Members present were Mayor Steve Taskay, Mickey Loka, Steve Bartz, Dale Ernst, and Will Garske. Also present were Public Works Director John Cole, Clerk-Treasurer Amanda L. Bartz, Deputy Clerk-Treasurer Loretta Wanta, and Chief of Police Al Elvins. There were no public comments. GARSKE MOVED to approve the April 18, 2017 minutes and ERNST seconded. The VOTE was unanimous. 1.) Bradley Farm Road/Kings Road Drainage Issues (Reilly Family Dental) COLE stated that at the last meeting three scenarios for correcting the drainage issues at the corner of Bradley Farm Road and Kings Road were discussed. COLE stated that he had toured the area with REI Engineering and they could put a plan together to correct the drainage issue after they have completed a site survey. Jim Borysenko, REI Engineering, explained that the plan would include how to handle the amount of surface water, applying to the Department of Natural Resources (DNR) for a wetland permit, installing of new outfalls on Lake Mohawksin and a neighborhood (stakeholders) meeting to discuss the situation and what to expect from the improvements. He stated that we are dealing with surface and groundwater and this has been one of the wettest April s in history. Borysenko stated that they will focus on surface water and try to manage the ground water. He stated that they would start by collecting soil samples. He explained that the DNR has a regulation of 24 maximum for the outfall, anything over that would require a 30 day public hearing process. Borysenko stated they would be ready to start the project the week of May 15, 2017 with estimated total cost, including engineering, of $165,346.00. The project would be completed in early August before the next school year. Fred Bartz stated that the best that could be done would be a 90 percent fix. He also stated that if the problem was not fixed, he would sue the City of Tomahawk. He stated that he has been dealing with the problem for 7 years and it has caused $10,000- $20,000 of damages to his property. BARTZ asked if $150,000 was going to provide relief to the property owners. COLE stated that you cannot get rid of 100 percent of the water but in his mind, this is the best solution. COLE asked for direction from the Board on what the next step is to move forward. MICKEY LOKA MOVED to have REI Engineering go ahead with the site survey for the drainage problem on Bradley Farm Road and Kings Road. ERNST seconded. The VOTE was unanimous. 1.) An ordinance amending Chapter 94 Traffic by Creating Section 94-77 Left Turns Prohibited MAYOR TASKAY stated he had spoken with Chief of Police ELVINS and that there were no collisions on W Wisconsin Avenue caused by U-turns. Chief ELVINS stated that there are No U-Turn signs at every intersection on W Wisconsin Avenue. Michele Kahle, Cruisers Driving School, stated that she has a front row seat and sees approximately 20 U-turns a day under the sign. She stated that it is not safe and the No U-Turn at the intersection is not being enforced. Kahle stated that another issue on Wisconsin Avenue is when people stop for pedestrians and cars pass on the right. She stated ever since the article was in the newspaper, she has seen an increase of the number of left turns into parking stalls. ERNST stated this is more of an awareness issue, and an ordinance may deter people from doing it. Clerk BARTZ stated the City could post the ordinance in the paper and speak on the forum on the radio to educate the public. GARSKE stated that there are already too many signs and does not think that more are needed. Discussion followed regarding the necessity of additional signage. MICKEY LOKA stated that he is against the proposed ordinance and does not think it is needed. BARTZ stated that when driving down Wisconsin Avenue, you are not expecting a car to cross the center line. Board of Public Works May 2, 2017 Page 2 of 4

The vote was 3 to 2 with BARTZ, ERNST, and GARSKE in favor and MICKEY LOKA and Mayor TASKAY opposed. 2.) Flower Boxes in the Municipal Parking Lot Tomahawk Main Street, Inc. Christine Vorpagel explained to the Board that with the curbing taken out in the City Parking lot that Main Street, Inc. would like to put in flower boxes. This would be at no cost to the City and Grace Lutheran Church and Krueger Family Funeral would take of the watering of the plants. MICKEY LOKA MOVED to allow Tomahawk Main Street, Inc. to put Flower Boxes in the Municipal Parking Lot, GARSKE seconded. ERNST asked if the flower boxes would be removed in the winter, Vorpagel stated that Tomahawk Builders Supply will remove the flower boxes. The VOTE was unanimous. 3.) Tomahawk Area Gardeners (TAG) Donation to Tomahawk Main Street, Inc for Beautification of South Tomahawk Avenue Christine Vorpagel stated that TAG had donated $300.00 to have a perennial flower bed on the south side of the intersection of West Wisconsin Avenue and South Tomahawk Avenue. The flower bed would be like the one on the north side of the intersection. 4.) 2017 Chip Sealing Bid COLE stated the City had received three bids for the 2017 Chip Sealing, and he would recommend awarding the bid to Scott Construction at a cost of $52,388.00. MICKEY LOKA MOVED to award the 2017 Chip Sealing bid to Scott Construction at the cost of $52,388.00, ERNST seconded. The VOTE was unanimous. 5.) 2017 Crack Sealing Bid COLE stated the City had received two bids for the 2017 crack sealing, and he would recommend awarding the bid to Pitlik & Wick at a cost of $50,000.00. Theiler Drive 2016 Chip Sealing and 2017 Fog Application COLE explained that that the Chip Sealing would be redone on Theiler at no cost to the City, but the Fog Treatment would cost the City $2,600.00. OLD 2.) 2017 Project Updates BUSINESS CONTINUED Storm Water Study COLE reported that he met with Rukert & Milke and toured the City and the outfalls. 3.) Storm Water at South Tomahawk Avenue and Recreational Trail (Abandoned Rail Road Right of Way) COLE said they are continuing to monitor the area and doing what is necessary to keep it clean. Dick Ebert stated that the culvert is too flat. DIRECTOR S COLE reported that the catch basin on E Somo Avenue had collapsed and has been REPORT repaired. BARTZ thanked the Street Department for repairing the curbs on W Wisconsin Avenue. COLE stated that Lawn and Leaf pick up will be the last week in May and that the painting of the lines on W Wisconsin Avenue would take place the beginning of May. NEXT The Board of Public Works will meet on June 6, 2017 at 5:00PM at City Hall in MEETING the Council Chambers. Mr. Jason Lemmer, Interim Commissioner Highway Department Lincoln County, WI 100 Cooper St Merrill, WI 54452 Dear Mr. Lemmer: Louisiana Pacific Tomahawk Mill located at N9300 County Highway S Tomahawk WI is requesting permission to replace remove the existing rail crossing where our spur crosses county Highway S and install a new crossing. This replacement project will require detouring traffic from county Highway S to county Highway D for a period of up to four days. The plan is to start the work and the detour on a Monday morning and be complete by Thursday evening that same week. LP and the contractor company are flexible in the date window that the work is done. Possible date windows that would work for us are as follows: July 10-13 th July 17 th -19 th August 7 th -10 th If none of the date windows above work, we can offer up some later date windows for consideration in August or September but our preference would be to get the crossing replaced as soon as reasonable due to its condition. Justification: The existing crossing is over 20 years old and the ties under the tracks have become rotten with age. With the ties under the tracks being rotten the ties along the rails are not very securely bolted down and have been popping up frequently. The entire crossing needs to be replaced to permanently fix the issue. The replacement crossing will use precast concrete panels under the rails rather than wooden ties so should last longer.
