Greetings Campers Welcome to NAS Key West Campground located in the beautiful back drop of America s only tropical paradise, Key West, Florida. This Welcome Aboard Booklet provides you with important and helpful information regarding this campground and the surrounding area. Our policies and procedures are in place to help ensure a safe, relaxing and enjoyable stay for all our guests. Thank you for choosing our campground, a proud member of the Navy Getaways network. Of special note, the use of gray water to water, wash your vehicles or any other purpose is prohibited on NAS Key West property. Potable water spigots located in some of our dry camping areas are for the use of all campers. Please do not leave your water hoses hookedup unless you are filling your tanks. Likewise, sewer hoses are not to be left hooked-up to shared dump stations. e. Be Responsible Pet Owners We understand that pets are an integral part of one s quality of life and encourage you to take care of them. However, please be conscious that not everyone feels the same way, so clean up after your pets, keep them on a leash and do not leave your pets unattended inside or outside for any reason. 4. Since 2010, our rotation process has been a First-in First-Out (FIFO) methodology. This has worked well the last five seasons and we are continuing this process for the 2016 season. Simply, our automated data system has a FIFO date stamp that will determine your rotation order. Subsequently, long term guests will rotate first. Every time you rotate the date is updated in the system merging your dates with those of new arrivals. Please note: Pre-paying for a site will not guarantee the site after your original 14 days in Key West nor is it an implied contract for your site for the entire payment period. Failure to rotate on or off full hookup sites when notified by the campground staff is grounds to lose the privilege. Welcome to Naval Air Station (NAS) Key West and the beautiful Florida Keys. With the weather turning cold up north it must be the time for another busy season for our campground. That said my mission is to support the operational and training requirements of all organizations and units who utilize the services that this war fighting installation has to offer. That will continue to be my top priority and the primary focus for me and my staff. 2. As the Commanding Officer, I have the responsibility for good order and discipline. Sigbee Park Annex is federal property and all Department of the Navy rules and regulations apply. I have implemented random anti-terrorism measures to ensure the safety of personnel and property. Increased mobile security presence, sobriety check-points, and traffic code enforcement should be expected. This move was made to better use our security personnel to patrol all annexes of NAS Key West. Remember, military ID card holders are responsible for your guests 24/7. If you see suspicious activity, do not hesitate to report it by calling 911 or (305) 293-2114 or (305) 797-4423 (Watch Commander Duty Cell). 3. The established set of rules and regulations are designed for your collective safety and coexistence. I have asked my security team and campground management to be fair and consistent in enforcing these policies. I want to assure you that I will not tolerate repeat offenders who choose not to follow all standing tenets of NAS Key west. Below are a few of the important ones to remember: a. Good Conduct - Please be respectful to me, my staff and your neighbors. Disorderly, crude and/or abusive behavior toward any NAS staff member or other patrons along with stealing and damage to property will not be tolerated and will likely be grounds for debarment from the installation. Be a good neighbor, respect quiet times and report vandalism promptly. b. Safety First Take the time to do the task correctly and safely the first time. Remember to watch your speed, buckle those seat belts, and no cell phone calls or texting while driving and not only wear but buckle that bike helmet while cycling. c. Campsite Cleanliness Your individual campsites should be tidy, clear of debris and no abundance of plants or other items. And remember open fires are prohibited. d. Be Good to the Environment- We are located in a very environmentally sensitive area. It is imperative that you practice good stewardship and remember to recycle. Two sections make up this campground; Sigsbee (Year Round) & Trumbo (October May Only). This campground includes several laundry and bath facilities, potable water and dump stations. Patrons must have a roadworthy RV present upon checking in. RESERVATIONS Eligible patrons must make a reservation via the Navy Getaways Central Reservation Line (877) 628-9233. Reservations will always be for a primitive site (no hook-up). At time of check-in, patrons will be upgraded to a full hook-up site, if available. PRIORITY RESERVATIONS Active duty military not attached to NAS Key West or a Tenant Command are eligible to make a reservation for a full hook-up RV site. These reservations must be made, at least, 48 hours prior to arrival and is space available. PAYMENT - Payment is due in advance. A credit card must be kept on file and a $91 deposit, for patrons vacationing longer than 3 weeks, is required. Charges will be automatically processed by office staff upon payment due. DEPARTURE - To avoid charges, please notify the office, at least 72 hours in advance, if your departure date changes. All sites must be clean and clear of all items upon departing. A $100 will be charged if items are left on site. IDENTIFICATION - Force Protection Condition (FPCON) rules requires at any time you may have to verify your identification. FIRES - No open fires are allowed. Charcoal and propane grills are permitted in the campground and designated picnic areas. FREQUENTLY ASKED QUESTIONS HOW LONG CAN I BE ABSENT FROM MY RV/TENT SITE? During non -hurricane months (December 1-May 31) patron s are allowed to be away from their primitive site up to 24 hours without notification to the campground office. An Extended Absence Request form must be completed and approved for trips lasting 2-10 days. This form must be submitted no less than 48 hours prior to your planned departure. This privilege is not intended for full-hook up campsites nor for any months during hurricane season (June 1-November 30). Please visit the campground office to request this form and for more details. IS THERE A SHUTTLE TO DOWNTOWN? MWR does not provide any type of transportation off the base. Taxi s, Uber, and Lyft are transportation options that can be found online. WHAT IS THE PROPER ATTIRE TO RIDE A MOTORCYCLE ON BASE? All riders on a motorcycle must wear helmet, full fingered gloves, long sleeve shirt, reflective vest, long pants, closed toe ankle high footwear. ARE HELMETS REQUIRED WHEN RIDING A BICYCLE? Helmets are mandatory when riding a bicycle onboard all NAS Key West annexes; Boca Chica, Sigsbee, Trumbo & Truman. DOES MWR RENT BICYCLES? MWR Bicycle rentals is available at Beach Patio located on Truman Annex (305) 293-5282 HOW FAR IS THE CAMPGROUND TO DOWNTOWN DUVAL AREA? Sigsbee is approx. 3.5 miles to Duval St.; Trumbo is approx. 2.2 miles Duval St. 16 SITE MAINTENANCE & CLEANLINESS - Patrons are responsible for maintaining their site in a neat and orderly manner. Lawn mowers can be checked out with the Camp Host. SITE CAPACITY - The maximum capacity for each type of site is as follows: RV Sites: 1 RV & 1 POV Tent Site: 2 Tents Pop-up Site: 1 Pop-up Camper (or Pop-Up Tent) & 1 POV Short Term Storage: 1 Boat, Trailer or RV ROTATION - Rotation is a way of allowing everyone camping on Sigsbee to experience a full hook-up site during their stay. Rotation on Sigsbee is mandatory and occurs whenever there are more registered patrons than there are available full hook-up sites. Those rotating will receive a notice the day prior; rotation is to be completed no later than 10:00 am on the day specified. There may be a delay in your rotation due to non-availability of a site appropriate for your RV length. Rotations will not happen on federal holidays. Placing RV on site after dark is prohibited. SITE CHANGE REQUESTS When site changes are allowed patron s must do so in person by visiting the campground office no earlier than 10:00 am. Unauthorized Moves - Subject to $100 fee. CAMPGROUND REGISTRATION - Upon checking into the campground, a reservation, proper military ID, and registration & insurance* on all vehicles are required. Proof of campground registration is provided and should be displayed in a location (e.g. window) visible from outside the RV when facing the door or front windshield. Tent sites should display the registration on the number post or the display board. *NASKW requires all vehicles, trailers and RV s to be properly licensed and insured. License plate #s will be kept on file. If any changes are made during your stay please notify the Campground Office. Please visit the campground office to request this form and for more details. CONSERVATION AND ENVIRONMENTAL SENSITIVITY - Our campground is located in a National Marine Sanctuary. Environmental stewardship is 5

POLICIES AND PROCEDURES GOOD ORDER AND DISCIPLINE - The Commanding Officer is responsible to ensure all federal and state laws and DoD/DoN instructions are followed on NASKW and expects all employees, volunteers and guests to be respectful in their interactions. Failures to abide by any of these is subject to legal action and/or debarment from NASKW. SEWER CONNECTIONS - Should be leak proof from liquids and gases. Florida Admin Code 64E-15.004(3) requires the use of a readily removable, acid resistant material (e.g. rubber sewer seal/donut) on all full hook-up sites and dump stations. DUMP STATIONS - Dumping of grey, black or Blue Boy tanks should be handled with caution and must be done only at a dump station between sunrise and sunset. It is illegal to dump the contents of these tanks on the ground. Any illegal dumping could result in loss of privileges. NON-POTABLE & POTABLE WATER STATIONS - The potable water stations are to be used only for filling fresh water tanks. Non potable stations are to be used to flush sewage. Please do not use these water stations for any other purpose. CLOTHES RACKS - Free standing clothes racks/lines must not create safety hazards or interfere with pedestrians or traffic. Attaching anything to trees is prohibited. REPAIRS AND MAINTENANCE - Vehicle and RV maintenance on campground property is prohibited. However, if a mechanical breakdown occurs, and going off-base for service is impractical or impossible, maintenance may be done on your site only by a professional licensed service provider. When soliciting a service, please confirm that the company has base access privileges. Please note that Force Protection Condition (FPCON) levels may prohibit base access. WASHING/RINSING - Limited rinsing, with water, of road dust is permitted on campsite. Washing of RVs, trailers, boats, vehicles or any other items on site is prohibited. Please utilize the MWR car wash, located on Sigsbee Park. TRASH - Household trash is to be properly bagged and placed in metal dumpsters only. Recycled items should be placed in designated recycling bins. Plastic bags, of any kind, are not allowed in the recycling bins. Any items on, or around, the receptacles will not be picked up by the waste company. Please help keep our campground clean and safe for everyone. 6 FREQUENTLY ASKED QUESTIONS CAN I BRING A GUEST(s)? Eligible patron s may bring non-eligible guests to their campsite. Sponsor s are always responsible for the action and whereabouts of all non-eligible guests and must accompany them through all security check points. During the summer months (June- September), eligible guests may request to sponsor a non-eligible guest to reserve a site of their own. This is done by written request. Please visit the campground office for details. HOW CAN MY GUEST(S) ACCESS THE BASE WHILE THEY ARE STAY- ING WITH ME? Non-eligible guests may acquire a base pass at the Pass & Id. Office. This office is located in the building to the right of the sentry at the Naval Air Station on Boca Chica. Sponsors must accompany their guests to the Pass & ID office; guests must present a valid drivers license and complete an application. Once a pass is attained, it will allow non-eligible guests to enter the base without an accompanying sponsor. WHAT IS THE PREOCEDURE FOR DEPARTURE? Confirm that the office has the correct departure date reflected in your record. On your departure date, the office will automatically check you out and refund any remaining balance back to the credit card on file. It is not necessary to visit the office on your departure date. To avoid a $100 clean-up fee, please be sure your site is clear of any trash, debris, or personal items prior to departing the campground. CAN I EXTEND MY STAY? Please visit the campground office to check availability and make a request to extend your stay. The maximum length of a stay is 180 days. Once the 180 days is reached you must check out of the campground for at least 2 weeks (14 days) before being able to return to the campground. Reservations are required to re enter the campground. CAN I PLACE A TENT ON MY RV SITE? Sleeping tents are permitted for children under the age of 18; approval must be obtained through the Campground office. Otherwise, tents are not allowed to be set up on any RV site. CAN I GET A PACKAGE AND MAIL DELIEVERD TO MY SITE? Page 11 outlines the mailing methods and specific address to use for getting packages delivered to your site through UPS or FEDEX. Please know the campground office is not allowed to accept packages or mail. Any shipment delivered to the campground office will be rejected. U.S POSTAL SERVICE does not deliver to campsites. 15

HOW IS ROTATION DETERMINED? As soon as you check into the (Sigsbee) campground your name, arrival date, arrival time and RV length is placed on the rotation waiting list. On a daily basis patrons, currently on full hook-up sites, are exhausting their 14 days and given notices to move back to a primitive site. As patrons rotate OFF full hook -ups, the office manager assigns these sites to the next people on the waiting list according to arrival date/time/rv size. The Camp Host will then deliver a move notice to you the day prior to your assigned move date. IMPORTANT ROTATION NOTES 1) Patron s waiting for a full hook-up could be skipped if the length of the next available hook-up site is to small for their RV. 2) There is no rotation on federal holidays. 3) Patron s must move to their assigned site; no site changes are made within full hook-ups DO I HAVE TO ROTATE IF I WANT TO STAY ON A PRIMITIVE (OVERFLOW) SITE? Yes. Rotation is mandatory when camping on Sigsbee. Those that prefer primitive camping only and no rotation may chose to stay on Trumbo during high-season only (approx. Oct May). WHAT IS A MANUAL MOVE NOTICE? When a full hook-up site becomes available unexpectedly the office may assign it immediately to the next patron on the waiting list sooner then expected. The Camp Host will deliver this notice as early as possible. The patron can move to this full hook-up site anytime before sunset on the date provided. WHAT IS UTR? This is an abbreviation the campground office uses for your departure date. It stands for Up The Road. CAN I REQUEST A SITE CHANGE? Primitive site (no hook-up) change requests are made in person in the office at 10:00 am each day. Site changes are made on a first-come, first-served basis. Sites cannot be reserved. Full hook-up site change requests are not permitted. 14 POLICIES AND PROCEDURES DAMAGE TO PERSONAL ITEMS - NAS Key West and MWR will not be held responsible for damage to any items on the campground. Damages include due to, but not limited to, weather, theft, vandalism, self inflicted or any other causes. PETS & WASTE - There is a 2 pet limit. Pet owners must abide by the following policies at all times. Any violation to these policies will result in receiving an infraction. Upon receiving two infractions, a letter will be submitted up the chain of command for review; this may result in the pet owner being asked to depart the campground. Pets are to be kept on a leash and supervised at all times while outside Tethers are not to exceed 8 nor extend past property boundaries Pet waste must be picked up immediately on sites or while on a walk Pet noise must be kept under control Pet must not disturb other guests Adequate ventilation and climate must be provided while contained Breed Restrictions The following are not allowed aboard the NASKW campground : Akita, American Bulldog, Rottweiler, Chow Chow, Doberman Pinscher, any Pit Bull breed. HURRICANE SEASON - The Atlantic Hurricane Season is June 1 - November 30. Patrons are responsible for being familiar with the provisions outlined in the Hurricane Readiness letter provided to each patron during hurricane season. Please stay prepared and comply with the provisions. Once an evacuation is ordered for the campground, by the NAS Key West Commanding Officer, a notification will be delivered to each site. Patrons must depart within two (2) hours of the order and must take all belongings. Please do not leave anything behind on your site. Consequently, items left behind causes a delay in allowing MWR staff to evacuate themselves. In addition, you will be subject to $100 fine upon returning to NASKW Campground at anytime in the future. Post hurricane, you can follow updates regarding the recovery of NAS Key West and the Navy Getaways/MWR Campground reopening on the Facebook pages (NAS Key West or NAS Key West MWR). Please do not attempt to travel back to Key West or to the Campground prior to receiving an official announcement regarding the reopening. 7

GENERATOR POLICIES (Portable & Onboard) CAMPGROUND GENERATOR HOURS Sunday-Saturday: 7am to 11pm Quiet hours begin at 11pm Generators may not begin a run time until 7am During quiet hours, automatic onboard generators must be overridden to manual mode. NOISE LEVEL - The fiscal year brings a mandated drop of 5 feet in distance for decibel measurements. All generators must meet the required decibel level during that year. Generators will not be allowed in the campground if they do not meet the specifications below. CURRENT (AS OF 1 OCT 2017) Allowed: 74 db at 15 feet Recommend: 74 db at 10 feet BEGINNING 1 OCT 2018 Mandated: 74 db at 10 ft (under full load) PLACEMENT & VENTILATION - The upcoming fiscal year brings a mandated policy for the placement of portable generators and a recommendation for use of ventilation structures for onboard or chassis mounted generators. CURRENT (AS OF 1 OCT 2017) Allowed (Portable): Placed on street side, or behind RV, if there are no adjoining RV sites Recommend (Portable): Placed in the front-center of RV Recommend: (Onboard or Chassis Mounted): Use of an exhaust stack that is properly installed, fastened and safely operational. BEGINNING 1 OCT 2018 Mandate (Portable): Placed in front-center of RV. Recommend: (Onboard or Chassis Mounted): Use of an exhaust stack that is properly installed, fastened and safely operational. Please always utilize portable and chassis mounted generators in a safe manner with consideration for yourself, neighbors and the environment. GAS CONTAINERS - Gas containers must be in a state approved gasoline container and at least 10 feet from generators. 8 GENERAL INFORMATION JURISDICTIONAL ENVIRONMENT - Patrons contemplating the use of the waters surrounding Sigsbee Park and Trumbo Point should carefully consider the potential consequences of such activity. The shorelines of NASKW separate the U S Navy s jurisdiction over the land masses and the State of Florida s law enforcement agencies and Homeland Security s U S Coast Guard s, jurisdiction over the waters. Except at the marinas, shore to ship or ship to shore passage is not authorized. Ship in this case is defined as any water craft (boat, kayak, ship, raft, jet ski, etc.). No floats, buoys' or anchorage of any kind is allowed in the waters adjacent to the campground. MWR SWIMMING AREAS Pool: Located on Trumbo Point. Beaches: Beach Patio Recreation Center on Truman (ocean front) and Boca Chica Marina (cove). FISHING - An appropriate Florida Fishing License is required for all waters in the area. Licenses can be obtained online at the Florida Fish and Wildlife Conservation Commission website (www.myfwc.com). Except where posted, fishing is prohibited from all piers and bridges on NAS Key West and the Coast Guard Sector on Trumbo Point. DISCOUNT TICKETS - The MWR Tickets & Travel office offers discounted tickets on numerous Key West and regional attractions and activities. TAXI SERVICE - Please note that Force Protection Condition (FPCON) levels may prohibit taxi service base access. When volunteers are needed, a notice will be posted to MWR social media pages. Anyone wanting to volunteer will need to complete a Volunteer Agreement prior to the event. LONG TERM STORAGE - MWR has lots designated for storing boats, trailers, RVs, etc. Long Term is considered to be 6 months or longer. This program is governed by navy instruction and requires a signed agreement and supporting documentation. For full details, please visit the long term storage manager located in the Sigsbee Recreation Center. SHORT TERM STORAGE - The campground offers short term storage for 6 months or less. To utilize this storage you must be staying in the campground or in Key West. If you depart Key West for any length of time your short term storage must be cleared. The fee is $1.50/day. A $10.00 deposit is required for storage over one month. Any property being stored must be removed during an evacuation; non-compliance will result in a $100 fee and loss of storage privileges upon your return to the campground. FITNESS CENTERS MWR has three fitness centers onboard NAS Key West; Boca Chica, Sigsbee Recreation Center & Beach Patio on Truman. 12 PARKING POLICIES VEHICLE PARKING - Vehicles must only park in authorized spaces. Pebble Beach/Hollywood - Back or backside opposite pedestal, adjacent to RV; Sigsbee Circle/Overflow/Trumbo - Front side opposite pedestal or front adjacent to RV. Tent Sites On road only. There is absolutely no parking on the grass along the waterfront, picnic areas, public areas or in a manner that blocks the roadway. Violations will result in a $26.00 fine. ADDITIONAL VEHICLE PARKING Patron s who have more than one POV can park their additional vehicle (s) either in the Community Center parking lot or in the designated areas located throughout the overflow camping area. Please see Camp Host or Office for specific parking areas. PROHIBITED PARKING Parking is prohibited in public areas, picnic areas and along the waterfront. Boats and trailers are to be parked in authorized areas only and are prohibited in RV sites, tent area and popup area. Recreational vehicles, boats, trailers, and personal vehicles may not be parked in any manner that blocks a roadway or site. If any spilled material enters a storm drain, it is reportable to the National Response Center and State of Florida. It is your responsibility as a campground patron to report all spills as soon as discovered. IMMEDIATE RESPONSE PROCEDURES (ON-SCENE PERSONNEL ) a. Evacuate area to safe distance upwind and upgrade of spill. b. Warn people in adjacent areas. c. Inform your supervisor and supervisor of nearest facility. d. WHO IS AUTHORIZED ON SECTOR KEY WEST? Only person who have been authorized access by the Sector Commander. All facilities on USCG Sector are for Active Duty service members only.
