The Clerk received their signed Declaration of Acceptance of Office and completed Register of Interests 056/17 DECLARATIONS OF INTEREST None 057/17 THE MINUTES OF THE MEETING HELD ON TUESDAY 4 th July 2017 RESOLVED: to approve the minutes (previously circulated) as a true record for signature by the Chairman. 058/17 PUBLIC PARTICIPATION It was reported that telephone numbers pre-fixed 01255 should be able to access Superfast Broadband by the Autumn of 2017. There is currently a public consultation to establish whether the Broadband project has been a success and/or if there are still areas needing attention and it was agreed that a link to this consultation could be included on the Parish Council website. Colne Housing Requested parish council help with advertising a property in Steam Mill Road which has a s106 agreement where it can only be let to someone with local connections over the age of 55. The request has been refused as we do not have room on our Noticeboard and we do not wish to give rise to any confusion about who is responsible for the letting of the property. i.e. this is not a property managed by Bradfield Parish Council Training Data Protection laws are changing. Clerk is booked on a course to ensure we comply total cost 45 shared three ways. Clerk is booked on a further cemeteries management course cost 100 Football Grounds A request from the Footballers to allow another football team informal one off use has been refused as we would not wish to set a precedent for free use and a written agreement would be needed with regards use of the grounds/responsibility for potential damage etc. Grass cutting contractors have purchased a new mower which has resulted in a much more efficient and neater cut. Play equipment. New Play equipment has been installed. Gyro mat on older equipment which was only replaced 1 year ago had deteriorated and the company involved installed a new mat for us free of charge. Signs Various new signage is being looked at including better NO Dogs signs for the Recreation ground and No Fly tipping signs for the re-cycling area. School No waiting restrictions Amongst the confusion we have established that the North-East Essex PARKING Partnership are putting in place enforceable restrictions to stop parked vehicles stopping on the yellow zig zags between 8.15am - 9.15 am in the morning and 2.45 pm - 3.45 pm in the afternoon. Traffic Wardens will be dispatched on an ad hoc basis and tickets will be issued to offenders. This Council have asked for the restrictions to be applied from 8am - 5pm and this may be reviewed early in 2018. Steam Mill Road There still seems to be substantial discussions and negotiations going on in the background and it now looks unlikely that the scheme will be delivered this year as had previously been hoped. Audit Fees We are likely to incur a 30 fee for late submission of our Annual Audit. This year the date was changed from the usual 30 th June to 12 th June. Cemeteries Working Party are meeting on 7 th August to finalise terms/conditions for the Cemetery and finished proposals will be ready for Council consideration at the September meeting. 060/17 COUNCILLOR/WORKING PARTY BRIEF REPORTS a) Village Defibrillator. Councillor Mrs Ralph advised that she has advertised in the Grapevine to see if there is anyone who wishes to participate in a training session. If there is enough interest she will organise this. b) Stile at the Village Hall Councillor Mrs Ralph asked for this matter to be placed on the agenda for next month to see if the stile needs to be upgraded to latest safety standards. c) New Playground Councillor Mrs Wynn reported that there had been much positive feedback about the new playground equipment and the playground was being well used by local children and visitors. d) Meet your councillor dates Councillor Ms Burton is organising some Saturday morning events at the Methodist Church Hall from 10am - Midday on 21 st October, 28 th October and 11 th November. The cost is 10 per hour this will be on the next agenda for approval of the total cost of 60. Councillors are asked to liaise with Councillor Burton as to which dates they can attend although this is entirely a voluntary event. The Chairman will arrange for the event to be advertised in the next edition of the Grapevine. e) Strangers Home The Chairman advised that planning enforcements officers from Tendring District Council have recently visited the site as it had been reported that one permanently occupied caravan was on site. They have advised that they are satisfied that the person concerned has a main residence elsewhere and stays at the caravan occasionally to travel to work in Harwich. TDC have confirmed that no action is to be taken at the present time although they will continue to monitor the situation. f) Friends of St Lawrence Church Two teenage girls have put graffiti on the Church visitors book and on the font and have caused further damage to the Church such that the Church now has to be closed during the daytime when previously it had been open for visitors. As these are suspected to be the same girls that have vandalised the play equipment the Church have asked for the Council s support in reporting the matter to Police and it was agreed unanimously to support this action. Previous developments by this developer have evidenced breaches in set planning conditions relating to use of the Highway during construction work. 062/17 PARISH COUNCIL MEETING VENUE The Clerk advised that the Village Hall is now available on 1 st Tuesday of each month if the Council wished to hold their meetings there. The cost would be 17.60 for two hours as opposed to 15 for two hours at the Methodist Hall. After some discussion, it was RESOLVED: to maintain meetings at the Methodist Church Hall as this was cheaper and also more central for all villagers to attend. 063/17 FINANCIAL AND ACCOUNTING a) Finance Report 1 st April 2017 30 th June 2017 The Bank reconciliation as at 31 st July 2017 has not yet been undertaken as bank statements to 31 st July, being only yesterday are not yet available. Bank balances reported as follows: Current Account 14758.20 Deposit Account 12600.05 The Deposit Account now includes 5000 of reserves as well as 7600 set aside for the cemetery land purchase. The invoice for approval relating to the balance payment for the play equipment ( 38k) will not be paid until s106 funds are received from Tendring District Council which should be within the next week.
