Regular meeting of Council opened at 112 Water Street at 7:35 P.M. with Mayor Terry Barnes presiding. In attendance were, Clr. Hayward Blake, Clr. Gordon Stone, and Clr. Tony McCarthy. Absent from meeting: Deputy Mayor Sonia Williams, Clr. Patrick Haire, and Clr. Kathy Tetford. Also in attendance were Lisa Carroll, CAO/Town Manager, Linda Chafe, Secretary/Accounts Receivable Clerk, Patrick Hearn, Works Superintendent, Erica Pardy, Economic Development Officer, and Mike Adam, Stadium Facility Manager. Minutes of regular meeting of July 15, 2015 were adopted as presented by motion of Clr. Stone and seconded by Clr. McCarthy. Motion Carried. Unanimously Motion #15-124 Business Arising from Minutes Gary Noseworthy-Home Based Business Volunteer Appreciation Correspondence Re - Open Home Based Business - 122 Harvey St. - Gary Noseworthy Motioned by Clr. McCarthy and seconded by Clr. Blake to approve a Commercial Occupancy Permit to Mr. Gary Noseworthy open a home based business of wooden signs and design making at 122 Harvey Street. Motion Carried. Unanimously Motion #15-125 Clr. Stone suggested Council consider a Committee on Council to spearhead and plan a Volunteer Recognition Day to show the town s appreciation to all the hard working volunteers within our Community. Dept. of Business/Tourism Mayor Barnes tabled correspondence from James Anstey, Regional Director, Culture & Rural Development Avalon, Dept. of Business, Tourism, Culture & Rural Development advising that his Department is unable to assist with financing of Reference # 30-01750-011(Marine Industrial Park-Engineering Costs). Office of the Premier Population Growth Strategy Mayor Barnes tabled correspondence from the Honorable Paul Davis, Premier of Newfoundland & Labrador announcing a 10-year vision for a growth strategy for our province entitled 2015-2025 Live Here-Work Here-Belong Here-. To support the implementation of the strategy and foster continued engagement and feedback for this vision for a population change, his government has established a social media strategy including a twitter @GrowNL and #grownl and a facebook page at www.facebok.com/grownl. For more information about the Population Growth Strategy please visit www.gov.nl.ca/populationgrowth. CAO to forward letter of support to Premier s Office indicating that Council is prepared to offer any help or assistance in support of the growth strategy. Dept. of Municipal & Inter- Mayor Barnes tabled correspondence from Assistant Deputy Minister, Cluney governmental Affairs Mercer, Municipal Infrastructure & Engineering Branch advising that the 2015-2015-16 Capital Works Appl. 2016 Municipal Capital Works Application for funding for Harvey St. Phase IV, Bannerman Lake Road-Access Road and New Valve Chambers, Harvey Street Upgrading, Harvey Street-Upgrading of Phase IV, and Bannerman Lake Spillway-New Dam & Spillway have not been approved due to non sufficient budget available to fund all eligible projects. Mayor Barnes informed Council that the Capital Works Committee went to St. John s and meet with the Minister last Monday and was assured that Harvey Street Phase IV will be completed this year.

-2- Dept. of Municipal & Inter- Mayor Barnes tabled correspondence from Scott Jones, Director of Municipal governmental Affairs-Gas Tax Finance, Dept. of Municipal & Intergovernmental Affairs advising that the Gas Tax Committee has accepted the following projects on the Town s Capital Investment Plan as Road Upgrades: Road Upgrade-Water Street East $57,002.40 Road Upgrade-Munn Place $ 6,642.00 Road Upgrade-Cabot Street $30,985.20 Road Upgrade-Plantation Road $15,206.40 Road Upgrade-Verge s Lane $20,703.60 Road Upgrade-Hunt s Road $23,544.00 Road Upgrade-Hunt s Road-Southside $30,726.00 Road Upgrade-Stone s Road $12,970.80 Road Upgrade-Spruce Road $13,510.80 Road Upgrade-Bennett s Lane $15,832.80 If the scope or costs of the projects change the funding approved for the projects cannot be spent until the Town has provided subsequent approval based on submission and approvals of a revised Capital Investment Plan Application. All funding approvals are subject to receipt of funds from Infrastructure Canada. All projects above $20,000 or more require the installation of an Economic Action Plan Sign. Mayor Barnes advised that Water Street from Riverhead Irving to Noad Street will be completed this year and should commence the first or second week in September. Council agreed to have advertised on the Town s Web page. CBDC Trinity Conception Communities Against Violence Wooden Boat Museum Mayor Barnes tabled correspondence from Jennifer Fahey, Community Youth Coordinator with CBDC Trinity Conception requesting a donation for Youth who wish to start up and run their own business. Referred to Finance Committee. Mayor Barnes tabled correspondence from Stacy Harris, Regional Co Ordinator for Communities Against Violence requesting the Town s participation in hosting their second annual Community Pride Celebrations and suggested September 10 th as a tentative date for the Pride Flag Raising. Mayor Barnes suggested as many Councillors that are available to attend. Mayor Barnes tabled correspondence from Beverley King, Project Manager for the Wooden Boat Museum of NL inviting Mayor to their 8 th Annual Wooden Boat Conference being held in Harbour Grace,Friday and Saturday, September 11-12, 2015 at the Admiral s Marina and Harbour Breeze. Hr. Grace Fire Brigade Mayor Barnes tabled correspondence from Raymond Verge, Fire Chief, for the 185 th Anniversary Harbour Grace Volunteer Fire Brigade requesting financial support to help mark the 185 th Anniversary of the Fire Brigade. Refer to Finance Committee Mayor Barnes advised Council he would like for the Finance Committee to meet and make a decision by at least Monday. Mayor Barnes requested Clr. Blake to attend Finance Committee meeting.

-3- Terry Fox s Mayors Challenge Subdivison-Fred Bradbury Rick O Driscoll-Garage Ext. Philip Snow-Modular Home Tom Morrissey-Shed Ext. Mayor Barnes tabled correspondence concerning the Terry Fox Run taking place on September 20, 2015 at St. Francis Field and advised Council he will participate in the 2015 Terry Fox Mayors challenge and encourages as many Councillors as possible to attend. Mayor Barnes tabled an application from Fred Bradbury requesting to build a residential subdivision at 41-51 Thicket Road. After discussion Council agreed to contact Mr. Bradbury requesting more information concerning the proposed development. Referred to Housing/Environment/Sanitation Committee. Mayor Barnes tabled an application from Rick O Driscoll to build an extension to his garage at 17 Mt. Pleasant Road. Motioned by Clr. McCarthy and seconded by Clr. Stone to approve Rick O Driscoll application to build an extension to his garage at 17 Mt. Pleasant Road subject to all Town Development s Standards. Motion Carried. Unanimously Motion #15-126 Mayor Barnes tabled an application from Philip Snow to build a modular home at 5-7 Thicket Road. Motioned by Clr. McCarthy and seconded by Clr. Blake to approve Mr. Snow s application to build a modular home at 5-7 thicket Road subject to the all Town Development Standards, and well & septic system approval by Service NL Motion Carried. Unanimously Motion#15-127 Mayor Barnes tabled an application from Tom Morrissey to extend his storage shed at 276 Southside Road. Motioned by Clr. McCarthy and seconded by Clr. Blake to approve Mr. Morrissey application for an extension to his shed at 276 Southside Road subject to all Town Development Standards. Motion Carried. Unanimously Motion #15-128 James Simmons-Trailer Mayor Barnes tabled an application from James Simmons to park a trailer on his property Southside of Bristol s Hope. Motioned by Clr. McCarthy and seconded by Clr. Blake to reject as application is not a building application and a trailer does not conform to our Town s Development Regulations. Motion to Reject. Unanimously Motion #15-129 Clr. McCarthy left chambers at 7:55P.M. Tony & Judy McCarthy- Mayor Barnes tabled correspondence from Tony & Judy McCarthy requesting Indoor Storage Facility Council s approval to operate an Indoor Storage Facility at 410-412 Harvey Street. Not enough Councillors for quorum. Referred to Housing/Environment/Sanitation Committee Clr. McCarthy returned to chamber at 7:57P.M. CB Chamber of Commerce Mayor Barnes tabled correspondence from the Conception Bay Area Chamber of Commerce advising Council of the 13 th annual Bob French Memorial Golf Tournament being held on Wednesday, August 19/2015 at the Willows, Holyrood at 10:00 a.m. at a cost of $90-9 Hole Tourney. Fees and registration have to be paid by August 15/15.

-4- Arthritis Society-Proclamation Mayor Barnes tabled correspondence from Kayla Kitselman, Outreach Assistant for the Arthritis Society requesting Council declare September 2015 as Arthritis Awareness Month. Motioned by Clr. Stone and seconded by Clr. McCarthy that the Town of Harbour Grace proclaim September, 2015 as Arthritis Awareness Month. Motion Carried. Unanimously Motion #15-130 NEW BUSINESS Staff Barbecue Deferred Committee Reports Capital & Public Works Committee Veterans Memorial Highway Speed Limit School Zone-Speed Limit Expropriation-Ridley Offices Finance Committee Motioned by Clr. Blake and seconded by Clr. Stone for Works Superintendent to contact Dept. of Transportation and Works and request signage to lower the speed limit to 70 km on the Veterans Memorial Highway prior to and after the turn off to Jamie s Way. Motion Carried. Unanimously Motion #15-131 Motioned by Clr. Blake and seconded by Clr. McCarthy for Works Superintendent to contact Dept. of Transportation and Works and request signage to lower the speed limit in the School Zone area on Harvey Street to 30 km from Cochrane Street to Restwell Mattress. Council requested to have completed before the start of the new school year. Motioned by Clr. Blake and seconded by Clr. Stone for CAO to explore and start the process of expropriation of 13 Beach Hill. Motion Carried. Unanimously Motion #15-132 Housing/Environment/Sanitation Committee Crown Land-Cow Pond Bristol s Hope Mayor Barnes voiced his frustration to the proposed amendments to the Town Plan Development Regulations taking so long for completion by the Town s Consultant. Initial time line was two to three months, it has been two years. Council has no opposition to applicant s Crown Land Applications for the Cow Pond area. Motioned by Clr. McCarthy and seconded by Clr. Blake for CAO to contact Department of Municipal and Intergovernmental Affairs to have Bristol s Hope included as part of Harbour Grace. Motion Carried. Unanimously Motion #15-133 Economic Development/Tourism/Heritage Committee Development-east- Roddick Crescent After discussion it was motioned by Clr. Stone and seconded by Clr. Blake to have CAO seek legal advice to investigate proceeding of a possible Court In junction to developer Star Realty re: property located east of Roddick Crescent. Motion Carried. Unanimously Motion #15-134

-5- Tidy Towns C.B. Museum Admiral s Marina Clr. Blake informed Council that a successful day of assessing and promoting our Town had been completed by Tidy Towns. Members of Council and Economic Development Officer spent all day visiting areas with included: S.W. Moores Memorial Park, C.B. Museum, Amelia Hart Airstrip, and many other sites in our Town also our bed and breakfasts. Clr. Blake felt it is important to promote what we have in our Town. Clr. Blake wished to recognize C.B. Museum Committee for the wonderful Founders Day event that took place on August 2, 2015. Great Way to promote our Town. Clr. Stone informed Council he had the opportunity to walk around and talk with individuals concerning the extension of the wharf at Admiral s Marina on Southside of Harbour Grace. They have completed a extremely wonderful job on the extension and it provides a lot of dollars to our community. The market there is very successful and encourages everyone to go over and look around. Human Resources/Parks & Recreation Committee Fire Dept. Liaison Stadium Liaison Civic Events Liaison Seniors Card Games Condolences-Cyril White Mayor Barnes advised Council that the seniors card games will resume in the fall. Mayor Barnes on behalf of Council and staff extended their condolences to the family of former Councillor Cyril White who passed away on August 11, 2015. Public Works Superintendent Report Tabled Clr. Blake questioned if sidewalks were going to be completed and was advised by Works Superintendent it has been slow going due to a number of main water line breaks but work has started. Clr. Stone questioned No. 5 of Works Superintendent s Report - re: new set of steps to be installed College Lane and was advised by Works Superintendent that the Fire Escape Steps to the Stadium had to be removed and therefore replaced.. Questioned the deficiencies on Harvey Street pavement and Works Superintendent advised he is working with Derrick Petten. Councillors s Concerns Eastern Waste Signage Dilapidate Property Cochrane Street Clr. Blake would like to have a second sign advertising Eastern Waste Facility at the second entrance into Harbour Grace. Also possibly having the signs larger. Clr. Stone will pass on Councillor s Concerns to Eastern Waste Management. Clr. McCarthy advised that the clean up of the dilapidated property on Cochrane Street will soon take place. Clr. Blake would like to see some pictures taken.

-6- Union Collective Agreements Crown Land-Cow Pond ACOA-Funding New Wellness Center Clr. Stone advised Council that the employees Union Collective Agreement for the Town and the Stadium will expire on December 31, 2015 and requested a special meeting to discuss facts and figures and what Council recommends. Mayor Barnes advised Council that the Town Planner guaranteed a written report in 14 days concerning efforts by residents to build cabins on Crown Land-Cow Pond. Suggestion was made to a possible change in the Town Consultant. Mayor Barnes was very pleased to announce that Atlantic Canada Opportunities Agency (ACOA) has given funding for one million dollars towards the Regional Wellness Center. Pouring of the concrete should take place next week. Mayor Barnes requested that this announcement of funding from ACOA be advertised on the Town s Web page. Meeting adjourned at 8:15 P.M. by motion of Clr. Stone and seconded by Clr. McCarthy. Motion Carried.
