PARKS AND RECREATION COMMITTEE REGULAR MEETING MINUTES July 6, 2011 7:00PM CALL TO ORDER The meeting was called to order by Chairman Ron Hartpence at 7:08PM. Ron Hartpence read aloud the following: NOTIFICATION REQUIREMENTS Adequate notice of this meeting was provided in accordance with the Open Public Meetings Act and published in the Hunterdon County Democrat and the Courier News on January 13 th, 2011, and by telefaxing a copy of the notice to the Star Ledger, and the Express Times on January 8 th, 2011. A copy of the notice was also posted in the Kingwood Township Municipal Building and Post Office on January 8 th, 2011. In order to ensure full public participation in this meeting, all members of these committees, and also members of the public are requested to speak only when recognized by the Chair so that there is no simultaneous discussion or over talk, and further, all persons are requested to utilize the microphones which are provided for your use by the Township. Your cooperation is appreciated. Public Comment and Privilege of the Floor Terry Jones Lehigh Valley Coursing Club and COBRA Club Looking to Use the Park for Sports Event for Dogs

2. Terri Jones and two members of two local dog clubs, the Large Gazehound, and LGRA Racing Association were present. They are also members of the American Kennel Club. They described a little about themselves. They came to talk to the park and recreation committee to ask if they could use the park for dog shows. She explained that they have three types of events, Notra oval racing, LGRA straight racing and ASFA/AKC lure coursing. They stated that they are looking for a flat field and need to be able to park at least 15 cars for each event. Ms. Jones described the event, which is similar to a rabbit hunt and described a few of the games that they play. She explained all the locations that they have used in the County and hoped to be able to use the fields at the Kingwood Park. The committee members asked for details, times and dates. Ms. Jones handed out a package of information for the committee to review. They stated that the hours they would need to use the park would be from 8am-4pm. They described the conditions the fields must be in for the events. Jim Burke stated that Kingwood has two parks now, and that the new park is located on Horseshoe Bend Road and just purchased for the residents to use. He noted that there are several areas in the township that are flat and available for them to use. Co- Chairman, David Hewitt noted that there are several areas that are fenced in at the new park. Chairman, Ron Hartpence asked about how many people are involved in this type of event. Jim Burke suggested they use the new park on Horseshoe Bend Road, where there would be more room for the races and for parking. Ms. Jones stated that they would like to find an area for their events for the rest of the year. The committee members asked if they would be able to give a donation to the park. Ms. Jones offered to pay $75.00 per day each weekend that it is used. Everyone thanked the two women for coming to the meeting, and stated that they will be in touch with them regarding the use of the Horseshoe Bend Park. Ed Cafro member of the DVAA Mr. Cafro was present and expressed his thanks to Lisa Marie and Jamie Weinschenk for all their help with the baseball fields. He explained that the fields are now starting to be stabilized. He thanked Mr. Burke and DPW Supervisor Mark Petro, for preparing the area for their batting cages. He discussed with the committee what is needed next to complete the job. He asked if the fields could possibly have a bit more material on them before winter to save the fields for the future. He thanked the committee members for their time and continued assistance. New and Pending Business Motion to Approve the Minutes of June 1, 2011 Regular Meeting Minutes for the Parks and Recreation Committee It was moved by David Hewitt, seconded by Antimo Russano and carried to approve the June 1, 2011 Regular Meeting Minutes for the Parks and Recreation Committee.

3. Niciecki Abstain -Hartpence, Hanley Discuss an Ordinance to be Adopted re: Picking Up After Your Dog at the Park And a Statement from David Hewitt David Hewitt made a statement that he was really not in favor of the vote he made at last month s meeting regarding the prohibiting of dogs at the Kingwood Park. He feels that it is just not the right thing to do and feels that dogs should be allowed at the park. He explained that enforcement is the key. He feels that it is important to have an ordinance to fine those who are not curbing their dog. Park Director Lisa Marie explained that what she can see is that the public does not care, and that they let their dogs get out and run free to do what they need to do and then just leave without picking up after them. Diane Hanley made a suggestion that the park needs more signs around the area. The committee suggested that they put up at least 12 more signs around the park. Lisa Marie described a pit bull dog running loose with its owner at the park and suggested that she leash her dog. The woman did not want to do this, and stated that she runs with the dog often and that the dog is not dangerous. Lisa Marie feels that the public are not following the rules of the park, she does not understand because this did not happen last year. The committee members had a long discussion. Jim Burke noted that the Township Committee has decided to look into adopting an ordinance with fines if not followed. They have also decided it would not be right to not allow dogs at the park. He stated that the ordinances will be posted in several areas of the park. Motion to Approve the Amount of $1,885.00 to Ian White for Music Lessons at the Kingwood Township School for the month of June, 2011 It was moved by James Burke, seconded by David Hewitt and carried to approve the amount of $1,885.00 to Ian White for Music Lessons for the Month of June at the Kingwood Township School. Motion to Approve to Pay David Bacon $3,325.00 for Mr. Bacon s Science Camp For July 2011 It was moved by David Hewitt, seconded by James Burke and carried to approve the amount of $3,325.00 for Mr. Bacon s Science Camp for July 2011.

4. Request from Residents Gary and Linda Lezak To Plant a Tree at the Park in Honor of Friend The Lezak s were present at the meeting and explained what kind of tree they would like to plant in honor of their good friend, Lise DesChamps, who recently passed away. There was a discussion on where the tree would be planted at the Kingwood Park. Jim Burke asked them to call him to set up a date and to pick an area where the tree will be planted. Park Director Lisa Marie explained that Eugene Hill usually uses his equipment to dig the whole for the trees. Diane Hanley suggested that September is a great time to plant trees. It was moved by Antimo Russano, seconded by David Hewitt and carried to approve that the Lezak s may plant a tree at the Kingwood Park in honor of their friend that past away. Monthly Budget Report for June From Diane Laudenbach Chairman Ron Hartpence briefly reviewed. Bocce News Discussion on Partnership for Giving Donation to Parks and Rec for Bocce Pavilion Antimo Russano explained what the Partnership for Giving was all about. He noted that they will need to send out some paperwork filled out with the Township s information. Fishing Derby Discussion the Derby Day, June 11, 2011 Co-Chairman Dave Hewitt explained how the Derby went on June 11, 2001. He stated that it stopped raining at about 9:00am. He explained that there were a good amount of children and parents at the Derby, but not as many as other years. He noted that 36 fish were caught. He feels that everything went well.

5. It was moved by Diane Hanley, seconded by James Burke and carried to approve the amount of $150.83 to be reimbursed to David Hewitt for the amount spent for items for the Derby. Suggestion from a Local Resident: To Put Up A Sign for Pond Area Barbless Hooks Co-Chairman David Hewitt stated that this suggestion may be a good idea. He suggested that this be added to a sign for the pond area. He feels it would be hard to tell a child that they are not allowed to fish. The committee feels that a sign should be made stating, please use barbless hooks while fishing. Jim Burke suggested that the committee purchase the barbless hooks next year for the derby. Old Business Old Fairview School - Update The committee members discussed the update of the activity at the Old Fairview School House. Jim Burke stated that the yoga instructor is now gone from the building. He noted that a letter was sent to Ron Heck asking him for his non-profit form. There was a discussion on non-profit organizations and what the committee should decide. The committee feels that the township should enforce this rule so that other organizations do not do the same. The committee stated that the non-profit organizations should give the Township a copy of their 5013C form, and also give a certain amount of donation to the Parks and Recreation for the use of the facility. There was a suggestion of no fee charged for groups that use the Old Fairview School, and the question as to whether they should ask non-profits for a monthly donation. Jim Burke stated that he will bring this up at the next Township Committee meeting for the committee to discuss. It was moved by Jim Burke, seconded by Cynthia Niciecki and carried to recommend to stay with the decision that they originally decided in January of 2011 to allow only non-profit organizations to use the Old Fairview School for classes and meetings.

6. Operations and Reports: Park Director Report for June 2011 Park Director Lisa Marie reviewed the following report for June: Kingwood Park Directors Report Jamie & Lisa Marie Weinschenk weeks of 6/1/ 2011-7/6/2011 Park Grounds Total # of Hours Cut Grass 32 Post clean up to 6/10, 6/11,6/18 RACE, 6/22,6/25,6/26,6/27, 7/2 pavillion events 10 Weeding and mulching 3 Garbage and recycle removal weekly 3 * (Community Day Outreach and reconciliation of incoming checks) 5 53 Park Updates: Bocce ball trunk is molded all balls inside are destroyed, needs replacement balls, trunk is molded (weathered) Needs two more horeshoes (there is only 1 set) Help needed with broken picnic table in campground area Status request to committee on the two iron poles at the basketball court area. Status request to the committee on DVA baseball batting cage. Status on Kristen Klass Yoga at the Park Kristin will not be using the pavillion. She did not have any registrations for her first class scheduled on July 2. She said she would be bringing anyone intersted in taking classes with her out to the shaded picninc grove for outdoor yoga/walking. I am requesting that we announce this on our website to help her get local kingwood community people to join her each Saturday from 9am-10am. She would not be using rented space.

She charges $5 per person. Communtiy Day Update See attached incoming vendors and ads. Request for committee meetings to continue for Community Day. Lisa Marie reviewed all the information that she provided to the committee which included: monthly report, a calendar of scheduled programs, list of people to use the pavilion, copies of letters and checks of donations given to the park and the Community Day list of businesses. Buildings and Grounds: Park Directors Update Park Director Lisa Marie gave a brief report. Donations Chairman Ron Hartpence read aloud the following donations received: Donation from the Grandview Grange #124 $100.00 for Use of the Facility at Pavilion Donation from Mary DeSapio Towards Bocce Pavilion in the Amount of $2,500.00 Donation from People that Attended the Fund Raiser on 6/27 Total of $1,918.00 Andy Russano talked about the fund raiser and stated that it went very well. He stated that the Bocce Club has raised approximately $10,000 towards the Bocce pavilion. Community Day Preparation September 17, 2011 A subcommittee meeting will be at the park on July 21, 2011, at 7:00p.m. to discuss Community Day plans. Update from Subcommittee: Third Thursday of the Month at 7:00PM No one met last month at the park. Senior Picnic Saturday, June 4 th, 2011 at 12:00PM Discuss How Picnic Turned Out Co-Chairman David Hewitt stated that it went well. He stated that it was a nice day outside and approximately 65 seniors showed up for the picnic. The committee members stated they would like to see more door prizes obtained to give out. Everyone enjoyed the picnic.

8. Copy of Thank you Letter from Florence Komisar Chairman Ron Hartpence reviewed the thank you letter from Florence and Sam Komisar for the great job the Parks and Recreation Committee did for the Senior Picnic. Annual Town Wide Yard Sale October 1 st and 2 nd, 2011 When should letter be sent out? The committee members decided it would be a good idea to send out the letter by the middle of August with the other correspondence that is mailed in the summer with the Community Day Letter. Ron Hartpence suggested that the letter be put on the back of newsletter the Kingwood Chronicle. Senior Dinner November 2011 The committee discussed that by the beginning of October the Senior Dinner should be sent out in the mail. Correspondence Chairman Ron Hartpence read aloud the following correspondence and also the thank you letters that were sent out to the businesses who donated towards the senior picnic: Copy of Letter to Party Perfect Agreement and Check Sent to Hold Date for Community Day Copy of Letter to Garden State Fireworks Re: Community Day Copy of Thank you Letter from Bobbie Beriont/Board Administrator For the Donation Of $200.00 towards the School Sportsters Program The Following Businesses Were Sent Thank Notes for their Generous Donation for the Senior Picnic: Shop Rite Flemington Kingwood Gardens Frenchtown Café Canyon Creek Perkins Family Restaurant Chinese Buffet Marinelli s Highland Gourmet Dilly s Corner Café Maria Two Brother s Scott s Steak House

9. Letters were also sent to: Kingwood Twp. Fire Dept. for Coverage for Community Day Kingwood Twp. Rescue Squad for Coverage for Community Day Skylands Community Bank Requesting that they be a Sponsor for a $1000.00 for Community Day Letter to Grom Family, Revelation Generation Requesting Donation for Fireworks Letter to Tish Zimmerman Thank you for Entertainment at Senior Picnic Other Matters The committee members had a discussion regarding a donation to Tish Zimmerman. They all agreed that it would be a nice idea to give her a donation from the Parks and Recreation Committee in the amount of $50.00 as a donation for playing for the seniors at their picnic. It was moved by David Hewitt, seconded by Antimo Russano and carried to approve the amount of $50.00 to Tish Zimmerman as a donation for an outstanding job playing music for the seniors at their 2011 senior picnic. Update on New Park Jim Burke gave an update on the ribbon cutting that was today for the new park on Horseshoe Bend Road. He stated that it was a very nice day, and that several people offered to help out to get everything ready. He plans to form a subcommittee to create a business plan of what will be allowed and to make additional trails and maps for the new park. He is explained that he did not excluding the current Parks and Recreation Committee, but he needs to work out the details first. He stated that Dave Hewitt will be helping out on the new subcommittee for the park on Horseshoe Bend Road.
