The TAC meeting was held at 10:00 a.m. and the CAC at 2:00 p.m. Bth meetings kicked ff with welcming and pening remarks by Anthny Rndeau, Deputy Executive Directr - Engineering and Facilities, and Paul Puckli, CHA Cnsultant s Prject Manager. Paul Puckli intrduced the CHA study team and then attendees were asked t intrduce themselves and t identify the agency r rganizatin they were representing. U.S. Navy Lcal Cmmunities Definitin and rle f an Airprt Master Plan was prvided. The study is a cmprehensive 20-year plan, with the last ne being cmpleted in 2008. A master plan prvides the verall visin and facility needs fr an airprt, including a general schedule and budgeted csts. Hwever, prject details, funding, and any required apprval/permits are separate, and fllw the study prcess as needed. The master plan is the first step in identifying, planning, and evaluating future airprt imprvement. Master plans are generally updated every 10 years. The team is currently cmpleting inventries and frecasting. It is anticipated that up t five TAC meetings may be scheduled thrughut the study prcess, as well as tw public infrmatin meetings. The study fcus areas were identified, including: future airfield imprvements, new mapping and bstructin surveys required by FAA, evaluatin f airfield gemetry and the nging rental car facility expansin already under way. ORF is currently served by five airlines, with daily, nn-stp service t 22 dmestic destinatins The airprt is served by tw active runways: Runway 5-23 and Runway 14-32 A brief histry f the airprt was discussed alng with key features and service area f the airprt, industry and airline trends, reginal changes and lcal cnsideratins fr the airfield and terminal area. Paul Puckli explained several changes since the last MPU: Hw the airline industry has cnslidated. As f Octber 2017, ORF has a new carrier, Allegiant. This type f carrier is different frm ther cmmercial carriers and a different apprach may be required t accmmdate and plan fr their style f business. General aviatin has nt grwn, while crprate aviatin has. With increases in mail rder shpping via Amazn type businesses, carg has changed and will cntinue t grw. Carg peratins include the airlines, plus UPS and FedEx. Things have changed ecnmically and plitically. Changes in military peratins influences ORF. FAA s NextGen prgram impacts include transitining frm radi-based navigatin t satellite nav. A general inventry f airprt facilities and evaluatin requirements was presented. This included discussin abut the peratins f ORF with ne cmmercial use runway 5-23. Issues were presented abut hw t manage rehabilitatin and maintenance f the runway withut anther cmmercial use alternative. Additinally, airline trends away frm turbprp and tward larger aircraft and fewer peratins has implicatins t the runway and terminal area discussin. Ptential airfield ptins t be evaluated include: Need fr secndary and/r crsswind runways Evaluatin f Runway 14-32 t serve as an Airprt Reference Cde (ARC) C-III r a B-II runway. (A VORTAC is a navigatinal aid fr aircraft pilts cnsisting f a c-lcated VHF mnidirectinal range (VOR) beacn and a tactical air navigatin system (TACAN) beacn.) Evaluatins f passenger terminal space usage based n frecasted passenger vlumes was discussed cnsidering airline trends t larger aircraft and fewer peratins leading t heavier vlumes f passengers at departure and arrival times. Plans will incrprate future technlgical imprvements with sustainability in mind. Overall, the team feels ORF is in a better situatin than a lt f airprts. Nrflk has kept up their passenger terminal. We will be lking alternative terminal space prgrams t maximize use f the space. Parking and access alternatives include planning fr a ptential cnslidated rental car facility, future Light Rail access and a curbside management plan taking int cnsideratin increased passenger use f Transprtatin Netwrk Cmpanies (TNCs), such as Uber and Lyft. Land Use Planning is a large part f the study and will identify any existing and prpsed land use regulatins and any deficiencies r surpluses in the amunt f develpable land, general feasibility and ptential benefits f alternative grund access, curbside parking and rental car ptins. The study website was intrduced as a way f keeping infrmed. Members will be advised when the site is live. Infrmatin abut the study, white papers and meeting agendas and minutes will be included n the site. The presentatin cncluded with an verview f next steps including finalizing Wrking Paper #1 (Inventry) and submitting it fr review and cmment t the TAC. The next TAC meeting alng with a Public Infrmatin Meeting will be scheduled fr spring 2018. The fllwing questins/cmments were raised during the TAC and CAC meetings. 1. Questin: My questin is abut the study prcess. What is it yu want frm ur respective fields? A: As stakehlders f the airprt, we are lking fr yu t review plans and dcuments with an eye tward yur expertise and knwledge yu may have fr new and emerging techniques we are unaware f; fr example: as a representative f wildlife, yu may have a plan fr placement f bird cannns t avid bird strikes r animal incursins yu may have ideas t add t and imprve upn ur ideas. Additinally, dn t feel yu have t cnfine yur cmments t yur specific field. We want yur input frm a technical standpint as a tenant, custmer, etc. n any subject that may imprve the MPU in a psitive way. We want yu t ask questins, prvide cmments. make prfessinal judgements in cmpliance with FAA standards. We can t prmise we will answer r reslve every issue, but we will try. 2. Questin: Has the MPO been invited t participate? A. Yes, we have invited them t participate as an advisry cmmittee member. 3. Questin: Have yu decided what yu will use fr aerial surveys and mapping? A. Yes, in fact ur aerial survey has been cmpleted t FAA standards using a prgram FAA is using fr all airprts t upgrade their GIS prgrams. In particular we will be lking at bstructins. We are hping that airprt tenants will use this mapping system when planning new facilities, s all infrmatin will be develped using the same system vs. several. 4. Questin: Did yu just d a ne-day aerial capture? Nrflk Naval Statin has ship peratins that may be bstructins. A. We will need t wrk with the Navy n ships and height requirements. 5. Questin: Have yu talked with airlines abut their plans? Are yu talking t airlines abut changes in airplanes? A. Yes, we have talked with them. Unfrtunately, it is difficult t btain infrmatin abut future planning, even a year r tw ut. We will have t use ur prfessinal judgement. 6. Questin: Hw are yu capturing cmmunity htspts in the area? A. We will be ding a land use study that will include n and ff airprt land use. 7. Questin: Hw d yu clse the runway fr 6 mnths while under cnstructin? A. Sme airprts build temprary runways, while thers bus custmers t nearby alternate airprts (thugh we dn t see that wrking here). The wrst-case scenari fr ORF is clsing the airprt fr the time it takes fr rehabilitatin and maintenance. This practice is acceptable t FAA if there is an airprt a reasnable distance away. Building an additinal runway has always been the ultimate plan, but we need t wrk with FAA. The team will explre all these ptins during the master plan. 8. Questin: What is the prjected timeframe fr Runway 5-23 recnstructin (f the cmmercial runway)? A. The airprt plans t d sme rehabilitatin f the runway with a mill and verlay in the next year r tw. Full recnstructin f the runway may be needed in abut 10-15 years after that. 9. Questin: Will there be any interruptin f service fr the upcming rehab prject? Hw d ther single runway airprts deal with this? A. Yes, we will clse the runway every mrning frm 0:15 and 05:15 each day during rehab. We are wrking with airlines nw t plan fr this during the rehab mnths. This is nt smething ut f the rdinary. We clse the runways fr shrt terms fr ther rutine maintenance issues and we always wrk with the airlines t minimize impacts t their schedules. sme minr changes in flight schedules. There are ther single runway airprts that face this issue. Asheville built a parallel taxiway t help them thrugh the rehab prcess, and then were able t use the taxiway afterwards in additin t the rehabilitated runway. Myrtle Beach recently did a 15-year runway verlay and adjusted airline schedules t make it wrk. 10. Questin: In 10-15 years, hw will airprt peratins be maintained? A. That has yet t be determined, but it is intended that the master plan identifies a wrkable plan t build a secnd r parallel runway that can be used when the main runway is clsed. B. A parallel taxiway wuld ptentially be built and used fr this purpse, with advanced planning. 11. Questin: Des the parallel taxiway affect peratins? A. Parallel taxiway is nt wide enugh t perate as temprary fix. The airprt may need t frtify shulders and mve lights t make it wrkable temprarily. 12. Questin: Has anybdy had t clse an airprt f this size? A. N, we cannt think f any airprt that has had t clse peratins cmpletely fr a perid f 6 mnths r mre fr recnstructin. Sme have clsed ver the weekend, but that wn t wrk here. 13. Questin: Yu said FAA is k clsing it and they are primary funding surce, right? A. The FAA has stated that a several mnths clsure wuld be acceptable t FAA if needed fr runway recnstructin. FAA is the funding surce, but NAA is spnsr, and NAA is nt entertaining an extended airprt clsure as a reasnable alternative. 14. Questin: Yu want the runway pen, but if it is t difficult t make recnstructin happen, wuld they clse the airprt cmpletely? A. N, the airprt wuld nt be clsed cmpletely fr a regin f this size. We will lk at a lt f ptins fr a secndary runway (temprary r permanent). 15. Questin: The emphasis n passenger vlume, but yu have als talked abut UPS and FedEx, d yu see this industry grwing? A. Almst 90% f the freight/package business lies with these tw carriers. It is great that they are bth here at ORF and they will want t stay here. The big questin is what kind f space d they need? Usually, their demands are relatively minr (carg lading) and even with strng grwth, they typically dn t need mre that anther aircraft parking psitin r tw and building space fr package prcessing. 16. Questin: On previus slide, the future Light Rail Transit(LRT) access was nt addressed. Will yu plan fr that? A. Yes, we will have a plan fr a rail crridr, shuld LRT be built t the airprt. The ther cmmittee is the Technical Advisry Cmmittee (TAC), charged with reviewing and ffering input n technical issues related t the MPU. The TAC cnsists primarily f airprt tenants.
