Sachiura Project to save lives from Tsunamis Autamn 2014 ー Development timeline of Inochiyama of the Heisei era ー This is to report on how residents in the southern area of Asaba (Sachiura) undertook actions based on lessons learned from the Great East Japan Earthquake. 1 Introduction The southern area of Asaba (Sachiura), Fukuroi city is located alongside the pacific ocean (the sea of Enshu), it is a rural area with sprawling rice fields. There are approximately 4,000 residents living in the area and most of them live about 1km from the beach. The Great East Japan Earthquake (a massive M9 earthquake with a subsequent massive tsunami and nuclear accident) occured 11, 2011 and caused a large number of deaths, missing people, about 20,000 victims, washed away houses, physical damage, radiation harm and other such damage, and even now a lot of people are suffering from unbearable pressure. We learned a lot of lessons from the most disastrous damage caused and we have been promoting this project activity aiming to reduce the impact such as on people's lives as the first priority and the properties where people live as much as possible. I would like to thank the media for their assistance in publicizing this project through TV and newspaper reports which ultimately helped with its success. 2 Resolution of actions In the afternoon on the 11th of, 2011, I was visiting a principal as the director of the resident association in the principal's room at Asaba minami elementary school watching the disaster report on TV with him. The scenes reported from a helicopter that time were absolutely shocking and I had a worrying feeling about our own town and if the same thing happned. At that time, I commited myself to make actions.

I visited Mayor Harada on April 11, 2011 and handed the request to him which was for Inochiyama (hills for saving lives) and a Heisei construction and seven lists of requests. I talked to residents who live in the southern area of Asaba (Sachiura) about the request in the meetings and informed all the residents through 'Asaba minami community center newsletter' issued by Asaba minami community center at the end of April. Note) A director of the resident association role is a chairman of the community center steering commitee. 3 Overview of Sachiur Project to save lives from tsunamis In the southern area of Asaba (Sachiura), we inaugurated the 'Sachiura Project to save lives from tusnamis' as a part of the disaster prevention council, we carried out many discussions as a partnership together with residents and local government, we submitted a lot of requests to the mayor and authorities through debriefing meetings and construction of tsunami evacuation shelters (Kirarin tower, Minato inochiyama of Heisei), seismic strengthening of the bridge over Mae river, the cutting down of erosion control trees and such measures were realized. Inochiyama In the Edo period (1680), a large tyhoon hit the town and the climax reached Nakashinden and Ono areas and it took the lives of people of all ages. Those who survived made an artificial hill. Since then, when disasters came on their land, they used to climb up the hill to evacuate. That is how the hill became a hill to save lives and came to be called Inochiyama which means a hill of lives. Purpose: To protect the lives and properties of 4,000 residents from tsunamis in the area. Procedure: - Ensure tsunami evacuation shelters and safe evacuation passages such as Inochiyama - Limit flood potential from tsunamis through planting erotion control trees - Raise tide embarkements for the whole area.. and such measures - Setup conditions -

Set up a scenario where the participants pretend that the time is 7 a.m. in the morning regardless of the time when going through the drill. - Theme - A 12m high large tsunami came over the embarkment and surged 2km inland from the beach. Where and how do all the residents evacuate to? How do we save lives? Members: Asaba minami independent united disaster team, senior experienced (company director), senior club unit manager, the principal of Asaba minami elementary school, the chairperson of Asaba minami PTA, the president of NPO, welfare commitioned child's volunteer, Fukuroi disaster countermeasures office unit manager, City office disaster prevention division (including the local servants too). Note) One or more people from eight resident's associations become members. Visited Iwanuma city in Miyazaki prefecture (where the tsunami affected area is) for an inspection. Conducted an evacuation training at night time Evacuated residents from Tarosuke, Nishi-dori and Higashi-dori to Asaba minami elementary school in a training. Joint tsunami evacuation training with Asaba nursery school, Asaba minami kindergarden and Asaba minami elementary school Mid-year report meeting of Sachiura Project - to save lives from tsunamis ---Reported to the Fukuroi city mayor Considered a plan for making Asaba minami (Sachiura) disaster ready. Fukuroi city mayor announced a construction of Inochiyama and the evacuation tower of Heisei. Excuted the tsunami evacuation training - All the eight resident associations excuted tsunami evacuation training and the Minato area evacuated to the site of the pachinko parlor. The Sachiura Project report meeting to save lives from tsunamis --- Requested the Fukuroi city mayor - Requested to make sure the construction of Minato Inochiyama and so on would be conducted - Requested to construct a tower for evacuation by the PTA of Asaba minami kindergarden (with over 2,000 people's signatures) - Passed an Inochiyama poster drawn by Asaba minami elementary school students to the mayor 2012
