CALL TO ORDER The Chair called the meeting to order at 4:00 p.m. 2. DECLARATION OF PECUNIARY INTEREST B. Turner and Christiana Jupp declared a pecuniary interest with item 8 i) pertaining to the 2015 Heritage Tax Rebate Program. 3. DEPUTATIONS/PRESENTATIONS 1. Sue McKenzie, Chair of the Midland Heritage Committee and Margaret Thomson, Women's Institute Re: Midland Heritage Sub Committee - Penetanguishene Road Signage Project Sue McKenzie and Margaret Thomson provided an overview of the proposed Penetanguishene Road Signage project and discussed the Penetanguishene Road Project completed by the Women's Institutes. It was suggested that a joint grant application be submitted by Midland and Penetanguishene and that Penetanguishene join the Midland subcommittee to form one group working on this project. S. McKenzie noted that St. Theresa's and MSS schools agreed to engage the Grade 10 History students to prepare the historical content of the signs. The Chair thanked Sue McKenzie and Margaret Thomson for their presentation. 2. Paul Howe from Royal Canadian Legion Re: Plaque to Commemorate the Tulip Garden Paul Howe provided an overview and noted that he was interested in a more permanent plaque for the tulip garden to educate our community and visitors on the historical significance of the tulip garden. The members of the Committee asked P. Howe for more information pertaining to the price and Paul noted that he would provide the Committee with the pricing of the plaque. 4. CONFIRMATION OF MINUTES OF THE PREVIOUS MEETING i) Heritage Penetanguishene Minutes Re: Meeting of February 11, 2016 Moved by L. Lipton and Seconded by C. Jupp Action: THAT the minutes of the meeting of February 11th, 2016, be approved as printed. CARRIED 5. FINANCIAL i) Heritage Section Financial Statement Re: Period February and March 2016 Action: For information. ii) Update from L. Lipton re: Friends of the Heritage Penetanguishene Account L. Lipton updated the members of the Committee on the Friends of the Heritage Penetanguishene account and noted that there wasn't any movement since the last statement. Action: For information. 6. i) Correspondence from the PJ Materials Consultants Limited Re: Professional Development Technical Training Courses The members of the Committee suggested that the correspondence from PJ Materials Consultants Ltd. should be sent to the owners of the designated properties. Action: Staff to provide the correspondence from PJ Materials Consultants Ltd. to the owners of the designated properties. ii) Correspondence from the Penetanguishene Centennial Museum & Archives Re: The History of Waypoint Centre for Mental Health Care Presented by Jennifer Bazar - May 4th, 2016-7:00 p.m. The Chair noted that Dr. Jennifer Bazar will be presenting The History of Waypoint Centre for Mental Health Care on Wednesday, May 4th, 2016, at 7:00 p.m. at the Museum. Action: For information. iii) Correspondence from CHO News Re: CHO Newsletter Spring 2016 - Full Publication Available for Viewing at Meeting. Action: For information. iv) Correspondence from the Ministry of Government and Consumer Services Re: Waiving of Normal Tariff Fees at the Land Registry Offices for Municipal Heritage Committee Members and Assistants The Chair noted that the Ministry of Government and Consumer Services is waiving the tariff fees at the Land Registry Offices which gives Municipal Heritage Committees permission to investigate land registry office records. i) Verbal Update from J. Rogers Re: Penetanguishene Road Signage Project The members of the Committee had a discussion pertaining to the Road Signage Project and it was noted that the Committee will be pursuing with this project. L. Lipton recommended the following: - To purchase two signs - French and English translation - To give thorough thinking on the locations of the signs and should be visible to the public The Committee members agreed with L. Lipton suggestions. Action: THAT the Committee pursue with the Road Signage project and have J. Rogers as the Heritage Committee Representative and Nicole Jackson as the staff representative. ii) Verbal Update from the Chair A. Dubeau Re: Heritage Highway Meeting The Chair A. Dubeau provided the Committee members with an overview on the Heritage Highway Plan and noted that in the fall of 2015 at the Orillia Heritage Awards Ceremony, Don Ross of the Orillia History Committee met with Mayor Harry Hughes and Mayor Steve Clarke to develop integrated recognition and signage for the publicly funded and accessible heritage assets along Highway 12 and extending to sites in Tiny Township. It was noted that the concept is to recognize Highway 93 as the early military highway. In January 2016, a group of councillors and municipal Committee members was assembled at Tay Township offices to find some level of approval among the 9 governments on the route and it was also discussed to have a concept plan, naming/branding. The Committee endorsed submitting a "Building Capacity" grant application to Simcoe County formalizing a Board. It was also mentioned that Tiny Township has withdrawn from the project. A question was raised on what would be the role of the Committee? Page 4 of 7 Heritage Penetanguishene Minutes Re: Meeting of April 14th,... Page 6 of 18

The Committee questioned if they should get involved. The members had a discussion and it was decided not to get involved with Hwy 12 Heritage Project as the Committee committed to Hwy 93 Project with Midland. Moved by J. Rogers and Seconded by B. Turner Action: THAT the Heritage Committee not get involved with Hwy 12 Heritage Project as the Committee committed to Hwy 93 Project with the Town of Midland. 8. DESIGNATED PROPERTIES i) Report from the Assistant to the Director of Recreation and Community Services Re: 2015 Heritage Tax Rebate B. Turner and Christiana Jupp reaffirmed their pecuniary interest with this item and refrained from the discussion. The Assistant to the Director of Recreation and Community Services indicated that she received 5 submissions and all five were complete; She noted that the following properties were eligible for the rebate: - Green Block, 1 Water Street - W.R. Benson House, 69 Poytnz Street - Gordon House, 12 Water Street - Thomson House, 14 Water Street - J.T. Payette House, 33 Robert Street West It was also noted that the Heritage Tax Rebate Policy should be revised. Moved by J. Rogers and Seconded by L. Lipton Action: THAT Heritage Penetanguishene approves the Heritage Tax Rebates for the 2015 Tax year for the following properties at a rebate rate of 40% once the Planning Department approves the report. Payette House, 33 Robert Street West CARRIED ii) Verbal Update from the Director of Recreation and Community Services Re: 18 Robert Street East/REPORT ON DESK The Director of Recreation and Community Services noted that the report will be submitted to the Committee of the Whole on April 27th, 2016, and that the Notice of Intention to designate is also ready to go after the Committee of the Whole and Council approves the report. Moved by B. Turner and Seconded by L. Lipton Action: That the Heritage Committee approve the report submitted. CARRIED iii) Verbal Update from the Director of Recreation and Community Services Re: Heritage Conservation Plan at Waypoint The Director of Recreation and Community Services gave an overview to the members pertaining to the Heritage Conservation Plan at Waypoint. For information. 9. PENETANGUISHENE CENTENNIAL MUSEUM & ARCHIVES i) Verbal Update from J. Rogers re: Museum Matters J. Rogers updated the Committee on the Museum matters. History and the Ship's Company and noted that it was well attended. It was also mentioned that the museum is getting ready for the Settler's Day on September 24th. Action: For information. 10. Tay Heritage Committee 450 Park Street Box 100 Victoria Harbour, ON L0K 2A0 INVITATION The Tay Township Heritage Committee has been working with the Huronia Museum over the past year to complete a project known as "Museum Town". This project allows people to gain greater knowledge of our heritage properties by scanning QR codes that we will be placing at the properties. You are cordially invited to the unveiling of the "Museum Town Project". We will have the signs on display and you will have the opportunity to scan the QR codes. We hope that this will give you a better understanding of how this technology can enhance the understanding of our heritage. The event will be held on Thursday, June 16 at 7p.m. in the Tay Township Council Chambers. Please join us for light refreshments and an opportunity to learn more about the "Museum Town Project".
