This activity includes the development of and the transition of Emergency Medical Services (EMS) flight operations from an vendor operation to a standalone FAA certified part 135 operation; this process includes the development of all FAA 135 operational manuals, developing and coordinating the client and FAA relationship thru the certification process with the local FSDO. I have conducted betterment/determent analysis on aircraft fleets for owners in the preparation for the sale of aircraft and in the completion of operational contracts with third party operators of hospital owned aircraft. I assisted with the development and review process of International Business Aviation Council (IBAC), International Standard for Business Aircraft Operations IS-BAO HE standard to include the U.S and International helicopter communities. The purpose of this project was to promote global standardization and to assist operators in establishing quality flight operations using best practices of business aircraft and of commercial and non-commercial helicopter operations world-wide. I have participated as a party member on NSTB aircraft accident investigations involving EMS helicopters. I have has served as aircraft broker service provider internationally, several new and used helicopters which were marketed and sold to international clients include assisting buyers in the setup of voting trusts as required for export. I have been responsible for management of all inspection personnel to include directing, planning and details of inspection standards, as well as methods and procedures used by Garrett Aviation in complying with all applicable Federal Aviation Regulations, company quality policies and manufacturer s recommendation. I have established auditing process and controls as set forth by company Inspection Procedure Manuals/QCM. I have worked closely with local FAA Flight Standards District Office Maintenance / Safety Inspectors to establish and maintain FAA & JAA Repair Station status. Working with the General Electric corporate product safety group, I have established maintenance/inspection standards for the international GE Aircraft Engine divisions.
