Community leaders wanted to preserve the area s natural resources and scenic beauty while allowing for population growth migrating north from the cities of Fresno (California s fifth largest city) and Clovis at the border of Madera County. They did so by creating and approving the Rio Mesa Plan. WHY IS THIS IMPORTANT? The Rio Mesa Area Plan is the largest designated future growth area in the San Joaquin Valley, with the subject property at the north end of it. Fresno RIO MESA AREA PLAN To plan for future growth migrating north from the Fresno Metro area, Madera County leaders recognized the potential for large scale development in the southeastern portion of the County. This assessment was based on a number of factors, including an increase in development interest from private land owners, Valley Children s Hospital and Community Medical Centers who purchased 200+ acres at the northeast corner of Highway 41 and Avenue 12 for a future Hospital and Medical Campus in Madera County. The combination of these factors led the County to concentrate on this portion of Madera County for future urbanization. The result was the creation and future implementation of the Rio Mesa Area master plan. The master plan was designed as a new Area Plan within the Madera County General Plan. It provides a framework to help guide detailed plans for specific subareas and landholdings, such as Tesoro Viejo. The result of the planning process was to create one of the largest designated growth areas in the Central San Joaquin Valley. The 15,000 acre area is bounded by State Route 41 to the west, the San Joaquin River and Fresno County to the east, Road 145 and the Millerton Lake State Recreation Area to the north and northeast, and the San Joaquin River to the south. To put it into perspective according to Eric Fleming-Madera County Administrative Officer, At build-out the Rio Mesa area is going to be around the same size as the City of Clovis (which currently stands at over 100,000+ residents).
