Proposal 1.1. Consent is sought for the retention of a temporary classroom at Hamilton School in Handsworth. 1.2. The classroom has been sited in a grassed area to the rear of the main school building and measures approximately 12.4m x 9m with a maximum height of 3.4m above ground level. 1.3. The classroom has a flat roof design and externally has a grey painted finish. 1.4. The school has indicated that they require the classroom for a two year period while they explore options for a more permanent solution. 1.5. The proposal would result in an additional 8 children attending the school. 1.6. The temporary classroom was installed in October however pupils have not yet occupied the building. The main school building is sited along the Hamilton Road frontage with a number of extensions to the rear. 2.3. 2.4. The topography rises up towards the rear boundary. 2.5. Hamilton Road is characterised by residential properties. Rookery Road local centre is located approximately 200m to the east. Regulatory Services no objection. Transportation no objection. 5. Policy Context 5.1. Planning Considerations 6.1. The proposal should be assessed against the objectives of the policy context set out above. 6.2. Having visited the site and assessed the temporary classroom in terms of scale, siting and appearance against the main building as well as the surrounding context, I consider that the appearance of the temporary classroom does not have an adverse visual impact on the main building nor detracts from the visual amenity of the local area. 6.3. I consider that a 2 year temporary consent would provide a sufficient period for the school to explore options for a more permanent solution. 6.4. Regulatory Services have not objected therefore I consider that the retention of the temporary classroom would not adversely affect the amenities of nearby residents. It is noted that the nearest residential property is some 65m north of the classroom. 6.5. Transportation have not objected therefore I consider that the retention of the temporary classroom and the increase of 8 pupils would not adversely affect highway and pedestrian safety within the local area. 7. Conclusion 7.1. I consider that the retention of the temporary classroom for a two year period is acceptable and does not have an adverse visual impact. I consider that the classroom would not adversely affect the amenities of nearby residents or highway and pedestrian safety in the local area. 8. Recommendation 8.1.
