TOWN OF SEABROOK SELECTMEN S MEETING JUNE 15, 2015 Present: Raymond Smith Aboul B. Khan Theresa A. Kyle William Manzi 10:00AM Mr. Smith opened the meeting at 10:00AM. MONTHLY MEETING LIBRARY DIRECTOR Ann Robinson was present for her report (see attached). Ms. Robinson said residents can still obtain a pass for the Children s Museum in Dover, NH directly through the library. Mrs. Kyle said the library is run very efficiently. Mr. Khan said the Rockingham Planning Commission held their May meeting at the library and they did a tremendous job hosting this meeting. MONTHLY MEETING SEWER SUPERINTENDENT Phil Maltais was present for his report (see attached). Mr. Smith asked for a completion date on the GIS system. Mr. Manzi said it is out for bid and an award should be made by the end of the month. Once the company is selected implementation of the project should begin by August 1. Mr. Maltais explained there would be no permit for the sulfide levels at the plant as they could not find any gases in most of the cases. He said the permit would mandate us to monitor the levels. Mr. Maltais explained for the Board what the lab technician does and said she also maintains all the records and submits monthly reports to the EPA and NH DES. Mr. Khan asked about pursuing the use of private haulers at the plant. Mr. Maltais said they could go back and look at this in the future. MEETING WATER SUPERINTENDENT Curtis Slayton was present for this meeting to discuss new water main specifications. Mr. Slayton explained the specifications and they are currently working on the water ordinance. If approved this document will

SELECTMEN S MEETING -2- JUNE 15, 2015 be on the website so any contractor or engineer would know what the water department looks for. MOTION: Aboul B. Khan To adopt the water main Second: Theresa A. Kyle specifications. Mr. Slayton spoke about the waters and said on June 1 they only had 3-inches of rain and none since until today. Currently gravel pack well 1 and 2 are down. He said you don t want to pump the wells for more than 18-hours in a day. Mr. Slayton said we are not in trouble today but need to look ahead and if the weather continues to rise with summer coming they could possibly pump more than 2 million gallons a day. He is recommending a voluntary refrain from water usage with the possibility of additional restrictions that could be implemented. Mr. Manzi said notice would be posted on the website and channel 22 after the meeting today if the Board approves. MOTION: Aboul B. Khan To request residents to Second: Theresa A. Kyle voluntary refrain from water usage and to have a special meeting if any further issues need to be addressed with the water situation. Mr. Slayton said they are in the process of looking for additional water sources. He said once the geo-physicist has the best drilling locations they will come back before the Board to discuss the options. PREVIOUS MINUTES MAY 27 PUBLIC, JUNE 1 PUBLIC & NON-PUBLIC AND JUNE 5 PUBLIC & NON-PUBLIC Mrs. Kyle commented that on the minutes of June 1 she did not vote in favor of the amusement device license for Leather N Lace and would like the motion changed to reflect that. The secretary will look at the meeting again to verify accuracy. MOTION: Aboul B. Khan To adopt the minutes of Second: Theresa A. Kyle 5/27 public, 6/5 public & non-public and 6/1 non-public and public with amendment if so required.

SELECTMEN S MEETING -3- JUNE 15, 2015 PREVIOUSLY SIGNED PERMITS Mr. Smith read the list of permits (see attached). Second: Theresa A. Kyle signed business licenses. Second: Theresa A. Kyle signed solicitation permits. Second: Theresa A. Kyle signed warrants. 2014 TAX ABATEMENT REFUND Sofist USA Inc. 417 Lafayette Road - $13,634 Angela Silva was present and said this is for the Lowe s property. She disagrees with their big box store theory but readjusted due to the fact that they were a lot higher than Home Depot. Mrs. Kyle said the property for Lowe s is better than the Home Depot property and is also quite larger. Ms. Silva feels her offer is fair and they have accepted it for 2014 and 2015 and there will be a new valuation in 2016. MOTION: Aboul B. Khan To approve and sign the Second: Theresa A. Kyle tax abatement refund upon recommendation of the assessor including interest. REFUNDS Michael & Amy McLaughlin 243 Lower Collins Street - $50.75 Patricia Hills 66 Lillian Avenue - $73.81 MOTION: Aboul B. Khan To approve and sign the Second: Theresa A. Kyle refund for Michael & Amy McLaughlin. MOTION: Theresa A. Kyle To approve and sign the Second: Aboul B. Khan refund for Patricia Hills. SALARY INCREASE TAX COLLECTOR Mr. Khan asked where the money would be coming from. Mr. Manzi said it would come from the tax collector s budget and there is money in it to cover the increase.

SELECTMEN S MEETING -4- JUNE 15, 2015 MOTION: Theresa A. Kyle To approve the salary Second: Aboul B. Khan increase for the tax collector. Mr. Khan said they usually set a goal for the tax rate and would like to know the Board s thought on this for 2016. Mrs. Kyle feels they should pursue the goal they had set last year which could result in no new taxes. Mr. Smith said he would like more information before making a decision. He suggested they table this item until the next meeting so they can have all of the information. Mr. Manzi said he would provide the Board with year-end numbers and revenue for Board at next meeting. Mr. Khan said they visited the South Main Street ball field with the DPW Manager, workers and residents. Mr. Manzi said they can begin with the short-term items and may include the long-term items into the CIP. MOTION: Aboul B. Khan To give the Town Manager Second: Theresa A. Kyle the authority to fix the short-term items at the ball field on South Main Street and to give the Board regular reports. Mrs. Kyle said there is a budget meeting on June 18 at 6PM at the library. Mr. Smith said the flags are up at the beach and they look nice. He said there is a monument at the park to honor residents who died at sea and it is a very nice monument. Mr. Khan said Employee Appreciation Day is Tuesday, June 16 beginning at 11AM. Mrs. Kyle said the flags at the beach were bought by the civic association and was not funded by the Town.
