the LUPA, certificatio of the EIR, ad securig the ecessary evirometal ad local agecy permits.
