Mr Martin took questions on applications 17/11478 and 17/11479. Mr Nicholas Brooks took questions on application 17/11558. P05/18 Previous Meeting Minutes: RESOLVED that the minutes of the ordinary meeting held on Wednesday 13 th December 2017 be signed as a true and accurate record. P06/18 Matters Arising: P100/17: Members were updated on enforcement 16/00286 Higher Pennance Farm, Grampound Road. P87/17: Enforcement 17/01472 The Old Cooperage, Little Treviscoe had been closed. P134/17: Pre-Planning application 17/03209 Land East of Ethyan House, Carpalla Road, Foxhole. Advice notice received. P137/17: Cllr Mrs Wonnacott advised the response to the Cornwall Statement of Community Involvement for Planning consultation was being drafted. P07/18 Planning Applications: The following Planning Applications were considered 17/11282 Land South Of Brookfield Close, Lanjeth, High Street Application for approval of reserved matters following outline approval PA17/04385: Detached dormer bungalow. Cllr Wonnacott MBE arrived at 8.10pm 17/10323 Land South East of The Old Warehouse, North Road, Whitemoor, Nanpean Siting of 1no additional static and 1no touring van for family use. 17/11479 Land South West of Gwartha Bronn, Hornick Hill, High Street Proposed new dwelling. 2 members of the public left the meeting at 8.15pm. 17/11492 Land at Churchtown Meadows, St Stephen Cut back existing hedge to create new access and cross over with gate to agricultural land, remove existing kerb and install new drop kerb. RESOLVED: Object. Members believed the application was contrary to various policies after considering material considerations such as Highway issues; Noise and disturbance; Smells and fumes; Capacity of the physical infrastructure (drainage); and in particular the adverse impact on nature conservation as an ecology report had not been supplied to justify the removal of the section of hedge. 02/18

RESOLVED: Support. 17/11742 Badgers Halt, Road from Coombe Road to Junction South West of Coombe, Coombe Proposed erection of new detached infill dwelling. 6 members of the public left the meeting at 8.45pm. 17/12071 Abergele, A3058 between Long Lane and Tremewan, High Street Proposed extension and improvements. 17/12113 Land West of 71 and 73 Trethosa Road, Treneague Road, St Stephen Construction of new dwelling and formation of vehicular access. Members were made aware of a letter received from a resident. The letter would be forwarded to the Case Officer. proposed and seconded that Members support the application with no objections. The majority vote was against this proposal. RESOLVED: Support however Members had concerns over the point of access and, unless there was a planning reason for this, that the access be shortened and moved closer to the property. 17/09673 Dun Na Gall, Currian Road, Nanpean Outline application of a building plot for single detached dwelling. 17/11611 65 67 Central Treviscoe, St Austell Additional provision of off-street parking serving existing offices. 18/00070 Scarcewater Tip, St Stephen, Truro Request for a screening opinion in respect of amendment of Condition 2 attached to decision CC/R/03/00808 for an extension of time to complete development which is already underway. RESOLVED: Members would like to see an EIA as part of the application. 03/18
P08/18 Land East of Plendra, School Hill, Lanjeth: RESOLVED that a letter be sent to the agent detailing members comments regarding an application on a site near by that had been refused, flooding and sewage concerns and whilst the intended parking satisfied the legislation requirement, members would like to see addition parking within the scheme. P09/18 PA17/01554 Land at High Street Cllr McLening: Cornwall Councillor McLening gave feedback from the meting he had attended. After discussion it was RESOLVED: that as Council had supported the original application, members would in principle look favourably on the proposal of 5 open market properties and 3 self-build plots which would be passed to Cornwall Council to assist with reaching their Affordable Housing target. Members were informed of the email received regarding documentation under application PA17/09149. The matter had already been highlighted to the case officer and forwarded to Cornwall Councillor Mike McLening for his consideration. 04/18
P12/18 Information and Answers: a) Members were informed that the Notice for Examination Hearings on Cornwall Site Allocations Development Plan Document had been received. b) Members were informed that an invitation to the Local Council Planning Conference at Penzance on the 27 th February had been received. c) Cllr D Simpson gave feedback from the Planning Partnership Forum he had attended. d) Cllr J Sibley advised the hearing examination on CIL would begin 23rd January 2018. e) The Clerk gave feedback from the Good Councillor training, in particular the advice that there should be limited discussions on Enforcements.
