The Eastern Region Helicopter Council was given the authority by the FAA to brief our members in lieu of each of you attending the mandatory De-Confliction meeting which will be held on September 12 th 2013 at JFK. This briefing should be printed out and kept in your aircraft for presentation to any agency asking for proof of attendance. All pilots are asked to call The Joint Terrorist Task Force at 212-384-4804 if you see anything out of the ordinary or are approached with an unusual request for a flight. IF YOU APPROACH FROM THE NORTH - TIGHT TO THE NEW JERSEY SIDE. IF YOU APPROACH FROM THE SOUTH WEST OF MID RIVER. IF YOU APPROACH FROM THE WEST STRAIGHT IN. A DISCRETE CODE MUST BE OBTAINED AND IDENTIFIED BY EWR BEFORE ENTERING THE TFR AND LANDING. LGA CANNOT CLEAR YOU IN THE TFR TO LAND AT JRA. KEEP YOUR DISCRETE CODE FOR YOUR DEPARTURE.

DEPART TO THE WEST ON FREQ 123.05, MONITOR 127.85 SQUAWKING DISCRETE. TURN ON COURSE AFTER WEST OF MID RIVER AND SQUAWK 1200. DO NOT CALL ATC UNLESS YOU ARE LOOKING FOR A CLASS B CLEARANCE. DEPARTURES HEADING EAST SHOULD REQUEST GW BRIDGE, VAN CORTLAND, COOP THEN ON COURSE FROM LGA OR TAKE THE SOUTH SHORE. THE THROGS ROUTE IS NOT AVAILABLE.

ALL APPROACHES MUST BE FROM THE SOUTH. DO NOT FLY NORTH OF THE HELIPORT. A DISCRETE CODE MUST BE OBTAINED AND IDENTIFIED BY LGA BEFORE ENTERING THE TFR FOR LANDING. EWR CANNOT CLEAR YOU INTO THE TFR TO LAND AT 6N5. KEEP YOUR DISCRETE CODE FOR YOUR DEPARTURE.

ASK LGA WHEN LANDING IF THEY WANT A CALL IN THE AIR OR ON THE GROUND. DEPARTURES GOING EAST FROM 6N5 CAN EXPECT THE WILLIAMSBURG/TRACK ROUTING FROM LGA. DEPARTURES GOING NORTH OR WEST WILL HAVE TO GO AROUND THE BATTERY TO THE HUDSON THEN FOLLOW HUDSON PROCEDURE.

ALL TOUR OPERATIONS WILL BE CONDUCTED IN ACCORDANCE WITH THE L.O.A. NORTH BOUND TRAFFIC WILL BE WEST OF MID RIVER SOUTH BOUND TRAFFIC WILL BE TIGHT TO THE NEW JERSEY SHORE. ALL TOUR OPERATIONS WILL BE CONDUCTED OUTSIDE OF THE TFR

DEPART OUT BUTTERMILK, CONTACT EWR FOR DISCRETE CODE. YOU WILL BE IDENTIFIED BEFORE THE HOLLAND TUNNEL. FOLLOW TFR PROCEDURES WHEN APPROACHING AND DEPARTING.

DEPART OUT BUTTERMILK SOUTHBOUND CLIMBING TO 900. CONTINUE SOUTH UNTIL PAST GOVERNORS ISLAND. REVERSE COURSE BACK INTO BUTTERMILK AT 900 AND CONTACT LGA FOR YOUR DISCRETE CODE. YOU WILL BE IDENTIFIED BEFORE THE BROOKLYN BRIDGE. FOLLOW TFR PROCEDURES WHEN APPROACHING AND DEPARTING. WATCH FOR TOUR HELICOPTERS COMING OUT OF BUTTERMILK AT 500

EFFECTIVE CONTINUOUSLY FROM: SEPTEMBER 23 TH AT 1230 LOCAL THROUGH SEPTEMBER 24 AT (NO TIME PUBLISHED) LOCAL ALL TIMES ARE AS OF 9/12/13 AND COULD CHANGE!!! CALL FLIGHT SERVICE FOR CHANGES

2NM RING GOES AWAY 20NM CLASS B BECOMES TFR WITH CUT OUTS FOR MMU, FRG AND HPN 8NM RING OVER JFK 7NM RING WHICH COVERS ALL THE HELIPORTS WITH CUT OUT FOR TEB EVERY THING STOPS UNTIL HE IS SECURE. THIS COULD BE AS LONG AS 2 OR 3 HOURS NO AIRCRAFT AT JRB UNTIL HE IS SECURE. NO PLANNED RON AT ANY OF THE HELIPORTS

NO SPECIAL VFR INSIDE THE INNER CORE INGRESS/EGRESS PROCEDURES AT MMU LDJ AND FRG (MAIN TERMINAL) ARE GATEWAY AIRPORTS HPN AND MMU ARE NOT GATEWAYS TSA AT LDJ, FRG, JRA, JRB, 6N5 FROM 0700 TILL 2000 DAILY. NO SCREENING UNTIL TFR BEGINS ON THE 23 RD.

YOU MUST CALL FSS

IN THE AIR CONTACT APPROACH FOR THAT SECTOR TO ENTER 20NM BOUNDARIES AT LDJ CONTACT EWR CLNC DEL ON 128.35 AT FRG CONTACT CLNC DEL ON 128.25 ROUTES INTO AND OUT OF THE INNER CORE: LINDEN/NEWARK ROUTE TRACK/WILLIAMSBURG ROUTE NO THROGS ROUTE

APPROACH AND DEPARTURE WILL BE FROM AND TO THE SOUTH AT ALL HELIPORTS NO NORTH OF JRA OR 6N5 IN THE 7NM RING YOU MUST SQUAWK AND TALK AT ALL TIMES. ATC CAN LET YOU KEEP YOUR CODE FOR DEPARTURE IF YOU HAVE ANOTHER FLIGHT PLAN ON FILE. YOU MUST REQUEST THAT AND GET APPROVAL. IN ALL OTHER CASES CALL FOR YOU DISCRETE CODE BEFORE DEPARTING.

FROM LDJ OR KEARNY FILE ONE FLIGHT PLAN TO GET INTO THE CITY. LET EWR KNOW YOU ARE LANDING FOR TOURS AT THE BEGINNING OF THE DAY THE CODE YOU RECEIVE WILL STAY WITH THE AIRCRAFT ALL DAY AS LONG AS YOU DO NOT LEAVE THE 7NM RING IF YOU ARE GOING TO SHUT DOWN LET EWR KNOW AND THEY WILL SUSPEND THE CODE, BUT YOU WILL NOT LOSE IT.

CALL EWR AS SOON AS YOU ARE AIRBORNE FROM JRB. EWR WILL NEED TO IDENTIFY YOU SO WE MUST STAGER OUR DEPARTURES. THIS IS CRITICAL. YOU ARE NOT CLEARED INTO THE CLASS B AIRSPACE WHEN YOU ARE IDENTIFIED. ALL TOURS WILL BE CONDUCTED IN THE SFRA AT 900. ALLWAYS MONITOR EWR AND MAKE POSSITION CALLS ON 123.05 SHORT TOUR ALPHA (SEE GRAPH) START YOUR COURSE REVERSAL AT CHELSEA PIER. YOU CANNOT GO NORTH OF JRA

EWR WILL NOT ISSUE TRAFFIC ADVISORIES. CALL EWR BETWEEN THE HOLLAND TUNNEL AND COLGATE TO ADVISE LANDING ASSURED. CALL JRB FOR LANDING CLEARANCE. DO NOT SQUAWK 1200 KEEP YOUR CODE IN THE BOX ALWAYS. WE MUST STAGER OUR FLIGHTS IN AND OUT OF JRB FOR THIS TO WORK WITHOUT ANY PROBLEMS. **TOUR OPERATORS** PLEASE CALL ME IF YOU HAVE ANY QUESTIONS. DO NOT WAIT UNTIL THE 23RD.

KNOW ICAO INTERCEPT PROCEDURES (AIM) IN THE AIR: IF AIRSPACE NEEDS TO BE CLEARED FOLLOW ATC INSTRUCTIONS. EXPECT EWR/LINDEN ROUTING TO LAND AT LINDEN OR IF INSTRUCTED, LAND IMMEDIATELY AT ONE OF THE HELIPORTS

AT JRB: IF JRB NEEDS TO BE CLEARED ALL AIRCRAFT WILL DEPART TOWARDS THE VZ BRIDGE AND EXPECT DIRECT LINDEN. THERE WILL ALWAYS BE A PILOT IN THE BUILDING FOR EVERY AIRCRAFT SHUT DOWN ON THE BARGE AT JRA & 6N5: THERE WILL BE NO DEPARTURES UNLESS SECRET SERVICE AND TSA ADVISE.

CHECK NOTAMS FOR ANY CHANGES DO NOT TRY TO BEAT THE CLOCK LEAVE YOUR GUN AT HOME IF YOU GET OUT OF THE AIRCRAFT YOU MUST GET RE-SCREENED 121.5 IF INTERCEPTED AND NOT TALKING TO ATC

IF INTERCEPTED LAND AT THE AIRPORT THAT YOU ARE ESCORTED TO. THIS MIGHT NOT BE A DIVERSION AIRPORT.

TSA WILL OPERATE FROM 0700 TO 1100 LOCAL ON THE 24 TH ONLY. NO DEPARTURES WILL BE AUTHORIZED AFTER 1100 LOCAL. SCREENING FOR TENANT AIRCRAFT AND CREW ONLY. NO PASSENGER SCREENING. FILE FLIGHT PLAN FOR DEPARTURE. CONTACT EWR FOR DISCRETE CODE. CONTACT EWR FOR TAKE OFF CLEARANCE INTO THE TFR. USE HOLLAND ROUTE FOR ENTRY INTO THE CITY AND FOLLOW ALL TFR PROCEDURES FOR ARRIVALS AND DEPARTURES FOR YOUR DESTINATION HELIPORT. NO SVFR WILL BE PERMITTED. THIS IS BASED ON THE WEATHER IN EWR S SURFACE AREA, NOT AT KEARNY.

NO FLIGHT PLAN IS REQUIRED TO RETURN TO KEARNY FOR AIRCRAFT ALREADY ASSIGNED A DISCRETE CODE, TSA SCREENED AND OPERATING IN THE 7NM RING (KEARNY IS INSIDE THE 7NM RING) BUT YOU MUST NOTIFY TSA BEFORE DEPARTING FROM JRA, JRB OR 6N5 OF YOUR INTENTIONS TO LAND AT KEARNY. KEARNY IS NOT A GATEWAY AIRPORT. IF YOU LAND BETWEEN 0700 AND 1100 YOU CANNOT PICKUP PASSENGERS. YOU MUST SHUT DOWN.

YOU CANNOT GET HOT FUEL AND DEPART AGAIN. TSA WILL ONLY SCREEN BASED AIRCRAFT DEPARTING THE HELIPORT FOR THE FIST TIME THAT DAY. TSA WILL NOT SCREEN TENANT OR TRANSIENT AIRCRAFT THAT HAVE DEPARTED THEN RETURNED BETWEEN 0700 AND 1100 LOCAL. IF YOU LAND AT KEARNY AND ARE TRANSIENT YOU MUST MAKE ARRANGEMENTS WITH TSA TO GET SCREENED THE NEXT MORNING BEFORE YOU CAN DEPART. IF YOU ARE BASED AT KEARNY AND RETURN AFTER YOUR SCREENING YOU CANNOT TAKE OFF AGAIN UNTIL THE NEXT MORNING.

FILE FLIGHT PLAN FOR DEPARTURE. CONTACT EWR FOR DISCRETE CODE. CONTACT EWR FOR TAKE OFF CLEARANCE. USE THE BRIDGE ROUTE FOR EXIT OUT OF THE 7NM RING. YOU CANNOT RE-ENTER THE 7NM RING ONCE YOU EXIT WITHOUT GOING THROUGH A GATEWAY AIRPORT (LDJ OR FRG) FOR SCREENING. NO SVFR.

KEARNY IS LOCATED INSIDE THE 7NM RING SO YOU MUST BE SCREENED AT A GATE WAY AIRPORT BEFORE YOU CAN ENTER AND LAND. YOUR ENTRY SCREENING FROM LDJ OR FRG IS NULL AND VOID AFTER YOU LAND AT THIS HELIPORT.
