WORLDWIDE SYMPOSIUM ON ENABLING THE NET-CENTRIC INFORMATION ENVIRONMENT: SUPPORTING A GLOBALLY HARMONIZED AND SEAMLESS ATM SYSTEM Vince Galotti Chief/ATM ICAO 2 June 2008
Presentation Outline What is a global ATM system Evolving story-how we get there Global ATM Operational Concept Global Air Navigation Plan Information management and Global ATM NextGen and SESAR Conclusions
What is Global ATM Meeting expectations Meeting the expectations of the aviation community operate along their preferred 4D trajectories scheduling gate availability Other business requirements Major impediments the existing ATM system thousands of aircraft operators each have their own best outcomes best outcomes go beyond aircraft operators and extend outward to the larger ATM community as well
What is Global ATM A wider perspective To make even greater gains in efficiency far-reaching cooperation is necessary A global vision Wider planning perspectives Implementation of facilities and services over larger geographical areas A global framework for performance measurement
RVSM What is Global ATM A global framework ICAO s role in supporting the realization of RVSM was and continues to be significant safety-related work leading to the development of Standards, Procedures and guidance material planning and safety assessments conducted by the regional planning groups RVSM could not have been implemented globally without ICAO s leadership
What is Global ATM Working with ICAO ICAO has developed a global ATM Operational Concept which was widely endorsed ICAO provides the planning framework through the Global Air Navigation Plan, the regional air navigation plans and several other documents and tools Every ICAO Region has identified performance objectives and has developed work programs to foster near and medium term benefits while integrating those programmes with the extensive work already accomplished Global interoperability and harmonization are key to making further improvements
What is Global ATM Physical connectedness
What is Global ATM Seamlessness-Interoperability A seamless, interoperable, worldwide system based on: Physical connectedness Homogeneous ATM areas and Major Traffic flows Common requirements, Standards and procedures Integration (TMAs, aerodromes) Performance based equipment carriage requirements Seamless safety across all regions For all users during all phases of flight Common aeronautical information exchange models
Tenth Air Navigation Conference an early vision FANS-----CNS/ATM Systems Global Coordinated Plan for Transition to ICAO CNS/ATM Systems CNS focus was on new technologies
Eleventh Air Navigation Conference How we get there Endorsed the global ATM operational concept Requested ICAO to: develop ATM system requirements address interoperability and seamlessness define requirements for global AIM publish the operational concept amend the Global Plan develop a performance framework
Eleventh Air Navigation Conference (AN- Conf/11) Outcome That States and PIRGs consider the Global Air Navigation Plan for CNS/ATM Systems as a catalyst for change, providing a global safety and interoperability framework while allowing regional or local adaptation to efficiently meet regional and local needs
Eleventh Air Navigation Conference (AN- Conf/11) Outcome That ICAO: When developing the ATM Requirements, define corresponding requirements for safe and efficiency global aeronautical information management to support a digital, real-time, accredited and secure aeronautical information environment Urgently adopt a common aeronautical information exchange model Develop new specifications for Annex 4 and 15 that would govern provision, electronic storage, on-line access to, and maintenance of aeronautical information and charts
35 th Session of the Assembly Endorses the global framework Assembly Resolution A35-15 Calls upon States, regional planning groups and the aviation industry to use the ICAO Global ATM Operational Concept as the common framework to guide planning and implementation of CNS/ATM systems and to focus all such development work on the operational concept
Information rich environment The global ATM Operational Concept A global and seamless ATM System operates in an information rich environment Management Aerodrome Operator Communications ATM Service provider Navigation Aircraft operations People Systems Surveillance Maintenance Engineering Concept components Aerodrome operations Airspace user operations Airspace User Demand capacity balancing Conflict Management Airspace organization and Management ATM service delivery management Traffic synchronisation
Global Plan as a transition roadmap Revised Global Plan developed on the basis of Recommendations of AN-Conf/11 Global ATM Operational Concept, which provides the target system Industry Roadmap, which provides the near and medium industry requirements Assembly Resolution A35-15 Global Plan provides guidance on environment, business case, costs, human resources, etc.
Global Performance Initiatives (GPI) Options for ATM improvements Relate to ATM objectives in older version of Global Plan Result in direct performance enhancements Meet performance objectives Based on Industry Roadmaps and current regional activities Bring near- and medium-term benefits to aircraft operators Regional planning groups establish work programmes
Global Performance Initiatives (GPI-18) aeronautical Information Scope: To make available in real-time, quality assured electronic information (aeronautical, terrain and obstacle). Related Operational Concept Components: AOM, DCB, AO, TS, CM, AUO, ATMSDM
Global Performance Initiatives (GPI-8) Collaborative airspace design and management Scope: The application of uniform airspace organization and management principles on a global basis, leading to a more flexible airspace design to accommodate traffic flows dynamically. Related Operational Concept Components: AOM, AUO
Global Performance Initiatives Reduced vertical separation minima RNAV and RNP (Performance-based navigation) Functional integration of ground systems with airborne systems Aerodrome design and management Dynamic and flexible ATS route management Data link applications

Information Management and Global ATM Information management will assemble the best possible integrated picture of the ATM situation. Information management will provide the basis for improved decision making by all ATM community members. The ATM community will depend on information management, shared on a system-wide basis, to make informed collaborative decisions for best business and operational outcomes. Within the ATM system it will be the information itself that will be of significance and not the technology that supports it.
Information Management and Global ATM The information management function will allow all participants to adjust information sharing to mitigate any proprietary concerns Sensitivity with regard to some data will continue to exist and will be managed within the information management function Once an ATM community member agrees to release information, the data will be available to the extent required and will be made accessible to specified parties
SESAR Planning should be In accordance with the Global Plan Planning should be based on specific performance objectives supported by Global Plan Initiatives The terminology and methodology used in the Master Plan are consistent with ICAO
NextGen Many of the concepts build on ICAO s Global ATM Operational Concept which represents a globally harmonized set of concepts for the future We recommend that ICAO assess NextGen and other future systems to advance harmonization efforts and to ensure global collaboration in the development and acceleration of standards for required future systems
