THE EUROPEAN ROADMAP TOWARDS A ZERO VICTIMS TARGET (The EC MA Strategy) Established co-operation mechanisms, such as SEEMACC and trust fund mechanisms, such as ITF, have increased cooperation in South Eastern Europe. ESTABLISHMENT Established on 12 March 1998 as a Slovenian contribution to stabilisation of post-dayton BiH; a nonprofit organization with the aim of helping SEE in its efforts to clear the land of the hidden killers and mine victims assistance efforts Founders Slovenian MFA, MoD and MH - ITF as a part of foreign policy of Slovenia Matching fund Law on the 1st matching-fund passed by Congress in June 1998 Administrative Agreement with USA signed on 4 November 1998

Regional projects - Training 1. UNDP/Cranfield Senior and Middle Management Training courses for Mine Action for the regions of SE Europe and South Caucasus. 2. Two regional underwater EOD trainings were held at the Regional Center for Underwater Demining in Bijela. 22 divers from five countries (Albania, Croatia, BiH, Russia, Serbia and Montenegro and Slovenia) finished the trainings. 3. Several regional EOD trainings in the Training Center for Civil Protection and Disaster Relief in Ig for participants from Macedonia, SCG, Croatia

SEEMACC STRATEGY - Adopted at the 8 th meeting in Belgrade, on 11 th of February 2003. - Involves 7 strategic objectives involving 33 tasks. - The objectives reflect the needs objectives reflect the needs identified by mine affected communities and are to attain by 2010.

1. RETAIN THE DONORS IN THE SEE REGION Task 1.1 Cooperation of the countries in the SEE region and presentation of the regional projects. Task 1.2 Definition of potential donors in the SEE region. Task 1.3 Development of strategy for raising and retaining funds and donors in the SEE region.

2. DEVELOP A PRIORITIZATION METHODOLOGY Task 2.1 To develop a methodology applicable to the region of SEE in definition of mine suspected area. Task 2.2 To develop general and technical survey methodology in accordance with international standards. Task 2.3 To develop and adopt multicriteria analysis for definition of the priorities in national MACs. Task 2.4 To define and to adjust priorities for demining, mine awareness, marking the minefields and mine victims assistance.

3. DEVELOP AND ADOPT REGIONAL OPERATIVE STANDARDS Task 3.1 Examination and acceptation of the international standards. Task 3.2 ISO certification of national MACs. Task 3.3 To develop and harmonize common procedures for accreditation of demining companies.

4. TRAININGS IN THE REGION Task 4.1 Management Trainings (Senior, Middle, Team Leaders). Task 4.2 Implementation and harmonization of Specialist Courses. Task 4.3 Training for the programme of Mine Victims Assistance. Task 4.4 Assistance in establishment of regional training centres. Task 4.4.1 Underwater EOD and Demining Trainings. Task 4.4.2 Training of mine detection dogs (MDD).

5. MINE INFORMATION SYSTEM Task 5.1 Data exchange low-resolution maps. Task 5.2 Assistance in preparation of maps. Task 5.3 Assistance in development of database. Task 5.4 Providing assistance to national MACs high-resolution maps. Task 5.5 Standardization of middle-resolution maps. Task 5.6 Development of methodology for establishment of data base for underwater minefields

6. TESTING OF NEW DEMINING TECHNOLOGIES AND MACHINES Task 6.1 Following the development of new technologies. Task 6.2 Establishment of centre for testing of mechanical equipment for mine clearance.

7. MDD TRAINING Task 7.1 Definition of the number of the MDDs needed for the region. Task 7.2 Development of methodology on MDD training. Task 7.3 Development of methodology on MDD testing. Task 7.4 Development of methodology on MDD condition training MDD Center established in Konjic (BiH)

SEEMACC achievements to date 1. UNDP / Cranfield Senior / Management in Training in Mine Action. 2. Establishment of MDD center in Konjic 3. All regional MAC s worked on catalogue of all demining machines in the region (prepared by ITF) 4. BH MAC and CRO MAC execution of testing at demining machines. 5. SEEMACC web page 6. Support to establishment of RCUD in Montenegro SCG, that performed two trainings for underwater demining

SEEMACC achievements to date 7. Cooperation program lead out by CRO MAC in cooperation with MAC Belgrade for technical survey along the border between Croatia and Serbia. 8. First electronic issue of SEEMACC newsletter 9. ITF GIS projects: - Maps with satellite snap-shots - XML pilot project (3 parts) - MAC expert staff training - Albania was provided with digital satellite maps - GPS campaign for AMAE.

Underwater Demining In October 2004, underwater survey and clearance started in the Verige area, Bay of Kotor, Montenegro (SCG). The project implemented by the Regional Center for Underwater Demining, Bijela, Montenegro ended in November. 65 tons of UXO were removed and destroyed, and 2,500 square meters of underwater surface was cleared.
