Recommend how Council should develop Māori capacity to contribute to its decision-making processes. Review and determine how the steps that Council will take to develop Māori capacity to contribute to its decision-making processes should be described, planned and monitored in the draft and final Ten Year Plan. Formally receive iwi/hapu management plans. Recommend the establishment of working parties as the need arises.

9 3 DECLARATION OF INTEREST No Declarations of Interest were declared by Members. 4 617968 PUBLIC FORUM: TEMPORARY SUSPENSION AND A05-0014 REINSTATEMENT OF STANDING ORDERS Council temporarily suspended Standing Orders in their entirety to allow Members and the public to address Council. RESOLVED 1 That the Report on Public Forum: Temporary Suspension and Reinstatement of Standing Orders be received. 2 That, pursuant to Section 27(4) Schedule 7 of the Local Government Act 2002, Council temporarily suspends Standing Orders in their entirety to allow Members and the public to address Council. Council received addresses as follows: Hokioterangi Tinirau (Kaumatua) Matua Hokio expressed the importance of Iwi attending the opening of the King Tawhiao sign once it was completed and asked how this process will be co-ordinated to ensure that Iwi is kept in the loop. He also advised that invitations will need to go out to the Kingitanga, Tuwharetoa, Maniapoto and Whanganui Iwi. Council s Group Manager Community Services, Margaret Hawthorne advised that Rebecca Van Orden, Council s Team Leader Community Property will be meeting with the sign writer on 2 March. She further suggested that a Hui with Kaumatua will be organised once the details around implementing the sign were confirmed. John (Parkus) Manunui Matua Parkus acknowledged Members and advised that he is to be mandated as an alternative representative for Ngāti Tuwharetoa Iwi. Rangimoeke Houpapa Whaea Rangimoeke acknowledged Members and spoke about the charging order that has been applied to the Hinerau Koroheke property located on Jurgen Road, Taumarunui; legal description Ohura South A3E2C3B2A Blk XIII Tuhua SD. She also stated that the Māori land block currently has no administration, is undeveloped and landlocked. 10 5 CONFIRMATION OF MINUTES: 3 DECEMBER 2015 M80-0005 RESOLVED Councillor Gillard/Member Cribb That the Public-Business Minutes of the Ruapehu District Māori Council meeting held on 3 December 2015, are confirmed as a true and correct record. 6 621819 - TAUMARUNUI WATER TAKE RESOURCE W30-0003 CONSENT RENEWAL Members considered a Report on the Taumarunui Water Take Resource Consent Renewal. Council s Environmental Manager, Anne-Marie Westcott spoke to the report and requested to be advised of the appropriate contacts for Iwi consultation. Members agreed to provide the appropriate Iwi contacts to Council s Environmental Manager by Thursday 3 March 2016. RESOLVED Member Te Wanikau-Turoa/Cribb That the Report on the Taumarunui Water Take Resource Consent Renewal be received. 7 621819 - RUAPEHU DISTRICT MĀORI COUNCIL M35-0072 WORK PLAN 2016 Members considered a Report on the 2016 Work Plan and discussed their draft Strategic Development Plan that they commissioned with Traci Houpapa in 2015. Members agreed to seek feedback from their respective Iwi/Hapū organisations and constituents. The draft Strategic Development Plan, 2016 Work Plan and Financial Budget will be completed and finalised by 30 June 2016.. Members will also hold two workshops on Friday 15 April and Friday 15 July 2016 to discuss these matters further. Members will also discuss and review their Terms of Reference at the workshop on 15 April. 11 Members considered a Report on the Updates and Progress on the following matters: Nga Kaumatua o te Mauri Atawhai Hui Members received the minutes from the Hui on held 24 November 2015. Project 007 Members received an update on the North Island Main Trunk Line Bridge Replacements. Administration/Support Role Members were asked to consider and put forward a suitable candidate to fill the RDMC Administrator/Support role which is being funded via a grant from Trust Waikato. RESOLVED Members Cribb/Te Wanikau-Turoa That the Report on Updates and Progress be received. 9 621712 - ISSUES FROM REPRESENTATIVES M35-0072 Members considered a Report on Issues from Representatives on the following matters: Chairperson Ashford Fire Siren Taumarunui Fire Station At the RDMC meeting of 15 May 2015, a Member of the public raised his concerns about the level of noise from the fire siren at the new Fire Station in Taumarunui. To follow this up, the Member has asked for feedback. Council s Group Manager Community Services, Margaret Hawthorne said the New Zealand Fire Service had been contacted about applying for a new resource consent. Kerbside Litter and Storm Water Run-Off The Kerbside Contractor raised concerns over the amount of rubbish that is going into the stormwater drains and asked if Council could assist in raising public awareness of the ecological impacts. Council s Group Manager Community Services, Margaret Hawthorne advised that a campaign via Council s Facebook page could be undertaken in cooperation with the Ruapehu District Youth Council. Te Ture Whenua Māori Reform Bill Hui Chairperson Ashford advised and encouraged Members to attend the Hui being held at Morero Marae on Friday 26 February 2016 at 9.00am. He also reminded Members that the Hui on Friday 18 March will begin at 9.00am and will be followed by the Citizenship Ceremony at 1.00pm which Members will also attend. 12 New Member for Te Ihingārangi Hapū Member Kereopa advised that she will be resigning from her position as the Iwi representative for Te Ihingārangi Hapū and that the new representative will attend the next Hui on 18 March. She also advised of her interest in the RDMC Administrator/Support role. Ngāti Hinekura Iwi Representative Member Te Wanikau-Turoa tabled a letter from Uenuku Charitable Trust advising that Paora Haitana has been endorsed as the mandated representative for Ngāti Hinekura. The Southern Members will meet to discuss this matter further.
