A collaborative initiative between the City of Brampton and the Brampton Arts Council (BAC), Brampton Arts Walk of Fame is a civic recognition program commemorating individuals from Brampton who have achieved a national, international or industry award, professional designation or a prize of high distinction and excellence in the arts and entertainment industry. Staff recommends that Council approve the following five nominees to be inducted into the Brampton Arts Walk of Fame program in 2015: Tanya Mullings; Tara Oram; Johnny Reid; Gordon J. Smith; and Alan Thicke. Staff recommends that Council approve the Brampton Arts Walk of Fame new location and the event program outlined in this report. Recommendations: 1. That the report prepared by Jennie DeMedicis, Supervisor, Festivals and Special Events Office, dated March 9, 2015 presented to the Economic Development Committee meeting of April 1, 2015, re: Information Report: Brampton Arts Walk of Fame Program for 2015, be received. 2. That Council approve the new location for the Brampton Arts Walk of Fame program; with phase one located on the municipal sidewalk east side of Main Street North; and phase two located on the municipal sidewalk north side of Queen Street East; and 4. That Council approve the Brampton Arts Walk of Fame event program outlined in this report; and 5. That the Director, Strategic and Enterprise Services, be authorized to execute, on behalf of the City, all agreements, contracts and related documentation, as may be required to deliver the Brampton Arts Walk of Fame program outlined in this Report, and that such agreements, contracts and related documentation shall be with a content satisfactory to the Chief Operating Officer or Manager, Festivals and Special Events Office and in a form satisfactory to the City Solicitor. Background: A collaborative initiative between the City of Brampton and the Brampton Arts Council (BAC), Brampton Arts Walk of Fame is a civic recognition program commemorating individuals from Brampton who have achieved a national, international or industry award, professional designation or prize of high distinction and excellence in one or more of the following arts and entertainment categories: (1) Performing Arts (including dance, theatre, music), (2) Visual Arts (including painting, sculpting, photography, glassblowing, pottery and architecture), (3) Media Arts and New Media (including film and television, short film, documentary, feature film, sitcom, animation, interactive art), (4) Literature (including Novel, Poetry, Short stories), (5) Creative Arts (including culinary arts, fibre arts, cosmetology). The Brampton Arts Walk of Fame nomination criteria can be found in Appendix 1. In September 2014, seven nominees were inducted into the Brampton Arts Walk of Fame program; Russell Peters; Rohinton Mistry; Keshia Chante; Jack Reid (a posthumous award); Scott Lale; Michael Cera; and Scott Thompson. Current Situation: 2015 Candidates The Brampton Arts Walk of Fame Committee is recommending that the following artists be inducted in the 2015 Brampton Arts Walk of Fame program: Tanya Mullings, Performing Arts Tara Oram, Performing Arts Hi. Johnny Reid, Performing Arts iv. Gordon J. Smith, Creative Arts v. Alan Thicke, Performing Arts A profile evaluation for each nominee has been prepared by the Brampton Arts Walk of Fame Committee for each candidate and can be found in Appendix 2.
V/-*?> Relocation of the Brampton Arts Walk of Fame Committee The Brampton Arts Walk of Fame Committee is recommending the relocation of the existing Arts Walk of Fame. The purpose is to accommodate the construction of the LED Screen in Garden Square and the future accommodation of a mobile stage underneath the LED structure. Some of the existing plaques have also developed cracks due to a combination of factors such as the installation methods, thickness of materials and overloading of snow clearance over the plaques. The recommended new location for phase one of the Brampton Arts Walk of Fame with phase one located on the municipal sidewalk east side of Main Street North; and phase two located on the municipal sidewalk north side of Queen Street East (Appendix 3). These locations were proposed because: 1. Improves visibility and prominence of the Arts Walk of Fame to the public along Main Street North and Queen Street East, 2. Enhances the master plan of the LED Screen installation in Garden Square, 3. Supports the expansion and installation of additional number of inductees plaques for the next 25 years, 4. Prevents the placement of outdoor furniture and future stage over existing plaques at its current location. 5. Reduces the conflict of snow clearance equipment running over the existing plaques and cracking them, by improving installation methods. The new Installation will involve the redesign of seven current inductee plaques and the placement of five new 2015 inductee plaques. The plaque improvements include a 22 by 22 inch wide by four inch thick monument grade red granite with lithichrome lettering (Appendix 4). Installation will occur in the months of July and August 2015 and will occupy a minimal footprint on the sidewalk of Main Street North. A winter maintenance plan would be prepared. A consulting engineer will review and certify the installation methodology to ensure the proposed solutions are of sound concept and design. The existing inductee plaques will be carefully removed as part of the LED construction work and if not broken or cracked, may be offered to the inductees for keep sake. Ifthe recommended relocation is approved by Council, the Brampton Arts Walk of Fame Committee will initiate a full communication plan to advise residents and current inductees of how the relocation plan will occur. The plan will include a letter to current inductees, notification to residents, signage at the original site on the construction hoarding and updated information on the city website.
GVl-if Event Program Plan The Brampton Arts Walk of Fame ceremony date is scheduled on September 20, 2015. The draft of the event program plan is outlined in Appendix 5. Interdepartmental Comments: Maintenance and Operations (Roads) provides the following: The proposal to locate/place the plaques within the concrete municipal sidewalk on right-ofway, means that maintenance and care of the plaques would fall to Maintenance and Operations (Roads). This would be a new item for the maintenance budget for the downtown area, and as such the following must be considered: o Snow clearing and snow removal - flush mounted plaques will require equipment fitted with specialty cleaning parts (Nylon or plastic blades to prevent damage to the plaques surface). Snow removal is performed by larger equipment and a plan will need to be developed to ensure damage is avoided. De-icing and traction material will continue to be used in the downtown, and the vendor should advise ifthe granite material will be affected by the salt. o Additional costs for working on or near the plaques (protection, removal, replacement, handwork, etc.). Should access to services beneath the sidewalk be required, special protocols must be developed and enforced for inspection, protection and removal of the plaques (i.e. security deposits). o Cleaning and care policies specific to the plaques (i.e. stain removal), must be developed. The plaques will now be subject to the same everyday wear and tear that all other sidewalks are subjected to; however, since this will be a much higher profile area, the costs for response, and cleaning would be commensurate with that importance. It is understood that the current location of the sidewalk in the downtown may not be permanent, and may be subject to change in the event of a new design standard. Further, it is recommended that a consulting engineer review and certify the installation methodology to ensure the proposed solutions are of sound concept and design.
&&-I-S Financial Implications: The following table provides a budget estimate for the induction of the recommended five (5) candidates and the relocation installation. Expenditures: Red Granite Plaques Replacement seven plaques and five new inductees. Includes installation. Cost: $25,000 Handheld Awards (5 inductees) $1,250 Rentals / Materials $4,000 Promotions $1,000 Reception $750 Miscellaneous $500 Total Expenditures: $32,500 The budget source for the installation of new plaques and the event plan program for 2015 will be funded from the existing 2015 non-departmental budget, namely the Flower City Program budget. On an annual basis, $5,000 from the Flower City Program budget shall be dedicated to all related aspects to the Brampton Arts Walk of Fame maintenance. Strategic Plan: This report achieves the Strategic Plan priorities by enhancing the visitor experience in Downtown Brampton and the City as a whole. It also generates pride for recipients, the Brampton community and public at large. Conclusion: In conclusion, staff recommends that council approves the induction of the five (5) new candidates into the 2015 Brampton Arts Walk of Fame program and the relocation plan. The overall impact of this program is positive, and funding for this initiative can be supported by the existing base operating budget of the City of Brampton.

Gfc-M APPENDIX 1 Brampton Arts Walk of Fame Nomination Criteria An individual, or group of individuals (such as a musical ensemble or band), meeting the following criteria are eligible for nomination: 1. Recipients shall be selected exclusivelyfrom the arts and entertainment industry defined by the following categories: Performing Arts, including dance, theatre, music Visual Arts, including painting, sculpting, photography, glassblowing, pottery, and architecture Media Arts, including film and television (e.g. short film, documentary, feature film, sitcom, other), and new media (e.g. animation, interactive art) Literature, including novel, poetry, short stories Creative Arts, including culinary arts, fibre arts, cosmetology 2. A recipient must have received a recognized national, international or industry award, professional designation, or prize of high distinction and excellence in one or more of the categories above. Additional applicable awards, designations and prizes may be considered on a case-by-case basis. 3. The recipient must meet at least one of these criteria: born in Brampton; a resident of Brampton; or an owner of a business in Brampton for a period of time. 4. A recipient must have a minimum of 10 years of experience in the arts and entertainment industry, and have an established body of work.
fi.vi-8 APPENDIX 2 Brampton Arts Walk of Fame 2015 Nominee Evaluations Tanya Mullings, Performing Arts - Musician Recognition: Ms. Mullings has won various industry awards including 2012 Top Single "Rescue Me" 2012 Karl Mullings Memorial Award; 2011 Top Ten Veteran Singer; 2010 Top International Reggae Artist; 14 Canadian Reggae Music Awards; 7 Caribbean Crucible Awards; 2 Reggae Music Achievement Awards and for her last album Music is My Life she was awarded "Best Reggae", "Producer of the Year" and "Best Female Vocalist". Ms. Mullings was nominated five times for the prestigious Juno Awards and was also presented with the City of Brampton Arts Acclaim Award. Residency: Ms. Mullings lived in Brampton (received an Arts Acclaim from the City of Brampton which requires that she live in Brampton). Specific time and details are to be determined. Minimum of 10 Years in Arts and Entertainment Industry: Began when she was 15 years old and has been in the business 25 years Tara Oram, Performing Arts - Musician Recognition: Tara Oram received the 2009 Canadian Country Music Association "Rising Star" award. Residency: Oram first moved to the Malton area of Mississauga, Ontario when she was 10 years old, and later to Brampton, where she attended Bramalea Secondary School. Minimum of 10 Years in Arts and Entertainment Industry: Aged 16 (2000) Ms. Oram was signed to indie label Weilcraft Music Group and released her first country music single called, "More Than I Dreamed" which was her first top 50 hit. 8
