OSV MARKET ROUND-UP VESSELS LAID UP AS MARKET WEAKENS FOR OWNERS In response to deteriorating market conditions, many rig and OSV owners are now faced with the tough decision to either temporarily lay up or completely remove some of their tonnage from service. On a global basis, rig owners including Atwood, Diamond, Ensco, Noble, Paragon and Transocean have all decided to scrap older rigs due to the lack of contract opportunities available. The same will be required from OSV owners to curb the oversupply that is currently dominating the market. In Northwest Europe, vessel owners are making concerted efforts to move the supplydemand balance more in their favour by laying up tonnage in both the AHTS and PSV sectors. COG Offshore, Deep Sea Supply, DOF, Farstad, Sealion, Simon Møkster Shipping and Solstad have all decided to lay up vessels in recent weeks. Nevertheless, conditions have stayed primarily in charterers favour, and spot rates remained depressed for most of February, especially on the PSV side (see p.6 & 7 for details). However, the removal of some tonnage has coincided with a number of rig moves being postponed due to bad weather, resulting in a tighter AHTS market and higher spot rates in that sector in the latter stages of the month. BRENT BOUNCES BACK IN FEBRUARY Oil prices rebounded in February, with Brent Crude recording its largest monthly percentage rise since May 2009. Brent closed the month at USD 62.58 per barrel, some 18% higher than January s closing price of USD 52.99. However, this has to be taken into context, and a price of USD 62.58 still represents a reduction of more than 45% from the highest 2014 price of USD 115.71 that was recorded last June. Nevertheless, any increase will be welcomed by oil and gas companies. February prices were buoyed by strong investor inflows, an improving demand outlook and supply outages. Some observers have suggested that the rebound in prices may be temporary, although additional support comes from the potential for North American production to fall in the coming months following a significant reduction to the land rig count in the USA and Canada. OSV OWNERS BRACED FOR TOUGH YEAR AHEAD The earnings reporting season is back upon us, with the majority of OSV owners reflecting on the tough state of the market and presenting a shared view that profits will be hard-earned in 2015. The reduction in commodity prices and the associated impact on offshore activity was central to discussions, with many oil and gas companies postponing projects in an effort to cut costs. This has inevitably led to a reduction in OSV demand from what had previously been anticipated. A number of owners noted that high levels of newbuilding activity in recent years has resulted in a significant oversupply of tonnage, with an excessive number of new vessels being delivered without a commitment in place. This means there is intense competition for work, and downward pressure is being placed on term day rates. Rem Offshore ASA surmised that geopolitical tensions have also negatively affected exploration activity in the Arctic and the development of infrastructure in the Caspian Sea, and there is increased uncertainty about activity in Brazil following allegations of financial irregularities at state oil company Petrobras. However, from a more positive perspective, Deep Sea Supply projected the view that the current weakness in the market will result in a better supply-demand balance in the long run, accompanied by the belief that owners who operate a more modern fleet of vessels will be better placed to take advantage as and when the market recovers. OSV MARKET ROUND-UP STATOIL DISHES OUT POLARLED FIXTURES Statoil has awarded term fixtures to charter six North Sea PSVs to provide support for its Polarled campaign offshore Norway. Nordic American Offshore PSVs NAO (Blue) Guardian and NAO (Blue) Thunder were both awarded four-month plus options charters that are due to commence in March. Statoil awarded an equivalent contract to Troms Offshore PSV Troms Sirius (pictured). The other owners to secure charters were GulfMark and Remøy Shipping, with the former owner picking up twomonth plus options fixtures for PSVs North Promise and North Stream, and the latter securing an equivalent contract for its PSV Rem Stadt. These vessels are expected to commence operations in the second quarter of 2015. Statoil s Polarled project will see a new 480km gas pipeline extend from the Aasta Hansteen field, north of the Arctic Circle, to Nyhamna in western Norway. CONTRACT EXTENSIONS FOR DOF AND EIDESVIK Statoil has also recently extended its charter with Eidesvik s LNG powered PSV Viking Energy. The vessel is now committed until at least April 2016, with further options available. The Viking Energy has been on contract with Statoil since her delivery in 2003. Meanwhile, DOF ASA confirmed that Statoil has also exercised the first one-year option on its contract with AHTS vessel Skandi Vega (pictured), keeping the unit occupied until at least mid-may 2016. The contract includes the provision of an ROV. ALP TAKES DELIVERY OF ALP WINGER AND ALP GUARD ALP Maritime Services has taken delivery of two anchor-handling tugs, ALP Winger and ALP Guard, that were previously known as AHT Janus and AHT Uranus. The vessels have now been reflagged under the Dutch Flag. The ALP Winger and ALP Guard (pictured) are two of six long distance anchor-handling tugs acquired by ALP in November 2014. The two vessels were recently contracted to jointly tow the semisubmersible drilling rig Noble Paul Romano from Las Palmas in the Canary Islands to Brownsville, USA. 4 SEABREEZE

OSV MARKET ROUND-UP TERM CHARTERS FOR DESS IN BRAZIL AND AUSTRALIA Despite the challenging market, Deep Sea Supply (DESS) has managed to secure a range of new term fixtures in Brazil and Australia. In Brazil, Petrobras awarded a one-year plus one-year option contract to PSV Sea Brasil, with a commencement date in the second quarter of 2015. DESS has also secured a new one-year plus options charter for the Sea Tiger with OGX Petroleo, keeping the AHTS vessel occupied until at least the first quarter of 2016. In Australia, DESS has agreed on long-term bareboat contracts for PSVs Sea Tortuga and Sea Triumph (pictured). Both charters are for 18 months plus an 18-month option, commencing in late March 2015. The vessels will be mobilising to Australia from South Africa and the North Sea respectively. Also in Australia, DESS has received a 120-day plus options bareboat charter for PSV Sea Frost, with the end user of the vessel understood to be Saipem. PETROBRAS CONTRACT FOR SIEM GIANT Siem Offshore and Petrobras have entered into a charter agreement for PSV Siem Giant. The vessel, which was delivered in 2014, has been contracted by Petrobras for a firm period of one year with a commencement date no later than September Carimin Petroleum Berhad has received an umbrella contract from Petronas Carigali for the 2015. Petrobras has an option to extend the charter for one additional year. Siem Giant was built to the STX/ VARD PSV 4700 design. She has a length of 87.9m, breadth of 19.0m and a cargo deck area of 1,000m². PETRONAS FIXTURES FOR CARIMIN AND ICON OFFSHORE provision of spot charter marine vessel services. The two-year plus one-year option contract will require Carimin to provide two types of vessels when required, specifically an AHTS vessel and a workboat. Carimin currently owns the AHTS vessel Carimin Airis (pictured) and co-owns the workboat SK Deep Sea. Icon Offshore has also received a Letter of Award for a similar contract with Petronas Carigali, however Icon was awarded fixtures for a wider range of vessel categories. These include: Anchor Handling Tug/Supply Vessel (60MT); Straight Supply Vessel; Platform Supply Vessel; Utility Vessel; Workboat; and Work Barge. Besides marine vessels, Icon will also supply crew and associated equipment for a continuous 24-hour operation. SEABREEZE 5

FEATURE VESSEL VIKING NEPTUN Kleven Verft delivered newbuild offshore construction vessel Viking Neptun to Eidesvik Offshore on February 17. Eidesvik has already secured a term charter for the vessel: the SALT 301 designed unit will begin a 180-day charter with Technip in early March. The charter involves both Eidesvik and Reach Subsea, and was initially for 110 days. However, Technip has exercised the first option, extending the firm period of the contract from 110 to 180 days in 2015. The 145m long vessel has two offshore cranes, rated at 400T and 100T respectively. The vessel also boasts a carousel with a capacity of carrying 4,400T of flexible pipes. The Viking Neptun (pictured right c/o O. Halland) is also equipped with DP3 and Ice 1B class notation, meaning she is prepared for operations in arctic waters. The vessel will be equipped with Reach ROVs, and manned by Eidesvik marine personnel and Reach ROV personnel and engineers. Eidesvik has drawn up a long-term loan facility of USD 124 million with Nordea and Eksportkreditt Norway/GIEK to finance the vessel. OSV NEWBUILDINGS, S&P ULSTEIN VERFT DELIVERS THREE MORE PX 121 PSVS FIRST OF SIX PX121 PSVS FOR VROON Highlighting the popularity of the PX121, and the steady stream of new vessels being built to this design, Vroon Offshore has also recently accepted delivery of VOS Pace, the first of six PX121 PSVs it has on order at the COSCO (Guangdong) Shipyard in China. The remaining five PX121 units The Ulstein Verft Shipyard in Norway delivered three more PX121 PSVs in February. Blue Ship Invest received Blue Queen (pictured), the first of two sister vessels being built at Ulstein Verft, with the Blue King to follow later this year. Both of these vessels will operate under the management of being built for Vroon are due for delivery during 2015 and 2016. Vroon is planning to operate the vessels in European waters. The PX121 design utilises Ulstein s X-Bow hull line, and provides vessels with a length of 83.4m, breadth of 18.0m, and a deck area of 850m². Golden Energy Offshore. Nordic American Offshore, meanwhile, accepted delivery of Blue Storm and Blue Viking (which are being renamed NAO Storm and NAO Viking). All three of these recent deliveries have now entered the North Sea spot market. COSCO DELIVERS TWO UT 771 CDL PSVS As well as the VOS Pace, COSCO has also recently delivered two newbuild PSVs that were built to Rolls Royce s UT 771 CDL design. The Terry Tide (pictured) was built for Tidewater at the COS- CO (Guangdong) Shipyard, while the Sunrise 1 was built for the East Sunrise Group at the CO- SCO (Zhoushan) Shipyard. The UT 771 CDL is a medium-sized PSV design, providing vessels with a cargo deck area of 875m². The Terry Tide and Sunrise 1 have an overall length of 83.75m, breadth of 18m and depth of 7m. GREATSHIP PRACHI DELIVERED Greatship (India) Limited, a wholly owned subsidiary of The Great Eastern Shipping Company Limited, has accepted delivery of Greatship Prachi, a 4,000 dwt PSV. IHS-Petrodata indicates that the vessel, formerly known as SK Line 713, was constructed by Xiamen Shipbuilding in China and recently acquired by Greatship from Nam Cheong. Greatship Prachi has a length of 78.0m, a breadth of 18.6m, a deck area of 800m², and accommodation for 56 persons. SEABREEZE 9

OSV NEWBUILDINGS, S&P FIRST LNG PSV ENTERS SERVICE IN US GULF Harvey Gulf International Marine has celebrated the delivery of its newbuild dual fuel PSV Harvey Energy. Built by the Gulf Coast Shipbuilding Group in Gulfport, USA, Harvey Energy is the first PSV in service in North America that can be powered by LNG. Based on the VARD 1 311 design, the vessel has an overall length of 94.5m, a breadth of 19.5m and a cargo deck area of 974.1m². Harvey Gulf is preparing to operate the first LNG marine fueling facility in the USA. The facility will be based in Port Fourchon, Louisiana. FOURTH L CLASS PSV FOR SWIRE PACIFIC A naming ceremony was held for newbuild PSV Pacific Liberty at the Maizuru Shipyard in Kyoto, Japan, on February 3rd. Pacific Liberty is the fourth and final L Class PSV being built for Swire Pacific Offshore by the Japan Marine United Corporation. This follows the earlier deliveries of Pacific Leader, Legacy and Legend. Built to the IMT 997 design, the vessels have an overall length of 97.29m, moulded breadth of 20.0m and a clear deck space of 912m². They have a deadweight in excess of 5,000t, and accommodation for 37 persons. CBO ORDERS LARGE ULSTEIN PSV Companhia Brasileira de Offshore (CBO) has ordered a design and equipment package for a PSV to be built to Ulstein s PX105 design. The vessel will be constructed at the Aliança Shipyard in Rio de Janeiro, Brazil, with delivery scheduled for the third quarter of 2016. The contract has an option for CBO to order two more vessels that would be built to the same design. The Ulstein PX105 vessels are compliant with the Petrobras PSV 4500 tender requirements. CBO s new PSV will have a cargo deck area of 940m² and accommodation for 23 persons. DOF SELLS FIVE BRAZIL VESSELS Norskan Offshore, a subsidiary of DOF, has entered into an agreement to sell five of its vessels that are operating offshore Brazil. The vessels in question are PSVs Skandi Leblon (pictured), Skandi Stolmen and Skandi Yare, and AHTS vessels Skandi Copacabana and Skandi Flamengo. All five units were delivered between 1997 and 2005. The buyers are companies owned by a Brazilian Private Equity Fund managed by Mantiq Investimentos and Mare Investimentos, based in Sao Paulo and Rio de Janeiro, Brazil. Delivery of the ships are to take place between February and April 2015. 10 SEABREEZE

OSV NEWBUILDINGS, S&P TEBMA DELIVERS FUGRO SCOUT Fugro has taken delivery of newbuild geotechnical drilling vessel Fugro Scout from the Tebma Shipyard in India. Fugro Scout (pictured) is a sister vessel to Fugro Voyager, which entered service with Fugro s Offshore Geotechnical Division in the fourth quarter of 2013. The vessels have a length of 82.9m, beam of 19.8m and a deadweight of approximately 2,500 tons. They each have a twin tower drilling derrick over a centrally located moon pool, and are capable of operating in water depths of up to 3,000m (9,843ft). ESVAGT FROUDE ENTERS SERVICE Havyard Ship Technology AS in Norway has delivered its first windmill service vessel to Esvagt. Built to the Havyard 832 SOV design, the Esvagt Froude has already commenced a long-term contract with Siemens Wind Power, and she will be joined working for the same client by her sister vessel, Esvagt Faraday, in early April. The vessels have 60 single-man cabins, and an Ampelmann walk-to-work system that allows technicians to walk straight from the vessel to the wind turbines. Esvagt recently placed an order for a third vessel to be built to the Havyard 832 SOV design, with delivery scheduled for autumn 2016. CIG TO BUILD WINDFARM SUPPORT VESSEL FOR ACTA MARINE Acta Marine has contracted CIG Shipbuilding for the design and construction of a large Wind Farm Support Vessel, to be named Acta Orion. The DP2 unit will have a length of 108m, breadth of 16m, and accommodation for 75 persons. Her hull is already under construction in Poland, with final oufitting to take place in the Netherlands. Delivery is scheduled for September 2015. The unit will be chartered by Van Oord to transport crew and equipment during the construction of the Gemini Wind Farm offshore the Netherlands. SUBSEA SUBSEA MARKET ROUND-UP Oil companies continue to watch their bottom lines in the wake of several years of continual cost increases and a sharp fall in oil prices, although we have seen some recent stability in Brent Crude at around USD 60 per barrel. One aspect that always hits the bottom line is decommissioning. Nevertheless, despite the focus on cost savings it is probably the cheapest time to focus on this aspect of the market because vessel day rates have reduced significantly. Further support may also be available; in the UK for example, the Department of Energy & Climate Change (DECC) will fund a substantial portion of decommissioning costs. Several projects are already due to commence in the next couple of years, and vessel owners will be hoping that an increase in activity will occur. Shell has submitted the decommissioning programme for its Brent Delta platform, one of the four installations at the Brent field offshore the UK. The Brent field has produced around 10% of all UK North Sea oil and gas since production began in 1976. Under the proposed programme, Shell would adopt a single lift process for the 23,500t topside, and work is underway to bolster the topside in anticipation of the lift. Pending approval from DECC, the topside will be taken to Able UK, where more than 97% of the material will be reused or recycled. A second decommissioning programme for the remaining infrastructure in the Brent field, including Brent Delta s legs, three other sets of TWO CASUALTIES APPEAR DURING DOWNTURN The downturn in the Oil & Gas market has seen the first two subsea contractor casualties after Reef Subsea AS filed for bankruptcy and Specialist Subsea Services (S3) went into MCDERMOTT & PETROFAC TEAM UP McDermott and Petrofac have formed a joint strategic marketing alliance to pursue top-tier deepwater subsea, umbilical, riser and flowline (SURF) projects valued above USD 200 million. The alliance will target the Brazil, administration during February. The recent downturn in the oil and gas industry and fierce competition are the main reasons Reef now goes to probate and S3 has gone into administration. Reef has a workforce of more than 100 staff, while S3 US Gulf, Mexico, Mediterranean, North Sea and West Africa regions. The key vessels in the allied fleet are McDermott s newbuild derrick lay vessel DLV 2000, which is under construction at the Keppel Singmarine yard in Singapore and topsides and legs, 140 wells, and 28 pipelines, will be submitted. Brent Delta stopped production in 2011 and Brent Alpha and Bravo ceased in November 2014. Production from the field continues through Brent Charlie. In August 2013, Allseas confirmed that it had been awarded a contract for its derrick pipelay barge Pioneering Spirit to undertake the removal, transportation and loadin to shore of three of the Brent platform topsides. Removal work on the Brent Delta platform is due to begin in 2015/16. The remaining topsides are to be removed over the next eight years. The Pioneering Spirit was previously named Pieter Schelte and will also be used to remove the Talisman-operated Yme platform in the Norwegian North Sea. has 82 employees, of which 77 have been made redundant with immediate effect. SUBSEA DEMAR CONTRACT FOR SOLSTAD Total E&P UK has awarded Technip an additional scope to its existing contract for the Edradour Subsea Development, located approximately 75km North West of the Shetland Islands. The additional scope is for the parallel development of the Glenlivet field located nearby. The new contract covers the fabrication and installation of a 12-inch production Demar has awarded Solstad a one-year firm plus one-year option contract to commence in May 2015. Solstad will deploy the ST-256L designed construction support TOTAL AWARDS ADDITIONAL SCOPE TO TECHNIP pipeline, 6-inch MEG pipeline complete with a 2-inch piggy backed service line, and pipeline end manifolds. Additionally, the contractor will supply and install steel tube umbilical and flexible tails. Technip will also provide rock dumping and pre-commissioning duties whilst utilising various vessels from their fleet, including pipelay vessel Deep SUBSEA 7 AWARDED WOODSIDE CONTRACT Subsea 7 has been awarded a contract by Woodside for the Persephone Work Pack 2 project offshore Australia. SCALDIS ORDER RAMBIZ 4000 Scaldis has placed an order with Royal IHC for the construction of a heavy lift vessel to be named Rambiz 4000. Delivery of the unit is scheduled for spring 2017 from the Xiamen shipyard in China, and it will be The development of Persephone will involve the tie-back of two wells into a subsea production manifold with production fluids transported to the existing North Rankin Complex. SUBSEA REM FORZA TO MOBILISE TO GHANA Tullow Oil has chartered DeepOcean s offshore construction vessel Rem Forza for a six-month campaign at the deepwater Jubilee and TEN fields offshore Ghana. The contract will see the MT-6022-designed OCV provide inspection, repair and maintenance duties, as well as the installation of subsea trees and jumpers in water depths of around 1,100-2,000m. The contract is due to commence in March and the operator has options to extend the duration of the charter into 2016. The vessel has a length of 108m, a maximum lift of 250t, and accommodation for 120 persons. To support the local content requirements, the vessel will have Ghanaians onboard from the beginning of the project. TECHNIP TO CHARTER FAR SLEIPNER Technip has signed a Letter of Intent with Farstad to utilise the newbuild offshore construction vessel Far Sleipner. Technip will operate the VARD 3 07 designed vessel for 11 months, split into two fixed periods. Including mobilisation and demobilisation, Technip can use the vessel, which has a length of 143m, a 350t max lift and accommodation for 130 persons, for up to 16 months from delivery. The Far Sleipner is currently under construction at the Vard Langsten yard with delivery scheduled to take place in late March or early April 2015. WALK-TO-WORK DUTIES FOR ISLAND CROWN Maersk Oil has awarded a 100- day contract to Island Offshore to utilise IRM vessel Island Crown for walk-to-work duties on the UK continental shelf. Maersk has options to extend the contract beyond the 100-day firm period, which is due to commence on June 1, 2015. The 2013-built vessel, of UT-776CD design, has a length of 97m, a maximum lift of 50t, and an accommodation capacity for 100 persons. Since her delivery, Island Crown has performed 500 connections to offshore installations and offshore service vessels while utilising its fully integrated walk-to-work gangway, at heights of between 10 and 25m. CONUNDRUM CORNER, DUTY PHONES TRANSOCEAN DELAYS DELIVERIES Transocean has delayed the deliveries of five newbuild jackups that it has on order at the Keppel FELS Shipyard in Singapore. Originally, Keppel was scheduled to deliver the first Super B 400 Bigfoot Class jackup in the first quarter of 2016, with the next four rigs to follow at four-monthly intervals. However, the delivery of the first unit has been postponed until the third quarter of 2016 as opposed to the first quarter. Furthermore, the remaining four jackups are to follow at six-monthly intervals instead of four-monthly intervals. The rigs are to be named Transocean Cepheus, Transocean Cassiopeia, Transocean Centaurus, Transocean Cetus and Transocean Circinus. All five remain available for charter.
