Consultation on Creating Social Value in Bristol: Bristol City Council is consulting on its Policy Creating Social Value in Bristol. Social Value is about maximising the impact of public

expenditure to get the best possible outcomes, and recognising that people who live in Bristol are central to helping the City Council achieve its aims. Bristol City Council is consulting on two documents: a) The Social Value Policy, which outlines the Council s intended approach to creating social value so we can improve the economic, social and environmental well-being of local communities. b) The accompanying Toolkit, which is more detailed and will in particular support council officers. Details can be found at: https://bristol.citizenspace.com/business-change/creating-social-value The consultation will close on the 8 th of January 2016 If you have any queries, you can contact Bonnie Curran at socialvalue@bristol.gov.uk 2. 2016 Designated as Bristol s year of Learning: Mayor George Ferguson has announced the launch of an ambitious project to promote the value of learning for everyone in the city and establish 2016 as Bristol s Year of Learning. Bristol Learns is a campaign that aims to raise awareness of the opportunities to learn in all parts of the city and promote the benefits of learning across all ages and backgrounds. A focus on skills is also being brought about by the city s bid to become European City of Innovation in 2016. The award is given to the European city which is building the best environment to encourage innovation and building partnerships to connect citizens with business, academia and public organisations. Groups have been set up, to look at and improve specific areas of learning in the city: learning in education, in the workplace and to consider ways of including all ages and backgrounds in learning. We want everyone to be involved in Bristol: A Learning City - to learn new things and help spread the word. Go to bristollearningcity.com to find out more. 3. Celebrate 40 Years with Windmill Hill City Farm: 2016 marks a very special birthday for Windmill Hill City Farm. In 1976, local people came together to save a derelict piece of land in Bedminster, from developers. Windmill Hill City Farm (WHCF) is now the oldest city farm outside London. The Farm is holding a Christmas Fair on Saturday 12 th December 11am-4pm. Admission 1. Something for kids, adults, families - everyone. More detail at www.windmillhillcityfarm.org.uk 4. Keep your home safe this winter: Avon Fire and Rescue are encouraging everyone to take basic precautions to ensure a safe winter. If your chimney is used make sure it is swept. If you use an electric blanket check it. Use heaters carefully and fireguards if you have pets or children. Make sure you have a working smoke alarm fitted on every floor. For more fire safety advice visit: www.avonfire.gov.uk 5. New Library Opening Hours from April 2016: Following the second round of consultations, new library opening hours have been agreed. Clifton Library will be open 10-2 Monday and Friday and 1-5 Tuesday, Thursday and Saturday. The Central Library will be open 10-7 Monday, Tuesday & Thursday, 10-5 Friday & Saturday and 1-5 on Sunday. bristols-libraries-consultation 6. New Yard Manager for Underfall Yard: Vaughan Lewis is taking over from Alf Perry as Yard Manager. Alf Perry has clearly made a huge contribution to this amazing asset in our area and we wish him well for the future. Vaughan went to sea when he was 16 years of age as a Navigation Officer and has had a career in maritime and training industries. Vaughan says; my aspirations for the future include growing the business, fully engaging with the public and making the Underfall Boat Yard a national and international centre of excellence". Closure of Smeaton Road Bridge for Metro Bus Developments: Smeaton Road will be closed for approximately ten months from Monday 23 November. The closure is for the construction of: a). a new flood defence wall on Cumberland Road that will provide increased protection from flooding for properties in Avon Crescent. b). the MetroBus guided busway. c). a new pedestrian and cycling route underneath Smeaton Road bridge. d). a new signalised junction at the junction of Avon Crescent with Cumberland Road. The existing traffic signals on Smeaton Road are also being removed. Whilst Smeaton Road is closed traffic will be diverted along Avon Crescent. The entrance to Chocolate Path near the Avon Crescent junction will also be closed during construction. This is to enable construction traffic to access the construction site and ensure the safety of pedestrians and cyclists. After construction this entrance will be replaced by the new pedestrian and cycling route underneath Smeaton Road Bridge. While this work is going on residents of Avon Crescent are having to put up with extra traffic flow so we are asking all readers who use this road to observe the speed limit of 20mph. Neighbourhood Forum: The next Neighbourhood Forum will be held on Monday January 18 th 7pm-8.30 The Beech Room Clifton High School. Anyone is welcome 9. Speed limit petition for Hotwell Road/Portway: Residents of The Colonnade, St Vincent s Parade and the Hotwell Rd on the Portway are campaigning to reduce the speed of traffic in front of these houses, some of which have lower ground areas that open straight onto the road. The suggestion is to have a 30mph limit extend from Bridge Valley Road to the South end of the Plimsoll bridge, (and vice-versa). If the speed of vehicles were reduced this would, in our view, make it very much easier to narrow the carriageway such that some form of "protected space" for temporary parking could be found. Currently there is absolutely no facility for the residents here. Nowhere for the nurse or doctor to pull up or the gas man etc. etc. And so we have a classic case of what appears to be vehicle movement and speed being more important than life quality for residents. The residents have submitted a petition to the Bristol City Council website and we are working with Councillors to try and get things changed. As we send this out there may be a few days delay before the petition is approved for placing on the website. Please have a

The more support the better chance of some action. Thank you 10. Treasure Island Trail: This is a new Trail in and around the harbourside created by the Long John Silver Trust and supported by the Neighbourhood Partnership. Bristol 800: 2016 marks the 800th anniversary of the first mayor of Bristol; the 250th anniversary of the Bristol Old Vic; 70th anniversary of the Bristol Old Vic Theatre School; 65th anniversary of the founding of the University of Bristol Theatre Collection; 65th anniversary of the Festival of Britain (which Bristol played a part in); 40th anniversary of Concorde entering commercial service; 50th anniversary of the opening of the Severn Bridge by Her Majesty Queen Elizabeth II, and no doubt a good deal more!bristol Cultural Development Partnership and Bristol Festival of Ideas will be coordinating the overall promotion of the linked events and projects. Adult Social Care Charging Policy: From April 2015, the Care Act changed care and support in England. There are parts of the Act that allow decisions to be made locally on how charging regulations are applied. Bristol City Council wants to hear your views on the application of the discretionary charging regulations. Information can be found at:https://bristol.citizenspace.com/business-change/adult-social-care-chargingpolicy Consultation closes on 18 February 2016 13. Budget Consultation 2016/17. Two years ago Bristol held a big budget consultation on the Council s financial plans not just for the usual one year, but for a full three year period until March 2017. This helped provide stability and enabled the Council to make better decisions and meet most budget challenges without imposing outright cuts. The Council remains on track to deliver planned savings of around 90m over the three years. For 2016/17 there is some additional funding available for the Capital budget. Consultation on School Admission arrangements for 2017/18:The City is consulting on the admission arrangements for the 2017/18 School Year. Included in this consultation are: The way in which places are allocated at over-subscribed schools The way in which Bristol City Council co-ordinates admissions to Reception and Year 7 to ensure every child receives an offer of a school place. The Council would particularly like to hear the views of parents of children aged 3 to 18. Lord Mayor s Christmas Carol Concert: The Lord Mayor of Bristol s Children Appeal is a registered charity, which raises money throughout the year to help the city s poorest children at Christmas time. Each year BBC Radio Bristol and the Bristol Post hold a Christmas Carol concert at Colston Hall in aid of the charity. It is an evening of carols and popular Christmas songs led by local choirs.
