PBN TF/8 WP/07 23/01/2013 EANPG PROGRAMME COORDINATING GROUP (COG) PERFORMANCE BASED NAVIGATION IMPLEMENTATION TASK FORCE (PBN TF) EIGHTH MEETING (Paris, France, 23 to 24 January 2013) Agenda Item 8: Review the PBN TF ToR and action plans. Organizational matters and future work programme EUR PBN TF ToR (Presented by the Secretariat) SUMMARY This paper proposes some changes to the PBN TF ToR to accommodate the decision of the EANPG to merge the activities of the ICAO EUR PBN TF and RAISG of Eurocontrol 1. Every eight to ten years, ICAO organises the Air Navigation Conferences. The main point of discussion for this year s conference was the deployment of the Aviation System Block Upgrades (ASBUs) in a sequenced manner. Performance Based Navigation (PBN) is considered to be one of the key enablers to many of the described Modules composing the various Blocks. Within Block 0, which is considered to be mature at this date already, and for several applications foreseen to be ready for deployment in 2018, PBN is a key enabler. 2. In view of the above, ICAO organised a PBN Symposium in October this year. The intention of the symposium was to re-iterate the urgency of the on-time deployment of PBN, in accordance with ICAO Resolution 37-11. During the workshop, several presentations stressed the importance of a collaborative approach to achieve a successful implementation. 3. During the 4 th Eurocontrol Agency Advisory Body held the week after the Symposium, it was noted that the current organisational set-up dealing with PBN implementation (both within ICAO and Eurocontrol) was not optimal. The AAB advised the PD-ATM of Eurocontrol to identify a better collaboration, so that in the end, the participating Stakeholders would also be able to take more advantage of the knowledge from both entities and also to hopefully reduce travel costs related to the participation in the various meetings. 4. Eurocontrol and ICAO, at the management level and in coordination with the Chairs of the respective working arrangements propose to initiate a grouping of the existing working arrangements. Potential concerns from either side were discussed and the resolution of these duly considered. To this effect, several principles were elaborated and are listed below: (6 pages)

By way of background, an overview is given of existing working arrangements and the work areas they cover in the two organisations and some basic principles elaborated concerning the rationalisation of working arrangements. PBN en route and terminal applications; 5. Navaid Infrastructure for all PBN and xls applications (incl. ILS, GBAS, GNSS and its augmentations) including related tools such as DEMETER, PEGASUS, AUGUR etc; PBN Approach implementation support including, as necessary, relevant Navaid Infrastructure and Tools xls applications, primarily GBAS including, as necessary relevant Navaid Infrastructure and Tools. This paper does not propose rationalisation of Eurocontrol NSG with an ICAO EUR PBN group at present. Current working arrangements of NSG are relatively complex and the range of stakeholders extensive. If appropriate, the proposed rationalisation between RAISG and the EUR PBN (Approach) TF could be considered in a second (later) phase of rationalisation. With EUR PBN TF (on approach related issues) n/a 6. Mindful that Eurocontrol has two groups dealing with PBN (NSG and RAISG), and recognising that PBN s complexity and the vastness of the subject (see Note 1) makes it impracticable for all phases of flight to be covered in one co-chaired meeting. As such, it is initially proposed to rationalise only the EUR PBN TF and RAISG. Given the complexities of the NSG s scope it would not be appropriate to immediately merge NSG with an ICAO EUR en route and terminal equivalent group.
-3- PBN TF/8 WP/07 Note 1 both the RAISG and NSG technical/operational discussions enter into a considerable level of detail, particularly the NAVAID infrastructure component of the NSG which also serves as a consultation forum to several SESAR projects. 7. The new resulting working arrangement will have a chair and a co-chair, one selected from the ECAC States and one coming from the non-ecac States. The Chairman of the current PBN-TF has already offered to continue in the role, if no other candidate from the currently established Task-Force is nominated thereby allowing a clean transition into the new working arrangement. Relevant arrangements relating to secretariat functions would also need to be clarified, as would the storing and uploading of meeting documents to avoid unnecessary duplication. 8. The meetings will be held alternatively within the EUROCONTROL facilities and in the ICAO EUR/NAT Office facilities. 9. The support for development provided by EUROCONTROL will be available for the entire ICAO EUR Region, as needed. 10. The timeframe for transition, foreseen to start in the first semester of 2013, will allow the governing bodies, be it the COG for the ICAO EUR Region and the AAB for the Eurocontrol/ECAC areas to validate the finalisation of the transitional agreements and the relevant Terms of Reference of the Group. 11. The new working arrangement will not retain the names currently used by the ICAO EUR/NAT and Eurocontrol groups dealing with PBN. It is foreseen that the PIPT (PBN Implementation Project Team) abbreviation could be potentially accepted...transition arrangements are intended to be concluded in the second half of 2013. For organisational purposes, the following currently planned meeting dates for the existing structures will not be changed and will be conducted within the currently established framework: ICAO EUR PBN-TF 23 rd -24 th January, 2013 EUROCONTROL RNAV Applications Implementation TF 9 th -10 th April 2013 12. These meetings will also serve to gather additional comments or concerns from the participants, so that these can be adequately addressed in the transition phase, allowing a clean and commonly understood transition. 13. The EANPG supported in principle the proposal and noted that some administrative issues would need to be further discussed and agreed through the drafting of the Terms of Reference. To this effect, the following points have been raised: a) The new resulting working arrangement would have a chair and a co-chair, one selected from the ECAC States and one coming from the non-ecac States; b) The Chairman of the EUR PBN-TF offered to continue his work, unless other candidates would be nominated from the task force; c) Relevant arrangements relating to the Secretariat functions would need to be clarified, including the storing and uploading of meeting documents to avoid unnecessary duplication, reporting, etc; d) The meetings would be held alternatively in the ICAO EUR/NAT Office and Eurocontrol premises; e) The support for development provided by Eurocontrol would be available for the entire ICAO EUR Region, as needed;

It was foreseen that the PIPT (PBN Implementation Project Team) abbreviation could be potentially accepted. 14. Considering the preceding elements, the European Air Navigation Planning Group concluded on the following: EANPG Conclusion 54/27 - EUR Performance Based Navigation Implementation Project Team (PIPT) That, while acknowledging the good work done in the ICAO EUR Region for the implementation of Performance Based Navigation (PBN), the ICAO Regional Director, Europe and North Atlantic, initiate coordination between ICAO EUR/NATand Eurocontrol to: a) Undertake the transition activities to the new working arrangement (set-up of the EUR PBN Implementation Project Team) during the first semester of 2013; b) Develop a draft Terms of Reference for the PBN Implementation Project Team (PIPT), not later than by the end of May 2013; and c) Merge the activities of the two current working arrangements within ICAO and Eurocontrol by the end of 2013, with a view to optimise the use of resources. EANPG Decision 54/1 - EUR Performance Based Navigation Implementation That, the EANPG Coordination Group (COG) be mandated to approve the Terms of Reference of the new working arrangement at its 56th meeting (July 2013). 15. In view of the above, the ICAO Secretariat in coordination with Eurocontrol have prepared the following draft ToR (Attachment A) for the review and agreement of the Task Force.
A-1 PBN TF/8 WP/07 ATTACHMENT A ICAO EUR/EUROCONTROL JOINT PBN IMPLEMENTATION PROJECT TEAM TERMS OF REFERENCE Composition The PBN IPT is composed of experts nominated by the ICAO contracting/member States and recognized international organizations and industry. The members of the ICAO EUR PBN TF and Eurocontrol RAISG will automatically continue their membership with the PBN IPT. Chairmanship A Chairman is proposed through nomination by one ICAO Member State and approved by the ICAO EUR EANPG and Eurocontrol AAB upon the PBN IPT recommendation. Reporting and Secretariat The PBN IPT reports in parallel to the ICAO EUR EANPG and Eurocontrol AAB. The ICAO EUR/NAT and Eurocontrol provide the necessary secretariat support in the conduct of the PBN IPT meetings, as well preparatory and follow-up activities Meeting arrangements The PBN IPT meets twice a year, once in the ICAO EUR/Nat premises and once in Eurocontrol. Deliverables Maintain the EUR regional PBN implementation plan and other regional documentation, including the EUR SUPPS (Doc 7030), EUR Doc 025 RNP APCH implementation guidance material. Develop necessary guidance material to assist implementation of PBN Provide a forum to share knowledge, lessons learnt and best practices in the EUR Monitor the progress of PBN implementation in the EUR and report to the ICAO EANPG and Eurocontrol AAB Identify and report to ICAO EANPG and Eurocontrol AAB potential challenges and impediments to the successful implementation of PBN and develop and implement regional mitigation plans Assist States in developing and implementation of the national PBN plans Organize and conduct PBN workshops and seminar to increase awareness Provide direct assistance to States(preferably groups of States) on the development and implementation of the national PBN plans Facilitate implementation of the new PBN specifications and develop necessary guidance material in support of this work.

Working methods The PBN IPT coordinates its work with other ICAO and Eurocontrol groups as required through mediation of the Secretariat.
