CORPORATION OF THE COUNTY OF PRINCE EDWARD September 6, 2012 A meeting of the Prince Edward Heritage Advisory Committee was held on Thursday September 6, 2012 at 9 a.m. in the conference room, The Edward, 280 Main Street, Picton. Minutes of Previous Meeting PEHAC -28-2012 Moved by Geoff Hendricks Seconded by Gord Gibbins 3.1 THAT the Minutes of July 19, 2012, as amended, be approved. 4. Deputations 4.1 None 5. Correspondence CARRIED 5.1 PEHAC Orientation Materials hard copy and digital link sent to Lynne Ellis by Leigh Moore 5.2 By-law 2905-11 and PEC Heritage Permit Application handout PEHAC requests the CBO to investigate if it is possible to submit photo of buildings proposed to be demolished as part of the Demolition Permit process. 6. Reports 6.1 Update re: Demolition of 1836 Mouck House Jo-Anne Egan provided overview and update regarding the issuance of the demolition permit for the Mouck House and advised that a revised demolition permit review process is being followed which includes review of the listed and designated properties registry prior to issuance of permit. The GIS viewer will also be updated. PEHAC -29-2012 Moved by Gord Gibbins Seconded by Leigh Moore THAT the Chair of PEHAC resend her August letter to Merlin Dewling, CAO re: a number of issues including the 1836 Mouck House and copied to Peter Mertens,Mayor. PEHAC -30-2012 Moved by Leigh Moore Seconded by Wendy Daxon CARRIED THAT PEHAC request the CBO to amend the Heritage Permit application process to require digital photos of the building to be altered or demolished. 6.2 PEHAC Awards Follow-up CARRIED Jo-Anne advised that the budget includes funds for an awards program. Wendy will prepare press release and send to Lynne for distribution. 6.3 Heritage Inventory Listing and Listing Letter Update Leigh has drafted 1 page information sheet regarding the listing vs. designation process to be added to letter to be sent to new listed properties to be reviewed at the October PEHAC meeting. 6.4 Heritage Plaque Listings Geoff to contact Lynne re: status. Certificates to be presented by Mayor Mertens to all who just received plaques at 9 am on Oct. 18 or Nov. 15 (alternative date). Lynne to contact owners by letter inviting them to attend. Staff to invite Mayor and advise Chair of his availability. Gord advised that he is talking with the owners of 1071 Royal Road in South Marysburgh to see if they are interested in designation. 6.5 Media Communication THAT the Minutes of September 6, 2012 be approved. Geoff advised that he will be asking Conroy to attend Oct 18 meeting to cover the planned presentations of the designation certificates by the Mayor to property owners. 6.6 Heritage Maps: Display and Promotion Janice awaiting response from Museum staff to see if there is interest in selling the Heritage Maps. She will also approach Books on the Bay owners as well. 6.7 Distribution of Statement of Cultural Heritage Value for the Rose House at 940 Royal Road, South Marysburgh Janice to clarify name of building to distinguish it from the Rose House Museum to staff. 6.8 Deputation to Council re: Heritage Policies This item was put on hold until PEC staff reorganization completed. 7. New Business 7.1 wpd Heritage Report Concerns were raised regarding the wpd Heritage reports and timing of PEC staff wpd municipal consultation report. PEHAC -31-2012 Moved by Gord Gibbins Seconded by Wendy Daxon THAT as PEHAC is the provincially mandated body to advise Council on heritage matters, we request that Council not approve any staff report on the wpd White Pines Project Report until PEHAC has been consulted by wpd/stantec and by County heritage staff preparing the report. This Motion is to be sent to Mayor Mertens. 7.1 Picton HCD Update CARRIED Jo-Anne advised that funds were allocated for phase two of the study for ERA Architects is undertake starting in the fall. 8.
