Protected areas and Natura 2000 SCI in the project area Project area covering aprox. 10 % of the estimated brown bear habitat at national level 15 Natura 2000 sites 1 Natural park Covering aprox. 15% of bear habitat from the project level.

PROJECT LOCATION: Vrancea, Covasna and Harghita County BUDGET INFO: Total amount: 515.066 % EC Co-funding: 75% - 386.300 DURATION: Start: 15/01/10 - End: 20/12/13 PROJECT S IMPLEMENTORS: Coordinating Beneficiary: LEPA Vrancea Associated Beneficiary(ies): LEPA Covasna, LEPA Harghita, ACNV, ABC

Background and aims Brown bear (Ursus arctos) is the target specie of the project. The main threat identified on the project area is the intensification of the conflicts with local people due to the damages caused by bears on livestock and crops. Other threats are related to: the degradation of the brown bear habitat, the lack of optimal methodology for brown bear population monitoring and number estimation, the negative image of the brown bear among local people and the lack of understanding of the Natura 2000 network goals and importance.

Project objectives Main objectives of the project: Maintaining the actual conservation status of the brown bear population using some of the best practices and demonstrative actions and promoting these practices and actions at national and European level, To prevent the decline of the brown bear population due to poaching, habituation and juvenile mortality, To reduce and prevent the conflicts between bears and local people, Maintaining the actual conservation status of the target specie in the 15 Natura 2000 sites overlapped on the project area.

Main activities Demonstrative application of a set of methods for quantitative and qualitative evaluation of brown bear population levels in the areas administrated by game manegers. Creation of an operative entity on the whole surface of the project, which will asses the existing risks and necessary measures in situations created by problem bears. Extending the action area of the Animal Rescue Mobile Unit (ARMU) at the level of the whole project and insuring of fast interventions for capturing, relocating and monitoring of problem making individuals. Reducing of juvenile mortality caused by human disturbance, with the protection of dens in the birth and cub nursing periods.

Main activities Mapping the fragmentation and degradation of the bear habitat on the project area. Implementing at the level of the whole project demonstrative live stock and crop protection systems using proper equipments and repellent materials. Public awareness rising campaign for the products of the local farmers and traditonal handcrafts as tool to improve coexistence with bears in the Natura 2000 sites.

Analyzing the level of degradation and fragmentation of the bear habitat The aim of this action is to analize the degradation of habitats caused by human activities in Natura 2000 sites and neighborhood in the whole project area, pinpointing the most affected areas, which becomes inproper for the brown bear. A report will be developed about results of this action and will be proposed a set of measures necessary to reduce the degradation and fragmentation in both 15 Natura 2000 sites from project area.

Movement of bears near human settlements

Elaboration of a strategy for implementing the raising awareness actions, based on the assessment of the local people s perception of the target specie in the Natura 2000 site s ecological network. The elaboration of the strategy was based on a sociologic study targeting the level of knowledge of people about Natura 2000 sites and the brown bear. Did you hear about Natura 2000 sites? What is you opinion about Natura 2000? 1 bad 5 very good Final results: 4,16

Is the presence of bear neer settlemens harmfull? Is the brown bear dangerous to people? The protection of bears is good? Who is responsible for damages? Is the brown bear usefull for nature?
