PARISH PLAN UPDATE Report for Parish Council (March 2008 September 2014) The below table records where progress has been made on Action Points identified in the St Enoder Parish Plan, which was adopted by St Enoder Parish Council in June 2008. No. Proposed action Partners Progress HOUSING AND DEVELOPMENT 1 Active representations to the local planning authority to ensure that the new Local Development Framework reflects the wishes of the people of St Enoder Parish. St Enoder Parish Council and Cornwall The work towards a Cornwall-wide Local Plan commenced in late 2009. On Cornwall Council, this involved a Planning Policy Advisory Panel from 2009 to 2013, which was chaired by St Enoder divisional member Cllr Cole. The work is now being taken forward by the Environment, Heritage and Planning Policy Advisory Committee, which is also being chaired by Cllr Cole. St Enoder Parish Council responded to three formal consultations on the Local Plan from the unitary authority in March-April 2011, January-February 2012 and March-April 2013. These representations reflected the views set out in the Parish Plan document (ie. St Enoder Parish needs a breathing space from largescale development, infrastructure improvements). In its response to the second Local Plan consultation, the Parish Council also set out its unanimous opposition to the possibility of an eco-community of over 3,000 houses in the Ruthvoes Farm and Quoit Farm areas, part of which would have been in St Enoder Parish near Toldish. Cornwall Council s portfolio holder with responsibility for Planning announced in March 2012 that the proposal for standalone settlements would not be allowed to go ahead.

2 Support for improvements to the physical and social infrastructure of St Enoder Parish. 3 Support for a character study to identify the most appropriate land for housing development in the future, if and when more housing is deemed desirable by the local community. 4 Pro-active support for the promotion of affordable housing for local people through exception sites and other initiatives as and when local need can be demonstrated. St Enoder Parish Council and Cornwall St Enoder Parish Council and Cornwall St Enoder Parish Council and Cornwall In late 2013, the Parish Council formally agreed to produce a Neighbourhood Plan for St Enoder and set up a working group (comprising Cllrs Baker, Brawn, Cole, Dixon, Hearl, Hopkins, Morcom and Pickles) to take the project forward. A grant of 7,000 towards the works was secured from the Supporting Communities in Neighbourhood Planning programme (Community Development Foundation (CDF) / Department of Communities and Local Government). The working group has undertaken significant background research and a parish-wide questionnaire was produced and delivered to all homes within St Enoder Parish during September 2014. Sessions to support this questionnaire were held at all the Village Halls in tandem with its distribution. See Action Point 1. See Action Point 1. Since 2008, a number of developers have achieved planning permissions for affordable housing. A number of these have been on exception sites or as departures from the local development plan. Ocean Housing completed 8 social rented properties at Hannaford Close, St Columb Road, in 2008; 19 social rented properties and 8 shared ownership units were built at Harvenna Heights, Fraddon, in 2010; and 9 affordable rent properties and 4 shared ownership units were completed at the same development in 2013. Four discounted sale units were approved at Kilburn in Fraddon (2007), and six affordable rental units were granted consent at Redgate Farm near Indian Queens (2008). A further departure site for 23 housing units (of which 13 would be discounted sales) at Lindsay Fields, Fraddon, was granted consent in 2013. None of these consented properties have been built.

A further 12 discounted sale units (and eight openmarket units) were granted consent on a departure site at Kilburn in Fraddon (2011). The Parish Council opposed this development for a range of reasons including density, the cramped layout and lack of amenity space, but it was approved by an inspector. A new application on the site for 11 discounted sale units (and nine open-market units) were consented by Cornwall Council in 2014, in spite of strong objections from the Parish St Enoder Parish Council has also supported a number of applications for self-build affordable properties for local families. There are also existing consents for over 30 other affordable units but which are not being built at the present time due to the economic climate. ECONOMY 5 The completion of the Indian Queens Industrial Estate, as identified in the Restormel Local Plan. 6 Support for sensitively-placed employment land on the edges of the main settlements, where appropriate. 7 Support for initiatives to publicise job vacancies within the Parish of St Enoder to build better links between local businesses and the community. 8 Pro-active engagement with the regeneration opportunities within the Clay Area and the new commissioning body to make sure that the future aspirations of the Parish are properly met. Government Office of the SW and Cornwall St Enoder Parish Council, Government Office of the SW and Cornwall St Enoder Parish Council and local businesses. St Enoder Parish Council and Cornwall Local businesses. St Enoder Parish Council has supported a number of applications for business premises on the Indian Queens Industrial Estate. The Parish Council has commenced work on a Neighbourhood Plan for St Enoder and set up a working group to take the project forward. A parishwide questionnaire was produced and delivered to all homes within St Enoder Parish during September 2014. This will allow the Parish Council to work with partners to protect certain areas from inappropriate development and identify appropriate land for employment use. - The Strategic Investment Framework for the China Clay Area was completed by Restormel Borough Council in 2008. It made specific reference to the main employment estates in St Enoder Parish.

9 Pro-active engagement with the regeneration opportunities within the Clay Area and the new partnership to increase access to training for local people. 10 Formation of a Chamber of Commerce to provide a strong voice for businesses in the Parish. COMMUNITY BUILDINGS 11 Concerted efforts to improve and enhance the community buildings in St Enoder Parish. St Enoder Parish Council and Cornwall Local businesses. St Enoder Parish Council and local businesses. St Enoder Parish Council, the various committees running community halls in St Enoder Parish, service providers. The commissioning body referred to in the Action Plan did not materialise due to local government reform and the onset of the unitary authority. The Parish Council and Restormel Councillors played their part in successfully lobbying for a China Clay Area Network for the new unitary council including St Enoder Parish. (2008) St Enoder Parish was also covered by the Clay Country Local Action Group (LAG) - Rural Development Programme England (RDPE) between 2008 and 2013, which invested over 2 million in Mid Cornwall. The Chairman of the Clay Country LAG from 2011-2014 was Cllr Cole. See Action Point 8. Cllr Cole has also been Chairman of the ClayTAWC (Clay Area Training and Work Centre) since 2011. - Fraddon Village Hall See Action Point 13. Indian Queens Methodist Sunday School Significant improvements to Indian Queens Methodist Sunday School, including the total remodelling of the interior of the building and exterior improvements, were carried out thanks to a grant of 40,000 from Cornwall County Council s Family Services department. The grant was paid to the Wesley Under-5s who are based at the premises (2009). Wesley Under-5s Playgroup also announced in mid- 2014 that they are investigating the construction of new purpose-built premises elsewhere in the Parish. New building at Indian Queens Pit See Action Point 14.

12 Support for the major refurbishment of Indian Queens Victory Hall. St Enoder Parish Council, the committee of the Indian Queens Victory Hall and various funding bodies. Indian Queens Under-5s building The former Restormel Borough Council ( 2,500) and St Enoder Parish Council both gave grants to the Indian Queens Under-5s for the construction of an outside play area. (2008) Cllr Cole (through his community fund) awarded 1,000 to the Under-5s for repairs to one of the walls of the building (2009-2010). The Playgroup also secured a 10,000 grant from the Lottery s Awards for All programme to enclose their associated play space and undertake other associated improvements (2013). Indian Queens Victory Hall See Action Point 12. Pedna Carne Restormel Borough Council granted 250 for improvements to the Hall (2008). St Enoder Parish Council granted 1,500 for improvements to the heating system for the building (2013). New Memorial Hall, Summercourt Kronos Solar developed a large solar park at Trefullock and, as part of their planning consent, agreed to supply free solar arrays to a number of community buildings in the Parish. A 1Kw array was erected at this Hall (2012). An extension to the Victory Hall, incorporating new and disabled toilets, was completed thanks to a grant of 50,000 from Cornwall County Council s Family Services department and 10,000 from the Parish Other improvements also taken forward as part of this project included the provision of a new toilet in the ante-room and the conversion of the former Women s toilets into a private meeting room (2008-2010). As a consequence of the funding, various outreach services are now being provided in the Hall by Cornwall Council and partners.

13 Support for improvements at Fraddon Village Hall. 14 Support for a new community building at Indian Queens Pit. Indian Queens Victory Hall also entered the competition to win funds to retrofit / make further improvements to the Hall. Following a public vote across the China Clay Area, the Hall was one of the top three venues. The roof timbers were strengthened, the roof was replaced and insulation added. The total cost of works was over 120,000. A 4Kw solar array was gifted to the Hall by Kronos Solar who developed a solar park at Trefullock (2012). The Hall also secured a grant of 28,000 from the Clay Country LAG for a new floor, improvements to the kitchen area and the purchase of 191 chairs and a small number of tables. The Hall committee also secured a donation of 5,000 from Kronos Solar and Cllr Cole (through his community fund) awarded 1,000 to the project (2013-14). Fraddon Village Hall has received a number of grants in recent years. The former Restormel Borough Council awarded 217 to the Hall Committee (2008), St Enoder Parish Council and Cllr Cole (through his community fund) both awarded 1,000 to the Hall for new tables and other equipment (2010-2011), and Cllr Cole (through his community fund) awarded 400 towards redecoration of part of the premises (2014). A 4Kw solar array was gifted to the Hall by Kronos Solar who developed a solar park at Trefullock (2012). The Trustees of Indian Queens Pit successfully raised over 125,000 to build a new community building at the site. Completed in 2013, it replaced a sub-standard modular building, an old store comprising asbestos sheeting and an old toilet block. The grant funding came from the Clay Country LAG ( 60,000), Cornwall SITA Trust ( 30,000), the Lottery s Awards for All programme ( 6,090) and the former Restormel Borough Council ( 4,630). St Enoder Parish Council contributed 10,000 to the project and the Indian Queens Pit Association managed to raise over 15,000 from local activities.

15 Exploration into how new services can be provided within local halls to aid their future sustainability. 16 Support for the retention and continued use of all religious buildings in St Enoder Parish for the good of the community. 17 Work with local shops, public houses and other outlets to ensure that they provide the goods and services that parishioners need. 18 Active support for the retention of the three Post Offices within the Parish and the enhancement of the services they provide. St Enoder Parish Council and the various committees running community halls in St Enoder Parish, service providers. St Enoder Parish Council and the congregations of the various churches. St Enoder Parish Council, local businesses, the Federation of Small Businesses and the Rural Shops Alliance. St Enoder Parish Council and Cornwall A 3Kw solar array has also been placed on the building. This was gifted by Kronos Solar who developed a solar park at Trefullock. CCTV cameras were also erected onto the building in 2014. See Action Point 21. As a consequence of the grant for improvements at the Victory Hall, various outreach services are now being provided from the Hall (2009-2010 onwards). It was sad to note the closure of Summercourt Chapel, which was announced in advance of the publication of the Parish Plan (2008). The Parish Council is working with the Parochial Church Council on a maintenance regime for the old burial ground at St Enoder. It has also refurbished the War Memorial (2011-2012). The congregation of St Enoder Church successfully raised over 200,000 from English Heritage and other bodies to re-roof the church. The Parish Council has supported the project with a grant of 2,000 (2013). The works were undertaken in 2014. The Parish Council also gave a grant of 600 to the Church towards the acquisition of staging, which could be used for concerts, etc (2012). Indian Queens Methodist Church has remodelled part of the interior of Wesley Chapel in order to improve accessibility for people with disabilities, etc. This work was funded from local donation / fundraising and 6,000 from the local Methodist Circuit (2013). The Parish Council has supported a number of applications to expand activities at Kingsley Village, as well as proposals for a Pasty Cafy at Clock Garage, and a café at St Dennis Junction, near the Goss Moor Trail. The Parish Council, local district councillors and the former Restormel Borough Council opposed the closure of the St Columb Road Post Office, but were unsuccessful (2008).

19 Liaison with Cornwall Council Highways to improve parking arrangements at hotspots in the villages. PLAY AREAS AND OPEN SPACES 20 Support for the local Police to tackle anti-social behaviour and the vandalism of play equipment in the Parish. 21 Consideration of better security arrangements for local communal areas including CCTV. St Enoder Parish Council and Cornwall Local businesses. St Enoder Parish Council, Police and Community Safety team at Cornwall St Enoder Parish The Parish Council supported the relocation of the Post Office at Summercourt into the Premier Store (2013). It also supported the relocation of the Post Office at Fraddon into Kingsley Village, because the community might otherwise have lost the service. This move has been sanctioned by the Post Office and it likely to be take place later in 2014. The Parish Council continues to be in regular contact with Cornwall Council on parking-related matters. It has joined other parishes from within the China Clay Area in lobbying for better enforcement from Cornwall Council (2010-2014). The Parish Council has also produced a report about the lack of parking enforcement throughout the Parish and the need for a review of parking arrangements / more double yellow lines, particularly in the area around the Co-op and Chapel Road / Drang area when children are being dropped off to the Indian Queens Primary School (2014). The Parish Council wrote to the local Police in 2008 concerning the Action Points identified in the Parish Plan and continues to raise issues with the Police at the Parish Council s monthly meetings. The Council continues to work closely with the local Police in monitoring and trying to tackle continuing anti-social behaviour and vandalism. It supported the Police in bringing forward a dispersal order for the 2012 Summercourt Fair, following antisocial behaviour in 2011. This arrangement has continued at subsequent Summercourt Fairs. St Enoder Parish Council has installed CCTV at the Indian Queens Recreation Ground in 2009. The performance of the equipment is regularly monitored, cameras have been regularly repositioned and new cameras have three times been added to the set-up.

22 Investment in new play equipment for the Indian Queens Recreation Ground, Fraddon Millennium Green and the Thomas Playing Field. St Enoder Parish Council, various funding bodies and young people. This included new cameras being erected in association with the new youth club building (2012-2014). Some of the older cameras were then gifted to the Indian Queens Pit Association, who were able to erect a new CCTV scheme on the new building at the Pit (2014). Fraddon Millennium Green Trustees used a 10,000 grant from the former Restormel Borough Council to make improvements to the play area. The works included a new metal fence surrounding the area, a new seesaw, the renovation of Leonard the Loco and seats for parents. A team from Groundwork South West also visited the Green to tidy up hedges, paths, etc (2010-2011). The Parish Council continues to give an annual grant of 2,000 to the trustees to cover the cost of grass cutting, maintenance, insurance, etc. Cllr Cole (through his community fund) also awarded 800 to the Trust for further improvements in 2012. Indian Queens Recreation Ground The Parish Council built a new skate park and a Multi- Use Games Area (MUGA) in the Recreation Ground. The funding included 10,000 from the Parish Council, a 10,000 grant from the former Restormel Borough Council and a 46,560 grant from the Clay Country LAG (2010-2011). The Parish Council has been approached by local parents seeking improvements to the enclosed play area in the Recreation Ground. It is investigating how this project could be taken forward, what grants could be secured and how funds from Section 106 agreements on local developments could be used as match funding. The Parish Council has also provided a new seat for parents and children at the Recreation Ground (2013). A new youth club building was erected in the Recreation Ground in 2014. See Action Point 72.

23 Investment in new sport equipment in local recreation fields. 24 Involvement of children and young people in the development of all new play and sports facilities. A small BMX track was also constructed in 2014, though the landscaping associated with the project has yet to be completed. The football team (Queens Rangers) at Indian Queens are also about to construct dug-outs at the Indian Queens Recreation Ground. Thomas Playing Field A new roundabout and climbing frame were installed at the Thomas Playing Field in 2009 and 2010 respectively. These works were funded through a 10,000 grant from the former Restormel Borough Council, 8,000 from the Lottery s Award for All programme and monies from the Parish A skate park was also constructed following requests from children at Summercourt School. The funding included 15,000 from the Clay Country Local Action Group and 15,000 from the SITA Cornwall Trust, with a further contribution of 5,000 from the Parish Council (2012). New goalposts were erected in the playing field in 2012, while the spring rocker and seesaw were recently refurbished (2013). The Parish Council has also provided a new seat for parents and children at the Thomas Playing Field. Improvements to the pedestrian entrance into the Field were also undertaken in 2014 making it much safer for both adults and children. Penhale Gardens Play Area Restormel Borough Council erected a safety fence on the interior of the Penhale Gardens Play Area to prevent children climbing over the hedge and out towards the busy main road though Fraddon (2008). See Action Point 22. Local children were involved in the selection of the new equipment provided at the Indian Queens Recreation Ground and the Thomas Playing Field.

At Indian Queens, two public meetings were held at the Victory Hall with parish councillors and the local PCSO in order to design the skatepark erected in the Indian Queens Recreation Ground in 2010-2011. At Summercourt, children at the primary school chose the new climbing frame erected in the Thomas Playing Field in 2010. They also worked with the Council to scope and then design the skate park constructed in 2012. The BMX track at the Indian Queens Recreation Ground was also constructed following representations from local teenagers (2014). 25 Completion of Parish Council plans to improve access to Indian Queens Recreation Ground and create more car parking. St Enoder Parish The Parish Council resurfaced the lane in 2009/2010, incorporating new speed bumps and some areas of soakaway alongside the road to keep the area welldrained. Improvement works to the well, positioned alongside the access lane, was also undertaken to prevent flooding (2014). 26 Completion of the play areas on Hanover Park, Indian Queens, Fairview Park, St Columb Road and Trevine Meadows, Indian Queens. St Enoder Parish Council, Cornwall Council and local developers. Hanover Park This play area was completed in 2008 and was transferred into the ownership of Cornwall Council in 2011 following legal action. It is being maintained by Cornwall Fairview Park A survey of residents was carried out in 2010. Out of 27 responses, 13 households wanted the play area to be constructed while 13 households did not. As a consequence, no action was taken by Cornwall Council at that time. A further survey of residents was undertaken in 2014. This found that 20 households wanted the area to be tidied up and maintained as a green area while 15 wanted some play equipment to be provided. The majority view, as shown above is being taken forward, and St Enoder Parish Council has agreed to maintain the area in the future.

27 Replacement and future maintenance of small play areas in Kingsley Court, Fraddon. COMMUNITY ORGANISATIONS 28 Support for initiatives to publicise existing clubs and groups and what they offer the community. St Enoder Parish Council, Cornwall Council and local developer. St Enoder Parish Council and local organisations. Trevine Meadows The play areas were not provided. Cornwall Council agreed that open spaces with no equipment would be adequate. The Parish Council and St Enoder s divisional member were not included in these discussions. Clodan Mews, St Columb Road Also relevant to this Action Point is the open space at Clodan Mews. Cornwall Council forced the developer to tidy up the area in 2010 and the land has been adopted by Cornwall Council, who are now maintaining it (2009-2014). A children at play sign was also erected in this area by Cllr Cole through his divisional member s budget for highway improvements (2013). Restormel Council and Kingsley Developers refashioned the play areas in 2008, meeting the costs equally. Both areas have seats and one area has a small amount of play equipment. The land has since been transferred into the ownership of Cornwall Council, who are now maintaining the two small plots (2009-2014). A number of existing clubs and organisations have been supported with grants. To mark the Jubilee in 2012, the Parish Council purchased mugs which it distributed to all children resident in the Parish. Three commemorative benches which were located within the two open cemeteries in Indian Queens and Summercourt and the closed cemetery in St Enoder Churchtown. It also gifted 250 to both the Indian Queens Youth and Leisure Committee and Summercourt New Memorial Hall for the celebrations. 29 Support for the creation of new community organisations within St Enoder Parish. LOCAL ENVIRONMENT 30 An increase in the level of street cleaning and weeding/spraying by Cornwall St Enoder Parish Council and local organisations. St Enoder Parish Council and Cornwall 2012-2013: Fraddon Toddlers ( 351), St Enoder Pantomine Society ( 170). He also contributed 400 to the Fraddon and Penhale Enhancement Group towards a planter to mark the Jubilee. 2013-2014: Indian Queens Band ( 450), Indian Queens Pantomine Society ( 400), St Enoder Scout Group ( 450), Summercourt New Memorial Hall ( 300). Website The Parish Council continues to make its website available to local clubs to advertise themselves and their activities There have been a number of attempts to run a youth club for teenagers in recent years. Restormel Borough Council supported the second unsuccessful attempt with a grant of 217 (2008). During late 2012, the Parish Council set up a working group (Cllrs Baker, Bennett, Bunyan, Cocks, Cole and Morcom) to develop and promote a youth club for teenagers. It started hiring a venue (Green Room at Fraddon Village Hall or the Wesley Church Hall in Indian Queens) once a week for a youth club, which was initially provided by H2O from the Newquay Christian Centre, and then latterly Cornwall Council s youth service. The Parish Council also constructed a youth club building in the Indian Queens Recreation Ground, which was opened in August 2014. See Action Point 72 for more detail. A new Scouts group has been launched in St Enoder Parish which includes activities for the three age groups (Beavers, Cubs and Scouts). The Scouts are based at the new community building at Indian Queens Pit (2012-onwards). Cllr Cole and the Parish Council have regularly made representations for enhanced street cleaning across St Enoder Parish.

31 An increase in the number of litter bins in St Enoder Parish. 32 The formation of a Parish-wide environmental project to work in partnership with the Parish Council to improve footpaths and amenities. 33 Support for initiatives to promote footpaths, walks and amenities to the local population. 34 A programme of improvement works to local footpaths, including surfacing, draining and signage. St Enoder Parish Council and Cornwall St Enoder Parish Council, Cornwall Council, local businesses and local people. St Enoder Parish Council, Cornwall Council and local people. St Enoder Parish Council and Cornwall Due to the cuts to its funding from central government, Cornwall Council no longer sprays weeds along roads and pavements. Since 2014, St Enoder Parish Council has employed a contractor to spray weeds in the main built-up areas of the Parish twice a year. The Parish Council worked with Restormel Borough Council and their contractor SERCO to purchase five new bins around the Parish including locations in Summercourt and along Parka Road, Fraddon (2009). Cllr Cole is promoting a review of bin coverage in St Enoder Parish compared to other areas in order to lobby for enhanced coverage. The Fraddon and Penhale Enhancement Association continues to exist, but a Parish-wide organisation has yet to be created. An illustrated booklet of a circular walk around Fraddon was produced by the Fraddon and Penhale Enhancement Group with financial support from St Enoder Parish Council and the former Restormel Borough Council ( 250) (2008). Restormel Borough Council also granted 250 towards the renovation of a milestone on this walk in the centre of Fraddon. In 2009, the former Restormel Borough Council agreed to pass ownership of the Kelliers to the Parish Council for use by local people. This was democratically agreed but sadly Cornwall Council refused to honour the agreement. Cornwall Council has since offered a 99- year lease (peppercorn rent), with a break clause, but one that cannot enacted for at least 25 years. St Enoder Parish Council has voted to accept this offer in principle and the legal agreement is presently being finalised. Footpaths in the Parish were reviewed as part of the County Council s Public Path Improvement Programme in 2008-2009, but a number of issues continue to be brought to the attention of Cornwall

35 Active representations to the local planning authority and statutory bodies, such as English Heritage, to review the limited extent of statutory protection in St Enoder. 36 Employment of a person by St Enoder Parish Council to keep targeted areas of the Parish clean and tidy. 37 An audit of the extent and condition of street lighting throughout the Parish. RECYCLING AND ENERGY USE 38 Improve recycling facilities throughout St Enoder Parish. 39 Actively encourage more households to take part in the kerbside recycling scheme. St Enoder Parish Council, English Heritage and Cornwall County St Enoder Parish Cornwall St Enoder Parish Council and Cornwall St Enoder Parish Council and Cornwall These include water on the footpath near Gaverigan, loose signs at Gaverigan and Penhale, and poor surfacing on the Goss Moor trail. New signs to Indian Queen Pit were provided by Cllr Cole, through his divisional member s budget for highway improvements (2013). The Parish Council has twice facilitated improvements to part of an eroded permissive path to the west of Highgate Junction (2013 and 2014). The Parish Council is now receiving an annual payment of 500 from the owners of the Retyn / Ennis Barton turbine to collect litter and better maintain the rural parts of the Parish, which will include local footpaths (2013 onwards). Under a contract with Cornwall Council, the Parish Council is cutting key local footpaths twice a year. The Parish Council is also preparing a scheme to improve footpath access between Pit Lane and Pocohontas Crescent, Indian Queens. It is hoped that the works will be carried out in the autumn of 2014. - The Parish Council has been employing a part-time handyman since April 2008. Cllr Cole funded six new street lights in Carworgie Way / Halloon Avenue, which were funded through his divisional member s budget for highway improvements. (2013) - -

40 Promote schemes for energy conservation and insulation for the existing housing stock of the area. 41 Actively encourage local businesses to consider reducing their energy usage. 42 Campaign for alternatives to a single waste incinerator in Mid Cornwall. St Enoder Parish Council, Cornwall Council and the Cornwall Sustainable Energy Partnership. St Enoder Parish Council, Cornwall Council and the Cornwall Sustainable Energy Partnership. St Enoder Parish Companies promoting subsidised energy conservation measures have gone door-to-door in the Parish over the last 2-4 years. Data on the extent of intervention has been requested by the Parish Council but this has not been forthcoming. The Parish Council also formed a low-carbon working group to assist with the promotion of greener lifestyles for parishioners. This has ceased to meet and it has been agreed that such issues will be addressed by the working group set up to develop a Neighbourhood Plan for St Enoder (2012-2013). See Action Point 40. St Enoder Parish Council formally objected to the planning application for a 240,000-tonne waste incinerator at St Dennis. Former County Council member Cllr Waters and Cllr Cole, as a representative of the Parish Council, spoke in opposition to proposal at the County Council planning committee when it was turned down (2008-2009) A number of members of the Council were heavily involved in the subsequent Inquiry. Parish Council Chairman Cllr Waters represented the Council at the public day of the Inquiry, while Cllr Cole represented a wide-ranging group including St Dennis Parish Council and St Dennis Against Incineration. He produced a 35,000-word proof of evidence and a 7,000-word closing statement. The Planning Inspector recommended to the Secretary of State that the planning consent be granted and this was endorsed by Eric Pickles. Local objectors supported with a 1,000 donation from St Enoder Parish Council challenged the planning decision and it was quashed by the High Court. However, the Supreme Court reversed the ruling and upheld the decision of Pickles and work on the road to the incinerator site is well-progressed (2008-2014).

TRANSPORT 43 The opening of a dialogue with the local bus companies and Cornwall County Council to discuss increasing the frequency and/or the tailoring of services to suit the needs of local people and to serve certain parts of the Parish, such as Pedna Carne, on a more frequent basis. 44 The erection of a number of bus shelters throughout the Parish to support people waiting for buses. 45 An initiative to promote car-sharing for those people who work in areas like Newquay, St Austell and Truro. St Enoder Parish Council, Cornwall County Council and local bus companies. St Enoder Parish Council, Cornwall Council and local bus companies. St Enoder Parish Council, Cornwall Council and the local bus companies. Members of the Council have raised concerns about reported problems with local bus companies, directly with the companies themselves or via meetings such as the China Clay Area Community Network. Cornwall County Council consulted on the location of a series of bus shelters in Fraddon and Indian Queens in 2008, as part of improvements to the Newquay-Truro quality bus corridor. St Enoder Parish Council supported the majority of the proposals but objected to some of the sites proposed, which were not brought forward. The shelters were erected in 2010 at the following locations; road next to Kingsley Village (two), Westbourne Terrace (two), Blue Anchor, Fraddon Hill, and opposite Pocohontas Crescent. One bus stop was moved to a position opposite the Blue Anchor, but was shifted back to the Millennium Green following anti-social behaviour and a significant number of local representations. The Parish Council has erected three further bus stops; positioned on Fraddon Hill, at the entrance into Carworgie Way, and by the Indian Queens Industrial Estate (2011-2013). Cornwall Council also erected two timber bus shelters along Parka Road, St Columb Road, due to funding from the Mid Cornwall eco-town funding pot. There were significant objections to the proposed location on the south side of the road and it was moved further to the west, close to the Doctor s Surgery. -

TRAFFIC AND ROAD SAFETY 46 Erection of permanent speed check lights at entrance points into the main built-up areas of St Enoder Parish where there have been problems with speeding. 47 Improvements along the A3058 including a gateway entrance into St Austell Street, Summercourt, extended footways along this stretch of road and improved visibility at the St Enoder junction to the north of the village. Cornwall Cornwall Council and Highways Agency. The Parish Council wrote to Cornwall County Council on highway matters identified in Parish Plan in 2008. Only a limited response was received, though a representative of the County Council did meet with the Parish Funding for highway improvements had been restricted to the divisional member s budget totalling 24,000 for the period 2010-2013. For the period 2013-2017, the unitary authority will have a central allocation of money, extremely limited in scope, but to which members can bid for support. Members were given a deadline of mid-august 2014 to put forward schemes for consideration. Cllr Cole registered all proposals listed in the Parish Plan and which the Parish Council had discussed in recent years. These included enhanced entrance points into the main built-up areas of St Enoder Parish and other key locations, such as the old A30 westbound into Indian Queens, old A30 eastbound into Fraddon, A39 southbound into St Columb Road, A39 northbound into St Columb Road, westbound carriageway (Newquay Road) into St Columb Road, old A30 westbound into Summercourt near the primary school, A3058 northwards into St Austell Street, Summercourt, and A3058 southwards into Summercourt. The works at the road junction, north of Summercourt, were completed in 2008. Footway improvements along St Austell Street were also investigated at this time but did not go-ahead because of a lack of funding and issues concerning land ownership. 48 Investigation of improved signposting arrangements along A30 to discourage LGVs from entering Summercourt and a weight restriction along School Road, Summercourt. Cornwall Council and Highways Agency. -

49 Investigation of other possible gateway/traffic calming measures at entry points into other builtup areas in the Parish such as St Columb Road. 50 New 20 mph limits outside Summercourt Primary School and along the Drang to the Indian Queens Primary School during term-time. 51 Identification of areas where speed limits should be reduced. This should include extension of 30 mph limits along Moorland Road, Indian Queens and to the west of Chapeltown, Summercourt, reduced speed limits to 30 or 40 mph along Parka Road between Fraddon and St Columb Road and past Sea View Terrace to the south of Fraddon. Consideration to be given to 40 mph limits on the outside of 30 mph limits. Cornwall Cornwall Cornwall The County Council consulted on a calming scheme for Fraddon brought forward by former County Council member Cllr Waters in 2008. The extent of local objections meant that it did not proceed. For schemes put forward to Cornwall Council to consider in the spending period 2013-2017, see Action Point 46. Cornwall Council slightly refashioned the bus drop-off point at the request of the School and erected some additional fencing on the road corner (2012). Cornwall Council carried out a consultation for a 20 mph speed limit on the roads around Indian Queens Primary School. The proposal was supported by the consultation responses (2014). Schemes put forward to Cornwall Council to consider in the spending period 2013-2017 by Cllr Cole include a 20 mph speed limit by Summercourt Primary School, potentially linked to gateway features, as well as measures relating to the expansion of Indian Queens Primary School and ongoing problems with traffic congestion / conflict with local neighbours.these include pedestrian crossings on St Francis Road and Chapel Road, parking restrictions near the School, new footpath links to Harvenna Heights estate (to be completed by Ocean Housing in 2016) to the west, and linking Halloon Avenue to the north, extension of footways on St Francis Road, introduction of crossing patrol(s), and the widening of entrance into the Drang as suggested by local residents. Through his divisional member s budget for highway improvements, Cllr Cole has funded (i) improved signage and road markings at Seaview Terrace where Cornwall Council would not permit a reduction in the speed limit, (ii) extension of the 30 mph speed limit on Moorland Road, Indian Queens, and improved signage and road markings at Toldish, (iii) extension of the 30 mph speed limit at Chapeltown, Summercourt, and (iv) improved signage and road markings along New Road near Fraddon, where Cornwall Council would not permit a reduction in the speed limit (2013).

52 Investigation of light controlled pedestrian crossings in Chapel Road and St Francis Road, Indian Queens, to aid movement to and from the Indian Queens Primary School, as well at the crossroads at Summercourt. Consideration also to be given to the re-timing of traffic lights at Summercourt to aid safer crossing of the main road and erection of safety rails on two remaining sides of crossroads. 53 Investigation into whether an extended network of double yellow lines could be used to better manage traffic throughout the Parish. Cornwall Cornwall Cllr Cole has made a formal request that consideration be given to re-timing of the traffic lights to make it easier for pedestrians to cross (2013). Schemes put forward to Cornwall Council to consider in the spending period 2013-2017 by Cllr Cole include pedestrian crossings at Summercourt crossroads, as well as measures relating to the expansion of Indian Queens Primary School and ongoing problems with traffic congestion / conflict with local neighbours. These include pedestrian crossings on St Francis Road and Chapel Road, parking restrictions near the School, new footpath links to Harvenna Heights estate (to be completed by Ocean Housing in 2016) to the west, and linking Halloon Avenue to the north, extension of footways on St Francis Road, introduction of crossing patrol(s), and widening of entrance into the Drang as suggested by local residents. The Parish Council produced a report about the lack of parking enforcement throughout the Parish and the need for a review of parking arrangements / more double yellow lines, particularly the area around the Coop and Chapel Road / Drang (2013). Schemes put forward to Cornwall Council to consider in the spending period 2013-2017 by Cllr Cole include traffic management measures to combat traffic congestion, parking problems and conflict between car drivers and local residents around the Co-op and along St Francis Road. 54 Modification of 7.5 ton weight restriction around Fraddon, Indian Queens and St Columb Road at Newquay Road. Cornwall See Action Point 46. Please note that in 2012 when Kingsley Developers proposed an expansion to Kingsley Village, Highways Agency officials suggested that west-bound traffic on the A30 wishing to visit the location should be signposted off at the Highgate Roundabout and diverted through the built-up area of Indian Queens and Fraddon. This proposal was opposed by the Parish Council and dropped by the Highways Agency.

POLICE COVER AND COMMUNITY SAFETY 55 More pro-active policing of speeding traffic and illegal/dangerous parking throughout the Parish, and the 7.5 ton weight restriction around Fraddon, Indian Queens and St Columb Road. 56 Greater effort focussed on dealing with antisocial behaviour and vandalism in the Parish. 57 Creation of Alcohol Free Zones at Indian Queens Pit and surrounding area, the Drang, around the new bandroom in Indian Queens and the layby in front of Penhale Gardens. 58 Support for initiatives to encourage young people to take greater pride in their local community, thereby reducing criminal damage and bad behaviour. 59 The rebuilding of a network of neighbourhood watch schemes throughout the Parish. 60 A bi-annual Parish meeting organised in partnership with the Parish Council for the Police to report back directly to the communities of St Enoder Parish. The Parish Council continues to work closely with the local Police in monitoring and trying to reduce antisocial behaviour and vandalism. See Action Point 55. The new zonings at Indian Queens Pit and surrounding area, the Drang, around the new bandroom in Indian Queens and the layby in front of Penhale Gardens, were agreed by the former Restormel Borough Council in 2008 and the necessary signs have been erected. They supplement the four earlier Alcohol Free Zones at the Indian Queens Recreation Ground, the area around the Mission Church in St Francis Road, the community area in front of the Co-op in St Columb Road and the Fraddon Millennium Green. The Parish Council has invested considerable sums of money into new play / sports equipment for young people. See Action Point 22. The Parish Council has also involved the children in the design of some of the equipment and parish councillors successfully lead an initiative to support a youth club for teenagers. The teenagers themselves are involved with the decorating of their own hut. See Action Points 24 and 72. A representative of Newquay and District Neighbourhood Watch met with the Parish Council in 2009, though there has been no progress with new schemes within the Parish. This has not happened but regular PACT (Police and Communities Together) meetings have been held in the Parish on local policing issues of concern though these do need to be better publicised. See Action Point 55.

HEALTH AND WELL BEING 61 Pro-active support for the enlargement of the St Columb Road surgery. 62 An increase in opening hours at both surgeries through the provision of Saturday and evening openings. St Columb Road surgery. St Columb Road and Probus (Summercourt) surgeries. St Enoder Parish Council supported the 2007 planning application for the improvements to the St Columb Road Surgery. - 63 Pro-active support for bringing a dental practice into St Enoder Parish. Dental practices. - 64 Promote the wider distribution of information about healthcare, social services and community groups to members of the local community. Local doctors surgeries and St Enoder Parish - 65 The investigation of providing transport on a voluntary basis, both inside and outside the Parish, to help people access healthcare and other services. St Enoder Parish - EDUCATION 66 Support for investment in new facilities and equipment for the local primary schools, nurseries and pre-school groups. St Enoder Parish Council, local primary schools, nurseries and pre-school groups. The former Restormel Borough Council ( 2,500) and St Enoder Parish Council gave grants to the Indian Queens Under-5s for their outside play area (2008). Considerable improvements to the home of the Wesley Under-5s were made following a grant of 40,000 from the Family Services section of Cornwall County 4Kw solar arrays were erected on both Summercourt and Indian Queens Primary Schools. The equipment was supplied by Kronos Solar who developed a solar park at Trefullock (2012). The growing number of children in the Fraddon / Indian Queens and St Columb Road areas is putting considerable pressure on the Indian Queens Primary School.

67 Support for the development of recreational facilities in the field next to Summercourt Primary School (sports field). 68 Encouragement of greater links between the local schools and the families and communities they serve. 69 Request that the next Local Development Framework covering St Enoder Parish safeguards land immediately to the west of Indian Queens Primary School for recreation. 70 Support for dialogue between adult education providers and the two local primary schools and other venues to increase the availability of courses in St Enoder Parish. YOUNG PEOPLE 71 Support for initiatives to improve facilities and structured activities for young people. 72 Support for the creation of a purpose-built community building that could house a Youth Club/meeting place for young people aged 11-16 as well as other facilities for the wider community. Summercourt Academy Indian Queens Primary School and Summercourt Academy St Enoder Parish Council and Indian Queens Primary School and Cornwall St Enoder Parish Council, adult education providers, the two local primary schools and other venues. St Enoder Parish Council, Cornwall Council, Cornwall Youth Service, local schools, parents and the young people. St Enoder Parish Council, Cornwall Council, Cornwall Youth Service, local schools, parents and the young people. An extra modular classroom was added to the school in 2012. A successful bid was made to central government s Basic Need Programme in 2013 which, matched with funding from Cornwall Council capital pot, will ensure that the five new classrooms will be built at the School in 2015. The planning permission for the additional classrooms was granted in September 2014. The sports field has been completed and is in use. Continuing improvements are being made in the immediate school grounds as well. The schools have strong links with the local community and the school premises are used by community groups on a regular basis. In 2014, the field to the west of Indian Queens School was secured (for use by the School) by Cornwall Council, who did a land swap for other land that it owned at Camelford. - See Action Points 22 and 23. St Enoder Parish Council has set up a working group (comprising Cllrs Baker, Bennett, Bunyan, Cocks, Cole and Morcom) to develop a proposal for a youth club building in the Indian Queens Recreation Ground. The building was constructed during the summer of 2014 and opened by Cllr Bunyan in August 2014. The overall cost of the building was 25,000 and funding included a 10,000 grant from the Lottery s Awards for All programme and 1,000 from Cllr Cole s community fund.
