1. APPROVAL OF AGENDA Councillor Gord Montgomery Councillor Walter Kolodziechuk THAT the agenda and any addendums distributed for the February 11, 2010, meeting of Council, be approved. 2. DECLARATIONS OF INTEREST BY MEMBERS Members of Council are required to state any pecuniary interest in accordance with the Municipal Conflict of Interest Act. Councillor Don MacIver declared a pecuniary interest in Question Period and Item #6 of the Community Development Committee minutes, as his son is employed by a current contractor collecting electronic waste. He declared that he would take no part in the voting or discussion on this matter and would vacate the room during discussion and voting. Councillor Ed Crewson declared a pecuniary interest in the Museum Board minutes, as the Highland Companies are a client of his. He declared that he would take no part in the voting or discussion on this matter and would vacate the room during discussion and voting. 3. APPROVAL OF MINUTES OF THE PREVIOUS MEETING Councillor Snider asked that the word should be replaced with are in the Warden s announcements regarding the County recognizing milestone occasions in the County. Councillor John Oosterhof Councillor Warren Maycock THAT the minutes of the Regular Meeting of Council of January 14, 2010, as amended, be adopted. PRESENTATIONS, DELEGATIONS AND PROCLAMATIONS 4. Presentation: Ms. Darla Fraser, Research and Program Manager and Ms. Lori Jane Harding, Children Services Program Manager did a presentation on Dufferin Coalition for Kids (DuCK). Ms. Fraser announced the official launch of the Well-Being of Children Ages Birth to Six: A Report Card for Wellington-Dufferin-Guelph to be held on Friday, February 12, 2010 at the Dufferin Child and Family Services at 1:30 to 4 p.m. She noted they will do a more informative presentation at Council at an upcoming meeting. 5. Presentation: Warden Taylor presented Drs. Stephen and Stephanie Milone with a certificate of achievement for the 2009 Community Teacher of the Year Award Recognition presented from the Ontario College of Family Physicians. Warden Taylor then proclaimed the week of February 15-21, 2010 as Doctor Appreciation Week in the County of Dufferin. Councillor Bennington arrived (7:05 p.m.) 6. Presentation: Mr. Greg Cull, Ministry of Natural Resources to do a presentation with respect to nuisance coyotes. Mr. Greg Cull, Ministry of Natural Resources addressed Council with respect to nuisance coyotes. He mentioned programs currently in place that the Counties of Bruce, Grey and Huron have in place to solve the issue of nuisance coyotes. He gave an overview on coyote habitat and facts on their social aspect, food sources and territories. He talked about different methods on controlling predation on livestock, including prevention, relocation and compensation for livestock program through OMAFRA. Councillor Crewson arrived during the presentation (7.25 p.m.) 7. Presentation: Mr. Mark Driscoll, Parkin Architects presented an architectural design to Council of the addition to the Court House. He noted the building will be a compact three storey structure that will house POA, Ministry of the Attorney General court rooms, County Administration and a sallyport. Three dimension concept drawings were presented and he discussed working with Randy Tumber for landscaping concepts. A Site Plan will be submitted to the Town of Orangeville soon, with the expectation of going to tender at the beginning of June 2010. Councillor Adams arrived during the presentation (8.25 p.m.) 8. PUBLIC QUESTION PERIOD Ms. Joan Lever asked Council if they thought it is fair that Orangeville will receive $7 million for the sale of the rail line at the expense of the quality of life of other municipalities in the area. Councillor Don MacIver declared a pecuniary interest and left the Council Chambers (8:03 p.m.) Mr. Dan MacIver, Valu Shred, asked if the County would have discussions with his company regarding Item #6 in the CDC minutes of February 4, 2010 before passing the motion for approval to go with the trial program. The Warden noted that it will be considered when discussed. County Council February 11, 2010 Page 3

Councillor MacIver came back into the room (8:05 p.m.) Mr. John Lever asked why Dufferin does not have an official plan. The Warden responded the County does not have planning authority. Mr. Lever asked why his questions in his letter regarding the Forest Conservation by-law were never answered in writing. He also asked why the County of Dufferin doesn t have a Stewardship Officer with Nottawasaga Valley Conservation Authority. The Warden asked Councillor Montgomery, who sits on the NVCA, to look into that for the County. Ms. Karren Wallace, Melancthon resident, noted that on the Highland Group public website under community betterment, it mentions a study on blowing snow on County Road 124. She stated that since County resources were used for conducting this study, she wanted to know when the report would be released. The Director of Public Works stated the only County resource was a telephone conversation without much staff time. Mr. Wayne Hannon, Melancthon resident, noted in the presentation from the Ministry of Natural Resources, that it was recommended for any instance of public safety, the OPP should be notified, but he feels they would not show up for a nuisance coyote. Councillor Snider suggested he speak to Councillor John Crow. Mr. Bill McCuthcheon and Mr. Gord Grant told Council there is an incredible urgency about the coyote issue, and it is driving some farmers out of business. He urged Council to use Section 11 to remove the problem. They noted that coyotes can be a limiting factor to the livestock industry in the Dufferin area. They offered to help the committee in how to best deal with the coyote issue. 9. Mr. Wayne Townsend, Director and Curator, along with Ms. Anna Snipes Collections Assistant addressed Council with respect to the activities of the Dufferin County Museum & Archives and the County Forest. Verbal Reports From Outside Boards WDG Health Unit Warden Taylor reported that staff reduction went well. He noted they are still searching to find a permanent location for the health unit in Guelph. He also noted they are trying to start building reserves. Hills of Headwaters Tourism Association Warden Taylor reported that at the last meeting they changed nature of the organization and are now services based instead of membership driven. He also informed Council that as of April 1, 2010, the Province has changed the tourism zones. Greater Dufferin Area Chamber of Commerce Councillor Oosterhof noted there was nothing to report. Greater Dufferin Area Physician Search Committee Councillor Oosterhof noted there was nothing to report, but thanked council for for recognizing the doctors this evening. Centre Dufferin Medical Recruitment Committee Councillor Snider reported the changing focus on what the committee is doing. Mel Lloyd Family Health Team have decided to do their own recruiting. Councillor Crewson informed Council he was pleased with the presentation from CCAH at a meeting last Monday. He was encouraged that the gap in services for wait times for long term care facilities has been identified and hopes that LHINS will look at filling that gap. Western Ontario Wardens Caucus Warden Taylor reported that the meeting is scheduled for tomorrow. Niagara Escarpment Commission The Warden noted that there is no report this month. CORESPONDENCE 52.
