Belvidere & Delaware BR&W Raritan River Bridge 14.01 Capacity Upgrade $395,000 Project Description: The Black River & Western Railroad Truss Bridge 14.01 crossing the South Branch of the Raritan River was built in 1896 with a Cooper rating of E-40. As part of this Railroad's ongoing capacity improvement program, this proposed project would upgrade the rating on this bridge to an industry standard Cooper rating of E-80. This will ensure that the Railroad can continue to safely handle 286,000 lbs railcars as well as railcars with even heavier ladings. The work will include design and build, using heavier pins and rods to increase capacity, as well as new decking rail, and repairs to the masonry. Municipalities: Township of Raritan, Township of Readington County: Hunterdon 3 Conrail Pemberton Industrial Runaround Track $505,000 Project Description: This proposed project involves the installation of a 1300' Run around track on Pemberton Industrial Track MP 15.5 to 15.7. This project will eliminate the grade crossings at Route 541 (501399K), Maple Ave (501401J) and Madison Ave (501402). Municipality: Township of Hainesport County: Burlington State Legislative District: 7 Conrail Upgrade Robbinsville Industrial Track $2,576,950 Project Description: This proposed project will improve Drainage at Bridges MP 26.75 to MP27.4; load 3.8 track miles of CWR and OTM and move them to Robbinsville IT; Flashbutt weld 280 Joints; install 15 track panels on Crosswicks Creek Bridge; install 1 #8 Relay turnout; install 3.8 track miles of CWR; install 2,000 ties and surface 4.4 miles of track; and renew 2 Road Crossings. Municipality: City of Vineland County: Cumberland State Legislative District: 1 Conrail Up-Grade Salem Running Track between Swedesboro and Woodbury $7,625,479 Project Description: This proposed project will upgrade the Salem Running Track between Swedesboro and Woodbury to support the interchange Page 1 of 7

traffic between Conrail and the Southern Railroad of New Jersey and two active customers on the Conrail portion of the Salem Running Track. Municipalities: City of Woodbury, Borough of Woodbury Heights, Township of East Greenwich, Township of Woolwich and Borough of Swedesboro County: Gloucester Morris County / M&E Kenvil Team Track Expansion $349,133 Project Description: This proposed project will add a 2 nd and 3 rd rail into the Kenvil Team Track in order to provide greater and more flexible transloading surface and attract more business to the High Bridge Branch. Currently, Blue Ridge Lumber receives center beam railcars which often blocks Berkshire Valley Road for periods of time while the material is offloaded. This project will allow the center beam car to enter the fenced team track facility and allow for operations within a secure and less intrusive operation. This also provides greater flexibility for the customer to offload their material at times convenient for them. The paving projects will provide a more professional appearance to the facility and provide and more efficient and safer work environment. The facility is currently stone gravel and the constant movement of trucks, forklifts, and other vehicles causes ruts, creates dust and generally gives the facility a shoddy appearance. Paving would provide a smoother operation and reduce dust from the facility which would improve the environment for Roxbury. Municipality: Township of Roxbury 5 Morris County / M&E High Bridge Branch Resurfacing $1,585,000 Project Description: This proposed project will install 7000 new ties on the western end of the High Bridge Branch, replace 80 rail lengths and install 950 tons of stone ballast. In addition, the project will raise and tamp the line, remove brush encroaching along the line and recycle removed ties. Municipalities: Township of Mount Olive, Township of Roxbury State Legislative Districts: 24, 25 Morris County / M&E Dover & Rockaway Repair $677,500 Project Description: This proposed project will install 3000 new ties and 4000 new tons of ballast on Dover and Rockaway Railroad in order to prevent washouts on line in the area next to Rockaway River. In addition, the project will raise and tamp the line and recycle removed ties. Municipalities: Town of Dover, Borough of Rockaway 5 Page 2 of 7

M&E Whippany Line Rail Replacement $1,138,850 Project Description: This proposed project will replace approximately 1 mile of track or 272 39' lengths of rail with #1 relay rail of 112 lbs. or larger. Additionally, this proposed project will replace 3,000 crossties and install the proper sized OTM for the rail; scrap all old ties as required and apply 3,000 tons of new ballast. Municipality: Township of Hanover 6 M&E East Fredrick Place Culvert $996,519 Project Description: This proposed project will eliminate any future washouts on this section of the Railroad. This area is routinely washed out and the Main line track is undermined because of flooding. The Township s storm sewer system runs onto the property and under the railroad. The existing 42" pipes are insufficient to handle the volume of water that now flows through the storm sewer system on its way to the Whippany River. Two pipes flow into two smaller pipes further down the Railroad further limiting the flow of water. As the water backs up through the pipes the water rises over the tracks undermining the track structure. Currently, the washouts occur upon snow melt in the spring and during heavy summer down pours. This has been a reoccurring problem for fifteen years. As development expands in the area, the flooding situation is getting worse. Municipality: Township of Hanover 6 M&E Eagle Rock Bridge, Roseland, NJ $693,830 Project Description: The following provides the details of this proposed project: The Eagle Rock Ave. Bridge is a Ballast Deck through girder bridge. It is approximately 80' across and has four lanes of traffic underneath. The bridge's outer surface has deteriorated over the years and looks quite unsightly. The Township of Roseland has approached the Railroad requesting that the bridge be repainted. This bridge also has a worn membrane which must be replaced. In order to do this the track structure must be removed then replaced when the new membrane is installed. This will require new crossties and stone for the bridge and the approaches to the bridge. Sandblasting and painting of the bridge will require specialized equipment to reclaim the blasted material. All work on the outside of the bridge will require road closings and detours and will be sub contracted to contractors with the required equipment. The rehabilitation of this bridge will benefit the community as much as the operation of the railroad. It will provide the bridge with coatings that will preserve its longevity. Municipality: Borough of Roseland County: Essex 7 NYS&W Renew 3.2 Miles of Rail $2,001,428 Page 3 of 7

Project Description: This proposed project will renew 3.2 Miles of 110# Jointed Rail with 132# Welded Rail. Municipalities: Borough of Elmwood Park, Borough of Hawthorne, Borough of Midland Park Counties: Bergen, Passaic State Legislative Districts: 35, 38, 40 NYS&W Removal of Bridge at MP 24.79 $566,950 Project Description: This proposed project consists of the removal of the Thru-Plate Girder Bridge at MP 24.79. Municipality: Borough of Midland Park County: Bergen State Legislative District: 40 NYS&W Rehabilitate Track Between MP 10.8 and MP 23.3 $2,065,875 Project Description: This proposed project will rehabilitate the Southern Division Main between Ridgefield Park (MP 10.80) and Hawthorne (MP 23.30); renew 2.20 miles of 100# rail; renew five (5) turnouts; install 6,250 ties; and ballast/surface 12.50 miles. Municipalities: Village of Ridgefield Park, Borough of Bogota, Borough of Midland Park, City of Hackensack, Borough of Maywood, Township of Rochelle Park, Township of Saddle Brook, Borough of Elmwood Park, City of Paterson, Borough of Hawthorne Counties: Bergen, Passaic State Legislative Districts: 35, 37, 38 NYS&W Rehabilitate Track Between MP 63.0 and MP 81.20 $1,880,550 Project Description: This proposed project will replace 12,740 ties between MP 63.0 and MP 81.2 on the S.D. Mail; ballast/surface 18.2 miles of track; rehabilitate eight (8) grade crossings; renew bridge timber at Bridges #78.80 and #73.10; and five (5) culverts. Municipalities: Township of Sparta, Township of Hardyston, Borough of Franklin, Borough of Hamburg, Township of Vernon County: Sussex 4 NYS&W Rehabilitate Track Between MP 40.0 and MP 50.0 $1,156,827 Project Description: This proposed project will replace 7,344 ties between MP 40.0 and MP 50.0 on the S.D. Mail; ballast/surface 10.0 miles of track; rehabilitate five (5) grade crossings; renew bridge timber at Bridges #49.92, #49.05, #43.98, and #39.32. Municipalities: Borough of Kinnelon, Township of West Milford, Borough of Rockaway, Township of Jefferson, Township of Hardyston Counties: Morris, Passaic, Sussex State Legislative Districts: 24, 25, 26 NYS&W Rail Siding MP 63.71 to MP 64.36 $609,858 Page 4 of 7

Municipality: Township of Sparta County: Sussex 4 NYS&W Rail Siding MP 6.85 and MP 7.25 $459,095 Project Description: This proposed project involves the construction of 2,241 of Rail siding between MP 6.85 and MP 7.25. Municipality: Township of North Bergen County: Hudson 2 SMS Pureland Industrial Park $1,367,192 Project Description: This proposed project consists of: High Hill Road: remove 1 switch; shift 1,000 of exiting track; build 1,000 new track; build 1 new #8 switch; dump ballast; raise, tamp & dress track. Swamp Track: relocate 1 switch; build 725 new track; dump ballast; raise, tamp & dress track. Sanofi Switch: replace 1 new #8 Switch; dump ballast; raise, tamp & dress track. South Yard Tracks: Surface six tracks; Dump ballast; Raise & Tamp tracks also dress track - 2,780 ft; River Storage Tracks; Raise & Tamp 4 tracks - 2,600 ft; dump ballast; dress tracks. Page 5 of 7

Main Track from Gate 1 to River Storage Switch: raise & tamp track - 5,200 ft. Switches to be raised in these areas = 15 total, all will be raised, tamped & dressed. Total Track footage to resurface = 13,580. Municipality: Borough of Paulsboro County: Gloucester SRRNJ Rehabilitate Pleasantville Secondary Track to FRA Class 2 Standards Segment 1 $300,000 Project Description: This proposed project will replace defective crossties and surface approximately 0.25 miles of the Pleasantville Industrial Track to Federal Railroad Administration (FRA) Class 2 Standards from the connection to the Atlantic City Line at MP 0 ("GRIFF") to the New Jersey Transit (NJT) property line at MP 0.25. By agreement, maintenance of this line segment is the responsibility of NJT with expenses charged back to SRNJ. Absent any estimate received from NJT by the deadline for submitting this application, the cost to rehabilitate this line segment has been developed by SRNJ and is subject to revision if, and when, NJT provides a formal estimate to perform this work. SRRNJ Rehabilitate Pleasantville Secondary Track to FRA Class 2 Standards Segment 2 $1,108,228 Project Description: This proposed project will rehabilitate 0.95 miles of the Pleasantville Industrial Track from MP 0.25 to MP 1.2 to FRA Class 2 Standards. For details, please refer to TRAC Proposal 09-1918 dated April 22, 2009. Please note that the cost of redecking the bridge overhead the Atlantic City Expressway is covered under another program administered by NJDOT and has not been included in this estimate. Although a portion of this line segment is owned by the New Jersey Expressway Authority, SRNJ is responsible for track maintenance. SRRNJ Rehabilitate Pleasantville Secondary Track to FRA Class 2 Standards Segment 3 $1,884,960 Project Description: This proposed project will rehabilitate 1.75 miles of the Pleasantville Industrial Track through Pleasantville to FRA Class 2 Standards from MP 2.3 to the junction with the Cambria Industrial Track at MP 4.05 in Egg Harbor Township. For details, please refer to TRAC Proposal 09-1918 dated April 22, 2009. Please note that this cost estimate does not include any work at grade crossings, such as Doughty Road, which will be upgraded under another program administered by NJDOT. Page 6 of 7

SRRNJ Rehabilitate Pleasantville Secondary Track to FRA Class 2 Standards Segment 4 $1,031,184 Project Description: This proposed project will rehabilitate 0.93 of the Pleasantville Industrial Track to FRA Class 2 Standards through Egg Harbor Township from the junction with the Cambria Lead Track at MP 4.05 to the End of track at MP 4.98 by the Garden State Parkway. For details, please refer to TRAC Proposal 09-1920 dated April 22, 2009. Please note that this cost estimate does not include any work at Fire Road, where crossing protect will be upgraded under another program administered by NJDOT. WW Additional Yard Trackage Bridgeton Junction $479,600 Project Description: Using Contractors and Railroad Forces, the proposed project will prepare grade for construction; construct #10 or #8 turnout using relay 130 P.S, 132RE, 136 RE, or other quality rail section as approved by Railroad; construct tangent siding approximately 2,200 track feet using 100# or larger relay rail, bars and plates, and new ties grade 3 or better; distribute ballast, surface and regulate turnout and siding; distribute ballast and surface 3 turnouts and approach to new switch; and install 250 ties and timbers in approaches to a new switch.
