TENSAS BASIN LEVEE DISTRICT JUNE 12, 2018 The Board of Commissioners of the Tensas Basin Levee District met for its regular meeting Tuesday, June 12, 2018 at 9:30 A. M. in its office located at 505 District Drive Monroe, Louisiana. Mr.,, called the meeting to order and requested the call roll with the following present and answering: Mr.,, Caldwell Parish; Mr. Rodney Hutchins, Catahoula Parish; Mr. Mike Calloway, Mr. Jonathan Johnson and Mr. Charles Venable Ouachita Parish; Ms. Ramona N. Haire and Mr. Robert Neal Harwell, Richland Parish; Mr. Dick Zeagler, LaSalle Parish; Ms. Michelle Collum, West Carroll Parish and Mr. Venoy Kinnaird, Morehouse Parish; Absent: Mr. Ashley Peters, Franklin Parish. The following resolution was introduced by Commissioner Venoy Kinnaird, seconded by Commissioner Ramona Haire, and passed unanimously by the Board of Commissioners of the Tensas Basin Levee District, after called for public comments and there WHEREAS, the Board of Commissioners of the Tensas Basin Levee District advertised for the official journal for fiscal year 2018-19. WHEREAS, the time having arrived for the opening of bids, the following bid was received, opened and read aloud: Richland Beacon News bid $4.80 per column inch being one column wide by one inch tall. Basin Levee District does hereby accept that certain bid of Richland Beacon News of $4.80 per one column wide by one inch tall. The following resolution was introduced by Commissioner Dick Zeagler, seconded by Commissioner Robert Neal Harwell, and passed unanimously by the Board of Commissioners of the Tensas Basin Levee District, after advised no bids were received on Bid Sync and called for public comments and there WHEREAS, the Board of Commissioners of the Tensas Basin Levee District advertised for furnishing of road diesel fuel, off road diesel fuel and unleaded gasoline commencing July 01, 2018 and ending June 30, 2019 for Monroe, Louisiana and Jonesville, Louisiana areas. WHEREAS, the time having arrived for the opening of bids the following bid was received opened and read aloud: Delta Fuel Co., P. O. Box 1810 Ferriday, La. 71334 bid $.14 per gallon above OPIS Daily Index for unleaded regular gasoline, off road use diesel fuel and road use diesel for Jonesville, La. and bid $.13 per gallon above OPIS Daily Index for unleaded regular gasoline, off road use diesel fuel and road use diesel for Monroe, La.

McCartney Oil Co., P. O. Box 1200, Jena, La. 71342 bid $.10 per gallon above OPIS Daily Index for unleaded regular gasoline, off road use diesel fuel and road use diesel for Jonesville, La. and Monroe, La Basin Levee District does hereby accept that certain bid of McCartney Oil and Supply of $.10 per gallon above OPIS Daily Index for road diesel fuel, off road diesel fuel and unleaded regular gasoline. The following resolution was introduced by Commissioner Venoy Kinnaird, seconded by Commissioner Rodney Hutchins, and passed unanimously by the Board of Commissioners of the Tensas Basin Levee District, after advised no bids were received on Bid Sync and called for public comments and there WHEREAS, the Board of Commissioners of the Tensas Basin Levee District advertised for furnishing of road diesel fuel, off road diesel fuel and unleaded gasoline commencing July 01, 2018 and ending June 30, 2019 for Arkansas City, Arkansas areas. WHEREAS, the time having arrived for the opening of bids the following bid was received opened and read aloud: Scott Petroleum, P. O. Box 668, Lake Village, Arkansas 71653 bid $.22 per gallon above OPIS Daily Index for unleaded regular gasoline, off road use diesel and road use diesel for Arkansas City, Arkansas area. Basin Levee District does hereby accept that certain bid of Scott Petroleum of $.22 per gallon above OPIS Daily Index for road diesel fuel, off road diesel fuel and unleaded regular gasoline. The following resolution was introduced by Commissioner Robert Neal Harwell, seconded by Commissioner Michelle Collum, and passed unanimously by the Board of Commissioners of the Tensas Basin Levee District, after called for public comments and there Basin Levee District does hereby declare that the reading of the minutes of the regular meeting of May 8, 2018 is hereby dispensed with and declared approved as published in the official journal of this board, The Richland Beacon News. The following resolution was introduced by Commissioner Ramona N. Haire, seconded by Commissioner Venoy Kinnaird, and passed unanimously by the Board of Commissioners of the Tensas Basin Levee District, after called for public comments and there

Fund balance is estimated to decrease to approximately $0.00 due to levee improvements/repairs//flood fight and purchase of capital items. If the $5,837,109.00 is not spent during 2018-19, there should be a fund balance at year s end of $5,837,109.00. Taxes expected to increase approximately $120,100.00 due to reassessment in 2018. Expenditures are expected to decrease $9,794,714.00 being in capital outlay due to FEMA reimbursement for 2016 flooding budgeted but not received during 2017-18 and not budget at all during 2018-19. Basin Levee District does hereby authorize Mr., to sign the Cooperative Endeavor Agreement with the Ouachita Parish Tax Assessor Office and the Ouachita Parish Sheriff Office to include the Tensas Basin Levee District in the Ouachita Parish Homestead Exemption Audit. The following resolution was introduced by Commissioner Jonathan Johnson, seconded by Commissioner Mike Calloway, and passed unanimously by the Board of Commissioners of the Tensas Basin Levee District, after called for public comments and there Basin Levee District does hereby authorize the and to advertise for bids for purchase of the following: One(1) new Sea Ark Cub (2472) 24-foot long by 72-inch wide aluminum boat and a new tandem axle aluminum trailer. BE IT FURTHER RESOLVED that sealed bids shall be received up until 7:30 A. M., July 10, 2018 at the office of Tensas Basin Levee District, P. O. Box 68, Rayville, La. and 708 Julia Street, Suite 101B, Rayville, La. and up until 10:30 A. M., July 10, 2018 at 505 District Drive, Monroe, La. 71202-6862, at which time bids shall be opened and read aloud. The following resolution was introduced by Commissioner Rodney Hutchins, seconded by Commissioner Robert Neal Harwell, and passed unanimously by the Board of Commissioners of the Tensas Basin Levee District, after called for public comments and there Basin Levee District does hereby authorize the and to advertise for bids for purchase of the following: One (1) New Cat 12M3 road grader or equivalent BE IT FURTHER RESOLVED that sealed bids shall be received up until 7:30 A. M., July 10, 2018 at the office of Tensas Basin Levee District, P. O. Box 68, Rayville, La. and 708 Julia Street, Suite 101B, Rayville, La. and up until 10:30 A. M., July 10, 2018 at 505 District Drive, Monroe, La. 71202-6862, at which time bids shall be opened and read aloud. Mr. John Stringer, Executive Director and Mr. Tracy Hilburn, Maintenance Supertendant gave up to date reports on levee projects. They advised that there is damage to the river banks after the high water. Financial statements were reviewed and discussed. Mr. Sam Hodge, Department of Transportation and Development stated DOTD will be working on split line and pipe projects in the Jonesville area to bring them up to new condition. Mr. Brandon Waggoner, Captain, Levee District Police advised that the Caldwell Riverboat Days will be held on June 29, 2018 in Caldwell Parish, La.

Keahey stated The Year of the River 2019 is a celebration for the Past, Present and Future of the Ouachita River. There will be events throughout the 2019 year. Commissioner Dick Zeagler advised the Tensas Basin Levee District will have July 2018 meeting at 10:30AM instead of 9:30AM. stated as there is no further business to come before the Board of Commissioner of the Tensas Basin Levee District at this time, meeting is adjourned.
