Members are concerned that policing in the area is currently very poor. 100 Minutes of Parish Council Meeting (9 th November 2017) - The minutes of the Parish Council Meeting held on Thursday 9 th November 2017 were accepted as a true record of what took place and were duly signed by the Chairman. 101 Matters Arising from Minutes Minute 85 (69) - The debris in the area where the recycling banks were sited still needs clearing. The Council fence is overgrown with ivy which needs removing. The Tranby Lane cast iron signpost is now re-sited in its original location. E.R.Y.C. is obtaining a quote from the lighting and signs team to repaint the sign, however there are some letters missing and an arm. The Clerk was asked to contact Heritage Forge Co. to find out if this is a job they could take on and if so provide a quote. Minute 89(a) - The Chairman reported that regrettably, Springhead School choir cancelled rather close to the Anlaby Christmas event. The Parish Council is very grateful to the U3A Singers for stepping in at short notice and putting on an excellent performance. Minute 89(b) - Chairman to check if the unofficial dustbin and bags of dog waste have been removed from the bridle path on Tranby Ride. Action: RA Minute 93 - The Clerk reported that the S.L.C.C. Network Event had been well attended and focussed on training and development opportunities for Town and Parish Clerks. 102 Financial Report - The financial records of the Parish Council to 30 th November 2017 was discussed and subsequently approved. Renewal of the Open Spaces Society subscription is due on 01/01/2018, payment of 45.00 will be made by direct debit. Outcome of Budget Setting Meeting - Members were given a copy of the proposed budget for the year ended 31 March 2019 which was discussed at the budget setting meeting. Page 1
103 Parish and Town Council Precepts and Confirmation of the 2018/19 Tax Base - The recommended council tax base for 2018/19 was approved by Cabinet at its meeting held on 12 December. The final 2018/19 tax base for Anlaby with Anlaby Common Parish Council is 3,132.8 Band D equivalent properties. The precept divided by the tax base determines the amount of council tax attributable to the town/parish council on a Band D bill. A proposal was made by Cllr. Hardy that a precept demand of 42,500 is made for the period 2018/19. This proposal was seconded by Cllr. Jones. All members were unanimously in favour. Planning - In response to a recent email to Town and Parish Councils in the East Riding of Yorkshire, 82% of those who replied stated they were unhappy with the current way in which East Riding Council is dealing with their comments regarding planning applications. Therefore Aldbrough Parish Council is holding a meeting on 18 th January 2018 to discuss a way forward. After discussion, the Clerk was asked to respond advising that unfortunately the Parish Council is unable to send a representative to the meeting but suggest in their letter to East Riding Council, they ask them to explain why comments made by Town and Parish Councils suggesting refusal of an application with valid reasons, is ignored. 106 Parish Council Vacancy - After observing at the November Parish Council Meeting, Mrs. Pat Kent is still very interested in becoming a Parish Councillor. The Chairman read out a letter received from Mrs Kent about why she believes she would make a good Councillor. The Clerk was asked to invite Mrs Kent to the January meeting where she will be formally co-opted onto the Parish Council. 107 Update from Working Groups a) Community Events - The Chairman thanked all Councillors involved with the organisation of the Christmas event at Anlaby and Anlaby Common in particular Cllr. Braithwaite. The number of children who attended the Anlaby event was low this year due to the School Christmas Fair on the same evening. The Clerk had written to Hessle Town Council to find out when their 2018 event will take place, Lighting & Signs are unable to accommodate both Councils on the same evening. Clerk to update when a date is received. The Chairman would like letters sending to each of the local schools advising of the 2018 event as soon as a date is confirmed. It was agreed venues for both events be booked as soon as possible unless it is agreed to hold one event at Anlaby Common only. The Clerk was asked to contact Cllr. Braithwaite about the need to hold Christmas Working Group meetings throughout 2018, commencing February. A total of 40.72 was collected at the Christmas events on 1 st December which had been donated to the Anlaby Community Care Association b) Environment - The Chairman asked members to consider possible suitable sites for single trees. Dog Park - Members were provided with estimated costings for the proposed dog park. E.R.Y.C. Officer, Lee Trivet, is to meet Officers from Parks, Street Cleansing and Leisure, to see what feedback they have along with any thoughts and concerns and will contact the Parish Council on completion. c) Safety, Street Scene and Facilities - Cllr. Wood reported that the Pelican crossing opposite One Stop on Hull Road, Anlaby Common appears to have had the timings changed. Adults and children are crossing when the red man is showing due to the length of time it is now taking to change. Clerk to ask E.R.Y.C Highways to carry out a site visit to assess the situation. Confirmation of order of litter bins - E.R.Y.C. litter bins currently cost 272.16 plus 105.00 for the installation which is done by a contractor. Sites for new bins agreed; near Palm Springs, Wilson Street, Anlaby, First Lane, entrance/exit to the field behind Anlaby Community Care Centre, Woodland Drive/Broadley Avenue, Anlaby. Cllr. Wood to provide Clerk with plan to send to E.R.Y.C. for approval. Action: VW/Clerk Grit Bins - Clerk to ask Mr. Tony Capraro if he would be interested in replenishing grit bins on our behalf as and when required. d) Communication - Nothing to report. e) Administration - Nothing to report. 108 Email from Resident re. Traffic Calming Hull Road, Anlaby - The Chairman read out an email from a resident expressing concern about the lack of traffic calming measures on Hull Road, Anlaby outside Anlaby Primary School. The Clerk was asked to respond to the email advising that it had been forwarded onto the East Riding of Yorkshire Council Highways Department. Clerk to advise that the Parish Council is very concerned about the safety of the school children and therefore would like to know why there isn t a 20mph zone outside the school, and request an Officer attends the site at school start/finish times to assess the situation with a view to them arranging for speed checks to be carried out. 109 E.R.Y.C. Issues Town/Parish Council Approved Name Bank - E.R.Y.C. has implemented a review of the Town and Parish Council name banks with the aim of increasing the involvement of its Town and Parish Councils in the preparatory stages of the street naming and numbering process to encourage the use of names with a local or historic significance, or that reflect the ecology of the area. The Parish Council reviewed its current list which was submitted in March 2014 and added Baccarat Baccarat scandal at Tranby Croft 19 th Century. Clerk to send to E.R.Y.C. Chairman s Awards 2018 - East Riding of Yorkshire Council presents the Chairman s Awards annually to individuals, companies and organisations within the East Riding of Yorkshire in recognition of their achievements towards enhancing the well-being of the area in which they work and live. Cllrs. Hardy and Wood to look at a possible nomination for a Community Award.
