Members were provided with a presentation on the 2019 2023 financial plan for regional parks, highlighting the total and capital budget for 2019, revenue streams, expenditures, and financial summary. Members were provided with a presentation on the Grouse Mountain Regional Park management plan, highlighting management plan vision, outcomes, concept plan, and priorities. PURPOSE To provide the with the priorities and work plan for the year 2019. BACKGROUND At its October 10, 2018 meeting, the endorsed the 2019 Budget and Annual Work Plans for the Regional Parks function, which served as the basis for the 2019 Budget approved by the MVRD Board on October 26, 2018. The 2019 Annual Work Plan (Attachment 1) included a list of key actions that has been used to develop the s work plan presented in this report. The work plan presented in this report is consistent with the s terms of reference (Attachment 2) and with the Board Strategic Plan and is being brought forward for the Committee s information and endorsement. The Board will be developing a new Board Strategic Plan in the spring of 2019, and the work plan can be adjusted as needed. 2019 WORK PLAN The is the standing committee of the Metro Vancouver Board that provides advice and recommendations on policies, bylaws, plans, programs, budgets and issues related to the Regional Parks function. Key actions in the 2019 work plan for the Committee are described below and listed according to the Committee responsibilities in its Terms of Reference. Implement Regional Parks buildings asset maintenance forecasting and scheduling initiative; Develop models and capital investment scenarios to effectively maintain the existing building inventory in Regional Parks; Develop a Regional Parks asset management policy; Continue to share knowledge, build working relationships and collaborate with municipal members through the Regional Parks Municipal Advisory Group; Continue to explore ways to engage local First Nations in the spectrum of cooperation and cultural co-management opportunities;

5.1 ATTACHMENT 2 Terms of Reference The is the standing committee of the Metro Vancouver Board that provides advice and recommendations on policies, plans, programs, budgets, and issues related to the Regional Parks service. Committee Responsibilities Within the scope of the Board Strategic Plan, Regional Parks Plan, Regional Parks Land Acquisition 2050, and Metro Vancouver Financial Plan, the Committee provides guidance and oversight to staff on the implementation of annual work plans and business plans that guide the Regional Parks service delivery with the goal of protecting the region s important natural areas and connecting people to nature. Specific Committee responsibilities include: Guiding the implementation of the Regional Parks Land Acquisition 2050 strategy and making recommendations to the MVRD Board to secure land for future regional park use, centered on protection of the region s important natural areas and connecting people to them. Overseeing the ongoing implementation of the Regional Parks Capital Program, operating budget implementation to ensure the provision of safe, clean, and well maintained facilities for park visitors. Guiding policy, strategic direction, and analysis aimed at managing Regional Parks to ensure the protection and enhancement of natural areas. Providing strategic direction to guide the development of interpretive, educational and stewardship programs to enhance understanding and enjoyment of the natural environment that increase opportunities for people to connect with, enjoy and be active in nature. Reviewing and endorsing partnership/contribution agreements for MVRD Board approval with the Pacific Parklands Foundation, park associations and other stakeholders. Recommending to the MVRD Board amendments to the Regional Parks Regulation Bylaw that governs the Regional Parks service, including the setting of annual fees and charges to promote positive visitor experiences. Providing strategic direction in program delivery, community engagement and provision of special facilities or programs to support the regional parks system. Guiding and participating in engagement with member municipalities, First Nations, stakeholders, and the public on Regional Parks plans, policies and programs.

Committee Membership and Meetings The Chair, Vice Chair and members are appointed annually by the Chair of the Metro Vancouver Board. The Committee meets monthly, except for August and December, and holds special meetings as required. A quorum of 50% plus one of the Committee membership is required to conduct Committee business. Committee Management The Committee Chair, or in the absence of the Chair the Vice-Chair, is the chief spokesperson on matters of public interest within the Committee s purview. For high profile issues the role of spokesperson rests with the Metro Vancouver Board Chair or Vice Chair. On technical matters or in cases where an initiative is still at the staff proposal level, the Chief Administrative Officer or a senior staff member is the appropriate chief spokesperson. Where necessary and practical, the Board Chair, Committee Chair and Chief Administrative Officer confer to determine the most appropriate representative to speak. The Chief Administrative Officer assigns a Committee Manager for the Committee. The Committee Manager is responsible for coordinating agendas and serves as the principal point of contact for Committee members.

ATTENDANCE AT 2019 STANDING COMMITTEE EVENTS Participation at external events provides important learning and networking opportunities. The following events that fall under the purview of the were included in the 2019 Leadership and Engagement budget: Event: 2019 Special Park Districts Forum (SPDF) Date and Place: May 5 9, 2019, San Francisco Bay Area, USA Number of attendee(s): Two (2) The Special Parks District Forum is held annually to provide in park learning opportunities for elected representatives and staff from special park districts and regional districts across North America. Event: 2019 National Recreation and Park Association (NRPA) Date and Place: September 24 26, 2019, Baltimore, USA Number of attendee(s): Two (2) The National Recreation and Park Association annual conference is the premier annual meeting of the park and recreation community. Please notify the Committee Chair or Committee Manager as soon as possible, but no later than February 12, 2019, if you are interested in attending any of the above-noted events. As the funds for these events are budgeted in general government, the Finance and Intergovernment Committee will consider approval of the events, but final approval on attendance rests with the Board Chair. REGIONAL PARKS 2018 FIRE SEASON PREPAREDNESS AND RESPONSE The fall and winter rains have made the 2018 Fire Season a distant memory, but it was an active summer for Regional Parks staff who are actively engaged in fire prevention and detection throughout the fire season (May to October) and who responded to a number of wildfires throughout the system. A corporate Fire Conditions Task Group meets regularly during the fire season to guide Metro Vancouver s wildfire preparedness & response. This task group uses fire danger ratings to advise upon expected staff and public behaviours across the region. 27684026

Manager s Report Regional Parks Regular Meeting Date: January 16, 2019 Page 2 of 5 Each park has a Fire Preparedness and Response Plan that includes a description of access for fire vehicles, possible staging areas for fire trucks and command stations, location of fire hydrants, water stand pipes and other water sources, and special circumstance areas. Each park also has wildfire suppression equipment, a fully equipped fire trailer that can be transported to any park site quickly, and staff with S-100 Basic Fire Suppression and Safety training. When a wildfire breaks out, trained park staff are first to respond and they call 911 immediately as local fire departments have authority over fire incidents. Metro Vancouver has a specialized Watershed Fire Protection Program with higher levels of training and resources that are on-call 24 hours a day during fire season. Initial attack crews are available all season to respond to fires in parks. Between May 28 and September 3, 2018, there were four fires of note in Metro Vancouver Regional Parks: On May 28, 2018, a grass fire was started at the group campsite at Deas Island Regional Park when campers discovered that the cotton balls from the cottonwood trees made for intriguing ignition sources. Staff responded quickly by bringing in a water tanker to support Delta Fire. The fire was brought under control, but could easily have got away had conditions been worse. On June 19, 2018, a large stump fire at Pacific Spirit Regional Park was extinguished by staff (initial attack) and Vancouver Fire crews from the water off Wreck Beach. A large Douglas Fir tree was lost but there was no spread of fire which could have been devastating. On August 6, 2018 (BC Day), a small fire was detected at Belcarra Regional Park. The park was at capacity, with visitors there to enjoy the sun and water at White Pine Beach and the Burrard Inlet. The site of the fire was within the park, in a difficult to reach area known as the Diez Vistas. Members of the Sasamat Volunteer Fire Department along with regional parks staff responded quickly to this report to bring in equipment and water to the Sugar Mountain Pass. Soon after, members of the Watershed Protection team arrived to support the effort. As a result of the quick and thorough job by all responders, a larger fire incident was prevented. On September 3, 2018, fire was observed on the Iona Regional Park north arm jetty from the lookout at Old Marine Drive. Staff attended the scene and brought fire equipment to support Richmond Fire crews. Conditions included 50 kilometre per hour winds and the location was very challenging for fire crews. The will receive updates during the 2019 Fire Season of major fire incidents requiring staff support.

Manager s Report Regional Parks Regular Meeting Date: January 16, 2019 Page 3 of 5 EVENT UPDATES Regional Parks - 2018 Ecoblitz, October 13 21, 2018 In October 2018, Metro Vancouver Regional Parks hosted its fifth annual EcoBlitz event. Twenty-one volunteer work-parties were conducted in 12 regional parks over nine-days. Some 685 volunteers participated, contributing 1,684 volunteer hours to plant 4,422 native plants, and remove 2,878 kg of invasive plants. The social media site Meetup.com was used to share information and coordinate the work parties. The Metro Vancouver Ecological Restoration Team has about 1,900 members and is regularly used to promote park stewardship events and recruit volunteers. The Pacific Parklands Foundation supported EcoBlitz by providing funding for several stewardship projects through the George Ross Stewardship Legacy Fund. The Park Associations at Pacific Spirit, Colony Farm, Minnekhada, Kanaka Creek, Burnaby Lake, and Boundary Bay Regional Parks worked alongside community groups including the Girl Guides Canada, TD Friends of the Environment, Leo Clubs, Take A Hike Foundation, the Fish n Chicks, Tugo, Vantage Point and the Fraser Valley Conservancy to help restore ecosystems within regional parks. In addition, hundreds of first year biology students from the UBC Community-Based Experiential Learning Program, students from the Fraser Valley University, the Otter Home Learners Club, and Maple Ridge Christian School helped out. Surrey Bend Regional Park Flashlight Mysteries, October 13, 2018 Over 700 people took part in the event this year, a 50% increase from last year s attendance Flashlight Mysteries featured The Case of the Party Crasher around the campfire courtesy of the Surrey Museum. Park visitors used their flashlights, curiosity, and knowledge about nature to help Nancy the spider unmask the uninvited guest at her masquerade party. Most visitors correctly identified the beaver as the party crasher. Many of the public heard about the event through social media, and other traditional media outlets. Participant feedback was positive.

Manager s Report Regional Parks Regular Meeting Date: January 16, 2019 Page 4 of 5 Kanaka Creek Regional Park - Return of the Salmon, October 21, 2018 The annual Return of the Salmon event was held at the Kanaka Creek Regional Park October 21, 2018, in partnership with the Kanaka Education and Environmental Partnership Society, and the Bell-Irving Hatchery volunteers. The event drew nearly 750 participants to witness the journey of the salmon. Live salmon were counted and released and a guided fish dissection educated the crowd. Displays and open educational talks highlighting the importance of salmon for our coastal rainforests, were given by Metro Vancouver staff, the Watershed Watch Salmon Society, and Ross Davies from the Kanaka Education and Environmental Partnership Society. Capilano River Regional Park Coho Commotion, October 27, 2018 On October 27, 2018, Coho Commotion was held at Capilano River Regional Park to celebrate the annual salmon return. The event highlighted how the salmon life cycle shapes and influences the park s ecosystem. Visitors walked a short loop trail with interpretive stations that profiled the salmon life cycle from egg to spawning salmon. Participants learned about the challenges salmon face and how they adapt to survive. The Capilano River Hatchery, run by Department of Fisheries and Oceans Canada, the North Shore Black Bear Society and other community groups provided exhibits for the event. Approximately 650 people attended the event, doubling attendance from last year. Capilano River Regional Park Salmon Roving, November 2, 3 & 10, 2018 On November 2, 3, and 10, Metro Vancouver staff setup a public engagement table at Capilano River Regional Park during the height of the coho salmon migration. Metro Vancouver Staff engaged 280 people, answering questions and providing education on the salmon cycle and healthy forest ecosystems. The Capilano Hatchery (Department of Fisheries and Oceans Canada) supported the event by providing salmon and roe for the displays. Regional Parks 2018 Parksfest, November 15 17, 2018 Parksfest is an annual opportunity for enthusiasts of our regional parks system to come together, make important connections and share experiences. Attendees are largely comprised of volunteers, park associations, stewardship programs and nature programs. For the first time, Parksfest took place over three days, from November 15th to 17th at the Anvil Centre in New Westminster. The event kicked-off Thursday evening with a warm welcome from Chief Rhonda Larrabee of the Qayqayt First Nation, and was followed by an engaging and inspiring talk from keynote speaker Dr. Wade Davis. Dr. Davis talked about the importance of protecting a valley in northern BC known to the First Nations as the Sacred Headwaters where three of Canada's most important salmon rivers the Stikine, Skeena and Nass are born. An audience of 305 heard about the struggles to protect this pristine wilderness which often parallels their own work

Interactive exhibits facilitated networking and conversation. Metro Vancouver staff also shared opportunities to get involved with Regional Parks. The night featured a screening of The Peel Project a tale of six artists as they paddle into the largest intact watershed left in North America followed by a panel discussion with the director, an environmental advocate and a scientist. On the final and third day, 198 participants attended a day of educational and skill building workshops. The practical and engaging presentations included topics such as: Land Based Reconciliation, Empowering Communities through Citizen Science; Fraser River White Sturgeon; Engaging Multicultural Audiences; and Connecting to Nature through Story and Art. 27684026
